Together with rice, fisheries form the backbone of Cambodia's food security and provide invaluable revenue and employment, especially for the rural poor. In recent years, changes in the economic policy of Cambodia's government have affected both freshwater and marine fisheries. This study provides an in-depth look at the fisheries trade of Cambodia, exploring patterns of change in the fishing industry, fish production and exports, and the controversial lot system by which fishing territories are designated. It also offers recommendations for reform.
