This costs Haiti some $200 million annually, and leaves Haitian consumers vulnerable to spikes in volatile global prices. A substantial increase in local production is needed to reduce import dependence. But Haitian rice yields have stagnated for over two decades due to limited irrigation and poor maintenance of existing networks, poor soil and water conservation, lack of drying and milling facilities, limited government support for research and extension, and other problems.</p>
<p>This paper proposes a comprehensive new national rice policy, aimed at boosting farmers’ productivity and incomes. To bolster these investments, the paper proposes a price stabilization system that ensures that imported rice sells at a minimum entry price, with a variable tariff that rises when the price of imports falls below the minimum level. I’ve learned to fight for my own rights and for the rights of the women who surround me,” said María Marta Henríquez, who was among the 250 women who recently attended the Second Congress of Rural Women in El Salvador.</p>
<p>Organized by the Alliance for the Defense of Rural Women’s Rights and Oxfam’s GROW campaign, the San Salvador event was an opportunity for women like Henríquez, a mother and small farmer, to present their demands to members of the National Assembly and government officials.</p>
<p>What Henríquez is fighting for is good and healthy food for her and her family, and a sustainable way of producing it.</p>
<p>“If I have food security, I have it all: a variety of healthy food, land, physical health—my children and grandchildren won’t fall sick because they eat healthy— and education,” said Henríquez.  “To me, sovereignty is the guarantee we have to food security [and to] be the owners of our land, our lives.”</p>
<p>Thanks to the training she has received from different institutions, Henríquez now knows how to make organic fertilizer, conserve soil, and work with bees to make honey.</p>
<p>She also benefits from a government program that provides the poorest families with about 100 pounds of fertilizer and two pounds corn seeds. But from Henríquez’ point of view, that doesn’t add up to food security, because when the program ends, the situation will be the same as before. What rural women need, she said, are native seeds which will guarantee sustainability by not only producing crops, but a new round of seeds for planting the following season.</p>
<p>Seed variety isn’t her only worry. Small farmers like Henríquez also face severe challenges from increasingly unpredictable weather.</p>
<p>“This year we lost our crops because of the drought. Last year we lost the whole bean crop because of Tropical Depression 12E,” said Henríquez. That storm dumped five feet of rain in nine days. “I took a loan to invest again, and when this (the drought) happened, I was crying because I didn’t know how to pay back the loan. Thank God the bank came to study my case and canceled my loan.”</p>
<p>Despite the hurdles she and her fellow rural farmers are confronting, Henríquez is confident that all the work they do as part of Alliance for the Defense of Rural Women’s Rights will bear fruit.</p>
<p>“If we go back to using native seeds, we can produce more and more permanently,” she said.” If we have irrigation systems to store water for the dry season, if we have access to information to what is happening in our country—economy, education, health—access to knowledge about soil conservation and how to conserve the environment, than we will have everything we’re all longing for: a dignified live and health.”</p>
<p>Henríquez speaks with the authority of an empowered and independent woman. She is convinced that by speaking out and engaging in the fight for women’s rights, change will come.</p>

Well, we generally think about our field programs as approximately 15-year investments. In other words, a development program requires almost as much time and commitment as it takes to raise a child.</p>
<p>A shorter commitment won't get the job done. It takes time to help people build skills and infrastructure, to get policies changed, and to ensure that governments spend their money more effectively.</p>
<p>Smart development demands monitoring and evaluation. Organizations should be accountable to report not only what they do, but also how they measure it. Don't believe stories that guarantee long-term impact after one or two years' investment; that's barely time to lay some groundwork.</p>
<p>We all crave the easy answer, the quick solution, but if eradicating poverty were simple, people living in poverty would have sorted it out long ago. They may lack resources like land, but they certainly don't lack intelligence or insight. Poverty is a global challenge—one that we can overcome together, but listening and learning from people living in poverty, and developing solutions with them, takes time and sustained effort.</p>
<p>This issue of <i>OXFAMExchange</i> includes inspiring stories, but they are just snapshots from a family album: moments in a long journey together. Each story is ultimately about perseverance and the need for long-term commitment.</p>

More than 13 million people are now at risk, 1.8 million Somalis alone have been displaced, and 750,000 people are facing starvation. The chronic cycle of drought and suffering prompts us to ask: What would it take to make this Africa's last famine?</p>
<p>Oxfam's work—whether helping Guatemalan women organize to fight gender violence, funding irrigation projects in Ethiopia, or standing with people in Darfur—is about building the resilience of local communities over the long haul. We cannot prevent shocks, but we can help our sisters and brothers access some of the same resources we have to cushion us when times are lean.</p>
<p>We cannot rush from crisis to crisis with short-term fixes. What more evidence do we need than what is happening in East Africa now? This is not the region's first famine, but imagine the headline: Africa's last famine.</p>

