He is the coordinator of the organization, which is an Oxfam partner working to improve economic and social conditions in the town, about a two-hour drive northeast of the Haitian capital Port-au-Prince.</p>
<p>Thomazeau—home to about 52,000 inhabitants—is a rural community in western Haiti, surrounded by mountains and little-touched by the earthquake two years ago. In fact, it was an area that saw a large influx of arrivals from the capital immediately after the quake. But it is also economically deprived.</p>
<p>Most people here are “planteurs”—small-scale farmers living off their land and selling what crops they can.  But poor roads are a major problem in getting goods to markets. And, as Dumel pointed out, there are few economic opportunities available in the community.</p>
<p>That’s also true across Haiti, where an estimated 75 percent of the population is not in salaried employment, and jobs are scarce.</p>
<p>Finding work is especially challenging in rural areas, where even the most casual of jobs are hard to come by. This was a major issue in Haiti, as much before the earthquake as now, and it is hampering people’s ability to rebuild their lives.</p>
<p>According to an Oxfam survey last year, finding work is the top priority for most Haitians. And that’s why a project which Oxfam supports in Thomazeau is raising the hopes of many women.</p>
<p>The women have their own section within ODECT known as RAFARE. That stands for Rassemblement des Femmes pour l’Accès aux Ressources Économiques, or Rallying Women to Access Economic Resources. Its goal is to try to improve the economic status of women. The group owned one milling machine and earned money processing grain brought to the center by farmers and merchants.  Oxfam hired RAFARE after the earthquake to help provide milled cereals which formed part of food kits that were distributed in the outdoor camps where people had sought shelter.</p>
<p>Oxfam is now helping the women again—with funds and training, including enlisting the help of expatriate Haitian experts with specific skills. The group is modernizing its service center and expanding its operation. <br /><br />The small building where they’re currently located will double in size, allowing the women to have storage facilities where they can stock processed and unprocessed grains and market milled cereals. Oxfam has helped them to purchase two new grinding machines and is providing training and other equipment. The goal is to enable the women to run their operation as a full-fledged business. They will buy and sell locally produced grain throughout the year, rather than just seasonally; and during lean times, in between the harvests, they can sell surplus stocks in the local market.</p>
<p>“It will bring more economic opportunities here. There will be more jobs and more money coming in,” said Marie-Claude Estenfile, general secretary of RAFARE. “There was always a shortage of grains being sold in the local markets from April to June, but we will be able to provide processed grains during that period.</p>
<p>It means people won’t have to travel an hour or more to some of the markets, like in Croix des Bouquets, 24 kilometers away, to buy what they need. It will be easier to purchase food locally and we will help to strengthen the supply chain. The markets will be busier; the money will benefit the local economy.”</p>
<p>Having proper storage facilities and being able market their own cereals will enable the women to work all year round, and not just stay open for business during the busy harvest period.</p>
<p>“It will guarantee people’s food security here,” said Dumel, adding that it will also create new jobs. “During the lean periods, people would have to buy imported rice and grain from other places.  But we will have stocks to sell and supply to the local markets.”</p>
<p>RAFARE’s members are excited about the project.</p>
<p>“It gives me hope for the future,” said Hermircie Alfred, 40. “I hope we can buy and sell the grains locally all year round; and we can make more profits.”</p>
<p>“There are very few job opportunities here,” Alexina Augustin, 45, a mother of eight. “The only jobs we can really find are selling cereals and this project will help us.  I lost my home and land a few months ago during flooding and now I can’t send my children to school. <p>NEW ORLEANS — A new report released today reveals stark disparities in the life expectancy, educational attainment and incomes of African Americans and whites in Louisiana as well as between the richest and poorest citizens of the state. <a href="/publications/a-portrait-of-louisiana">"A Portrait of Louisiana: the Louisiana Human Development Report 2009,"</a> provides a state-wide, parish-by-parish assessment, broken down by race, of such indicators as lifespan, earnings, incidence of diabetes, high school completion, crime, birth weight and more.</p>
<p>"This study will be an especially useful tool to Louisiana legislators, activists and philanthropists because it provides an evidence-based portrait of living conditions in the state.  It looks at our health, our education and our economic status, leading to important conclusions about how we must proceed to create a better Louisiana that is characterized by communities of opportunity," said Flozell Daniels Jr., President and CEO of the Louisiana Disaster Recovery Foundation.  "The report makes it clear that we cannot forge ahead while leaving so many people behind. It is not only unjust; it is also ineffective."</p>
