Head of Internet Development – Oxfam International

Job purpose

To develop Oxfam International’s internet presence in line with the Oxfam International (OI) Strategic Plan. This includes managing the development of the OI public website (multilingual) and OI extranet (Dashboard), and overseeing the development of global online business tools in line with the strategic needs of the confederation.

This post reports to the Brand and Communications Manager and manages: Website Manager, Extranet Coordinator, Extranet Support Officer (Oxford office), Web Editor - French (Geneva office), Web Editor -Spanish (Spain). This post is part of the Communications Team.

Responsibilities

  • Create, develop and monitor the implementation of Oxfam International’s internet strategy, together with leading and coordinating the work of the international team responsible for strategic internet and technology issues within the confederation.
  • Ensure that the Oxfam International internet strategy and the annual objectives and ongoing plans for Oxfam International’s internet presence are communicated and coordinated through the affiliate webmaster group.
  • Contribute to the work of the international team leading the strategic work on branding and communications, in particular ensuring that the internet strategy is developed and represented in the team’s annual work plan, and that the online brand is consistent with the overall OI brand guidelines.
  • Co-ordinate and facilitate online technological development with and for the confederation in terms of online global business tools and shared development to increase efficiencies across the confederation, in consultation with the Chief Information Officer.
  • Manage and develop the OI internet team (web and dashboard) as an integrated team, with clear team objectives, content strategies and work plans.
  • Ensure that the necessary strategies, skills and resources are in place within the OI internet team to deliver to high professional standards both OI’s multilingual web site as an external communication channel and the OI Extranet (dashboard) as an internal communications channel for the confederation.
  • Provide internal consultancy for campaign teams and affiliates, leading, advising and supporting them on the development of their web strategies as required.
  • Manage budgets in line with OI’s Operational Plan.
  • Manage and support, as appropriate, OI relationships with external technology partners, suppliers or consultants as required, and deliver specific project objectives, where appropriate, including management of key donor relationships where required.
  • Oversee a broad internet, web, ‘e’ remit, for the Secretariat and working with affiliate Oxfams, providing specialist internet advice at a senior level, contributing to the work of the OI Secretariat communications team and to the wider planning and direction of Oxfam International, through input to OI team meetings and consultations.
  • Represent Oxfam International at a senior level externally as required.

Skills and Competencies

  • Demonstrable strategic level planning experience.
  • Demonstrable track record in web site basics and design, with proven knowledge of content driven sites and management information systems.
  • Proven line management experience.
  • Experience of technology decision making against business needs.
  • Account management experience, working with design agencies, content management systems providers, and other service providers.
  • In-depth knowledge of global internet trends and challenges.
  • Effective negotiation abilities and informal leadership skills in a multi-stakeholder environment.
  • Demonstrable organizational and project management skills, with the ability to manage multiple projects to deadlines, with a focus on technology projects.
  • Effective networking skills.
  • Effective communications skills in speech and writing.
  • Innovative and creative approach to problem solving.

Person specification:

  • At least five years relevant experience, managing websites and other internet communications channels at a strategic management level
  • At least two years line management experience, including managing remote teams
  • Fluency in written and spoken English is essential. Other language skills (French and/or Spanish in particular) highly desirable.
  • Ability to travel for up to 4-6 weeks per year, and to work occasional unsocial hours.

Location: Oxfam International Secretariat office in Oxford, UK
Salary: circa £38,000 p.a.
Contract type: Permanent