<p>A new interactive map published by Oxfam today shows how poor communities across the world are being hurt by high and volatile food prices. The <a href="http://www.oxfamamerica.org/press/articles/food-price-spikes" class="external-link">food price pressure points map</a> provides a global snapshot of the impacts of the global food price crisis.</p>
<p>High and volatile food prices are one of the biggest political issues of 2011. The pressure points map can be embedded directly into any website to give audiences an easy way to raise their voice and take action on the food price crisis. The tool is part of Oxfam’s global GROW campaign to fix the broken food system.</p>
<p>“The poorest people from Kansas to Yemen are suffering the impacts of high and volatile food prices,” said Raymond C. Offenheiser, President of Oxfam America. “Food price volatility has pushed tens of millions of people into poverty and contributed to violence and instability that is dangerous for global security and costly to American taxpayers. Meanwhile Congress has its head in the sand hoping for it all to go away.”</p>
<p>Food prices have hovered near an all time peak since late 2010 sending tens of millions of people into poverty. After decades of steady progress in the fight against hunger, the number of people without enough to eat is again rising and could soon again top one billion. Leaders from the US and other G-20 nations have delivered little more than band-aid solutions giving little hope to struggling communities.</p>
<p>The map displays countries that are highly vulnerable to price spikes, have seen price spikes contribute to violence or unrest, or have suffered extreme weather events that have contributed to price hikes. Some examples of the impacts the map reveals include:</p>
<ul>
<li><strong>Yemen:</strong> One-third of the population—7.2 million people—suffers from acute hunger. In the capital city, imported wheat flour prices were 117% higher in May of 2011 than the previous year contributing to unrest in the country.</li>
<li><strong>Tanzania:</strong> Despite a strong economic performance, more than half the population lives in extreme poverty and is vulnerable to increasing food prices.</li>
<li><strong>Mozambique:</strong> In 2010, after record harvests, Mozambique was still slated to import almost a quarter of its food. Food prices are volatile because of both domestic production and import dependence.</li>
<li><strong>Russia</strong>: In most of Russia’s regions, the price of the average food basket went up by 20-30 percent between July 2010 and March 2011. Russian food prices remained high even after the Russian government introduced a grain export ban that led to a surge in prices on the international markets.</li>
<li><strong>Guatemala:</strong> Nearly half of children under 5 in Guatemala are chronically undernourished, and the proportion of the population suffering from malnutrition has been rising. In rural areas, up to 70 percent of children are malnourished.</li></ul>

<p>Oxfam America’s partners in El Salvador celebrated International Women’s Day in early March with a week-long series of activities in the northern province of Chalatenango. More than 750 women members of Saving for Change groups in the region participated in the events, which included the screening of a documentary film produced by Oxfam on problems related to food security in poor countries at a special “Cine Forum” on March 9th.</p>
<p>The film screening was part of an effort led by Oxfam and its partners in Chalatenango to help the women participants in Saving for Change groups to improve their entrepreneurial skills and ability to manage small businesses, as well as small-scale agricultural activities and ability to advocate for better policies to address major economic issues related to agriculture and food.</p>
<p>Other activities during the week included cultural acts, such as theater and folklore dances, organized by the women themselves. This is a remarkable accomplishment. For the first time, women felt empowered enough to organize community activities by themselves and for themselves. It’s an example of how teaching women to save and manage their own funds in a Saving for Change group also builds self-esteem.</p>
<h2>High food prices globally, high impact on poor families</h2>
<p>The documentary, titled Vamos al Grano, described the food price crisis in 2009. The women in the audience noted that the prices in Latin America have not dropped much since then. “The price of a 20 pound sack of beans has gone up to $30, $35; before, it was $10,” says Juana Morales, one of the participants. “This year [2010-2011] the prices have gone up more than ever.” She explains that the high prices are caused by heavy rainfall, which ruined the crops.</p>
<p>All the women who came to view the film are experiencing similar challenges in providing adequate nutrition to their families. The Saving for Change program is helping women to go beyond saving and small investments to improve their small-scale agricultural production through water management, improving soil through organic fertilizer and other means, and better seed selection. Oxfam’s partners in Chalatenango are training women leaders who are then passing on their knowledge to a wider group of Saving for Change members. Discussing the larger economic issues related to food production and supply will help the women to push for better policies at the local and national level that will help small-scale food producers like them to get the help they need to adequately feed their families, and improve their incomes.</p>
<h2>Saving for Change ‘PLUS’</h2>
<p>Oxfam is currently funding partner organizations CORDES, CCR, and ADEPROCCA to work with  575 women from Saving for Change groups in Chalatengango to improve their food production capacity, start small businesses, and learn to project their concerns and needs on to local and regional government.</p>