<p>"A Portrait of Louisiana" is the second state-specific report produced by the authors of The Measure of America: American Human Development Report 2008-2009 since its release last summer.  It applies the American Human Development Index—a single measure of well-being for all Americans based on indicators in three key areas: health, education and income—to life in Louisiana. Using U.S. government statistics on longevity, educational attainment and enrollment, and earnings, the American Human Development Report revealed where America is today and set a benchmark against which we will be able to assess where we are tomorrow. In countries around the world where similar studies have been done, Human Development Index findings have proven that strategic investments in health, education and employment boost people's well-being as well as national prosperity.</p>
<p>Some surprising findings of "A Portrait of Louisiana" include the following:</p>
<ul>
<li>Women in Louisiana live longer than men and have higher educational levels, yet earn an average of $16,000 less per year.</li>
<li>The average life span for African Americans in Louisiana today (72.2 years) is shorter than that of Colombia, Vietnam and Venezuela. The average life span of an African American in New Orleans is 69.3 years, nearly as low as North Korea.</li>
<li>Whites in Louisiana have wages and salaries on par with those African Americans earning the most. The median earnings for whites ranges from $25,000 to $37,000. For African Americans the same range is from $13,000 to $25,000.</li>
<li>The 6.6% unemployment rate in Louisiana is well below the national average of 9.4%.</li></ul>
<p>"This report explores actions needed to build an infrastructure of opportunity so that all in Louisiana can be productive citizens and reach their full potential," said Sarah Burd-Sharps, co-author of both this report and the American Human Development Report. "Doing so is critical to the economic growth and future competitiveness of Louisiana in the knowledge-based global marketplace of tomorrow," added co-author Kristen Lewis.</p>
<p>"In Louisiana, where we work with 16 state and local organizations such as the Louisiana Disaster Recovery Foundation, this report clearly illustrates the conditions residents were struggling with even prior to the hurricanes of 2005—limited access to education, lower incomes, and shorter lives—and argues for a comprehensive solution for recovery," said Raymond C. Offenheiser, president of Oxfam America, which helped to fund the report with the Louisiana Disaster Recovery Foundation and the Foundation for the Mid-South. "And it comes at a crucial time, given the financial challenges facing the state and nation, to help policymakers prioritize how to use scarce funds."</p>

<p>The Macrademia Botanical Garden in Palmira, in the province of Cienfuegos, Cuba, has 1,300 different plant species and is the one of the largest botanical garden in the country. In this garden, beneath the shade of fruit trees and palms, we meet with a group of 20 women, all leaders. With the sound of roosters crowing and birdsong in the background, we talk about the changes in the role of women in the National Association of Women Farmers (ANAP), which has been made possible, in part, by an Oxfam International project.</p>
<p>"The project has been very favorable for us, because we have seen ourselves embark on a really positive path within ANAP," Ydalmez Gonzalez says. "And for my personal experience, it has been very fruitful. We learned about gender, organizing, communication, computers, and organic agriculture. We learned a lot and it is very satisfying."</p>
<h3>Creating jobs and new leaders</h3>
<p>Many women in the rural areas of Cuba are looking for work, but there aren't many opportunities. Oxfam is helping to solve this problem by including in its projects the construction of greenhouses and nurseries where women can work. In addition, ANAP has organized workshops on gender in order to lift women's self esteem and create new leaders. Today, in the municipalities of Roda and Palmiras, there are 60 new women leaders.</p>
<p>"This project has been a base for us to continue working on what we have dreamed about for years. Women have the same rights as men, the law says so. But in the real world, from a social point of view, it isn't so," says Alberto Curbelo, president of ANAP in Cienfuegos. "Today, because of this project, 53 percent of the leaders in this province are women. So, when we saw these excellent results, we decided to develop a gender strategy for ANAP nationally. This strategy allows us to identify the problems that limit women's participation in each cooperative and find a way to resolve it. What's more, the project helps women and men identify their own strengths and potential."</p>
<h3>Personal growth</h3>
<p>For Carmen Padron, president of a credit and services cooperative, ANAP's gender work has been the key to her development. "I started out in ANAP in an administrative position in a livestock cooperative," she says. "Because of this women's leadership project, I began to feel more confident. I started to take on other responsibilities within the same cooperative. I worked a little in sugar cane production, taking on a little more of the role of a director among my workmates. And my workmates, apart from respecting me as a woman, saw me as a leader."</p>
