The East Biloxi Coordination and Relief Center (EBCRC) was established within days of Hurricane Katrina with a mission to meet the needs of local residents for immediate relief and support. Founded by William F. Stallworth, Biloxi Councilman for Ward 2, with a modest start-up grant from Oxfam America, the center immediately set out to serve as a de facto “town hall” for Wards 1 and 2. EBCRC houses various outside voluntary organizations that had come to Biloxi to assist the community and serves as a clearinghouse for information, relief supplies, and voluntary assistance including house cleaning, mud-outs, and legal services. EBCRC is in the process of converting itself to become a Community Development Corporation, and is currently focused on a comprehensive survey and data collection with local residents as input to a rebuilding plan for East Biloxi.