<p>“Saving for Change goes beyond just saving and lending money,” says Milagro Maravilla, Oxfam’s Program Coordinator for Saving for Change in Central America. “It’s a perfect way to start organizing women, and that’s what we’ve been doing alongside the savings activity for three years now. It was inspiring to see how they took the lead in organizing these activities, instead of just participating in events organized by national or local organizations. And now that there is such a force of empowered women, Oxfam is helping them with the necessary skills to take themselves a step ahead economically, and to advocate for their rights.”</p>

<p>A few short months ago, anyone in Anse-a-Veau who wanted packaged goods—vegetable oil, batteries, spaghetti—had to ford the Grand Rivier de Nippes and make their way out of this town in southern Haiti. But now, perched on the edge of the square, a small shop has opened, offering locals some of the hard-to-get basics.</p>
<p>It’s supported by PADELAN, or the Project to Assist Local Development and Agroforestry in Nippes, a collaboration between Oxfam Quebec and the Ministry of Agriculture that uses money from the Canadian International Development Agency&nbsp; to fund projects identified as priorities by local development committees.</p>
<p>And in Anse-a-Veau, this store was one of those priorities--desperately needed.</p>
<p>Several doors down, Mayor Telisme Dutelien sits behind his desk in a small office in the town hall. On a mid-May morning, the room is dim and sweltering. No lights shine and no fan churns: the community’s generator, which provided electricity, stopped working the month before, explains Dutelien. It’s just one of the problems that has plagued Anse-a-Veau in recent years, ever since its population began to drop in the 1980s, dragging the community’s commercial vitality with it.</p>
<p>The decline of Anse-a-Veau is symptomatic of what has happened across Haiti as Port-au-Prince, the capital and hub of opportunity, sucked people from the countryside for jobs, for schools, for a better life—or the promise of one. But in January, disaster struck there: an earthquake leveled great swaths of the city, killing 230,000 people and shaking the nation to its core. That calamity brought into sharp focus the drawbacks of centering so much of a country’s lifeblood in one sprawling place.</p>
<p>Now, the call for decentralization, long a national goal, is again sounding loud and clear. As international donors promise enormous financial resources to help Haiti rebuild, what are the steps it needs to take to answer that call? Some ideas can be found in the initiatives Oxfam had launched before the quake—programs based on the needs of communities, as voiced by the people who live in them.</p>
<p>They are small, but steady steps and the store in Anse-a-veau is one of them. Open since December 2009, it operates six days a week, its shelves of canned milk and crackers, matches and razor blades plugging the household needs local growers can’t fill themselves.</p>
<h3><strong>An egg a day adds up</strong></h3>
<p>Nearby, in Paillant, Guerline Rubin stands at the entry to her house, carrying a stack of cardboard crates loaded with eggs. They are from the chickens clucking in a henhouse in the corner of the yard—another of PADELAN’s community projects designed to help local families find ways to boost their incomes.</p>
<p>The chickens belong to Rubin’s father, a participant in the egg-production project which has targeted 20 households in the area. Each of them received 60 chickens, whose value the farmers&nbsp; will slowly pay back—at the rate of 500 gourdes a month, or $12.40—to the local development council that provided the birds. They lay about an egg a day.</p>
<p>For Rubin, that means trips to the market at least twice a week to sell her family’s cache. She ports the fragile eggs via tap-tap, a small colorful bus that lurches over the dirt roads between villages. Each egg fetches about five gourdes, netting Rubin’s family about 2 gourdes, or about 5 cents.</p>
<p>Added up, that&nbsp; bit of income becomes a precious resource for farmers&nbsp; trying to put food on their tables, pay for medical care, and have a little cash left over to invest in a hardier variety of seeds that can promise a decent harvest—and give families a reason to stay in the countryside.</p>
<p>A few hills over, Marie Camel Rubin bends over her field of beans, corn, and manioc. Behind her, in the distance, a low building rises from the sea of green—it’s a new mill built with the help of PADELAN to grind corn and sorghum. Open six days a week, the mill saves local farmers the time-consuming trip via bus to another community to have their grain ground.</p>
<p>Rubin is one of the local farmers happy to have their own mill nearby. And while it saves her time, she still struggles to make ends meet.&nbsp; Weeding along with her through the rows is her son, Noel Jolins. He’s 8—and he would be in school if his mother could afford the fees. But he had to quit when she couldn’t scrape together the money to send him.</p>
<h3><strong>Harvests and education</strong></h3>
<p>That’s one of the reasons Laventure Benad is so eager to see a small irrigation system completed in the hills of Colora in central Haiti. The father of seven children, he can afford to send only four of them to school now. But with irrigation—and the opportunity it will provide for three harvests a year instead of just one—Benad hopes he will have not only more food for his family, but enough income to pay for additional schooling.</p>
<p>“We’d like to go forward,” he says as a pair of young men behind him hammer at a heap of rocks, cracking them into gravel to help build the irrigation system.&nbsp; Channeled into a pipe, water from the mountain stream flowing by them will find its way into more than 60 acres of fields below where it will help 150 farmers.</p>
<p>With the help of Proyecto Binacional Artibonito, an Oxfam Quebec-supported project known as PROBINA, the irrigation could eventually bring them a measure of financial independence, say farmers. They expect that within three years they will be doing well enough to b able to buy their own seeds and fertilizer.</p>
