    <item rdf:about="http://www.oxfamamerica.org/articles/west-africa-food-crisis-farmers-cope-with-food-shortages">        <title>Sahel food crisis: Farmers cope with food shortages</title>        <link>http://www.oxfamamerica.org/articles/west-africa-food-crisis-farmers-cope-with-food-shortages</link>        <description>Confronted with a poor 2011 harvest, farmers find creative ways to earn money to buy food.</description>        <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Farmer Odette Camara says poor rains last year cut her rice harvest by 30 percent. “Parts of the rice could not be harvested, the rice plants were dried out and did not produce any grains,” she says the following April.  She came away with one metric ton of unprocessed rice. After dehusking the rice, it lasted her family (two daughters, her husband and mother-in-law) just a few months.</p>
<p>She planted a maize field and hoped to grow a ton, but only got one 50-kg bag. She says the poor result was due to “lack of rain, lack of good equipment for cultivation, and lack of money to pay for labor.”</p>
<p>Her situation is rather typical in the small village of Bandafassy, about 15 kilometers from the town of Kedougou in eastern Senegal, <span class="external-link"><a href="http://www.oxfamamerica.org/articles/emergencies/west-africa-food-crisis" class="external-link">where erratic rain last year hit farmers hard</a></span>. The resulting high demand for food grown in other parts of the country is pushing up prices, and forcing farmers who were already struggling to feed their families to find creative ways of coping.</p>
<h3><b>Erratic rain prevented any decent harvest</b></h3>
<p>Camara is the one in the family responsible for agriculture, but her husband Nicolas Keita helps prepare fields for planting and the harvest – when he is not away mining for gold to earn cash.</p>
<p>Keita says they planted in early June, but by the end of the month it had stopped raining, and what they were growing dried out in July. They replanted in August, and invested in some fertilizer. The rains were intermittent in September and stopped altogether in the beginning of October. "The rain gap in June and July prevented any decent harvest," he says.</p>
<p>"Things are going to go badly," Camara says she realized after the harvest. "But we will make every effort." She turned to gathering wild fruits in the forest, such as the seed pods of the baobab tree and jujube berries to feed her family.</p>
<p>To earn money, her mother-in-law began making clay pots for storing water; Camara walks 15 kilometers to Kedougou (carrying a 10-pound pot on her head) where she sells the pots for about $5 each. If she can make a sale, she buys food and returns. In a good week, she can sell two or three pots.</p>
<p>Camara reports that after a good harvest she can feed her family for about six months, but this past year the food only lasted about four. She says she is down to her last two bags of rice, one of which she wants to save for seed. “We will always find a way to get by,” she says with a certain resignation. The threat to farmers like Camara is that of another year of diminished harvests: Successive bad years can lead to a downward spiral that even the most resourceful farmer can’t avoid.</p>
<p>Oxfam is designing programs to help farmers like Camara get the resources they need to plant crops this year, so that when the rains come people will have an opportunity to grow what they need for food. Cherif Sow, who works for the Kedougou Association for Action and Development, an Oxfam partner, says the need for support in the area is crucial. “We have to help the communities as quickly as possible to help them survive the lean time, otherwise it will have an impact on their agricultural production.”</p>

<p>Teklehaimanot  is part of an Oxfam America program called HARITA, or Horn of Africa Risk Transfer for Adaptation, that has designed a way for the country’s poorest farmers to get weather insurance for their crops, allowing more than 13,000 this year to buy themselves and their families a rare bit of security. For 1,810 farmers in seven villages hit hardest by the drought, each will now get a share of the total $17,392 in payouts.</p>
<p>“Last season the rain was bad and we didn’t produce what we had hoped for,” said Teklehaimanot. “So the payment is good for us. We know it won’t cover all our losses, but for me, at least, I can cover the loan I took to buy fertilizers.”</p>
<p>Launched in 2008 with a host of partners including the Relief Society of Tigray, the program aims to build the resilience of farmers by offering not only insurance, but increasing access to credit, encouraging savings, and reducing the risk of climate change through improved land-management practices.</p>
<p>“The project is beyond giving emergency aid. It increases the confidence of farmers and encourages them to take risk to improve their productivity,” said Gezachew Gebru, a representative from Ethiopia’s Ministry of Agriculture. “We need to do more to encourage others to join this effort and make insurance available to all farmers.”</p>
<h3>Celebrating a milestone</h3>
<p>The payout announced on Saturday, Nov. 12, represents an important milestone for the initiative which, in partnership with the World Food Programme, is set to expand into Senegal and two other countries. Triggered when rainfall dropped below a pre-determined threshold, the payout is the first participating farmers have received since the program began, proving the value of investing in the future.</p>
<p>For Haile Selasse Negash, a 48-year-old farmer from the village of Getskymilesily, the payout has meant he can look ahead and plan—something that might not have been possible had he lost all his assets to drought, as so many have in recent months. Across East Africa, more than 13 million people are ensnared by the drought and food crisis.</p>
<p>“Last season it started raining and it stopped all of a sudden. We didn’t get rain for a full month and that damaged our crops,” said Negash. “With the money I get I am planning to buy seed for the next season.”</p>
