<p>It is almost 6 a.m. in Phnom Penh, Cambodia, as the light of day seeps through the windows of Yan Savan's house. She has already been up for an hour cleaning and making her kids' breakfast. She says she will skip breakfast and save her portion for  herkids so they will have enough to eat before school. Her commute to O'Russey Market in the city center where she owns a fish stall takes nearly 45 minutes so she needs to get moving soon if she wants to greet the morning fish delivery.</p>
<p>"There is not as much fish coming from the lake like there used to be," she says as she wraps her head with a kroma, a traditional Cambodian scarf. "Buyers are the same. Not as many."</p>
<p>At the same time, 88 miles away on a small fishing boat at the southern tip of Tonle Sap Lake—Cambodia's largest lake—Hem Von is taking a break from his work to eat some rice that his wife prepared for him. Even though it is only 6 a.m., he has been fishing non-stop for the past two hours. His next break will come at 11 a.m. when he goes to sell his fish. After that, he will continue to fish until 8 p.m.</p>
<p>"It is one way or another," Von says with an exasperated sigh. "Sure my fish have gone up in price, but so has everything like the fuel for my boat. I can't catch enough fish to buy food for my family, and so we don't eat as much. It is a miserable way to live."</p>
<h3>Earnings spent on food</h3>
<p>Like the rest of the world, Cambodia has seen the cost of living increase in the last few months. In the past year, the country's staple food, rice, has increased in price 100 percent. A recent survey conducted by an Oxfam partner shows that for the poorest people in both rural and urban areas, getting adequate food is a daily struggle, with 20 percent of the population living hand-to-mouth on about $2 a day. The survey also showed that fisherman like Von will have a tough time coping with the rise in prices, since fish prices have only gone up 20 percent, while the stocks in the lakes and rivers continues to dwindle.</p>
<p>The hardest hit by this imbalance will be people like Savan and Von. Like most Cambodians, they spend about 70 percent of their income on food. By comparison people in the US spend about 10 percent. To cope with the soaring food prices, people are buying and eating less food—adding to existing malnutrition rates and the poor economic outlook of Cambodia.</p>
<h3>Fishing and frustration</h3>
<p>Back at the southern tip of Tonle Sap Lake, in the village of Chnock Tru it is 11 a.m. and fish buyer Lor Bun, 40, is setting out scales and money on a straw mat under a make-shift shelter. In front of him several young men spill out of the back of la arge truck, preparing crates and baskets with ice to transport fish to Phnom Penh. Bun, the main fish buyer in the village for the past seven years, says he has seen prices continue to rise as buyers in the market decrease. He says that the price of rice is the highest he has ever seen it.</p>
<p>"We are increasingly concerned about the prices of fuel, food and there are fewer fish, but I have not seen a big drop in profits yet," he says.</p>
<p>Von, the fisherman, who is standing nearby waiting for his baskets of fish to be weighed, says that Bun has coached the local fisherman on how to raise their prices.But even with that he isn't making enough from selling his fish to cover the extra costs.</p>
<p>"We want to cry. We want to shout. But we don't know at who," he says.</p>
<h3>Solutions for small-scale producers</h3>
<p>Brian Lund, Oxfam America's East Asia regional director, says there are a number of people that need to get involved.</p>
<p>"To solve this issue we can not look to the Cambodian government alone," Lund says. "Donor countries should support the country's effort to support small scale food producers in their agricultural input, resource management, and sustainable production techniques."</p>
<p>In addition, Lund says that providing people living in poverty with the knowledge, skills, and confidence to effectively manage their resources and assisting them to effectively engage and interact with the markets, can ensure they will benefit from selling their products in the market.  Nearly 80 percent of people in Cambodia make a living from agriculture, so higher prices offer the possibility of a better livelihood.  However, with the agriculture sector accounting for a quarter of the gross national product, strong efforts must be made to ensure that benefits reach small-scale producers in remote markets, not just large-scale commercial operations and agribusinesses.</p>
<p>"And it is important that as investments and aid is given to Cambodia to help with rising costs, that it be a transparent and accountable process," Lund says.</p>
<p>At the same time agriculture investments need to better incorporate poverty reduction elements to create a better environment for small farmers to produce and sell their agricultural products so that they can invest in their family's future.</p>
<h3>Working harder for less</h3>
<p>Von Siphou, 42, dices pineapples in the mid-day heat in Kandal, a Phnom Penh neighborhood. 3 p.m. is the hottest time of day in the city, where the heat comes off streets and buildings in waves. And it is the best time for selling juicy, ready-cut pineapples.  For about eight cents more per pineapple, Siphou takes off the rind, cuts it into bite-sized pieces and provides customers with a plastic carrying bag and toothpicks to make the fruit easier to eat—fast food, Cambodian style. Several months ago Siphou saw profits of $7 on a good day. Now she says she is lucky if she breaks even. If she raises her prices—even by a few cents—no one will be able to afford the service, she says.</p>
<p>"I am working as hard as I can and it is not good enough," she says, chopping up a mango. "The only thing left to do is to not eat."</p>
<p>Across the street, Phi Thoeng, 27, is also at his peak time for selling spicy papaya salad out of his street-vendor cart. In the mornings he sells fried noodles while his wife cuts up and prepares the papaya for him to sell starting at noon.</p>
<p>"This is a new business for us, and it is hard work," he says. "My wife and I are doing OK, but we are eating less.You have to manage somehow."</p>
<h3>One good day</h3>
<p>It is now 7 p.m.. Darkness is falling and the heat of the day is receding. As she cleans bits of left-over fish from her counter, Savan, the mother who rose early to fix her children breakfast ,says her family also is coping by consuming less food.. The traffic outside of O'Russey Market is still at a regular hum. Savan won't get home for another hour, but today she doesn't mind.</p>
<p>"I sold all of the small catfish," she says. "It is unpredictable, so we will still only eat a little for dinner. But it is a good day."</p>

<p>In Kork Village, about 87 miles north of Phnom Penh and close to the border of Tonle Sap Lake—the largest lake in Cambodia—three women sit talking with each other under one of their traditional Cambodian houses that stands on stilts. To the passerby, these women look like ordinary Cambodian women taking a break from the mid-day heat, gossiping about their neighbors or talking of their children's future.</p>
<p>But if the passerby stopped to listen to the conversation, she would know that this is no ordinary gossip session.</p>
