<p style="text-align: justify;">“Massive government subsidies for large-scale cotton growers in the United States are unfair and hurt farmers in poor countries. The WTO confirmed today the injury caused by these subsidies and authorized Brazil to retaliate against the US,” said Gawain Kripke, policy director for Oxfam America. “American farm policy is broken and bloated, and now other sectors of the US economy may suffer as Brazil retaliates.”</p>
<p style="text-align: justify;">Total direct support to cotton production hovered over three billion dollars in the 2008-2009 growing season, or an equivalent of 50 cents per pound of actual production, according to the International Cotton Advisory Committee.</p>
<p style="text-align: justify;">“The global trading system depends on countries obeying rules and submitting to orderly dispute resolution,” said Kripke. “Thus far, the US has ignored the ruling of the WTO adjudication and continues large subsidies for cotton production. If the US continues this way, the integrity of the multilateral trade system is at stake.”</p>
<p style="text-align: justify;">An Oxfam study found that with a complete removal of US cotton subsidies, the world price of cotton would increase by 6-14%, resulting in additional income that could feed an additional million children for a year or pay school fees for at least two million children living in extremely poor West African cotton growing households.</p>
<p style="text-align: justify;">The longstanding dispute started in 2002. In 2005, the WTO ruled that US cotton subsidies harmed Brazilian cotton farmers and violated WTO rules, but the US did little to abide by the ruling and reduce its trade distorting subsidies. In September 2006, Brazil asked for a WTO “compliance panel” to determine whether the US has done enough to comply with the ruling and the WTO confirmed that the US has failed to reform its agricultural subsidies enough to comply. Today’s ruling confirms that Brazil is entitled to start retaliation procedures, and possibly cross-retaliate by lifting intellectual property protections.</p>

<p>WASHINGTON, DC — Despite last week's commitment by the G8 to finalize the stagnant Doha trade talks by 2010, international aid organization Oxfam America warned that much more is needed to reform world rules to capitalize the power of trade to lift people out of poverty, and called on WTO members to re-think the course of the negotiations.</p>
<p>"Resuscitating Doha is essential to right the rigged rules of trade, but what's been simmering on the WTO stove will simply not deliver for poor countries, said Oxfam America president Raymond C. Offenheiser. "The financial crisis, which started in developed countries but is taking its worst toll on developing countries, should be the impetus for a change in course."</p>
<p>In <a href="/publications/empty-promises">a new report released today</a> called "Empty Promises," Oxfam details how the Doha Round has become an exercise in prying open developing country markets rather than an effort to rebalance decades of unfair agricultural and industrial trade rules. In the midst of a global economic crisis, a food crisis, and a climate crisis, nations with the least blame and with the least capacity to cope with the consequent effects must not have to pay even more to enable their economies to develop, according to the report.</p>
<p>Over 50 million people stand to lose their jobs, remittances are collapsing, and growth in sub-Saharan Africa is predicted to fall by 70 percent this year trapping 90 million more people in poverty, because of the crisis. Food prices meanwhile remain high for poor consumers: by the end of 2008 a further 109 million people had been added to the ranks of hungry, topping 1 billion people worldwide. As the world experiences the sharpest drop in trade in 80 years, a "development" trade deal—as originally promised—remains crucial, according to Oxfam.</p>
<p>"Now is the time for WTO members to come back to the negotiating table, recognize that the current crisis provides an opportunity to address urgent development needs, and change the course of negotiations, much as they did nearly eight years ago in Doha," said Offenheiser. "At this time of desperate need for a change of course, the Doha Round has to step up to deliver on its development promise. There is little credit left for another failure."</p>
<p>The welcome political commitment from the G8 could lead to a fresh start to negotiations, but it cannot be business as usual. In the past eight years, developed countries have used the talks to continue to push to open up new export markets. Developing countries have resisted, saying they were promised a deal that would give them space to protect their farmers and new industries, an end to rich country trade-distorting agricultural subsidies, and more access to rich markets for their farmers and industries.</p>
<p>The widespread food price crisis has shown that food and livelihood security cannot depend solely on market forces. Development, rather than liberalization, has to be the central objective of negotiations and trade rules must respond to the needs of the most vulnerable people first and foremost, according to Oxfam. It is the responsibility of WTO member states to analyze the role of trade in the recent global crises so that the Doha negotiations take into account the new global context and contribute to a solution, rather than exacerbate the problem.</p>
<p>"What's on the table is no silver bullet since it continues to favor the richest and biggest farmers and industrialists in the US and Europe and sidelines the needs of the poor," said Offenheiser. "We have seen what can be done when countries find the resolve to avert problems at home, and this resolve must be translated to the multilateral trade agenda so that the much-needed conclusion of the Doha Round can be achieved in a manner that addresses developing country needs first and foremost."</p>