<h3>Work for insurance</h3>
<p>And it’s not just the payout Negash is happy about; it’s what the program is doing for his community.</p>
<p>“For me, the major benefit is not the money we receive but the work we are doing to recover and protect our environment through those paying for the insurance with labor,” he said.</p>
<p>A key innovation of the initiative is making it possible for the poorest farmers—those without cash—to trade their labor for their premiums. Of the 13,195 farmers now insured, 91 percent of them, or 12,064, are working on projects that can strengthen their communities in the face of climate change, such as planting trees and improving irrigation.</p>
<p>“What we really like to see is farmers increase productivity through climate adaption and improved production technologies,” said Mandefro Nigussie,  deputy regional director  of Oxfam America’s Horn of Africa office. “The biggest actors in this are the farmers and the insurance companies. The two have to work together to determine the best working conditions that will benefit both. We all know that insurance by itself is not the answer, but it plays a big role on contributing towards the growth of the country’s economy.”</p>

More than 13 million people are now at risk, 1.8 million Somalis alone have been displaced, and 750,000 people are facing starvation. The chronic cycle of drought and suffering prompts us to ask: What would it take to make this Africa's last famine?</p>
<p>Oxfam's work—whether helping Guatemalan women organize to fight gender violence, funding irrigation projects in Ethiopia, or standing with people in Darfur—is about building the resilience of local communities over the long haul. We cannot prevent shocks, but we can help our sisters and brothers access some of the same resources we have to cushion us when times are lean.</p>
<p>We cannot rush from crisis to crisis with short-term fixes. What more evidence do we need than what is happening in East Africa now? This is not the region's first famine, but imagine the headline: Africa's last famine.</p>

    <item rdf:about="http://www.oxfamamerica.org/articles/with-irrigation-herders-in-southern-ethiopia-turn-to-farming">        <title>With irrigation, herders in southern Ethiopia turn to farming</title>        <link>http://www.oxfamamerica.org/articles/with-irrigation-herders-in-southern-ethiopia-turn-to-farming</link>        <description>A small-scale irrigation project along the banks of the Dawa River is helping some herders grow enough food to feed their families--even as drought ravages much of the southern Ethiopia region.</description>        <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Driving south from Ethiopia’s capital of Addis Ababa toward the Kenyan border, the lush green fields that stretch to the horizon make it hard to believe there are about 4.5 million Ethiopians who need food assistance. But things change drastically as you approach Yabello. About 300 miles south of Addis, the vibrant green vegetation is replaced by bare red soil, dried corn field,s and emaciated cattle roaming listlessly in search of grass and water. The effects of the recent drought are visible everywhere.</p>
<p>It did not have to be this way.</p>
<p>About 190 miles east of Yabello in the Liben District of the Guji Zone, a group of people have managed to escape this horrible fate through a project that helped them create a new means of earning a living while maintaining their pastoralist way of life. A small-scale irrigation initiative, supported by Oxfam America and its partners, has allowed the dream of some of the people of Melka Guba and to become a reality: They are now growing enough food to ensure their families can eat.</p>
<p>Here, in late August, things look much different from the surrounding areas. Smiles brighten the faces of men, women and children, and healthy cattle graze on the dried corn stalks and leaves strewn across the fields from the recent harvest.</p>
<p>In response to a 2008 drought that hit this region hard, Oxfam America worked with a local partner and the regional government on an emergency and recovery project that helped link disaster relief to longer-term development. The first phase focused on saving lives and livelihoods. This was followed by steps that helped villagers analyze their situation and reorganize themselves with a goal of building their assets and strengthening their means of making a living. That is when the people of Melka Guba decided to diversify their livelihoods: In the face of a changing climate they determined to try farming with the help of the new small-scale irrigation network along the nearby Dawa River.</p>
<p>In spite of the fact that this herding community had little prior experience with irrigation, the 64 hectares of irrigated land have now become a life line for more than 201 households in the area.</p>
<p>Mero Abdo, a 30-year-old mother of three, said, “I thank the day I joined this irrigation project. We see how others are suffering everywhere, but my children go to sleep full. I feel really happy I can even help others who are not part of the irrigation community and are having a problem feeding their children.”</p>
<h3>More than just food</h3>
<p>Revered by her community, Abdo is a strong woman and one of the first 101 women selected to participate in the irrigation project.</p>
<p>“I was excited from the beginning since I used to hear about irrigation on the radio and I knew it would change our lives,” she said. Abdo not only serves as a member of the irrigation management committee as well as its treasurer, but she is one of the few women to take on all farming activity on her own.</p>
<p>For most of the participants, this third harvest was their best yet. Abdo managed to produce 14 quintals of corn on a quarter hectare of land (about .6 acres), more than from either of the previous two harvests.</p>
<p>“I used the line-sowing technique this year and produced more,” she said. “I plan to use seven quintals to feed my family and sell the rest to pay for my children’s school, buy cattle, or start a small trading business.”</p>