<p>"I need to find a better way to show off my natural vegetables next to the others in the market," says Horng Vary, a 51-year-old farmer and mother. "They might not look as good, but I know they taste better. How do you do it?"</p>
<p>Her friend and neighbor. Van Sou Cheun, 52, tells her to show only the best ones and then when people come to buy tell them about the taste.</p>
<p>"I think it is best to tell them, not show them," Van Sou Korn, 54, says agreeing with Cheun.</p>
<p>This very simple act of exchanging information on ways to better market their products is at the heart of an Oxfam America initiative designed to allow farmers to pool their savings and take charge of their futures. Called Saving for Change, the program allows members in rural communities to save, lend, and pay each other interest while also encouraging them to share new farming and livelihoods ideas with each other. In the process, small farmers like these three women will become better equipped to battle the rising costs that recently hit the world, and Cambodia.</p>
<h3>Struggling to eat</h3>
<p>A recent survey done by an Oxfam partner shows that in Cambodia, 2.6 million people are facing food insecurity with the poorest people struggling to deal with rising food prices. More specifically, the survey suggests that villages like Kork around the Tonle Sap Lake will be the hardest hit.</p>
<p>Cambodians spend as much as 70 percent of their income on food, as compared to the US where people spend about 10 percent. This means that to cope with the soaring food prices, people are buying and eating less food—adding to existing malnutrition among people and the country's poor economic outlook.</p>
<p>Unlike some African countries that do not grow enough food to feed their people, Cambodia has produced a surplus of food in the past few years—including its staple rice. But rice is now a 100 percent more expensive than it was last year, making it pricey for the poorest 40 percent of the population. The causes of the increased prices are varied—climate change, rising fertilizer costs, insect infestations, and uninformed trade—but the outcomes are the same: instability and insecurity for the poorest families.</p>
<p>But with 80 percent of the people in Cambodia making a living from agriculture, it would seem that higher prices offer the possibility of a better livelihood for farmers. Unfortunately this isn't the case since small-scale farmers individually have little bargaining power in terms of selling their produce or buying things like seeds and fertilizer.</p>
<p>This is where three women working together and sharing information could change the balance of power.</p>
<h3>A new balance</h3>
<p>Oxfam America has taken strides in building human connections in East Asia through <a href="/whatwedo/issues/saving_for_change">Saving for Change</a>. The microfinance program has jumpstarted trust and knowledge sharing in rural areas because it allows communities to be in charge of their own futures and promotes the need for them to work together in order to reach individual goals.</p>
<p>All three women are a part of a Saving for Change program and through it have learned of another Oxfam America program: System of Rice Intensification, or SRI. A process of 12 low-cost, simple practices, SRI helps small farmers increase their yields of rice by 50 to 100 percent while allowing them save on seed and water costs.</p>
<p>They are now SRI farmers.</p>
<p>"When I first heard about this way to grow rice I didn't believe it," Vary says. "But when I saw my neighbors growing more rice, I took a small part of my land and tried it. I have had three harvests, each one producing more rice than the one before."</p>
<p>This is especially important now. The survey results show that many rice farmers are facing a 70 percent increase in production costs, so growing more rice while saving on water and seeds can make a big difference.</p>
<p>"Everything is more expensive now," Vary says. "But at least we have more rice than some of our neighbors."</p>
<h3>Staying competitive</h3>
<p>The Saving for Change program requires that group members formally meet each month to go over financial transactions in the community. That meeting also gives them the chance to talk about other issues such as their agricultural practices or selling tactics.</p>
<p>"When one of us goes to another market in another village, we bring back a list of prices to share with the group," Vary says. "It keeps us competitive."</p>
<p>The three women find time each week to talk about how their SRI fields are doing and share practices and experiments with the methodology. They all agree that sharing information on how to grow more rice or how to better sell their products will help them manage during this time of soaring costs.</p>
<p>"It is important for us to do this now because of the prices," Vary says. "We are not worried, though, because we have each other. We feel supported."</p>

<p>Since 1996, <a href="http://www.oxfam.org">Oxfam International</a> has been working in Cuba to improve food security through organic <a href="/issues/agriculture">agriculture</a> projects, and projects aimed at diversifying agricultural production. One of Oxfam's partners in this area is the National Association of Small Farmers (ANAP), which brings together more than 4,200 cooperatives with 330,000 members nationally. ANAP's has taken some Oxfam-funded local projects and, using its own resources, replicated them on a national level.</p>
<p>Members of Oxfam International have also provided grant support for neighborhood social programs, such as the world-renowned Martin Luther King Center, a leader in popular education.</p>
<p>Cuba's civil evacuation and protection system is widely renowned for its excellence. Oxfam works with Cuba's Civil Defense to help communities prepare for <a href="/issues/disasters-conflicts">disasters</a> and has helped Cuba significantly reduce its vulnerability to hurricanes. In 2004 Oxfam America, as part of Oxfam International, documented these experiences and lessons in the publication "Weathering the Storm: Lessons in Risk Reduction in Cuba."</p>
<p><a href="/issues/equality-for-women">Gender equality</a> is a priority in all the projects Oxfam supports. While Cuban women enjoy a wide array of rights, there continue to be gaps, particularly at home. Supporting research and sensitivity training, particularly in regards to violence against women, is a priority for Oxfam in Cuba.</p>
<p>As part of Oxfam International, Oxfam America has contributed roughly $1.1 million to Oxfam International's work in Cuba since 1995. All of Oxfam America's grants were approved by the US Department of State, and mostly supported agricultural transformation projects designed to improve <a href="/issues/hunger-food-security">food security</a>.</p>

<p>The bones of emaciated cattle catch the sharp noon sun, casting shadows across their hides as they inch toward an old woman named Shitaye. Two of them are hers—all that's left of the small herd her family once relied on—and they are intent on only one thing: eating.</p>