<p>San Ramón de Pangoa is a handful of houses at the end of a nearly impassable dirt road that frequent rains render a muddy stream. The homes here are framed by gardens of carefully tended plantains and citrus. The forest embraces the small community in green. It is spring; the air is thick with the smell of orange blossoms.</p>
<p>There are about 200 indigenous Ashaninka people living in this area, but most of them, like 29-year-old Dante Cheresente, are not making much money and therefore can't pay for things like doctor visits when family members fall ill or education for their children. They live off of the fruits and vegetables they grow in their small plots, but these are mostly for their own consumption. "We grow yucca, plantains, lemons, oranges, and tangerines," Cheresente says. "But we just eat most of it and feed it to our animals, because prices are so low it is not worth selling."</p>
<p>To tap into the opportunities of the market economy and make some money, Cheresente and his father, who is the village chief, and others in their community are collaborating with a local rural organization known as SEPAR, Oxfam America's partner in this central jungle region of Peru, to carry out an experiment: growing the ancient Sacha Inchi plant, which yields a nut that is rich in nutritious omega-3 and omega-6 oils.</p>
<p>"There is demand in Peru for Sacha Inchi oil for cooking, but also as a health supplement internationally," says Raul Ho, Oxfam America's program officer in South America. "It is well known now, and the supply is lower than demand, both in Peru and abroad. To meet this demand, we will help indigenous farmers find the right Sacha Inchi variety for their lands and help them grow, process, and sell it in the fair trade market."</p>
<h3>Building on strengths</h3>
<p>SEPAR is working with farmers like Cheresente all over the central Amazon to plant experimental plots of Sacha Inchi. In San Ramon de Pangoa, they are growing two different varieties, one from the northern Amazon and one from the southern region, to determine which will perform best in the soil and altitude found in their village. "This is being done with indigenous farmers every step of the way," says Ho. "We will help them enter this market with the right seeds and production technology, and the farmers will know the best practices for growing Sacha Inchi." The goal is to produce a high-grade, organic Sacha Inchi, for which the farmers will get the best possible price.</p>
<p>In San Ramon de Pangoa, the rows of Sacha Inchi plants are interspersed with corn, soy beans, potatoes, and other food crops to determine which growing patterns work best. Frank Mendoza, a tropical agriculture expert advising SEPAR, says the Sacha Inchi crop could be quite lucrative. "If we can help these farmers grow Sacha Inchi as just one of their crops, it will increase the income of the farmers considerably," he says. Cheresente and his father, for example, say if they can make decent money from Sacha Inchi, they could devote five of their eight hectares—about 12 of their nearly 20 acres—to growing the plant. Ho and Mendoza estimate that with luck, in their first year they could get as much as 500 kilos of Sacha Inchi per hectare and sell the unprocessed nuts at about seven Peruvian soles (about $2) per kilo. This could mean a gross return of as much as $5,000 per harvest. With the right variety and improved production techniques, farmers like the Cheresentes could eventually produce nearly 1,000 kilos per hectare, which would bring in over $10,000 for unprocessed Sacha Inchi nuts on their five hectares, a huge income boost in a very poor region of Peru.</p>
<h3>On their own terms</h3>
<p>Cultivating a valuable cash crop like Sacha Inchi can help the indigenous Ashaninka people in villages like San Ramon de Pangoa to connect with local and international markets on their own terms: to earn money and preserve their culture and way of life. Preserving community and the Ashaninka's legacy occupy Cheresente's mind quite a bit these days: he and his wife, Laura, have a two-month-old son, Jason Fritz Cheresente. While his father talks with visitors, Jason Fritz lays in a hammock, quietly sleeping. Attached to the hammock is a string, which his grandmother pulls gently to rock the baby as she talks with friends. She and her generation have witnessed the wholesale occupation of this central jungle region by settlers from the highlands escaping the guerilla war of the 1980s and seeking land and opportunity. The government encouraged this exodus, believing the land was unoccupied, as it ignored the indigenous inhabitants. The result is that the Ashaninka have been squeezed into smaller and smaller areas and can no longer hunt and fish. They are now settled and trying to become part of the larger economy while preserving their culture. Despite these pressures, Cheresente is optimistic that growing Sacha Inchi will help them. "We expect to increase our income, so we can support the elderly people in the community, as they were the ones who worked to get this land. We also want to improve the level of nutrition and education for children here."</p>
<p>Growing Sacha Inchi is just part of this economic integration for the Ashaninka. Others in the village are getting help in producing and marketing handicrafts such as woven bags and traditional garments, as well as souvenirs for tourists. Cheresente's wife even got a grant from SEPAR to open a store, where she sells food, soap, and other consumer goods. Small enterprises like this will help people earn cash they can use to pay for health care and other services. And more small enterprises will help start to move cash through the rural economy.</p>
<p>Growing Sacha Inchi and other money-making ventures in these indigenous communities will help people prosper and maintain their communities. Cheresente and his neighbors have worked hard to get the research plots growing despite a serious drought that set in just after planting last year. They watered the Sacha Inchi plants from a small stream near the village and tended the plots three entire days per week.</p>
<p>Antonio Cheresente, Dante's father, says they are looking to Sacha Inchi for their future. "We know this research will help us improve our farms," he says.</p>