<p>Abdub Bora, a 40-year-old farmer and father of eight, proudly showed us his traditional storage silo filled to the brim with corn from his last harvest.</p>
<p>“This time I produced 15 quintals of corn on my quarter hectare of land,” said Bora. He told us he is planning to use eight quintals and sell the remaining seven quintals to meet the other needs of his family. “I have eight children and four are still in school. I will use the money to buy books and use some of it in case my family gets sick,” added Bora.</p>
<p>Bora’s wife lives in Melka Guba, about 10.5 miles from the irrigation site, where their children can attend school.</p>
<p>“We don’t mind the separation. The main thing is to have enough to eat and allow our children to finish school,” said Bora. “My wife brings me food I can easily cook here and she even comes and works with me during the busiest farming season.”</p>
<p>The reach of this irrigation project spans further than the community itself. Thanks to the river-fed harvest, the households participating in this project are one of the few sources of corn seed in the Liben District.</p>
<h3>Double blessings</h3>
<p>When the project started, each of the 201 households were allotted a quarter hectare of irrigable land in accordance with government regulations. But not everyone was convinced the irrigation would work and some abandoned their plots. To avoid wasting water, the irrigation management committee offered those plots to neighboring farmers who would be capable of using them.</p>
<p>Hussein Gufar, a 44-year-old father of six, was one of the lucky ones who received one of the adjacent parcels. During the most recent harvest, he produced 25 quintals of corn on a half hectare of land (about 1.2 acres).</p>
<p>“We said this could change our fate,” said Gufar, who is a member of a task force that ensures the daily operation of the irrigation system. “We were not sure at first but now we have more confidence and plan to work even harder.” A pile of corn sacks in the middle of his field is proof of his commitment and hard work.</p>
<p>Beyond the families the project has helped, it has also blessed the community’s most valuable asset—the cattle, which now feed on the stalks and leaves left after the harvest.</p>
<p>“We are not only able to feed our animals but we sell the rest of the maize residue to the surrounding community for additional income,” added Gufar. The price of that fodder has increased four times in one year which reflects the desperate situation most of the surrounding community is in.</p>
<h3>Ensuring sustainability and ownership</h3>
<p>The irrigation effort is not without challenges and does not address all of the community’s needs. Community members are aware they will have to work together to reap the maximum benefit of this investment. Some of the concerns they have expressed include the high cost of transportation, which limits farmers to growing only longer-lasting produce, such as onions; the rising cost of generator fuel; and minimal support from the government in terms of providing training and helping connect farmers with markets.</p>
<p>“We are now only producing onions and tomatoes for home consumption. If we could reach the right market and access reasonable transportation, we could earn more money and increase our income,” said Gufar.</p>
<p>During the last harvest, the irrigation participants contributed 10,700 birr ($629) of which 10,000 ($588) was used for generator fuel and to pay for the seeds some had borrowed.</p>
<p>Many efforts are underway to improve the quality of life in the area. Among other things, this project fostered the construction of a three-room school that is managed by the pastoralist commission. In addition, a health post is also being planned for the site.</p>
<h3>Food insecure no more</h3>
<p>Melka Guba farmers are eager to start the next planting season. To use the irrigation system efficiently, all their plots need to be ready for sowing at the same time—so water isn’t wasted. Farmers are now working on that coordination.</p>
<p>And along with the irrigation has come something else: peace of mind. Project participants can now have access to food all year round. Plastic sacks, doubling as raincoats and folded like origami crowns, sit at the ready on the heads of young herders.</p>
<p>Puddles swallow trucks to their underbellies. And everywhere, green sweeps the hillsides: delicate shoots of teff, so vibrant it looks lit from within, mix with fields of corn, the stalks thickening by the day and inching skywards.</p>
<p>But here in this village of about 1,100 households in Ethiopia’s northern region of Tigray, they’re holding their breath. Will the rain stay steady? Will it fall in enough abundance to fatten the grains and produce a bountiful harvest on which so many here depend?</p>
<p>At night, in my hotel room in Abi Adi, I listen as the rain pelts the metal roofs and pours into the courtyards and muddy streets below. I think about all the uncertainties farmers in Adi Ha face, and then I think about the south and what happens when those uncertainties become life-threatening. There, where southern Ethiopia, northern Kenya, and south-central Somalia meet, a <a href="http://www.oxfamamerica.org/articles/east-africa-drought-and-food-crisis-q-and-a" class="internal-link" title="East Africa drought and food crisis Q and A">severe drought and food crisis</a> has snared almost 12 million people, farmers and herders both. The UN has already declared <a href="http://www.oxfamamerica.org/articles/famine-in-somalia-causes-and-solutions" class="internal-link" title="Famine in Somalia: Causes and solutions">famine in two parts of Somalia</a>. And some areas of the region are the driest they have been in six decades.</p>
<p>Though the rain in Tigray brings hope, nothing is certain. Not when the weather has become increasingly erratic. And not when the vast majority of farmers rely on rain to feed their fields. Countless families here—like those now struggling in the south—have known the ravages of drought.</p>