<p>Rain has finally returned some green to the pastures on this broad lowland, and as the cows mow down the new blades and inhale them hungrily, Shitaye talks about her own hunger—months-long, paralyzing, intractable. Shitaye is not her real name. It has been changed to protect her security. Drought killed the harvest she had hoped to reap in June. Since January, family meals have consisted of a bit of corn and coffee in the morning with nothing else for the rest of the day. And some days there has been no food at all.</p>
<p>Here, in the West Arsi Zone of central Ethiopia, the convergence of failed rains, chronic poverty, and a wild spike in food prices, like those now roiling other parts of the globe, have left 320,000 people needing relief, according to government figures. Only some of them have gotten aid. Recently, the Ethiopian government more than doubled its figures for those requiring help as a consequence of drought that has gripped parts of the country. Now, the government says, 4.6 million people nationwide—up from 2.2 million earlier this year—need emergency assistance, and 75,000 children are suffering with severe acute malnutrition.</p>
<p>Aid workers report that in northern parts of Ethiopia's Somali region, where most people make their living as herders, rain has not fallen in two years. South, in the Dire district of Oromia's Borena Zone, the 45 days of rain that normally replenish the area between March and May dwindled to 15 last year, and just five this year, leaving pasturelands parched and fields too dry to produce the basic staples  people depend on. According to the government, almost 62,000 people live in the district and 90 percent of them now need assistance.</p>
<p>Shitaye, a widow and grandmother of 10, says the current troubles are even worse than the hunger that killed about a million people in Ethiopia in 1984. This time, she says, there is no way families can supplement their meager household stocks by selling things in the market to buy food: Grain prices have climbed far out of reach.</p>
<p>In area markets toward the latter half of June, a quintal of corn was selling for 600 birr, or $64, and teff, a type of grain from which people make a pancake-like bread, had spiraled up to 1,100 birr, or $117, for the same volume—prices that are three times their normal amount.</p>
<p>In West Arsi, a major infusion of food for people and seeds for their fields will be essential to avoid an even deeper crisis next year.  In its latest appeal, the Ethiopian government says it needs $325 million to meet the needs of beneficiaries across the country.</p>
<p>Oxfam International is responding to the crisis with a $2.42 million initiative aimed at helping 225,000 people in three regions—Oromia, Afar, Somali. Programs include the provision of clean drinking water for families and livestock, livestock vaccinations and feeding, the distribution of seeds to allow families to plant crops for the next harvest, and cash-for-work initiatives to help people earn some money.</p>
<p>"We're wondering if we'll survive until September," says a man sitting near Shitaye.</p>
<p>"We rest everything on our creator," she adds, cradling one of her grandchildren. "We beg him that everything will turn out to be good."</p>

<p>Judith Alexandre, a single mother, lives with her two children in Haiti, the poorest country in the western hemisphere, and like a lot of other families there they have only one choice when it comes to managing the dramatic increase in food prices: They skip meals.</p>
<p>Breakfast is no longer part of her children's morning routine. Alexandre can't afford it. Most of what she earns as a street vendor in the Carrefour-Feuilles district of Port-au-Prince she was already spending on food for her family. But the steep rise in the cost of rice, a Haitian staple, is pricing Alexandre and her family out of regular meals.</p>
<p>Less than 20 years ago, the country was nearly self-sufficient when it came to rice production. But in 1995, when the World Bank and the International Monetary Fund pressured Haiti to cut import tariffs on rice from 50 percent to 3 percent, cheap subsidized rice from the US began to flood into the country. Urban consumers benefited for a while from the low-cost imports, but they caused national rice production to plummet. Today, Haiti is now importing 80 percent of the rice it consumes—just as world prices have doubled.</p>
<p>More than half the country's population is malnourished, and more than 80 percent of the rural population lives below the poverty line. Rising prices provoked riots in several Haitian cities earlier this spring and forced the resignation of the country's prime minister.</p>
<p>"If people are hungry, they have no stake in stability," said Hedi Annabi, the UN special representative in Haiti. "They will be ready for anything--for anarchy--because they have nothing to safeguard or to fight for."</p>
<p>While the entire country is affected, cities--where 40 percent of the populations lives--are especially hard hit.</p>
<p>Agriculture, which employs more than 60 percent of the Haitian workforce, is one of the areas most affected by trade liberalization policies. An estimated 830,000 jobs in Haiti have been lost in recent years, primarily in agriculture.</p>
<h3>What is Oxfam doing?</h3>
<p>In the capital, Port-au-Prince and the town of Jacmel in the southeast, Oxfam is helping families hardest hit by the rising food prices. Working through local partners, Oxfam is supporting subsidized community restaurants, school canteens, and helping parents pay off debts to schools. Cash-for-work community clean up activities are also planned for several neighborhoods in Port-au-Prince.</p>
<p>In rural areas in the north of the country, Oxfam is organizing a cash-for-work canal cleaning project, improving and diversifying crops and vegetables, and improving market links for small farmers.</p>
<p>It is through the community restaurant that Alexandre has found some relief from her hardship.</p>
<p>"I am the sole provider for my children," she said. "Their father dies a year ago and now I am alone. If he was here, it would be much easier to manage."</p>
<p>For just 13 cents, Alexandre and her children can now buy a daily subsidized hot meal at one of eight community restaurants supported by Oxfam.</p>
<p>"It's unthinkable that I would be able to buy a meal for my kids for 5 gourdes (13 cents)," says Alexandre, smiling. "It means that every day I have been able to save a little bit of money for other things. Now not all of my money must go on buying food."</p>
<p>Run by a local organization, the restaurants provide immediate relief to those families hit hardest by rising food prices. They are open from 10 a.m. to noon four days a week, and serve up to 200 meals a day, ranging from cornmeal and fish to bouillion, a hearty Haitian vegetable stew.</p>

<p>Drought often grips Ethiopia, but the latest stretch of dry months broken only by sparse rains has pushed many herders in several regions of the country to the brink of survival.</p>
<p>In April, the Ethiopian government announced that 2.18 million people now need emergency food assistance. Citing the toll water shortages have taken on crops and pastureland, Ethiopia has asked donors for $67.7 million in aid to help it meet the nutritional needs of people in six of the country's nine states, as well as needs for emergency water provision, animal care, and seeds. The government has also said an additional 947,383 people would have their emergency needs met through Ethiopia's existing safety net.</p>