<p>For Markens&nbsp; Louidort, a 26-year-old student&nbsp; in Liancourt in the Artibonite Valley, education holds the key to a better future, he says. He has enrolled in a computer-training program offered by APPEL, or Association des Parents and des Professeurs d’Ecole de Liancourt, an Oxfam partner that provides post-secondary vocational training.</p>
<p>“The world is going on with technology and it’s important for someone to learn computers,”&nbsp; says Louidort. In a country with unemployment as high as 70 percent, Louidort is hoping this new, hard-won skill will help him land a job.</p>
<p>Three days a week, for four hours each day, he settles in behind a computer in the stifling APPEL classroom. A series of batteries from Oxfam, recharged with the help of a generator at a nearby radio station, provide the electricity for the computers. Every seat is taken. This is the most popular class APPEL offers and some students share computers. A mood of deep concentration hangs over them.</p>
<p>At the head of the classroom, teacher Dieunel Prince talks the students through the next step of a program that will allow them to format certificates. Later, he explains privately that one of the biggest challenges he faces in working with these students is the fact that so many of them never had the opportunity to learn how to type—a handicap for those hoping to dive quickly into this new field.</p>
<p>That gap in learning is an indication of the struggles Haiti has had with providing a solid education for its citizens—about a quarter of the districts have no schools and 38 percent of Haitians over the age of 15 are illiterate. Education is one of the fundamental services rural regions will need to offer if decentralization is ever to become a reality for Haiti.</p>
<p>Michelle Lisette Casimir, mayor of Saint Michel in Artibonite, knows that well. Many of the families in the area sent their children to Port-au-Prince for advanced schooling, and some of them died in the quake. What Casimir longs for Saint Michel to have is a professional school of its own.</p>
<p>“We can’t talk about the future without being concerned about the youth—they way they are living,” says Casimir, adding that education is her top development wish. “With education...we will keep them.”</p>

<p>Siriaco Mejia is an optimist. His friend Gloria Gonzalez says he is always smiling, even when he is in trouble. He just has a positive outlook.</p>
<p>But even Mejia was unable to put a favorable spin on his situation at harvest time in late 2009: after he’d planted his corn and beans in his field high above the languid Chixoy River, now flowing at a very low level, his crops had failed, owing to lack of rain. Most years he can grow 22 quintales (about 2,200 pounds) of corn. This year, Mejia says he got about a tenth of that.</p>
<p>“We could see the corn cobs, but when we opened them up, many were totally empty,” Mejia says, standing in his field. “We got almost nothing this year.”</p>
<p>Mejia did everything he could short of making it rain, including fertilizing his field twice at great expense. But now that the 42-year-old farmer has harvested nearly everything, the field is overgrown with bright yellow weeds. Some call them flor de muerto (flower of death).</p>
<p>Mejia says at this point he is done trying to grow food and must wait for the next planting season in June 2010.</p>
<p>“We hope there will be rain,” he says. “Otherwise, we may die.”</p>
<h2>Chronic food shortage</h2>
<p>Guatemala has the highest rate of malnutrition among children under five in Latin America: nearly 50 percent, according to the World Food Program. For indigenous children the malnutrition rate is even higher: close to 70 percent. On a recent visit to Mejia’s area, Francisco Enriquez, a sustainable livelihood specialist for Oxfam in Guatemala, found that most of the families had lost between 80 and 100 percent of their crops.</p>
<p>The hills above the Chixoy River are gray and dry at harvest time, with dark rocks visible through thin soils on the exposed slopes. It’s a tough place to farm, and Mejia’s family is just one of about 350,000 families the government of Guatemala said are at risk when it declared a food emergency in September 2009. Most vulnerable are those in central Guatemela’s “dry corridor,” where Mejia lives in the department of Baja Verapaz. His village, Xinacati II, is just one of the hundreds of communities—many composed of indigenous people—that are struggling to grow enough food to survive.</p>
<p>This food shortage is occurring in a country of luxurious green that exports millions in sugar cane, pineapples, bananas, and coffee. Despite this abundance, poor Guatemalans, who are mostly indigenous Maya people, regularly face chronic food shortages. There is plenty of food in stores, but poor people can’t afford it.</p>
<p>Since the Spanish colonization of Central America, indigenous Maya people have been systematically moved off the most productive farmlands to arid areas and steep hillsides. In Mejia’s case, his community and several others were originally in the Chixoy River valley but were involuntarily relocated in the 1980s to make way for a hydroelectric dam. Most of the flattest, best land is used to grow export crops like coffee and sugar cane and, more recently, biofuel crops.</p>
<p>“The country is producing less and less corn and beans each year,” says Enriquez. He says the government “is not pushing for spending that will specifically benefit small farmers. … They need to invest in producing food; otherwise, when there is a drought or a flood, it becomes a dramatic crisis.”</p>
<p>The lack of rain in Baja Verapaz could be the type of dramatic crisis Enriquez fears.</p>
<h2>Creating options</h2>
<p>Most of the families with significant crop losses last fall have few options. In order to earn money to buy the food they need to survive, many men from communities like Xinacati II will migrate to distant coffee and sugar cane plantations, where they will work for a few months, returning occasionally to bring money to their families.</p>