<p>But in Adi Ha, and a growing number of communities in Tigray, farmers now have a means of managing some of that unpredictability: weather insurance for their crops.</p>
<p>Initiated in 2007 by Oxfam America and a host of partners, including the Relief Society of Tigray and Swiss Re, a new program has found a way for even the poorest farmers to afford insurance. Instead of cash, these farmers can pay for their premiums with labor, a resource they have in abundance. If insufficient rain falls during a critical period of the growing cycle, and their teff, wheat, or barley suffers, farmers will receive a payout—an infusion of cash that can help them cover their losses and weather the rough times.</p>
<p>“This insurance is very good,” said Selas Samson Biru, who paid 200 birr ($11.75) this year to cover half a hectare of teff—a tiny grain that is a staple of the Ethiopian diet. “The insurance is good because it’s saving our assets in a bad year.”</p>
<p>As she spoke, a heavy sky pressed down on the fields of Adi Ha. Nearby, farmers coaxed their oxen through rocky fields, hurrying to plow and plant. It felt like rain. But Biru was worried still. She expected her corn would be OK, but the teff?</p>
<p>“We have some doubt,” she said.</p>
<p>Readings at a small rain gauge across the river from one of Biru’s fields showed that, on the Ethiopian calendar for July, rain had fallen on only seven days until a thorough dousing on July 24, when 50 millimeters (2 inches) soaked the fields. Before then, the heaviest rain measured just 30 millimeters (1.2 inches).</p>
<p>With the green that rain has brought to Adi Ha, it’s hard to fathom just how dry the south is. And in fact Biru, far from any access to the Internet or TV, said she had not heard about the drought and suffering there.</p>
<p>“We are sorry about that news,” she said, worry creasing her brow. “We feel that type of drought might come to us.” And then she brightened.</p>
<p>“Have they bought insurance?” Biru asked. “This is one of the most important things that needs to be scaled up.”</p>
<p>That’s in the works. Through a new partnership, Oxfam America and the World Food Programme, together with Swiss Re, are helping to bring this insurance model—and a package of other resource-management techniques including savings, credit, and disaster risk reduction strategies—deeper into Ethiopia and across three new countries.</p>
<p>It won’t come in time to help families in the south, but the disaster there may finally spur some serious international interest in finding long-term solutions—like weather insurance—to the devastation drought brings.</p>

<p>A few short months ago, anyone in Anse-a-Veau who wanted packaged goods—vegetable oil, batteries, spaghetti—had to ford the Grand Rivier de Nippes and make their way out of this town in southern Haiti. But now, perched on the edge of the square, a small shop has opened, offering locals some of the hard-to-get basics.</p>
<p>It’s supported by PADELAN, or the Project to Assist Local Development and Agroforestry in Nippes, a collaboration between Oxfam Quebec and the Ministry of Agriculture that uses money from the Canadian International Development Agency&nbsp; to fund projects identified as priorities by local development committees.</p>
<p>And in Anse-a-Veau, this store was one of those priorities--desperately needed.</p>
<p>Several doors down, Mayor Telisme Dutelien sits behind his desk in a small office in the town hall. On a mid-May morning, the room is dim and sweltering. No lights shine and no fan churns: the community’s generator, which provided electricity, stopped working the month before, explains Dutelien. It’s just one of the problems that has plagued Anse-a-Veau in recent years, ever since its population began to drop in the 1980s, dragging the community’s commercial vitality with it.</p>
<p>The decline of Anse-a-Veau is symptomatic of what has happened across Haiti as Port-au-Prince, the capital and hub of opportunity, sucked people from the countryside for jobs, for schools, for a better life—or the promise of one. But in January, disaster struck there: an earthquake leveled great swaths of the city, killing 230,000 people and shaking the nation to its core. That calamity brought into sharp focus the drawbacks of centering so much of a country’s lifeblood in one sprawling place.</p>
<p>Now, the call for decentralization, long a national goal, is again sounding loud and clear. As international donors promise enormous financial resources to help Haiti rebuild, what are the steps it needs to take to answer that call? Some ideas can be found in the initiatives Oxfam had launched before the quake—programs based on the needs of communities, as voiced by the people who live in them.</p>
<p>They are small, but steady steps and the store in Anse-a-veau is one of them. Open since December 2009, it operates six days a week, its shelves of canned milk and crackers, matches and razor blades plugging the household needs local growers can’t fill themselves.</p>
<h3><strong>An egg a day adds up</strong></h3>
<p>Nearby, in Paillant, Guerline Rubin stands at the entry to her house, carrying a stack of cardboard crates loaded with eggs. They are from the chickens clucking in a henhouse in the corner of the yard—another of PADELAN’s community projects designed to help local families find ways to boost their incomes.</p>
<p>The chickens belong to Rubin’s father, a participant in the egg-production project which has targeted 20 households in the area. Each of them received 60 chickens, whose value the farmers&nbsp; will slowly pay back—at the rate of 500 gourdes a month, or $12.40—to the local development council that provided the birds. They lay about an egg a day.</p>
<p>For Rubin, that means trips to the market at least twice a week to sell her family’s cache. She ports the fragile eggs via tap-tap, a small colorful bus that lurches over the dirt roads between villages. Each egg fetches about five gourdes, netting Rubin’s family about 2 gourdes, or about 5 cents.</p>