<p>Oxfam and the local groups with which it partners are responding to the crisis in the Somali and Oromia regions through a multi-pronged approach which not only addresses the immediate requirements families have for water, but also provides some help to reduce the risk of hardship during the next water shortage.</p>
<h3>Signs of trouble</h3>
<p>In Ethiopia, the daily chore of fetching water usually falls to women and children. In drought situations, when local sources such as shallow ponds or wells dry up, the trek for this essential resource becomes even more grueling.</p>
<p>The Liben Pastoralist Development Association, an Oxfam partner working in the southern part of the country, realized how acute the water shortage had become when it began receiving reports of women, some of them pregnant, walking more than 18 miles from their villages to the nearest water point. Laden with 20-liter jugs of water, some of those women miscarried. Others delivered their babies along the road.</p>
<p>In one part of the Somali region, Oxfam learned that people were selling jerricans of water for 30 birr, or about $3.20—a small fortune in a country where poverty is widespread. Some private businesses had even started importing water from Hargessa in Somaliland.</p>
<p>An assessment team that traveled to the Borena zone in southern Ethiopia reported in March that more than 17,000 animals had died since January in the 11 districts it visited. Herding families in the area depend on those animals—cows, goats, sheep, camels, donkeys—not only for food but also as a critical source of income. The team found that drought had prompted the closing of 29 schools in that area because there was no water for the students. And local officials told team members that many elderly residents were showing signs of malnutrition—a possible indication that the Borena people were using one of their traditional coping strategies. In their culture, the first priority of women during food shortages is to invest in the youngest generation: children eat before their elders do.</p>
<h3>Ways of coping</h3>
<p>Families in these dry pastoral areas have developed a number of ways to cope with recurrent drought. Some of them have been able to keep reserves of hay on hand for their animals when the pasture dries up. Sometimes, people slaughter their cows and goats and use the meat to help feed their families. When they can, they hunt for wood to sell or to turn into charcoal. If families lose their entire herds, other families contribute animals to get a new herd started.</p>
<p>But over the years, the persistent crises have depleted the assets of many people and exhausted their ability to cope. For herders, their traditional means of managing are also running headlong into modern realities. For instance, the populations of both people and their animals are growing. The allocation of communal grazing areas to private investors and a system of regionalization is limiting the amount of land herders can have access to. And bush, once burned off by fires that have since been banned, <a href="http://www.oxfamamerica.org/articles/drought-in-ethiopia-brings-hardship/pasture-pressure">continues to encroach on valuable pastureland</a>.</p>
<h3>Consequences and Response</h3>
<p>One of the consequences of the current crisis is a plunge in the value of animals. Without enough water or pasture they become sick, and many die. The Gayo Pastoralist Development Initiative, an Oxfam partner, reports that the drop in value of livestock has been extreme in districts such as Dire and Dillo in the Borena zone.</p>
<p>And herders are facing a double hit.  As they are earn less for their animals, they are simultaneously confronted with spiraling costs for grain—a food staple. Gayo notes that grain prices have jumped by almost 100 percent in some districts.</p>
<p>To help ease some of the severe hardships caused by the drought, Oxfam is working with four local groups to distribute water, provide needy animals with feed and veterinary care, and rehabilitate a series of local ponds so they can provide water in the future.</p>
<h3>Water trucking and animal fodder</h3>
<p>With support from Oxfam, the Liben Pastoralist Development Initiative's plans have called for providing drinking water to 6,000 people in two areas in the Liben District of the Oromia region's Guji Zone. The water is being trucked in from wells about 28 miles away and stored in four large tanks—and providing enough to allow each person about 4 gallons a day.</p>
<p>The Liben group is also transporting hay and a wheat-bran feed into the region to help shore up the strength of the animals on which people depend. But in an indication of how challenging it can be to work in remote areas, the nearest place Liben can find the necessary fodder is Addis Ababa, Ethiopia's capital, more than 370 miles to the north.</p>
<p>In the Dillo and Dhas districts of the Borena Zone, Action for Development is restoring three wells that typically serve 4,000 to 5,000 head of livestock each day. But because of the drought and shrinking water supplies elsewhere, the number of animals relying on water from these sources could double. The plan calls for the purchase of generators and sub pumps to get these wells running at maximum efficiency.</p>
<p>Like the Liben group, Action for Development is also trucking water in to Dillo and Dhas to help more than 5,000 people with access to a clean supply. The trucks are transporting the water from wells up to 34 miles away.</p>
<h3>Pond restoration</h3>
<p>An estimated 13,500 people and 2,500 head of cattle will benefit from a series of projects the Gayo Pastoralist Development Initiative is also carrying out with Oxfam's help, including the restoration of two ponds in the Borena zone. Ponds provide one of the central sources of water for animals in the area, but during long dry spells they dry up, especially if silt has made them shallow.</p>
<p>By hiring local people to deepen the ponds, Gayo is able to provide families with an important source of income while also helping them to increase the holding capacity of these critical water sources.</p>
<p>"Rehabilitation of ponds during the dry season tremendously increases their capacities and enables them to serve for a longer period of time during drought," said Gayo in its grant application to Oxfam. Gayo pointed to its successes with three ponds in the Moyale area during the 2006 drought.</p>
<p>"The three ponds rehabilitated in response to the drought have still enough water and serve the community at the moment," Gayo said.</p>

<p>In many of the humanitarian emergencies Oxfam responds to around the world, food is often one of people's most urgent needs, but they can't wait months for it to be shipped from abroad. Through years of experience, Oxfam has developed an array of solutions that allow it to respond to food crises quickly using tools that can also help strengthen local markets.</p>
<p>It's these experiences that have helped convince us that our current system of international food aid needs to be reformed. It needs to be faster, more flexible and cheaper. Instead of dumping surplus domestic production as "in kind" food aid, donors should provide cash for governments and aid agencies to buy food locally. This is usually more efficient and better for local agriculture.</p>