<p>If things are really tough, entire families may relocate temporarily. Mejia says he can pick more coffee beans with the help of his wife and five kids than he could alone.</p>
<p>“We would like people to have more options than just migration,” says Gonzalez. Oxfam is working with the Association of Community Health Services, known by its Spanish initials ASECSA (where Gonzalez works), as well as the Training Institute for Sustainable Development, to help farmers survive the winter. They will provide seeds and tools to help families grow vegetables to improve their nutrition and they will help families with feed and veterinary care for small livestock like chickens, pigs, and ducks. Oxfam is also helping fund ASECSA’s network of health promoters to provide nutritional counseling for families with young children to reduce child malnutrition and death.</p>
<p>This project will also support a range of community improvements: paying local people to work on irrigation systems and other infrastructure to help farmers when they plant next spring; producing organic fertilizer and insecticide to save money and protect the soil; and teaching farmers about native seeds to reduce costs and increase production of corn, beans, and peanuts.</p>
<p>“These things will help people after our project is over,” says Enriquez, who has worked with the UN and Oxfam in Guatemala for 10 years. “They will be better positioned to survive another drought.” The agriculture assistance and community service activities will help nearly a thousand families. Oxfam has committed $266,000 to the project.</p>
<p>“We tried asking others for the money for this but did not get a positive response,” Gonzalez says in the ASECSA office in Rabinal, two hours by walking and driving from Xinacati II. “So it is perfect that Oxfam is working with us. We are concentrating on the worst-hit area, and if it works, we will replicate it in others.”</p>
<h2>A bad growing year</h2>
<p>Some of the factors contributing to the poor harvests in Guatemala in 2009:</p>
<ul><li>Erratic rains and higher temperatures (credited to the El Niño weather phenomenon) during the summer of 2009 reduced crop yields. </li><li>High prices for fertilizer in 2008 lowered yields, so many families ran out of food earlier in 2009. </li><li>Family members living outside the country reduced their remittances because of the global economic slowdown, so many families had less money to buy fertilizers and other inputs. </li><li>The government lacks effective policies that will help small-scale indigenous farmers improve their production. </li></ul>

<p>It is harvest time on the steep hills above the Chixoy river, but many families in the surrounding communities may not have enough food to last the winter.“We haven’t thought what we will do next month when we are out of food,” says Francisca Morente, 36. The family planted corn and beans twice, and both plantings largely failed, leaving her and her extended family with just a small amount of corn for the winter.</p>
<p>In a survey of the area in mid-October, Oxfam staff reported that many families had lost 80 to 100 percent of their harvest this year.</p>
<p>“There’s no food in this community,” Francisca’s aunt Margarita Rosales, 54, says.</p>
<h3>Chronic food shortage</h3>
<p>Lack of rain in Guatemala has reduced harvests this year, pushing up food prices in stores and creating a crisis in poor communities. The government declared a food emergency in September.</p>
<p>Malnutrition and chronic food shortages are not unusual in Guatemala. Lack of investment in small-scale agriculture has reduced food production over the years, and the country now has the highest rate of malnutrition among children under five in Latin America: nearly 50 percent, according to the <a class="external-link" href="http://www.wfp.org/countries/guatemala">World Food Programme</a>. The malnutrition rate for indigenous children is higher; close to 70 percent. The <a class="external-link" href="http://www.fews.net/pages/country.aspx?gb=gt&amp;l=en">Famine Early Warning System </a>warns that 350,000 families in Guatemala are at risk this year, especially in the south, east, and central regions of Guatemala’s “dry corridor."</p>
<p>Many men will finish their harvest and migrate to coffee- or sugar-cane producing parts of the country to work on large plantations to earn extra money. This year such income will be more crucial than ever, for farmers in Baja Verpaz, in central Guatemala.</p>
<p>“We would like people to have more options than just migration,” says Gloria Gonzalez, who works with the Association of Community Health Services, known by its Spanish initials ASECSA. Oxfam is working with ASECSA and the Training Institute for Sustainable Development (IEPADES) to help farmers in Baja Verapaz survive the coming winter. Oxfam is helping these organizations in the following areas.</p>
<ul><li>Family gardens: seeds and tools to help families grow winter vegetables to improve their nutrition.</li><li>Veterinary medicine and feed to raise chickens, pigs, and ducks.</li><li>Traditional agriculture: help farmers produce their own organic fertilizer and insecticides and select native seeds, to help reduce costs and increase production of corn, beans, peanuts, and other food crops.</li><li>Training health promoters to provide nutritional counseling for families with young children, to improve diets and reduce child mortality.</li><li>Community service: cash for work on local infrastructure like irrigation systems, production of organic fertilizer, and other ways to improve the community and increase the sustainability of local agriculture.</li></ul>

<p>WASHINGTON, DC — Despite last week's commitment by the G8 to finalize the stagnant Doha trade talks by 2010, international aid organization Oxfam America warned that much more is needed to reform world rules to capitalize the power of trade to lift people out of poverty, and called on WTO members to re-think the course of the negotiations.</p>