To mark this, we open this issue of OXFAMExchange with some very special photos. The photographer deliberately chose to elevate the human aspect of the crisis in Congo. These images are a visual expression of Oxfam's conviction that our greatest resource—our reason for hope—is people. It is the same sort of perverse hope that inspires someone living in a refugee camp amidst great violence to name their newborn child Happiness. So, in these extraordinary times, do not forget these extraordinary people. They deserve an extraordinary commitment.</p>

<p>Berhanu Beyene, a soft spoken 45-year old coffee grower in Werka, Yirgacheffe, says what is good for the environment is also good for business. He calls the giant sycamore trees and the many other indigenous trees that so gracefully loom over his coffee field the guardians of his family's livelihood.</p>
<p>Ethiopia's finest coffee is grown in the shade of native trees, which allows the coffee cherries to retain their moisture until they are ready to be picked. Without the shade of these generations-old trees, the coffee bushes would produce bitter tasting, inferior quality beans.</p>
<p>Berhanu says he knows it pays dividends to protect the environment. "One of our family plots had its natural shade deforested and so the coffee beans that particular plot yields are not of the expected high quality," says Berhanu. "Our cooperative union will not accept lower-grade coffee to be sold in the international specialty market, so we sell it for local consumption and make less money from it."</p>
<p>To remedy this problem, Berhanu is getting technical support from experts at the local agricultural bureau to reforest the plot with indigenous trees. The agricultural bureau is providing Berhanu and others in the area with tree seedlings.</p>
<p>With the mid-day sun peeking through the canopy of trees and the birds calling in the distance, Berhanu says he is at his best when he is hard at work on his family's coffee plots. "You see, it is not just the coffee bushes that enjoy the shades," he chuckles as he makes himself comfortable under a giant sycamore tree. "After a long day's work, a little rest under the shade of these old trees rejuvenates my soul."</p>
<p>Parents to 12 children, Berhanu and his wife Aster have been growing coffee for the past 10 years. They depend on the income they get from growing world renowned Yirgacheffe coffee to support eight of their children that are still living with them and are attending school.</p>
<p>Berhanu and Aster were new to the coffee business when, in 2001, the price of coffee sank to a 30-year low and the global coffee crisis hit Ethiopia—the birthplace of coffee. Rather than giving up in despair, Berhanu and his family were determined to ride out the storm and come out stronger than when they started. Oxfam America was by their side as it led a global campaign to bring the plight of Ethiopian coffee growers to the attention of national and international policy makers, consumer governments, international coffee roasters and consumers.</p>
<p>The couple says they have come a long way since the coffee crisis, which threatened their livelihoods and caused a shock to the country's coffee economy. Gone are the days when they had to sell whatever meager assets they had to put food on the table. "Our living conditions have improved significantly," says Aster. "As a mother, I dream of even better things for my family, but right now, I am secure knowing that my family is well fed, healthy, and that my children go to school".</p>
<h3>New Partnership</h3>
<p>It was just a little over a year ago that 238 coffee growers in Werka came together to form a primary cooperative under the Yirgacheffe Coffee Farmers Cooperative Union. Soon after Werka joined the Union, membership shot up to 300 when word got out that Oxfam America was launching a project to support coffee quality improvement by funding the purchase of an eco-friendly coffee washing station.</p>
<p>As a natural extension of its global campaign and advocacy work to help Ethiopian coffee growers earn better prices, Oxfam America is increasingly investing in coffee quality improvement, focusing on eco-friendly coffee processing. This is one component of Oxfam America's effort to help cooperatives produce quality coffee and generate additional premium by selling their beans on the international specialty coffee market. The Werka project is one of three such projects that Oxfam America has funded in three different coffee growing regions of Ethiopia.</p>
<p>The funding for Werka and the other two cooperatives was made available as an interest free revolving loan of about US$ 150,000 each to be paid back in five years to be re-invested in another cooperative, yielding much higher returns on initial donor investment. Financing the equipment with a loan makes cooperative members accountable for the loan repayment and solidifies the fact that they are the real owners of the investment.</p>
<p>By utilizing eco-friendly coffee processing, the cooperatives will not only increase their income as a result of selling washed coffee but also address environmental pollution related to the conventional coffee processing method. In the conventional method the coffee pulp and mucilage are removed from the beans and get discharged into nearby streams and ponds where they decompose and deteriorate the water quality of ponds and streams that the local community uses for household consumption. The eco-friendly method of processing reduces the amount of organic waste from the washing process and cuts water usage by 98.5 percent.</p>
<h3>Two Birds, One Stone</h3>
<p>Members of Werka cooperative are eagerly awaiting the next coffee harvesting season to begin using their newly installed eco-friendly washing machine. They say having such a facility on site will allow them to kill two birds with one stone—increase their income by selling washed coffee and also in the process conserve the environment that is so crucial for their ability to continue producing high quality coffee. With minimum additional investment, the accumulated pulp and mucilage, which are organic by-products of washed coffee, can be converted into bio-fuel, fertilizer, and animal feed to boost the income of coffee growers; Oxfam America has plans to invest in such a pilot project in 2008.</p>