<p>Added up, that&nbsp; bit of income becomes a precious resource for farmers&nbsp; trying to put food on their tables, pay for medical care, and have a little cash left over to invest in a hardier variety of seeds that can promise a decent harvest—and give families a reason to stay in the countryside.</p>
<p>A few hills over, Marie Camel Rubin bends over her field of beans, corn, and manioc. Behind her, in the distance, a low building rises from the sea of green—it’s a new mill built with the help of PADELAN to grind corn and sorghum. Open six days a week, the mill saves local farmers the time-consuming trip via bus to another community to have their grain ground.</p>
<p>Rubin is one of the local farmers happy to have their own mill nearby. And while it saves her time, she still struggles to make ends meet.&nbsp; Weeding along with her through the rows is her son, Noel Jolins. He’s 8—and he would be in school if his mother could afford the fees. But he had to quit when she couldn’t scrape together the money to send him.</p>
<h3><strong>Harvests and education</strong></h3>
<p>That’s one of the reasons Laventure Benad is so eager to see a small irrigation system completed in the hills of Colora in central Haiti. The father of seven children, he can afford to send only four of them to school now. But with irrigation—and the opportunity it will provide for three harvests a year instead of just one—Benad hopes he will have not only more food for his family, but enough income to pay for additional schooling.</p>
<p>“We’d like to go forward,” he says as a pair of young men behind him hammer at a heap of rocks, cracking them into gravel to help build the irrigation system.&nbsp; Channeled into a pipe, water from the mountain stream flowing by them will find its way into more than 60 acres of fields below where it will help 150 farmers.</p>
<p>With the help of Proyecto Binacional Artibonito, an Oxfam Quebec-supported project known as PROBINA, the irrigation could eventually bring them a measure of financial independence, say farmers. They expect that within three years they will be doing well enough to b able to buy their own seeds and fertilizer.</p>
<p>For Markens&nbsp; Louidort, a 26-year-old student&nbsp; in Liancourt in the Artibonite Valley, education holds the key to a better future, he says. He has enrolled in a computer-training program offered by APPEL, or Association des Parents and des Professeurs d’Ecole de Liancourt, an Oxfam partner that provides post-secondary vocational training.</p>
<p>“The world is going on with technology and it’s important for someone to learn computers,”&nbsp; says Louidort. In a country with unemployment as high as 70 percent, Louidort is hoping this new, hard-won skill will help him land a job.</p>
<p>Three days a week, for four hours each day, he settles in behind a computer in the stifling APPEL classroom. A series of batteries from Oxfam, recharged with the help of a generator at a nearby radio station, provide the electricity for the computers. Every seat is taken. This is the most popular class APPEL offers and some students share computers. A mood of deep concentration hangs over them.</p>
<p>At the head of the classroom, teacher Dieunel Prince talks the students through the next step of a program that will allow them to format certificates. Later, he explains privately that one of the biggest challenges he faces in working with these students is the fact that so many of them never had the opportunity to learn how to type—a handicap for those hoping to dive quickly into this new field.</p>
<p>That gap in learning is an indication of the struggles Haiti has had with providing a solid education for its citizens—about a quarter of the districts have no schools and 38 percent of Haitians over the age of 15 are illiterate. Education is one of the fundamental services rural regions will need to offer if decentralization is ever to become a reality for Haiti.</p>
<p>Michelle Lisette Casimir, mayor of Saint Michel in Artibonite, knows that well. Many of the families in the area sent their children to Port-au-Prince for advanced schooling, and some of them died in the quake. What Casimir longs for Saint Michel to have is a professional school of its own.</p>
<p>“We can’t talk about the future without being concerned about the youth—they way they are living,” says Casimir, adding that education is her top development wish. “With education...we will keep them.”</p>

<p>Heavy rainfall in Peru, with unprecedented amounts in the southern region of Cusco, has caused flooding and left widespread damage, including the destruction of more than 9,700 homes, tens of thousands of acres of crops, and numerous small businesses. Forty-three people have lost their lives and 26 are missing.</p>
<p>According to Peru's Civil Defense Institute, the rains have hit 18 of the country’s 24 regions, causing suffering to more than 190,000 people and damaging more than 28,000 homes. Particularly hard hit are communities located along the major Andean rivers in Cusco and Puno in the south.</p>
<p>With a $100,000 grant, Oxfam is supporting its local partner, PREDES, to help 529 families living in temporary shelters in the provinces of Anta, Calca, and Urubamba.</p>
<p>"At the moment, we're improving the temporary shelters to ensure they have clean water and basic sanitation, and so avoid major health problems", said Oxfam’s Elizabeth Cano, who is coordinating the humanitarian response for the organization.</p>
<p>Work includes the installation of separate toilets for men, women, and children as well as the distribution of hygiene kits equipped with basics such as toothpaste and soap. Oxfam and PREDES are also working with civil defense committees to help communities and local authorities improve coordination to be better prepared for future natural events.</p>
<p>"The only thing we haven't lost is our health and our lives,” said Eufemia Araníbar, a member of the Nueva Esperanza neighborhood committee in the district of Izcuchaca. "We haven't lost our children or our husbands. Everything else we can rebuild, because we have our health", she tells us firmly.</p>
<h3>In Cusco, a night that won't be forgotten</h3>