<p>"Resuscitating Doha is essential to right the rigged rules of trade, but what's been simmering on the WTO stove will simply not deliver for poor countries, said Oxfam America president Raymond C. Offenheiser. "The financial crisis, which started in developed countries but is taking its worst toll on developing countries, should be the impetus for a change in course."</p>
<p>In <a href="/publications/empty-promises">a new report released today</a> called "Empty Promises," Oxfam details how the Doha Round has become an exercise in prying open developing country markets rather than an effort to rebalance decades of unfair agricultural and industrial trade rules. In the midst of a global economic crisis, a food crisis, and a climate crisis, nations with the least blame and with the least capacity to cope with the consequent effects must not have to pay even more to enable their economies to develop, according to the report.</p>
<p>Over 50 million people stand to lose their jobs, remittances are collapsing, and growth in sub-Saharan Africa is predicted to fall by 70 percent this year trapping 90 million more people in poverty, because of the crisis. Food prices meanwhile remain high for poor consumers: by the end of 2008 a further 109 million people had been added to the ranks of hungry, topping 1 billion people worldwide. As the world experiences the sharpest drop in trade in 80 years, a "development" trade deal—as originally promised—remains crucial, according to Oxfam.</p>
<p>"Now is the time for WTO members to come back to the negotiating table, recognize that the current crisis provides an opportunity to address urgent development needs, and change the course of negotiations, much as they did nearly eight years ago in Doha," said Offenheiser. "At this time of desperate need for a change of course, the Doha Round has to step up to deliver on its development promise. There is little credit left for another failure."</p>
<p>The welcome political commitment from the G8 could lead to a fresh start to negotiations, but it cannot be business as usual. In the past eight years, developed countries have used the talks to continue to push to open up new export markets. Developing countries have resisted, saying they were promised a deal that would give them space to protect their farmers and new industries, an end to rich country trade-distorting agricultural subsidies, and more access to rich markets for their farmers and industries.</p>
<p>The widespread food price crisis has shown that food and livelihood security cannot depend solely on market forces. Development, rather than liberalization, has to be the central objective of negotiations and trade rules must respond to the needs of the most vulnerable people first and foremost, according to Oxfam. It is the responsibility of WTO member states to analyze the role of trade in the recent global crises so that the Doha negotiations take into account the new global context and contribute to a solution, rather than exacerbate the problem.</p>
<p>"What's on the table is no silver bullet since it continues to favor the richest and biggest farmers and industrialists in the US and Europe and sidelines the needs of the poor," said Offenheiser. "We have seen what can be done when countries find the resolve to avert problems at home, and this resolve must be translated to the multilateral trade agenda so that the much-needed conclusion of the Doha Round can be achieved in a manner that addresses developing country needs first and foremost."</p>

<p>The Macrademia Botanical Garden in Palmira, in the province of Cienfuegos, Cuba, has 1,300 different plant species and is the one of the largest botanical garden in the country. In this garden, beneath the shade of fruit trees and palms, we meet with a group of 20 women, all leaders. With the sound of roosters crowing and birdsong in the background, we talk about the changes in the role of women in the National Association of Women Farmers (ANAP), which has been made possible, in part, by an Oxfam International project.</p>
<p>"The project has been very favorable for us, because we have seen ourselves embark on a really positive path within ANAP," Ydalmez Gonzalez says. "And for my personal experience, it has been very fruitful. We learned about gender, organizing, communication, computers, and organic agriculture. We learned a lot and it is very satisfying."</p>
<h3>Creating jobs and new leaders</h3>
<p>Many women in the rural areas of Cuba are looking for work, but there aren't many opportunities. Oxfam is helping to solve this problem by including in its projects the construction of greenhouses and nurseries where women can work. In addition, ANAP has organized workshops on gender in order to lift women's self esteem and create new leaders. Today, in the municipalities of Roda and Palmiras, there are 60 new women leaders.</p>
<p>"This project has been a base for us to continue working on what we have dreamed about for years. Women have the same rights as men, the law says so. But in the real world, from a social point of view, it isn't so," says Alberto Curbelo, president of ANAP in Cienfuegos. "Today, because of this project, 53 percent of the leaders in this province are women. So, when we saw these excellent results, we decided to develop a gender strategy for ANAP nationally. This strategy allows us to identify the problems that limit women's participation in each cooperative and find a way to resolve it. What's more, the project helps women and men identify their own strengths and potential."</p>
<h3>Personal growth</h3>
<p>For Carmen Padron, president of a credit and services cooperative, ANAP's gender work has been the key to her development. "I started out in ANAP in an administrative position in a livestock cooperative," she says. "Because of this women's leadership project, I began to feel more confident. I started to take on other responsibilities within the same cooperative. I worked a little in sugar cane production, taking on a little more of the role of a director among my workmates. And my workmates, apart from respecting me as a woman, saw me as a leader."</p>