<p>Here are some examples of how this kind of aid can work during humanitarian crises.</p>
<h3>Cereal banks</h3>
<p>In the North Bank Division of Gambia food shortages are a constant threat as people struggle to manage the delicate balance between their needs and what the environment can provide. Will there be enough rain to allow crops to grow? Will locusts devour whatever villagers manage to coax from their fields?</p>
<p>A simple solution promoted by Oxfam's local partner, Agency for the Development of Women and Children, or ADWAC, takes the edge off those questions: If villagers had a way to save some of their food and seeds at the end of each harvest, they could have a reserve to fall back on during times of shortage. The trick was to get started.</p>
<p>ADWAC's plan called for building and stocking four cereal "banks"—tidy white structures the size of small houses which can hold up to 30 metric tons of cereals—located at strategic points around the communities. Villagers then formed committees to manage the stored supplies. Those who borrow from the storehouse during a food shortage are obliged to repay the loan and tack on a little extra, too, so that the project can grow.</p>
<p>Now, if drought should shrivel their crops or pests consume them, villagers can turn to that bank of grain, avoiding the need to eke what they can from an overstrained environment. The bank will help them weather tough times.</p>
<p>Inside the Dasilami storehouse one day last year, the sweetness of harvested grains filled the hot dry air. Heavy sacks—they weigh just under 200 pounds—stuffed with corn and millet were stacked nearly to the ceiling. Outside, in the shade of a tree laden with mangoes, Nyima Filly Fofana, a mother of nine children and an organizer for one of the cereal bank management committees, talked about what it was like one year recently when both locusts and drought hit the area.</p>
<p>"We experienced a very bitter time," she said. "The family was hungry." In times of food shortages, Fofana's family manages by selling the salt she harvests from mud flats near her home and by eating whatever vegetables they can grow in their garden. But if such trouble should strike again, this time Dasilami has the seeds of a solution—one that can now spread to other villages, too.</p>
<p>"Our worries will be temporarily solved," said Fofana, clapping her hands at the thought of the white building gleaming there in the sun, stocked with grain. "We'll have food. Therefore our families will not cry. Our stomachs will no longer go empty."</p>
<h3>Vouchers revitalize markets</h3>
<p>When a catastrophic earthquake hit northern Pakistan in the fall of 2005, it left three million people homeless and more than two million people needing food aid to survive the winter.</p>
<p>Around the devastated town of Balakot in the Northwest Frontier province, Oxfam organized a program that provided families with vouchers to use among a selected group of merchants. Not only did the vouchers offer earthquake survivors the chance to make their own choices about which goods would best meet their needs, they helped to revitalize local markets by boosting commerce and allowing traders to rebuild their businesses.</p>
<p>For one young boy, the program helped restore a sliver of normalcy to his life by allowing him to buy familiar goods.</p>
<p>"My father was killed," he told an Oxfam staffer at a general store in Balakot. "My mother is very ill. She has asked me to buy flour, black tea, and sugar."</p>
<p>The program, which also included the distribution of some cash and building materials, reached more than 48,000 people, giving them a real say in the kind of help they received.</p>
<h3>Culling herds, helping traders</h3>
<p>Before a lack of rain shriveled the pastureland in Niger and swarms of migratory grasshoppers stripped it clean, Koumba Yacouba's family owned a magnificent herd of cows that was 200 head strong. But drought and pest infestation wiped them out in 2005—a story repeated across Niger where untold numbers of herders all depend on their animals for food. The shortage of fodder was the worst in Niger's history.</p>
<p>High cereal prices and decimated herds combined to create a food crisis for 3.6 million people—nearly one-third of Niger's population.</p>
<p>In response, Oxfam and one of its local partners, the Association de Revigoration d'Élevage au Niger, or AREN, set up a $2 million program in southeastern Niger to help nearly 131,000 people. Their weakened herds figured prominently in the effort. The goal was to help reinvigorate the local economy by stimulating area markets.</p>
<p>For a fair price, Oxfam bought cattle that were too emaciated for herders to sell. Cattle prices had plummeted, falling to 90 percent lower than they had been before the crisis. Even healthy animals were fetching only a fraction of their former value: Strong bulls that once went for $500 were being sold off for as little as $18.</p>
<p>Oxfam began purchasing cows from local breeders for $53 a head. That money allowed people to buy food from local traders to feed both their families and their remaining animals.</p>
<p>In addition, Oxfam had the cows it purchased slaughtered in the villages and the meat inspected by vets to make sure it was fit for consumption. In exchange for some of the meat, village women worked to dry or fry the beef which was then made available to hungry families who traded their vouchers for it. People earned the vouchers by working on community improvement projects such as the construction of small reservoirs to catch and store rainfall.</p>
<p>"Oxfam's response is stimulating the economy by trying to use local markets," said Mike Delaney, Oxfam America's director of humanitarian response.</p>
<p>"We cannot believe that we are now able to eat meat," said Khadydiatou Labarang, whose daily diet had been a single meal of millet before Oxfam initiated the program.</p>

<p>If you're already spending between 50 and 80 percent of your income on food—and many people around the world are—any spike in food prices is going to mean serious trouble for your family.</p>
<p>That's what's has been happening this spring, 2008, in some of the world's poorest countries. A convergence of factors, including high energy and fertilizer costs, has sent food prices spiraling upward, forcing families to make excruciating choices. Do they send their kids to school or put them to work earning money to help feed the family? Do they cut down on the number of meals they eat? Do they plant fewer acres?</p>
<p>Those are the kind of questions that have been at the heart of food riots erupting in recent weeks in Haiti and Mexico, in Senegal and Burkina Faso. The World Bank estimated that the social unrest could spread to 33 countries. Already 840 million people around the world are chronically hungry, and the shock of high prices—in March, rice hit a 19-year high while wheat climbed to its highest level in 28 years—is deepening their suffering.</p>
<p>The Asian Development Bank predicts that the rising cost of cereals could put 300 million people in India, Pakistan and Bangladesh at risk of starvation. And Oxfam is concerned that families with no other options will be forced to sell productive assets, like their animals or land, so they can buy food today—even as that choice undermines their future ability to make a living.</p>