<p>In Cusco, on Saturday, Jan. 23, people were already looking with concern at the clouds in the sky and the swollen rivers. Persistent rain had caused the rivers to rise, particularly at their confluence points. In a matter of hours, the Vilcanota, Jatumayo and Huatanay rivers and Huacarpay Lake had overflowed.</p>
<p>"Since Saturday 23, we've been in a state of alert, protecting ourselves, putting sandbags along the edge of the river. But it overflowed upstream, where we didn't expect it, and the houses have collapsed,” said Urbana Huamán, a 43-year-old single mother from Anta Province, as she showed a team from Oxfam the curved shape of a nearby river and lamented the miscalculation.</p>
<p>While in some areas residents stayed on the alert, elsewhere they had observed a reduction in the turbulence of the river and, instead of going out to keep watch and put up barriers, they went to bed, assuming they were safe.</p>
<p>"During the night, the water came and caught us unaware,” said 34-year-old Eufemia Araníbar. “Some people were awake, digging ditches, but some of us were asleep. Suddenly we were woken up by shouting and whistling. When I stood up, I felt water on the floor. My shoes were already wet.”</p>
<p>The first thing she did was to get her children out.</p>
<p>"We couldn't save anything, just a few clothes,” added Araníbar. “The water took everything. It took my pigs, my guinea pigs, my chickens..." And with them she lost she lost her savings.</p>
<p>Since that January night, the rain has not stopped. In March, the Quesermayo, Antarhualla and Kitamayo rivers in Calca Province broke their banks. There have also been landslides and more homes have been destroyed.</p>

<p>For 30 years, Irene Salinas and her husband lived in a house along the banks of the Vilcanota River in Urubamba, in the Cusco region of Peru. She ran a small shop out of the house, selling groceries and liquor, and her husband, Teodoro, had his welding workshop there, too.</p>
<p>Now, it’s all gone—their home and their livelihoods--destroyed in floods triggered by heavy rain in the mountains of southern Peru. Across the country, the rains have affected more than 190,000 people. Eighteen of Peru’s 24 regions have been hit, including Cusco, which has experienced unprecedented amounts of rainfall.</p>
<p>"Suddenly we found ourselves with no house, no business,” said Salinas, as she showed an Oxfam team the plot of land on the river bank where her house used to stand and where now there is only debris.</p>
<p>"I didn't want to leave. I had to be carried out,” Salinas said, describing how the river water rose hip-deep in her house. She wanted to save her goods and her husband's work tools. Three days after she was evacuated, the house collapsed. Now the couple is living in the temporary shelter in a stadium, thinking about how to start over again.</p>
<p>María Gutiérrez, 50, from the district of Izcuchaca in Anta Province told a similar story.</p>
<p>"I used to be a storekeeper,” she said, using the past tense because the disaster has left her with no capital. She would buy corn, wheat, and beans, and store them in her house to sell. But all of that was washed away by the river.</p>
<p>"Even if I had the money, I couldn't set up my business again because I used by house for storage and now I wouldn't know where to store the goods", Gutiérrez added.</p>
<h3>‘What are we going to eat?’</h3>
<p>While shopkeepers wonder how they will recover their losses, a larger worry for the region may be the harvest. According to Peru's Civil Defense Institute, 21,730 hectares of crops, or more than 53,000 acres, have been destroyed and more than 130,000 acres have seen a partial loss of crops, mostly in the Cusco and Puno regions.</p>
<p>"Nearly 100 percent of the crops have been lost,” said Juvenal Durán, mayor of the district of Yucay in the Sacred Valley. "The farmers have lost their crops: the corn and cabbage are rotting. Agricultural insurance only covers 400 soles ($141), and there are people who rent their land, so what are they going to do when the crops fail? Yucay is dependent on agriculture. What are we going to eat? Where are we going to live? How are we going to be able to send our children to school?"</p>
<p>The communities in the upland regions have also been affected.</p>
<p>"In my community the crops are riddled with pests, late blight. What's more, as we farm on slopes, the soil is being washed away,” said Alejandro Huamán from Andahuaylillas. He’s worrying because farming is how his family makes a living.</p>
<h3>Helping agriculture recover</h3>
<p>The local authorities are aware that the focus must be on how to safeguard the next harvest.</p>
<p>"We've got a plan to ensure the next harvest: seeds, fertilizer, training, river defenses. In addition, we need to rebuild the bridges to improve trade and the irrigation channels,” said Gilberto Gil, a councilor in Urubamba.</p>
<p>At the same time, officials know that they need to think about how to help local communities adapt to unpredictable weather.</p>
<p>"This is going to be permanent due to climate change. We must prepare for rains and droughts. We have to address the immediate problems but also plan for the long term,” said Gil.</p>
<p>"One of our biggest concerns is that these disasters will increase poverty", said Elizabeth Cano, Oxfam’s humanitarian aid coordinator in Peru. "One of the main sectors that has been affected is the small-scale farming sector. Unlike the tourism sector, many small-scale farmers live in poverty, so it takes them longer to recover. We are appealing to the central government to increase support measures for this sector."</p>

<p>It is harvest time on the steep hills above the Chixoy river, but many families in the surrounding communities may not have enough food to last the winter.“We haven’t thought what we will do next month when we are out of food,” says Francisca Morente, 36. The family planted corn and beans twice, and both plantings largely failed, leaving her and her extended family with just a small amount of corn for the winter.</p>