<p>"Later, I went on to manage a 125-member sugar cane cooperative," she says. "It wasn't difficult. I learned a lot in the women's workshops. I felt confident. I learned to direct, to communicate, how to talk to my workmates, how to get them to do things without offending them, without mistreating them, or imposing myself upon them.  I used the power of persuasion. But when I went on, a few months ago, to lead an entire cooperative I thought they might reject me. But they didn't; they accepted me. And since I had experience, it wasn't difficult.  The farmer today is not the same as before. He accepts the fact that women lead, that they have opinions, and he takes them into consideration. So it wasn't difficult to be a woman leader. But if I hadn't have had all these training sessions, all this instruction, all this knowledge I had acquired, I wouldn't have been able to do it. I would have stayed behind a desk, scribbling numbers. No one would have been able to get me out of there."</p>
<p>It isn't just older women who are discovering these new abilities and possibilities. Only in her twenties, Yamelis Ferron was a speaker at an official ceremony. She spoke to thousands of farmers.</p>
<p>"It was really exciting, because after I spoke people said, 'I didn't know you were capable of that,' and 'I didn't think you had the courage to stand up and speak in front of so many people,'" she says, remembering her experience. "In school I would panic whenever I had to speak to large groups. But when I got involved in this movement of women leaders, little by little I lost that fear. I feel very proud to have started from the rank and file. I am now deputy in the municipality of Roda and I continue to work. They are small steps, but steps you notice."</p>

<p>Since 1996, <a href="http://www.oxfam.org">Oxfam International</a> has been working in Cuba to improve food security through organic <a href="/issues/agriculture">agriculture</a> projects, and projects aimed at diversifying agricultural production. One of Oxfam's partners in this area is the National Association of Small Farmers (ANAP), which brings together more than 4,200 cooperatives with 330,000 members nationally. ANAP's has taken some Oxfam-funded local projects and, using its own resources, replicated them on a national level.</p>
<p>Members of Oxfam International have also provided grant support for neighborhood social programs, such as the world-renowned Martin Luther King Center, a leader in popular education.</p>
<p>Cuba's civil evacuation and protection system is widely renowned for its excellence. Oxfam works with Cuba's Civil Defense to help communities prepare for <a href="/issues/disasters-conflicts">disasters</a> and has helped Cuba significantly reduce its vulnerability to hurricanes. In 2004 Oxfam America, as part of Oxfam International, documented these experiences and lessons in the publication "Weathering the Storm: Lessons in Risk Reduction in Cuba."</p>
<p><a href="/issues/equality-for-women">Gender equality</a> is a priority in all the projects Oxfam supports. While Cuban women enjoy a wide array of rights, there continue to be gaps, particularly at home. Supporting research and sensitivity training, particularly in regards to violence against women, is a priority for Oxfam in Cuba.</p>
<p>As part of Oxfam International, Oxfam America has contributed roughly $1.1 million to Oxfam International's work in Cuba since 1995. All of Oxfam America's grants were approved by the US Department of State, and mostly supported agricultural transformation projects designed to improve <a href="/issues/hunger-food-security">food security</a>.</p>

<p>"I lost 90 pounds. Our diet dropped from 3,000 to 1,800 calories per day. There was no gas and I had to bike to work—nearly 35 miles a day," says Jose Aguilar, a researcher at the Institute of Economic Research. His experience was typical for Cubans during the crisis of the 90s.</p>
<p>In the 1980s, 80 percent of Cuba's trade was with the Socialist Block. With the fall of the Berlin Wall, this market disappeared and the economy practically collapsed. From 1990 to 1991 Cuba's imports declined by 73 percent. The agricultural sector, centered on intensive sugar production for export, depended on imported supplies. It hit rock bottom.</p>
<p>Then came the Cuban Democracy Act of 1992 (also known as the Torricelli Law) and the Helms-Burton Act, prohibiting companies that receive US subsidies to trade with Cuba, and excluding ships that dock in Cuba to visit the US for six months. This resulted in Cuba paying more for shipping because ships had to come from very far away and often solely to go to Cuba.</p>
<p>There were shortages of everything: medicine, gas, food, soap, toilet paper, and matches. "My bones were protruding here," says Jose Diaz, a 66-year-old architect, pointing to his ribs. "I had to sell my car because there was no gas. I lost 80 pounds, since there wasn't enough food and I was biking to work. But now I have a pot belly. I eat everything put in front of me."</p>
<h3>Overcoming the crisis</h3>
<p>To confront this crisis, Cuba's doors were opened to tourism and certain economic activities were liberalized, like small restaurants and fruit and vegetable markets. Later on, foreign currencies were allowed to circulate. Today, in addition to the Cuban peso, a convertible peso is circulating and can be used to make purchases in many stores and restaurants. Cuba also started to diversify its exports, focusing on medical services and biotechnology, distance learning, and commodities like nickel and tobacco.</p>
<p>What little foreign currency entered the country was used to maintain basic social services. In meetings with the Ministry of Education and National Institute of Economic Research, representatives were proud of the fact that no educational or health facilities were closed, and the weight of the crisis was distributed in an even manner.</p>