<p>"Later, I went on to manage a 125-member sugar cane cooperative," she says. "It wasn't difficult. I learned a lot in the women's workshops. I felt confident. I learned to direct, to communicate, how to talk to my workmates, how to get them to do things without offending them, without mistreating them, or imposing myself upon them.  I used the power of persuasion. But when I went on, a few months ago, to lead an entire cooperative I thought they might reject me. But they didn't; they accepted me. And since I had experience, it wasn't difficult.  The farmer today is not the same as before. He accepts the fact that women lead, that they have opinions, and he takes them into consideration. So it wasn't difficult to be a woman leader. But if I hadn't have had all these training sessions, all this instruction, all this knowledge I had acquired, I wouldn't have been able to do it. I would have stayed behind a desk, scribbling numbers. No one would have been able to get me out of there."</p>
<p>It isn't just older women who are discovering these new abilities and possibilities. Only in her twenties, Yamelis Ferron was a speaker at an official ceremony. She spoke to thousands of farmers.</p>
<p>"It was really exciting, because after I spoke people said, 'I didn't know you were capable of that,' and 'I didn't think you had the courage to stand up and speak in front of so many people,'" she says, remembering her experience. "In school I would panic whenever I had to speak to large groups. But when I got involved in this movement of women leaders, little by little I lost that fear. I feel very proud to have started from the rank and file. I am now deputy in the municipality of Roda and I continue to work. They are small steps, but steps you notice."</p>

<p>Since 1996, <a href="http://www.oxfam.org">Oxfam International</a> has been working in Cuba to improve food security through organic <a href="/issues/agriculture">agriculture</a> projects, and projects aimed at diversifying agricultural production. One of Oxfam's partners in this area is the National Association of Small Farmers (ANAP), which brings together more than 4,200 cooperatives with 330,000 members nationally. ANAP's has taken some Oxfam-funded local projects and, using its own resources, replicated them on a national level.</p>
<p>Members of Oxfam International have also provided grant support for neighborhood social programs, such as the world-renowned Martin Luther King Center, a leader in popular education.</p>
<p>Cuba's civil evacuation and protection system is widely renowned for its excellence. Oxfam works with Cuba's Civil Defense to help communities prepare for <a href="/issues/disasters-conflicts">disasters</a> and has helped Cuba significantly reduce its vulnerability to hurricanes. In 2004 Oxfam America, as part of Oxfam International, documented these experiences and lessons in the publication "Weathering the Storm: Lessons in Risk Reduction in Cuba."</p>
<p><a href="/issues/equality-for-women">Gender equality</a> is a priority in all the projects Oxfam supports. While Cuban women enjoy a wide array of rights, there continue to be gaps, particularly at home. Supporting research and sensitivity training, particularly in regards to violence against women, is a priority for Oxfam in Cuba.</p>
<p>As part of Oxfam International, Oxfam America has contributed roughly $1.1 million to Oxfam International's work in Cuba since 1995. All of Oxfam America's grants were approved by the US Department of State, and mostly supported agricultural transformation projects designed to improve <a href="/issues/hunger-food-security">food security</a>.</p>

<p>"I lost 90 pounds. Our diet dropped from 3,000 to 1,800 calories per day. There was no gas and I had to bike to work—nearly 35 miles a day," says Jose Aguilar, a researcher at the Institute of Economic Research. His experience was typical for Cubans during the crisis of the 90s.</p>
<p>In the 1980s, 80 percent of Cuba's trade was with the Socialist Block. With the fall of the Berlin Wall, this market disappeared and the economy practically collapsed. From 1990 to 1991 Cuba's imports declined by 73 percent. The agricultural sector, centered on intensive sugar production for export, depended on imported supplies. It hit rock bottom.</p>
<p>Then came the Cuban Democracy Act of 1992 (also known as the Torricelli Law) and the Helms-Burton Act, prohibiting companies that receive US subsidies to trade with Cuba, and excluding ships that dock in Cuba to visit the US for six months. This resulted in Cuba paying more for shipping because ships had to come from very far away and often solely to go to Cuba.</p>
<p>There were shortages of everything: medicine, gas, food, soap, toilet paper, and matches. "My bones were protruding here," says Jose Diaz, a 66-year-old architect, pointing to his ribs. "I had to sell my car because there was no gas. I lost 80 pounds, since there wasn't enough food and I was biking to work. But now I have a pot belly. I eat everything put in front of me."</p>
<h3>Overcoming the crisis</h3>