<p>"Producing high-quality coffee will give us the legitimacy to demand better price in the international market," says Berhanu, his fingers moving nimbly as he carefully picks the ripened coffee cherries and places them in a basket. "So, the way I see it, the Werka project represents the best combination of solutions—earn more for our hard work, while at the same time preserving the environment that we depend on for our livelihoods."</p>

<p>There's no arguing with the math: For many coffee farmers in Ethiopia, poverty is their only pay for a product that fattens corporate coffers around the world.</p>
<p>That's the lesson Tadesse Meskela, an Ethiopian coffee activist, offered to a crowd of Boston University during a stop on his Oxfam-sponsored seven-city tour to raise awareness about the gross inequities in the global coffee trade and to promote "Black Gold," a new documentary about that industry.</p>
<p>In a small but packed auditorium, Meskela walked the students through the maze of market factors that cut coffee farmers out of their fair share of profit for a commodity that's worth, by some accounts, $80 billion a year in retail sales.</p>
<p>Converting Ethiopian currency into dollars, one student quickly calculated the true cost of that imbalance: What farmers sell for pennies a pound, large coffee roasters can command $14.</p>
<p>"That's a little more than 100 times what the farmer gets," said the student.</p>
<p>Getting more of those profits into the pockets of farmers is the main objective of the Oromia Coffee Farmers Cooperative Union (OCFCU)—a 90,000-member organization with which Oxfam America has worked for four years. Meskela is the union's manager and the "star" of "Black Gold," which explores the links between the multinational coffee corporations and the poverty that plagues so many of Ethiopia's coffee growers.</p>
<p>Across the country, about 15 million people rely on coffee for income. Fluctuations in its global price leave growers struggling to feed their families and send their children to school—a luxury many simply can't afford.</p>
<p>Membership in the union helps farmers tap into the "fair trade" market which guarantees them a higher price for their beans—sometimes three times what local dealers and exporters offer. Fair trade rules also ensure that some of those higher earnings are set aside to improve the farmers' communities through the construction of schools, health clinics, and clean water supply systems.</p>
<p>Founded in 1999, OCFCU has already facilitated the construction of four new schools, 17 extra classrooms, four health clinics, and three new water supply systems. Every cup of fair trade coffee consumers here in the United States drink will help improve even more the lives of farmers scattered through the cool, green hills of Oromia.</p>
<p>But what surprised Meskela most as he traveled from Boston to Madison—with stops in New York City, Washington, D.C., Nashville, Chicago, and Milwaukee—was how little people really knew about the brew that gets them up and going in the morning.</p>
<p>"What I noticed was 95 percent, and above, do not know where coffee comes from," said Meskela. "They don't know the life of the person behind the cup." It's that farmer—laboring hard in an industry dominated by a market that puts the needs of growers last—that Meskela wants consumers to understand and appreciate.</p>
<p>"We have to create connections with producers—and awaken all Americans," he said.</p>
<h3>Roots in the countryside</h3>
<p>Meskela has a deep affinity for coffee growers and the hardship that defines their days. From the Oromia region himself, he grew up in a large farming family. But unlike many other farm children, Meskela got to go to school—as did every one of his siblings.</p>
<p>"My father is unique," said Meskela with pride. "He has sent all of his children to school. He was the first person to send a girl to school in the 1950s from our Oromo culture. If all of us had stayed on the farm we would have been poorer and poorer because the land would be shared among 13 of us."</p>
<p>Instead, among his brothers and sisters he now counts two engineers (civil and electric), an accountant, two secretaries, a draftswoman, and a high school principal. Meskela himself graduated from college with a degree in agricultural economics.</p>
<p>While some family members are still on the farm plowing fields of a grain called teff, education has offered his brothers and sisters a range of opportunities that Meskela would like to see others be able to take advantage of, too. Making trade fair is the first step in that direction—and educating consumers about the links between their morning cups of coffee and the growers who produce the beans is critical.</p>
<p>"All of them say 'what shall we do?'" said Meskela, recounting the reactions he heard time and again after people watched "Black Gold" or heard him give a presentation. "The first thing you can do is buy fair trade coffee. And the second is support us in campaigning to get a better price."</p>

<p>If you haven't checked out "Black Gold," the acclaimed documentary that takes a look at the multi-billion dollar coffee industry and the poor farmers who cultivate the beans, you still have a few more opportunities.</p>
<p>"Black Gold" will go to DVD, and air on the <a href="http://www.pbs.org/independentlens/blackgold/index.html">PBS</a> show <em>Independent Lens,</em> this April. It's also still playing in theaters and at special free community screenings organized by <a href="http://www.itvs.org/outreach/blackgold/">Independent Television Service</a>.</p>
<p>"Black Gold" follows Tadesse Meskela, manager of Oromia Coffee Farmers Cooperative Union, as he travels the world looking for a better price for his farmers' coffee. Oromia Coffee Farmers Cooperative Union, an Oxfam America partner organization since 2002, represents more than 100,000 farmers, who despite back-breaking work, watch their profits rise and fall depending on the fluctuating price on the world market.</p>