<p>The agricultural sector had to adapt to new conditions, and change from a monoculture, export-oriented model to the organic production of food for local consumption. Cuba is now considered the biggest laboratory for organic agriculture, in part because there are no chemical products available in Cuba for many of its crops.</p>
<h3>Cuba today</h3>
<p>In recent years, Cuba is slowly emerging from the crisis. In 2005, economic growth was at 11.8 percent; the next year 12.5 percent. During 2007 it grew 7.5 percent, thanks partly to a relaxation of some aspects of the US embargo. The United States is now Cuba's fifth largest trading partner.</p>
<p>The GDP of the country is higher than it was in 1989 when the crisis began. But this doesn't mean that Cuba has fully recovered. There are still great challenges ahead, like transportation, housing, and food security, to name the most pressing. Even though the average diet has increased to more than 3,200 calories per day, there is still much to be desired in terms of variety. There are shortages of milk and beef, and crop yields are lower than they were in the 1980s. The country spends a lot of money importing subsidized food to distribute to the population. But that food only covers half the population's nutritional needs. The buying power of salaries and pensions are insufficient to cover basic needs. Despite substantial increases, an average family still needs the equivalent of three median salaries to cover their basic needs.</p>

<p>Community meetings in La Paz begin with a prayer. After the villagers assemble in a thatch-roofed shelter, open on the ends with benches along the walls, the indigenous farmers stand up, make the sign of the cross, and start praying aloud&amp;mdsah;each individual in his or her own prayer. There is a chaos of murmured invocations: Middle-aged women in bright skirts and blouses clasp their hands in front of them, shaking them up and down, eyes closed. Men in T-shirts, jeans, and rubber boots look toward the sky, their arms outstretched, palms up, talking to God. Speaking in their Q'eq'chi language, they frequently use the word <em>mattiox</em>—thanks—in their prayers. They look peaceful. Suddenly their prayers end at exactly the same moment.</p>
<p>La Paz is a small collection of rustic shelters, on the side of the road 20 minutes from Lake Izabal in eastern Guatemala. It blends into the intense green hills, dotted with small corn fields and criss-crossed by footpaths. It is the scene of a struggle between indigenous farmers and an international corporation intent on exploring for minerals on the land the Q'eq'chi use for growing corn and beans.</p>
<p>Freddie Mo Qub, a young leader of the community, explains the situation: A mining company called Skye Resources has a license from the government of Guatemala to explore for minerals in the area. Property rights are not clear, and the company insists it has the right to charge them rent to farm on the 3,300 acres where they have lived and worked for many of years. Eventually, they are told, they will have to leave.</p>
<p>The people of La Paz have designated Mo Qub, 30, to learn about the plans for the mine, determine what dangers they face, and help them develop a strategy for the way forward. He has been participating in workshops run by the Association of Friends of Lake Izabal, or ASALI as it is known in Spanish. ASALI has also taken him to visit mine sites in the western highlands of Guatemala, as well as in Honduras.</p>
<p><a href="http://www.oxfamamerica.org/articles/we-are-united/defending-the-people-and-lake-izabal">ASALI's director Eloyda Mejía</a> is at the meeting. She says the workshops, which are done with help from Oxfam America, are designed to help the indigenous people in the area learn about their rights, and the ways that modern mines operate. When Mejía addresses the meeting, she says, "we want you to learn, see for yourselves, and make your own decisions about mining."</p>
<p>Mo Qub says the ASALI workshops are an invaluable source of information. La Paz is now connected to different areas of the country where indigenous people are experiencing similar problems. "If it weren't for these workshops, we would not have any clear information about the effects of mining in our communities," he says.</p>
<p>He has seen that mining communities in Guatemala <a href="/issues/oil_gas_mining">do not benefit much from the revenues from the minerals taken from their lands</a>. While they may be relocated and lose their fields and water sources, they may or may not get a decent job at a mine site, which usually hires skilled workers.</p>
<p>Mo Qub says after seeing the effects of mining on other indigenous people in Guatemala, Las Paz is not in favor of the Skye Resources project. "Everyone wants the mine to leave," he says about La Paz. "The same way it came is the way it can go. Mines use a lot of water, they pollute the water, and will damage the agricultural potential here."</p>
<h3>100 percent Guatemalan</h3>
<p>For the Q'eq'chi people, the situation is curious, and a bit infuriating. They pay to work land that has been theirs for many generations, and are being pushed to leave it altogether. "We are 100 percent Guatemalans," Mo Qub says. "How is it possible that a foreign company can accuse us of illegally occupying this land? The words they say to us are offensive, and deeply anger us."</p>
<p>The meeting ends with a prayer, just as it started. The farmers may pray individually, but afterwards a woman says they are working together to defend their small part of the world, where they have lived for centuries. "We are united," she says. "We know our children will have no place to go if we don't fight for our land now." Like many others, she is not eager to share her name with strangers.</p>
<p>As if to show they will remain here, several of the men sharpen their machetes, and start clearing the grass and weeds away from the entrance of the meeting place. They slice the grass with long graceful slashes. The machetes make a metallic ringing sound as the grass jumps away from the blades, which blur as they arc off to the side and back again.</p>