<p>To confront this crisis, Cuba's doors were opened to tourism and certain economic activities were liberalized, like small restaurants and fruit and vegetable markets. Later on, foreign currencies were allowed to circulate. Today, in addition to the Cuban peso, a convertible peso is circulating and can be used to make purchases in many stores and restaurants. Cuba also started to diversify its exports, focusing on medical services and biotechnology, distance learning, and commodities like nickel and tobacco.</p>
<p>What little foreign currency entered the country was used to maintain basic social services. In meetings with the Ministry of Education and National Institute of Economic Research, representatives were proud of the fact that no educational or health facilities were closed, and the weight of the crisis was distributed in an even manner.</p>
<p>The agricultural sector had to adapt to new conditions, and change from a monoculture, export-oriented model to the organic production of food for local consumption. Cuba is now considered the biggest laboratory for organic agriculture, in part because there are no chemical products available in Cuba for many of its crops.</p>
<h3>Cuba today</h3>
<p>In recent years, Cuba is slowly emerging from the crisis. In 2005, economic growth was at 11.8 percent; the next year 12.5 percent. During 2007 it grew 7.5 percent, thanks partly to a relaxation of some aspects of the US embargo. The United States is now Cuba's fifth largest trading partner.</p>
<p>The GDP of the country is higher than it was in 1989 when the crisis began. But this doesn't mean that Cuba has fully recovered. There are still great challenges ahead, like transportation, housing, and food security, to name the most pressing. Even though the average diet has increased to more than 3,200 calories per day, there is still much to be desired in terms of variety. There are shortages of milk and beef, and crop yields are lower than they were in the 1980s. The country spends a lot of money importing subsidized food to distribute to the population. But that food only covers half the population's nutritional needs. The buying power of salaries and pensions are insufficient to cover basic needs. Despite substantial increases, an average family still needs the equivalent of three median salaries to cover their basic needs.</p>

<p>Severe winters and a short growing season make it challenging for many people of Daikundi Province in Afghanistan to produce enough food for a healthy diet. And when unexpected spells of heat coupled with poor rainfall hit the region—as they did last spring—villagers faced an ominous future. With the soil crusted over, many farmers found the ground too hard to plow.</p>
<p>Even one event like this—and there are others including flash floods, shortages of fodder, drought—can have devastating consequences on the availability of food, especially for people who depend heavily on their animals and agriculture. Decades of conflict have prevented many of them from being able to strengthen or diversify their means of making a living.</p>
<p>It is harsh realities like these that a $250,000 Oxfam program has helped to remedy for 2,000 families in 40 villages scattered through the Daikundi and Bamiyan provinces. With high-quality seeds, some technical training, and a boost from a supply of fertilizer, families were able to grow a whole range of produce.</p>
<p>"This is the first time in my life that I have eaten these vegetables," said one 65-year-old resident of Jingan village, showing off a pumpkin plucked from a garden that also produced lettuce, cabbage, cauliflower, carrots, and tomatoes. "We now save money and have a better diet."</p>
<p>But the program has done more than just help people produce new harvests. It has planted the seeds for their future development, too. Literacy classes for women, construction of a pair of greenhouses, and training in animal breeding to improve local herds were also among the projects initiated in this remote region.</p>
<p>Though a great deal remains to be done before villages can wrench themselves free of crippling poverty, projects that help people improve their standard of living have fed the aspirations of many.</p>
<p>"I hope that one day I will be able to read and write and will know what is happening the world around us," said a young mother named Razia, who brings her one-year-old daughter to the literacy classes sponsored by Oxfam in the village of Gochan.</p>
<p>The literacy classes, held in 20 communities, have been so popular that villagers have asked Oxfam to offer them for men as well. For girls who have never had the opportunity to go to school, the classes give them the basics in reading and writing—with the hope that some students will be able to continue with their educations in nearby schools.</p>
<p>Education, in fact, is the basis for much of this rural development initiative—from villagers learning about new seeds to improved husbandry practices. The ultimate goal is to help make sure that food is more readily available for many of the people in these rugged communities. Families chosen to participate include those caring for handicapped children, ones headed by women, and households without land and little opportunity to earn an income. All told, about 14,000 people have indirectly benefitted from the program.</p>
<h3>How does your garden grow?</h3>