<p>"There is no coffee which is as quality as this coffee, but we are getting a low price," Meskela says in the film. "Our main aim is to bring more money into the coffee growers' pocket."</p>
<p>Throughout the fall and winter, Oxfam co-sponsored the promotion of "<a href="http://www.blackgoldmovie.com/">Black Gold</a>" in more than 75 cities and towns across the country. Hundreds of volunteers turned out to support coffee farmers by handing out information at screenings and gathering thousands of signatures for the Big Noise, Oxfam's petition to Make Trade Fair.</p>
<h3>Telling the coffee farmer's story</h3>
<p>With great candor, Meskela uses "Black Gold" as a platform to describe the situation Ethiopian coffee farmers face. When the price of coffee hit a 30-year low in 2001, farmers struggled to feed their children and send them to school. Some quit farming. Others began growing the more profitable chat, a local narcotic banned in the US and Europe. Malnourished and forced to travel long distances to accept foreign aid, some farmers saw no alternative but to bring their families to government feeding centers.</p>
<p>The price of coffee has risen over the last few years, but little has changed in these communities. In Ethiopia, country that depends on coffee for about 40 percent of its export revenue, farmers make as little as three cents for every cup of coffee sold in the United States or Europe. Meanwhile, multinational coffee corporations collectively rake in as much as $80 billion each year, according to the film.</p>
<p>British film makers Nick and Marc Frances use Meskela and the Oromia Coffee Farmers Cooperative Union tell a larger story about poor countries that struggle to benefit from global trade. The film highlights the many corners of the coffee industry, from the Ethiopian growers who cultivate the best coffee in the world, to the NY traders who set the price, to the Seattle baristas at Starbucks who try to meet the high demand.</p>
<h3>Oxfam America's coffee work</h3>
<p>By working with producers in Ethiopia and Central America, and by engaging in consumer education, political advocacy, and corporate engagement, Oxfam seeks to create a world where small farmers are fairly rewarded for their hard work.</p>
<p>"Oxfam seeks to correct the imbalances of power at the root of unfair trade. This film highlights the vulnerability of coffee farmers and the disconnect that exists between poor farmers and huge profits," said Seth Petchers, Oxfam America's coffee program manager.</p>
<p>"'Black Gold' illustrates the gravity of the challenges facing coffee farmers—but those challenges are not insurmountable if people get involved. We're hoping people watch the film and get inspired to take action."</p>

<p>Oxfam's advocacy work to support the agenda of small-scale farmers and workers in the new International Coffee Agreement (ICA) came to successful conclusion last week as members of the International Coffee Organization (ICO) concluded a year and a half of negotiations.</p>
<p>The ICA serves as the operating charter of the ICO, the only forum that brings the majority of coffee producing and consuming countries together to address critical issues facing the coffee sector. When Oxfam launched its coffee campaign in 2002 with the Mugged: Poverty in Your Coffee Cup report, the ICO was identified as an important venue for Oxfam's message to Make Trade Fair.</p>
<p>The new ICA reflects Oxfam's advocacy work and puts many important issues on the ICO's agenda for the coming years. Most importantly, Oxfam's advocacy agenda came directly from a collaborative process with 12 other organizations—mostly small-scale farmer organizations—and was reflected in the paper Grounds for Change which launched Oxfam's efforts at the ICO in May, 2006.</p>
<p>The following points, included in the new version of the ICA, are victories for small-scale farmers and work across the world:</p>
<ul>
<li>Recognition of the relationship between a sustainable coffee market and achievement of the Millennium Development Goals;</li>
<li>Objectives to develop a sustainable coffee sector in economic, social and environmental terms and enhance the capacity of local communities and small-scale farmers to benefit from coffee production;</li>
<li>Acknowledgement of the importance of establishing and strengthening cooperation with NGOs;</li>
<li>A new article on the ICA's project work, which has included efforts to improve farmers' productivity and sustainability;</li>
<li>Creation of a new 'Consultative Forum on Coffee Sector Finance' which will bring together experts to discuss finance and risk management with a emphasis on the needs of small and medium scale producers and local communities; and</li>
<li>Expansion of the ICO's role in disseminating information about the coffee supply chain with emphasis on facilitating access to information by small coffee producers to assist them in improving their financial performance.</li></ul>
<p>While the new ICA adds important elements to the ICO's mandate, the Agreement itself expresses intention. The true value of the new Agreement will be as good as the implementation, which means that while Oxfam welcomes this development it will continue to push ICO member countries to follow through on the promises made to small farmers and farmworkers.  In particular, Oxfam continues to call on ICO members to create forums for small-scale farmer organizations to have direct channels to voice the challenges they face as farmers struggle to earn a decent living from their coffee crop.</p>
<p>At a meeting in Belo Horizonte, Brazil last week, Oxfam's coffee sector allies from several countries—including coffee cooperatives and think tanks—cautiously welcomed the new elements of the ICA. With high level attendees from the Brazilian government coffee companies in attendance, they noted the importance of continuing to work in their countries to ensure a seat at the table alongside big business interests, as well as the need to ensure fair prices for family farmers and commitment to International Labor Organization's labor standards for farm workers. With the ICA completed, the hard work of implementing reforms must now begin.</p>