<p>In a survey of the area in mid-October, Oxfam staff reported that many families had lost 80 to 100 percent of their harvest this year.</p>
<p>“There’s no food in this community,” Francisca’s aunt Margarita Rosales, 54, says.</p>
<h3>Chronic food shortage</h3>
<p>Lack of rain in Guatemala has reduced harvests this year, pushing up food prices in stores and creating a crisis in poor communities. The government declared a food emergency in September.</p>
<p>Malnutrition and chronic food shortages are not unusual in Guatemala. Lack of investment in small-scale agriculture has reduced food production over the years, and the country now has the highest rate of malnutrition among children under five in Latin America: nearly 50 percent, according to the <a class="external-link" href="http://www.wfp.org/countries/guatemala">World Food Programme</a>. The malnutrition rate for indigenous children is higher; close to 70 percent. The <a class="external-link" href="http://www.fews.net/pages/country.aspx?gb=gt&amp;l=en">Famine Early Warning System </a>warns that 350,000 families in Guatemala are at risk this year, especially in the south, east, and central regions of Guatemala’s “dry corridor."</p>
<p>Many men will finish their harvest and migrate to coffee- or sugar-cane producing parts of the country to work on large plantations to earn extra money. This year such income will be more crucial than ever, for farmers in Baja Verpaz, in central Guatemala.</p>
<p>“We would like people to have more options than just migration,” says Gloria Gonzalez, who works with the Association of Community Health Services, known by its Spanish initials ASECSA. Oxfam is working with ASECSA and the Training Institute for Sustainable Development (IEPADES) to help farmers in Baja Verapaz survive the coming winter. Oxfam is helping these organizations in the following areas.</p>
<ul><li>Family gardens: seeds and tools to help families grow winter vegetables to improve their nutrition.</li><li>Veterinary medicine and feed to raise chickens, pigs, and ducks.</li><li>Traditional agriculture: help farmers produce their own organic fertilizer and insecticides and select native seeds, to help reduce costs and increase production of corn, beans, peanuts, and other food crops.</li><li>Training health promoters to provide nutritional counseling for families with young children, to improve diets and reduce child mortality.</li><li>Community service: cash for work on local infrastructure like irrigation systems, production of organic fertilizer, and other ways to improve the community and increase the sustainability of local agriculture.</li></ul>
<p>Oxfam is committing $269,000 to the project, which will assist nearly one thousand families in Baja Verapaz.</p>

<p>This month, the US will inaugurate its first African-American president—a moment that many of us thought we would not live to see. Had the election gone the other way, we would have inaugurated the nation's first woman vice president. We must learn to suspend disbelief because sometimes the unimaginable is possible. At Oxfam, we face dwindling resources just as people's needs increase. Despite the challenges before us, we believe that solutions are within our collective grasp. To mark this, we open this issue of OXFAMExchange with some very special photos. The photographer deliberately chose to elevate the human aspect of the crisis in Congo. These images are a visual expression of Oxfam's conviction that our greatest resource—our reason for hope—is people. It is the same sort of perverse hope that inspires someone living in a refugee camp amidst great violence to name their newborn child Happiness. So, in these extraordinary times, do not forget these extraordinary people. They deserve an extraordinary commitment.</p>

<p><em>In the month of July, if the wind blows vibrantly, there will be good rainfall. If softly, no.</em></p>

<p>The farmers of the village of Sengapadai, India, make it their business to know what's coming. They are fortune-tellers of sorts, who look deep into history in order to forecast the future. Using methods that have evolved over thousands of years, they watch the movement of the stars, notice the feel of the wind on a given day of the month or year, and carefully observe the behavior of plants and animals. At the heart of the mysteries they set out to unravel each year is this: When will the rains come?</p>
<p>If they miscalculate, the consequences can be grave. In years past, it has meant families postponed not only weddings but also medical care. Sons and daughters have dropped out of school, ending their formal education. They've pawned their jewelry, which represents their savings—even the necklaces that symbolize their marriages. And, says 51-year-old Jakkammal, "In a bad year, there's only one meal a day."</p>
<h3>We are not getting proper rain</h3>
<p>The specter of bad harvests looms larger than ever these days because, as one farmer put it, "We are not getting proper rain."</p>
<p>Rains are coming when they shouldn't and not coming when they should, and the traditional forecasting methods, unable to adapt to the speed of change, are losing their power to predict.</p>
<p>"There's been a vast difference in rainfall patterns in the last 10 years," says Jeeva Rathinam, another farmer. "Before that, we used to plan properly and plant one kind of seed in the fields. Now we have to mix them together and see what comes up."</p>
<p>"The rainfall variations these farmers are seeing now are defeating their knowledge of the way nature functions," says Hari Krishna, Oxfam's research program manager in India.</p>
<p>Climate change, in other words, has come to Sengapadai.</p>
<h3>Researchers and farmers collaborate</h3>
<p>The DHAN Foundation's ACEDRR, an Oxfam partner, has set out to help communities adjust to the changing climate landscape. Researcher B. Arthirani, herself the daughter of farmers, gathered and analyzed 40 years' worth of local rainfall data, and on a sweltering day in May 2008, the farmers of Sengapadai came together to learn the results.</p>