<h3>The source of the trouble</h3>
<p>Where does the blame lie? Broadly.</p>
<p>Analysts point to erratic weather, caused in part by climate change, as one of the factors affecting food supplies. Bad weather has lead to crop failures in some key grain-producing countries and exposed small-scale subsistence farmers to unpredictable harvests. Experts predict that climate change eventually could cause as much as a 30 percent reduction in Africa's agricultural productivity. And as food production shrinks, demand for it is growing, particularly in the booming economies of India and China, where in the past 23 years the annual per capita consumption of meat among the Chinese has more than doubled.</p>
<p>The switch to biofuels is correlated with food price rises over the past year, and, with consumption likely to grow, is expected to drive further food price inflation. Structural problems are also a culprit: the tendency of countries not to invest enough in agriculture, the dominance big companies hold over food supply chains, and the general mismanagement of food and agricultural policies.</p>
<p>With the cost of food rising, aid groups are also concerned about how they are going to meet global demands. The UN World Food Program estimates it needs a $500 million injection just to maintain its operations at last year's levels. And the US Agency for International Development predicts it will have shortfall of $260 million by the end of this year.</p>
<p>What does all of this mean for families struggling to survive?</p>
<p>It means that in Kabul, Afghanistan, the price of bread has risen by 90 percent since November. In Senegal, Oxfam staff are reporting that families are eating fewer meals and of a lower quality. In Indonesia, the price of soybeans has almost doubled, sparking a January protest in Jakarta by 7,000 tofu and tempe producers. In Thailand, small chicken farmers are going out of business as the cost of animal feed rises and they can no longer compete against large-scale producers.</p>
<h3>What can be done?</h3>
<p>The most urgent thing Congress can do is reform food aid programs.</p>
<p>President Bush's move to release an additional $200 million in emergency aid is a good first step. What Congress needs to now is reform food aid policies to allow for food to be purchased where it is needed rather than shipping it halfway around the world.</p>
<p>Americans now provide half of the world's food aid, but the current law requires that it be purchased from American farmers, processed and bagged in the US, and shipped on US vessels. All of that adds a huge amount of time and expense. It can take up to four months before those critical supplies of food reach the people who need it and it costs twice as much. For every dollar Americans spend on food aid, only 50 cents worth actually reaches hungry people. Congress is still debating the Farm Bill, the legislative package that governs our food and farm policy, including international food aid programs. A simple change the law to allow some cash for local purchase of commodities would immediately increase the efficiency of food aid programs and feed more hungry people.</p>
<p>Congress should also take a hard look at policies that continue to subsidize biofuels production. Recently-passed energy legislation and provisions in the Farm Bill continue to encourage greater production of fuels from corn and soybeans. Sufficient concern has been raised about this food to fuels policy as well as questions about corn-based ethanol's real contribution to reducing carbon emissions, to warrant evaluation of the current biofuels incentives and to spur further research into the possibilities of non-food-based biofuels, such as switchgrass.</p>
<p>Over the longer term, governments around the world need to work together and develop a system of global safety nets so that poor families faced with fluctuating prices can survive price shocks and meet basic needs. Our humanitarian response strategies need to be revamped to include a broader range of interventions and better preventative actions.</p>
<p>A greater investment needs to be made in small-scale sustainable agriculture in developing countries, especially in sub-Saharan Africa. Malawi and Zambia are good examples of what's possible. They have moved from dependence on food aid to become food exporters.</p>

<p>Sitting side by side, taking notes by the flicker of the television, two Cambodian farmers are learning a new type of language. It's one that will help them to grow more rice to feed their families.</p>
<p>"I am 54 and I thought that I was too old to learn anything new," says San Van, a grandmother and farmer in a nearby village. "But I came here and see this movie and it is easy. I will try this new way and save seeds and grow more rice. It is exciting."</p>
<p>Pov Cham shakes her head in agreement. "I am very excited because with the old method of farming I could not have such a surplus like I can with this," Cham says. "I like how easy this was to learn and it was from people like me."</p>
<p>What has excited these women to change the way they will farm?</p>
<p>An instructional movie released today by Oxfam America and the Cambodian Center for Study and Development in Agriculture, or CEDAC.</p>
<p>The new movie, titled "Do You Speak SRI?" was developed to assist Cambodian farmers to easily and effectively grow more rice to support their families and to teach them new ways to farm. It takes a different approach of the traditional educational movie by using real farmers rather than actors to tell their own story and successes in using the new practices.  The movie follows the journey of a young farmer as he learns each of the 12 practices from more experienced farmers.</p>
<p>In a recent viewing in Kampong Chhang, audience members were excited to see real farmers in the movie—most of whom were unscripted. The farmers showed off their natural enthusiasm for the practices.</p>
<p>"I like that I could see someone like me," says Van. "They are so happy and have grown so much rice using less seeds."</p>
<p>The movie is an addition to the other training tools CEDAC uses to assist farmers in implementing the practices.</p>
<p>"We hope that farmers will learn how to implement their choice of 12 practices into their own farming practices and realize that this can improve their yield and thus their quality of life," says Dr. Yang Saing Koma, President of CEDAC.</p>
<p>System of Rice Intensification (SRI), which was first introduced to Cambodia in 2000, has helped more than 80,000 Cambodian families grow more rice by using a selection of up to 12 simple practices. By adopting these steps, Cambodian farmers can increase rice yields from 50 to 150 percent, compared to yields harvested from traditional methods. Many farmers use this surplus of rice to feed their families, generate extra income and make improvements for other agricultural ventures.</p>
<p>"Boosting the farming community's skills so that they can grow more rice is about more than feeding Cambodian families,"" says Brian Lund, Regional Director of Oxfam America's East Asia Office in Phnom Penh. "It also is about boosting the farmer's confidence so that they take control over their life now and in the future."</p>