<p>In response to the developments at the ICO, Oxfam's partners and allies committed to push for representation in their national dialogue on coffee and their delegations to the ICO in order to build on the gains we have worked with them to achieve.</p>

<p>Two years ago Alberto Malico was just one of some 300,000 cotton farmers in Mozambique struggling to make a living against the overwhelming odds of the forces of nature, the unfair contracts binding him to the cotton concession companies, and the inequitable international cotton markets.</p>
<p>Today he is an independent cotton producer and the President of FONPA, the National Cotton Producers Forum, which has organized small cotton farmers to become an equal partner with government and industry in improving the lives of small scale cotton farmers of Mozambique.</p>
<p>"The formation of a national forum is important because for the first time cotton farmers are represented at a national level and taken seriously by government and the cotton companies. We are now able to put pressure on government, raise the concerns of the small cotton farmers, and begin to address the imbalance of power relations between the concessions and the cotton growers," said Malico. "By joining together in associations we have found it easier to negotiate a better price for our cotton and to help each other by working together to improve our production and harvesting."</p>
<p>On a warm winter July afternoon in his home area of Naicole, in the largest cotton producing province of Nampula, Mr. Malico is meeting with local farmers to discuss the latest harvest and their concerns and needs. Two representatives of Oxfam America's partner, ABIODES (the Organic Agriculture, Biodiversity and Sustainable Development Association) which steered the formation of FONPA, are attending to discuss a local pilot project introduced during the last season.</p>
<p>The pilot project provided seed, spraying equipment, training, and draft animals for plowing to 50 members of three local farmers associations. The aim was to increase the area of production and productivity, boost cotton quality and yield per hectare, and introduce sustainable agriculture.</p>
<p>ABIODES Field Coordinator, Isabel Mazive says the project has had a significant impact, "Fifty smallholder farmers were selected by their associations to cultivate one hectare (2.45 acres) for each producer, with a total area of 50 hectares. We estimate that the average yield per hectare will be 900 to 1200 kilos, in contrast to previous average yields of 300 to 600 kilos per hectare. Other farmers not directly participating in the initiative have also been able to hire the animal traction services at a reasonable cost determined by the associations. This income has been used to support the growth of the local associations."</p>
<p>Isora Jamal is one of the cotton farmers to have benefited from the pilot project. Standing in the family field surrounded by head-high cotton plants she is satisfied with this year's crop. "The animal traction has been a big help in preparing the land in time for planting and allowed me increase my area of cultivation. The training and services have definitely improved the amount and quality of my cotton. It also saved us women a lot of time and manual labor in the fields, which means we have been able to spend more time on the other food crops. The animals have also assisted with transportation and water collection," says Jamal.</p>
<h3>Breaking the cycle of debt</h3>
<p>The success of the project has also attracted the attention of the National Cotton Institute which now intends to extend the use of animal traction nationally. The Director of the Institute, Norberto Mahalambe, notes that the organization of the small-scale cotton farmers is vital for growth and stability in the industry. "Cotton has been one of the most stable cash crops in Mozambique for the last 100 years," he said. "There are over 350,000 cotton farmers supporting some 1.5 million dependents on this crop. Income from cotton pays school fees, medical bills and many other essential expenses."</p>
<p>Most of the small-scale cotton farmers in Mozambique are tied to contracts with the privatized cotton concession companies. Under this arrangement the companies provide seed in return for the cotton crop. However, the farmers complain that the inputs and services are of poor quality and many farmers end up owing the companies more than they receive in payment for their crops. This cycle of debt deepens every year. In response, FONPA is lobbying government for an agrarian policy that protects and improves the lives of cotton producers. They also want agriculture banks to finance cotton production and processing in order to improve the quality of cotton and the small farmers' income.</p>
<p>Oxfam America helped establish FONPA in 2005. Mahalambe, the director of the National Cotton Institute, said that Oxfam's support for FONPA "has been fundamental in assisting farmers to get organized into a national forum, able to negotiate with companies and the government. The farmers no longer stand alone and they are much more informed and capable."</p>
<p>Davie Malungisa, Oxfam America's trade and livelihoods expert said that FONPA is helping the farmers gain more power in determining how cotton is produced in Mozambique, but that they are looking to other activities as well. "In the coming months FONPA will focus on offering services such as access to finance, improved inputs, value addition and crop diversification," he said. The overall goal of this work: "To increased the income and food security of small cotton farmers."</p>