<p>Rains that once fell here predictably in July, she told them, can now be expected to arrive in late August. Then she made a proposal: delay sowing peanuts until between Aug. 10 and 16.</p>
<p>A heated discussion followed. Shifting to accommodate the rains could make some crops more vulnerable to infestations of weeds and pests, and the farmers argued pros and cons of various plans. But an hour later, everyone had come to agreement: the best way to balance all the factors would probably be to plant corn in September.</p>
<p>This is not research as it's conducted at universities, where academics carry out studies at a comfortable distance from actual farmers, and where recommendations are conveyed to the villagers in top-down fashion. That day's discussion, which began with Arthirani's educated guess about what to sow when, ended with a practical plan that drew on knowledge from both inside and outside the community. The ACEDRR study, says Arthirani, "is not a one-way process."</p>
<p>Community members are not simply considered beneficiaries of the study, explained Hari Krishna. "Here, they are partners in the research. They know best about their soil, their sky, their water, and what crops suit their needs."</p>
<h3>A painful irony</h3>
<p>Outside the meeting place, a heifer nosed along the roadside looking for something to graze on, and a bullock cart passed by with a load of fodder. Women headloading firewood and water walked along the dusty main street in the fierce midday sun, and in the distance, a man stood knee-deep in a pond, splashing water on his team of bullocks after what had probably been a morning of hard labor in the fields.</p>
<p>Fossil fuels and all their labor-saving pleasures seem to have bypassed this village entirely. There were no cars or tractors in sight, and despite the scorching temperature, no one was heading home to air conditioning or refrigerated drinks. It is a painful irony that many of those who have done least to bring about climate change are the most vulnerable to its effects.</p>
<h3>We are able to have three meals</h3>
<p>DHAN is tackling that vulnerability on two fronts: the disaster-oriented research of ACEDRR is helping ensure that changing rainfall patterns don't lead to catastrophic crop losses, while DHAN's development programs are building resilience in other ways—helping those same farmers organize themselves into self-help groups that enable savings and investment; creating federations that have clout in the marketplace; and helping farmers gain access to high-quality seed, affordable insurance, and lenders that charge two percent interest instead of ten.</p>
<p>It is an approach that is working. By November it was clear that the shift from peanuts to corn was a big success. But there are signs everywhere of the growing security of this community—most convincingly in the confident smile of Jakkammal. The days of one bad harvest plunging the community into debt and hunger, it seems, are over. "After joining DHAN," she says, "we are able to have three meals."</p>

<p>Because 40 percent of the people on our planet live in poverty and Oxfam is working to change that, it's our job to highlight issues that are often overlooked in US politics. In this issue of <em>OXFAMExchange</em>, we've included some information at the end of each article to help you think about how the lives of people around the world are affected by our political choices here. Oxfam is nonpartisan: we ask all the candidates to take concrete steps toward finding lasting solutions to poverty and social injustice. The incoming administration will assume responsibility for a country in crisis—fighting two wars and an economic recession. These are undeniably difficult times. It is all too easy to feel that real change is nothing more than a pipe dream. When cynicism or doubt gets the better of us, we must all remember: Oxfam has always and will always invest most heavily in people's efforts to transform their own communities. The people featured in this issue leave no doubt that determination and innovation can create change—with or without strong federal leadership. And these successes are what keep us all going—these and your shared commitment to the possibility of a world without poverty and injustice.</p>

<p>Since 1996, <a href="http://www.oxfam.org">Oxfam International</a> has been working in Cuba to improve food security through organic <a href="/issues/agriculture">agriculture</a> projects, and projects aimed at diversifying agricultural production. One of Oxfam's partners in this area is the National Association of Small Farmers (ANAP), which brings together more than 4,200 cooperatives with 330,000 members nationally. ANAP's has taken some Oxfam-funded local projects and, using its own resources, replicated them on a national level.</p>
<p>Members of Oxfam International have also provided grant support for neighborhood social programs, such as the world-renowned Martin Luther King Center, a leader in popular education.</p>
<p>Cuba's civil evacuation and protection system is widely renowned for its excellence. Oxfam works with Cuba's Civil Defense to help communities prepare for <a href="/issues/disasters-conflicts">disasters</a> and has helped Cuba significantly reduce its vulnerability to hurricanes. In 2004 Oxfam America, as part of Oxfam International, documented these experiences and lessons in the publication "Weathering the Storm: Lessons in Risk Reduction in Cuba."</p>
<p><a href="/issues/equality-for-women">Gender equality</a> is a priority in all the projects Oxfam supports. While Cuban women enjoy a wide array of rights, there continue to be gaps, particularly at home. Supporting research and sensitivity training, particularly in regards to violence against women, is a priority for Oxfam in Cuba.</p>
<p>As part of Oxfam International, Oxfam America has contributed roughly $1.1 million to Oxfam International's work in Cuba since 1995. All of Oxfam America's grants were approved by the US Department of State, and mostly supported agricultural transformation projects designed to improve <a href="/issues/hunger-food-security">food security</a>.</p>