<p>To better empower farmers and sustain their self-reliance, Oxfam America and CEDAC recently combined the SRI training with a savings-led microfinance program called Saving for Change, which enables farmers and community members to better retain and manage the improved wealth they are achieving from their crops.</p>
<p>CEDAC plans to teach the SRI method to farmers in the 13,000 villages in Cambodia over the next five years.</p>
<p>As for Cham and Van, both said the movie convinced them to try SRI practices on a small part of their rice field to test it and see how it works for them.</p>
<p>"I am going to try it out," says Cham laughing. "Then I will let you know if I will be ready to be in the next movie to show my surplus of rice."</p>

<p>Severe winters and a short growing season make it challenging for many people of Daikundi Province in Afghanistan to produce enough food for a healthy diet. And when unexpected spells of heat coupled with poor rainfall hit the region—as they did last spring—villagers faced an ominous future. With the soil crusted over, many farmers found the ground too hard to plow.</p>
<p>Even one event like this—and there are others including flash floods, shortages of fodder, drought—can have devastating consequences on the availability of food, especially for people who depend heavily on their animals and agriculture. Decades of conflict have prevented many of them from being able to strengthen or diversify their means of making a living.</p>
<p>It is harsh realities like these that a $250,000 Oxfam program has helped to remedy for 2,000 families in 40 villages scattered through the Daikundi and Bamiyan provinces. With high-quality seeds, some technical training, and a boost from a supply of fertilizer, families were able to grow a whole range of produce.</p>
<p>"This is the first time in my life that I have eaten these vegetables," said one 65-year-old resident of Jingan village, showing off a pumpkin plucked from a garden that also produced lettuce, cabbage, cauliflower, carrots, and tomatoes. "We now save money and have a better diet."</p>
<p>But the program has done more than just help people produce new harvests. It has planted the seeds for their future development, too. Literacy classes for women, construction of a pair of greenhouses, and training in animal breeding to improve local herds were also among the projects initiated in this remote region.</p>
<p>Though a great deal remains to be done before villages can wrench themselves free of crippling poverty, projects that help people improve their standard of living have fed the aspirations of many.</p>
<p>"I hope that one day I will be able to read and write and will know what is happening the world around us," said a young mother named Razia, who brings her one-year-old daughter to the literacy classes sponsored by Oxfam in the village of Gochan.</p>
<p>The literacy classes, held in 20 communities, have been so popular that villagers have asked Oxfam to offer them for men as well. For girls who have never had the opportunity to go to school, the classes give them the basics in reading and writing—with the hope that some students will be able to continue with their educations in nearby schools.</p>
<p>Education, in fact, is the basis for much of this rural development initiative—from villagers learning about new seeds to improved husbandry practices. The ultimate goal is to help make sure that food is more readily available for many of the people in these rugged communities. Families chosen to participate include those caring for handicapped children, ones headed by women, and households without land and little opportunity to earn an income. All told, about 14,000 people have indirectly benefitted from the program.</p>
<h3>How does your garden grow?</h3>
<p>With basic diets of bread, tea, and only occasionally a bit of mutton, villagers showed particular interest in learning about vegetable gardening. In separate classes for men and women, participants learned how to cultivate an array of new seeds, how to fertilize the soil, and when to harvest the vegetables and process them, too.</p>
<p>But challenges remain. Adverse weather and limited water often add up to small harvests. And farmers need more training on sustainable approaches to agriculture, such as through the creation of seed banks.</p>
<p>The establishment of orchards—a new activity for many people—also sparked interest. Thirty farmers each received 100 saplings including walnuts, pears, apples, almonds, apricots, and peaches. And 10 farmers also got the tools needed to graft fruit trees to aid in the creation of new orchards. Courses offered farmers training on the establishment and management of nurseries and garden design.</p>
<p>Oxfam also provided training on animal breeding and livestock management. A total of 26 new calves were born under the program and 20,000 animals received vaccinations against a host of ills including parasites and liver worms.</p>
<p>"Given the multi-dimensional nature of poverty and the past decades of conflict and insecurity, the local communities still have a long way to go in establishing sustainable community structures, livelihoods and environmental protection," said a final report on the project.</p>
<p>What's the answer? Oxfam sees the need for a long-term commitment to these villages so that local people can become empowered to undertake development initiatives that would ensure greater food security for everyone.</p>

<p>Seng Sreila, a mother of four living in a village in rural Cambodia, has not heard about the 2007 Cambodia Human Development Report and its recent findings that many Cambodians still live in poverty despite the fact that country has one of the fastest growing economies in Asia. She has been too busy creating new relationships with the people in her village who now come to her to get their rice milled. Sreila started her own business with the small rice mill after borrowing money from her local savings group, built from Oxfam America's Saving for Change.</p>
<p>The report, funded by the United Nations Development Fund, was released in October with the theme, "Expanding Choices for Rural Cambodia." It confirms that of those who live below the poverty line in Cambodia, 90 percent live and work in rural areas.  The report recommends among other things, public investments in agricultural productivity and investment in job-creation in rural areas.</p>
<p>"It comes as no surprise to me that these are the areas indentified to help boost the rural economy since most Cambodians work in agriculture," says Brian Lund, Director of Oxfam America's East Asia Regional Office in Phnom Penh.</p>
<p>Oxfam America has been tackling these issues with its partner, the Cambodian Center for Study and Development in Agriculture, or CEDAC, through several of its programs that support agricultural and rural development such as the Saving for Change program, which to date has reached more than 35,000 Cambodians.</p>
<p>But Lund says that while focusing on investing in rural development is important, resources are only part of the equation. There is a human element too.</p>