<p>With basic diets of bread, tea, and only occasionally a bit of mutton, villagers showed particular interest in learning about vegetable gardening. In separate classes for men and women, participants learned how to cultivate an array of new seeds, how to fertilize the soil, and when to harvest the vegetables and process them, too.</p>
<p>But challenges remain. Adverse weather and limited water often add up to small harvests. And farmers need more training on sustainable approaches to agriculture, such as through the creation of seed banks.</p>
<p>The establishment of orchards—a new activity for many people—also sparked interest. Thirty farmers each received 100 saplings including walnuts, pears, apples, almonds, apricots, and peaches. And 10 farmers also got the tools needed to graft fruit trees to aid in the creation of new orchards. Courses offered farmers training on the establishment and management of nurseries and garden design.</p>
<p>Oxfam also provided training on animal breeding and livestock management. A total of 26 new calves were born under the program and 20,000 animals received vaccinations against a host of ills including parasites and liver worms.</p>
<p>"Given the multi-dimensional nature of poverty and the past decades of conflict and insecurity, the local communities still have a long way to go in establishing sustainable community structures, livelihoods and environmental protection," said a final report on the project.</p>
<p>What's the answer? Oxfam sees the need for a long-term commitment to these villages so that local people can become empowered to undertake development initiatives that would ensure greater food security for everyone.</p>

<p>Surrounded by an array of thin metal pots, Awadia Abbis bends over a small fire and stirs a pan sizzling with diced potatoes and bits of meat—one of the aromatic dishes that she sells. Sweat beads on her upper lip. For 11 hours a day, from 7 a.m. to 6 p.m., this small, hot kitchen is where Abbis dreams of the future her children will have. After 19 years of toil, she has managed to help all five of them—three girls and two boys—attend university with her earnings.</p>
<p>"When you educate your children, you provide a good generation for your community," says Abbis, 50.</p>
<p>That's the mantra that has helped to make her such a successful member of the Tea and Food Sellers Cooperative operating in the sprawling, dusty Elshabe market in Khartoum. It's one of three women's cooperatives that Oxfam America's partner, the Sudan Development Association or SDA, helped to launch. And now, with a new $50,000 grant from Oxfam, SDA is set to further expand its outreach to women vendors in the city by offering skills and management training, exploring new economic opportunities for them, and facilitating loans that will allow them to increase their incomes.</p>
<p>Established in 1990, SDA's central mission is to empower women. It started with the simplest of projects: a study of women vendors in Khartoum's markets—a group of people whose numbers had surged, but who faced few opportunities and little social support.</p>
<p>At the time, drought and conflict had driven many women and their children to Khartoum where the only way they could make money to support themselves was to sell food or tea in the markets, said Rugaia Salih Mohamed, SDA's program director. But they were not well-received.</p>
<p>"They were viewed as inferior," says Mohamed. And often, they were harassed or had their goods confiscated.</p>
<p>But with SDA's help, the women came together and formed a series of cooperatives, which offered them protection under the law, as well as financial and technical support—in short, a way for them to pull themselves out of the poverty that saddled them.</p>
<p>"Now, they know their rights," says Mohamed. "They can support their families and they don't need others to support them. It's liberating."</p>
<p>Among the projects the women launched was the Women Food and Tea Sellers Cooperative Restaurant. Housed in a long, narrow room in a building inside the market, the restaurant has a handful of tables and chairs at one end and a charcoal fire burning next to the wall. Co-op members can cook and sell their food here.</p>
<p>"They don't just stick to selling food and tea. They help others claim their rights," adds Mohamed. "Now, their children are going to university and they acquire other places themselves."</p>
<p>A few alleys away, in the mottled light of an expansive stall, co-op member Hiat Adam, draped in a peach-colored wrap, is serving tea from behind a tiny table.&nbsp; Each serving, offered in small, clear glasses, costs about 25 cents. Customers can also buy coffee for about 50 cents.</p>
<p>Joining the co-op was a pivotal point for Adam and the business she wanted to launch: The co-op provided her with a license so she could secure the space she needed to run her tea service. It also offered her the requisite health training.</p>
<p>"It's good to be a member," says Adam. "If you are working alone it's difficult to have a license."</p>
<p>Divorced and the mother of six children for whom she has sole responsibility, Adam is using the proceeds from her tea business to buy food for them and to send some of them to school.</p>
<p>"They have learned a lot," says Mohamed of the women in the co-op. "You can see the progress in everything—in their style, in their home, in their children, in their interaction."</p>