<p>In the seven months since Oxfam launched a campaign to support Ethiopian's right to own their specialty coffee brands, global attention to the issue has ebbed and flowed. But behind the scenes, there has been a steady increase in activity to lay the groundwork needed to turn Ethiopia's claim to its coffee brands—Sidamo, Harar, and Yirgacheffe—into tangible benefits for the 15 million Ethiopians who depend on coffee for their livelihoods.</p>
<p>Earlier this month, Ethiopian farmer cooperatives, coffee exporters, and government officials met with American and Canadian coffee companies in Long Beach, California to talk more about the trademark and licensing initiative.</p>
<p>The historic meeting at the Specialty Coffee Association of America conference represented the next stage in dialogue between Ethiopians and North American roasters, which started in Addis Ababa this February. There, roasters committed to help bring their peers to the table and Ethiopians agreed to begin building the program's infrastructure. Much was accomplished in just three short months. Getachew Mengiste, director of the Ethiopian Intellectual Property Office, told a standing-room-only crowd in Long Beach about recently completed training workshops for staff from embassies, farmer cooperatives, and exporting companies.</p>
<p>Ethiopia launched its coffee trademark and licensing initiative to give farmers more control over their world renowned coffee brands, strengthen farmers' negotiating position, and ultimately help them capture a greater share of their coffee's value. At the conference in Long Beach, the Ethiopians used their time with roasters to discuss the best ways to work together to put the program's "nuts and bolts" into place.</p>
<p>"We are working together for a common cause," said Mengiste as he opened the gathering. "This initiative should meet the interests of farmers to ensure that they get benefits from their fine coffee. The interests of our roaster partners should also be met. The whole idea behind this initiative is to connect our coffee farmers with the roasters."</p>
<p>Attendees agreed on the key points for discussion, which included ways that the coffee brands would be used on packages and labeling, joint marketing promotion strategies, guaranteeing quality, and expanding the network of participating roasters. Tadesse Meskela, manager of Oxfam partner, the Oromia Coffee Farmers Cooperative Union, opened the floor for discussion. As he stood in front of the room, Meskela thanked all of the participants and gave special acknowledgement to the roasters who have already committed to the project by signing a licensing agreement.</p>
<p>For two hours, participants discussed ideas, challenges, and opportunities for moving the trademarking initiative forward. The spirit of the conversation was collaborative with roasters giving the Ethiopians many points to consider when they return home and begin implementation. Participants took on a shared sense of responsibility for carrying out their individual roles in the process. As Dean Cycon, owner of Dean's Beans Organic Coffee Company, one of the most recent companies to sign a licensing agreement with Ethiopia, said, "Whatever we're creating together we want to protect."</p>
<p>It will take a lot of hard work to ensure that the trademarking and licensing initiative creates real change for Ethiopia's poor coffee
farmers. But the second meeting of Ethiopian stakeholders and North American roasters ended with participants ready to take up the challenge.</p>
<p>"We have said that the farmers have the right to own their coffee brands," said Ashenafi Argaw of the Sidama Coffee Farmers Cooperative Union. "Now all of the stakeholders need to work very hard together to bring them the benefits."</p>

<p>The last day of our trip we went to the La Voz Que Clama en el Desierto cooperative. The name means 'The Voice That Cries Out in the Desert.' It is located in Solola, the area that was hardest hit by Stan. The cooperative's harvest was down by 45 percent, from seven containers to four. Eighty-nine of the 140 members had been directly affected by the landslides the storm caused, which destroyed their plots of land.</p>
<p>"One part was washed out by the landslides," cooperative member Lucas Izapo told us. "Before Stan, the land was thick with coffee plants, everything was covered with coffee plants. When the landslide came, it took the coffee bushes with it. The hill was left bald, and covered in rock.</p>
<p>"Now I am fixing up my land, little by little. But it's not going to take a year to fix it, it'll take three, four, or more years before this part is back to normal. Because it isn't easy to build walls. This year I planted living fences with Yucca and Bower Vine.  And little by little I am going to make a stone wall, to protect the coffee from the rain that falls [each winter]."</p>
<p>The cooperative was able to support its members with the donation of new coffee plants to replace the older ones, organic fertilizer, and $62 for each member. They needed to make this investment to care for the plants they still had left.</p>
<p>They cooperative also repaired the channel that drains the coffee washing stations. This was essential to renew their fair trade certification; without this certification their income would drop even more.</p>
<p>Like other places in Guatemala, farmers in Solola lost much of their corn. Lucas said it has been difficult to feed his family of 10.</p>
<p>"I had to work even harder to sustain us, because I didn't have my harvest which was lost the year before. I lost 160 to 200 pounds from that corn harvest. So I had to plant tomato and onion and sell it to buy the corn that I used to grow for myself. Little by little I was able to buy the corn—100 pounds, another 100 pounds—because I grew these other crops."</p>

<p>It has been a year and a half since Hurricane Stan destroyed the town of Panabaj in Guatemala, and left hundreds of families without the means to earn a living. The pain that the storm caused is still palpable. Land and coffee plants lost in landslides will reduce the earnings of small coffee producers for at least three or four years. That's how long it takes for new coffee plants to grow, flower, and bear fruit for the first time. 