<p>"In the wake of the Khmer Rouge, the financial systems in the country were in shambles—and the culture of sharing and trusting was severely undermined," Lund said. "A lot has been done to invigorate the economy, but also there are human relationships that need to be rebuilt. An economy might grow but without growing trust and sharing among people it will not be sustainable."</p>
<p>Oxfam America has taken strides in rebuilding those human connections through its Saving for Change program—an alternative microfinance program that allows group members in rural communities to save, lend, and pay each other interest. The program has jumpstarted trust and knowledge-sharing in rural areas because it allows the community to be in charge of their own future and promotes the need for them to work together in order to reach individual goals.</p>
<p>"Giving a community financial opportunities and engaging them to work together for a common goal has transformed the way Cambodian people deal with one another," said Lund.</p>
<p>In addition, Lund says that taking a more holistic approach will help to alleviate rural poverty in Cambodia. In its Saving for Change program, farmers also are exposed to the System of Rice Intensification (SRI) approach. Based on traditional methods, SRI is a technique that enhances the production of rice giving the small farmer a higher yield. These programs form a package that together aim to better support to more than 6,000 villages in rural Cambodia by 2010.</p>
<p>So, while the economy might be growing in Cambodia, Oxfam America remains committed to ensuring that the rural people like Seng and her four children are not left behind.</p>
<p>"This country has seen tremendous growth," Lund said. "Now it needs to be managed in a way that focuses on people and the numbers."</p>

<p>Along the banks of two of western Ethiopia's large rivers, the lure of fish for their pots and water for their animals puts people in harm's way almost every year when the Baro Akobo and Gilo flood—as they usually do during the rainy season.</p>
<p>But this year, when these rivers spilled their banks, the consequences were severe. A team of local officials who visited 10 districts in the Gambella region in the end of September reported that the floods had displaced 135,721 people. The flooding killed two people and left 970 heads of livestock dead. High water still surrounded more than 19,000 people at the time of the assessment. Some districts were accessible only by boat.</p>
<p>Now, many people are in need of help. Food, shelter, and blankets are top on the list.</p>
<p>Together with its local partner, Envision Beyond Basic Needs Association, or EBBA, Oxfam America has launched a $39,000 emergency relief project to help about 8,500 people, almost half of whom are women. Plans called for the distribution of blankets for warmth and plastic sheets for shelter to 1,693 families in five localities.</p>
<p>"We are prepared to do more if the request comes through," said Dawit Beyene, Oxfam America's deputy director of humanitarian response. "The flooding continues and subsequent information we got revealed much more damage than we initially received." Five health posts, 20 schools, two farmer training centers, and nine clinics were also damaged by the floods.</p>
<p>Most of the people in Gambella, which is a low-lying region along the border with Sudan, make their living by fishing from the rivers, working small farms, or herding animals. Despite the regular flooding, villagers settle on the banks of region's rivers to pursue their livelihoods. Now, Oxfam is exploring more permanent ways of helping people cope with the challenges of their environment.</p>
<p>"We're discussing targeting Gambella for more preparedness work—such as establishing a permanent warehouse for emergency supplies as well as helping to increase the capacity of the local organizations with which we work in the region," said Beyene.</p>

<p><em>Part 2 of a 2-part series.</em></p>
<p>Not far from where the Nyantang Dundula River slips by the village of Dasilami in Gambia, there rises a stand of giant baobab trees. Branches bristle from the tops of their stout trunks and beneath the canopy, pools of shade cool the air and ground. The houses of one of the largest clans in Dasilami once stood here in the stillness of this glade. But now, they cluster near a sun-scorched road, their owners having traded the comforts of the baobabs for the convenience of being close to a major transportation route.</p>
<p>Gambians have a saying about their baobab trees: "If you want to lean, make sure you lean on something strong to avoid being pushed down." It's a bit of wisdom that informs their approach to hard times, too, even as they leave the baobabs behind. What it means is that with some support, people can help themselves overcome hardships.</p>
<p>That's the idea behind a $65,000 grant Oxfam America has provided to help people in 51 villages—including Dasilami—in Gambia's North Bank Division. Here, food shortages are a constant threat as people struggle to manage the delicate balance between their needs and what the environment can provide. Will there be enough rain to allow crops to grow? Will locusts devour whatever villagers manage to coax from their fields?</p>
<p>A simple solution promoted by Oxfam's local partner, Agency for the Development of Women and Children, or ADWAC, takes the edge off those questions: If villagers had a way to save some of their food and seeds at the end of each harvest, they could have a reserve to fall back on during times of shortage. The trick was to get started.</p>
<p>ADWAC's plan called for building and stocking four cereal "banks"—tidy white structures the size of small houses which can hold up to 30 metric tons of cereals—located at strategic points around the communities. Villagers then formed committees to manage the stored supplies. Those who borrow from the storehouse during a food shortage are obliged to repay the loan and tack on a little extra, too, so that the project can grow.</p>
<p>Now, if drought should shrivel their crops or pests consume them, villagers can turn to that bank of grain, avoiding the need to eke what they can—as the woodcutters in Janack do—from an overstrained environment. The bank will help them weather tough times.</p>
<p>Inside the Dasilami storehouse one recent day, the sweetness of harvested grains fills the hot dry air. Heavy sacks—they weigh just under 200 pounds—stuffed with corn and millet are stacked nearly to the ceiling. Outside, in the shade of a tree laden with mangoes, Nyima Filly Fofana, a mother of nine children and an organizer for one of the cereal bank management committees, talks about what it was like one year recently when both locusts and drought hit the area.</p>
<p>"We experienced a very bitter time," she says. "The family was hungry." In times of food shortages, Fofana's family manages by selling the salt she harvests from mud flats near her home and by eating whatever vegetables they can grow in their garden. But if such trouble should strike again, this time Dasilami has the seeds of a solution—one that can now spread to other villages, too.</p>
<p>"Our worries will be temporarily solved," says Fofana, clapping her hands at the thought of the white building gleaming there in the sun, stocked with grain. "We'll have food. Therefore our families will not cry. Our stomachs will no longer go empty."</p>