Oxfam America released $100,000 from its emergency fund to help 10 coffee cooperatives rebuild. With the end of this project nearing, Oxfam America staff traveled to Guatemala to visit some of the cooperatives, and talk to the people who participated in the projects.</p>
<p>Recovering the coffee crop is not a quick endeavor.  In the majority of cases it will be three or four years until the harvest is at its normal level. And cleaning up the destroyed plots of land also takes time. It is an additional task that the coffee growers had to undertake in the moments when they weren't tending to the crops spared by the storm.</p>
<p>The first cooperative we visited was ASUVIM, in the province of Quetzaltenango, where we spoke with the president of the cooperative, Daniel Balux. The principle problem this cooperative faced was that nearly 30 percent of its harvest was affected by black bean, a deformation of the coffee bean that cannot be seen when the coffee is harvested, but only once it is dried. It changes the color and the taste of the coffee, disqualifying it from the gourmet and fair trade markets.</p>
<p><strong>Can you tell us about the black bean problem?</strong></p>
<p>Actually, we detected it here at the mill.  We saw that we had black beans, but we didn't think it was so extensive, we thought it was just the first beans. But as we continued with the harvest it was the same. It was the whole harvest. The coffee looked good as parchment coffee but if we look at them all—the ones with a different color, they are black beans. We can't say that our members brought in bad coffee, because the cherries looked good, they didn't even look a little rotten or anything like that. The coffee was good. You can't say to the people, look, bring us better coffee or chose it better—[but] of course when they  cup this coffee the cuppers will say it is green coffee, coffee that didn't reach its full maturity. So the aid for the black bean was something necessary [to compensate for the low price]. So, what did we do after all this? Well, thanks to the help that came from you, at least the members got their normal price.  At least we could say to them, 'Look, the coffee was shipped at this price, but we are going to help you a little bit and we are going to pay you this much.' The people saw that at least there was an effort behind all this."</p>
<p><strong>In addition to this monetary compensation that was given to the members, what other actions did ASUVIM take to overcome the crisis?</strong></p>
<p>Here 60 percent of what people earn comes from coffee. If there are problems with the coffee, there are problems in the families. Either there is little schooling, or people are unable to complete projects they had planned or there isn't much food. Here in ASUVIM we also helped out with corn. We gave each member 800 pounds of corn. Part of it we donated, the other part the members had to buy.  Each family of six consumes about 1,600 pounds of corn per year. [They lost 80 percent of the harvest.] What happened with the 20 percent that they were left with? They ate it in January, maybe into February, but by March they had to buy corn. Then the problem is that when there is high demand for corn, the price rises. So we helped them with this, with 800 pounds. We think it's 50 percent of the corn they eat, we could now say that at least they had corn to eat.</p>
<p>The other damage we suffered as an organization is related to the landslide here next to the patio where we sun dry the coffee. With the rain, little by little, we were losing more of it.  So we were faced with an emergency. Either we did something or our patio would collapse. And the more time that passed, the worse it was. So we received aid from Oxfam America because the construction is big. But it was necessary because if we lose the patio, it'd be an additional expense.. We are still constructing, but we are making the wall. We aren't doing something that is simply going to fall apart next year and then we would have to invest in it all over again. We want to invest, to spend and if that means chipping in ourselves, we do it.</p>

<p>On January 31, US Agriculture Secretary Mike Johanns announced a proposed revision of the current Farm Bill, which could result in a decrease of the most trade-distorting forms of domestic support.</p>
<p>Overall, the proposal would spend an estimated US$10 billion less over the next 10 years than projected spending for the 2002 Farm Bill, which is set to expire in September 2007. Much of the anticipated savings are from expected high prices for many commodities in future years. However, the Johanns proposal actually would spend US$5 billion more from 2008 – 2012 than simply extending the existing provisions in the 2002 Farm Bill.</p>
