<p>A week after Leona's husband died of AIDS, she went to lay flowers at his grave. At 36, she is now a widow, HIV positive, and has five children to support ranging in age from 10 months to 18 years. Seeing Leona at his grave, her in-laws chased her away. They blame her for his death and now they want her house. "His relatives are telling me to get out," Leona said. "I am concerned they will come to take everything."</p>
<p>The 25th anniversary of the AIDS epidemic has come and gone, and after all the UN meetings, the hand wringing, and the finger pointing, there remains one key element that has received little press: In the epicenter of the AIDS epidemic—in southern Africa, home to one of every three people in the world living with HIV—it is women like Leona, in Mozambique, who are shouldering a disproportionate burden of the disease.</p>
<p>The problem here is lack of respect for women's rights. In some places in southern Africa women are prohibited by law from owning or inheriting property, and so have few financial assets. This limits their independence, putting them at risk financially, emotionally, and sexually. It is not surprising that more than half of the world's HIV-infected women, more than nine million of them, live in southern Africa, according to the <a href="http://www.unaids.org/en/KnowledgeCentre/HIVData/EpiUpdate/EpiUpdArchive/2006/Default.asp">UNAIDS report</a> released in November 2006. With little power to negotiate their sexual activity, females in some areas of southern Africa now represent three quarters of HIV and AIDS infected people aged 15 to 24. When people say AIDS has become a "feminized" epidemic, this is what they mean. In 2004, UN Secretary General Kofi Annan appointed a task force to study the problem. The experts urgently recommended the development of non-discriminatory laws and policies designed to help women protect their rights and reduce their vulnerability.</p>
<p>The countries of southern Africa lack adequate resources (not to mention a vaccine and access to drugs) to care for the millions with HIV and AIDS. Yet unlike the scientific barriers to ending the epidemic, it is well within our power to support women's rights—an essential means to cutting down the number of women infected and affected by HIV and AIDS.</p>
<p>Creating equal rights for women in Africa, like everywhere else, is a challenge. Last May, I saw it for myself. Within an hour of my arrival in South Africa, I heard on the radio that the African National Congress's Deputy President Jacob Zuma was acquitted of charges that he had raped an HIV-positive woman, the daughter of an ANC comrade.</p>
<p>Violence against women is endemic in South Africa, where a woman is raped every 26 seconds. But women's rights experts I met said that the Zuma trial itself said a lot about the country's attitude toward women. There was intense scrutiny of the victim's sexual past, while Zuma's was not considered. Zuma, a potential presidential candidate, arrived at the courthouse in a motorcade with body guards and enjoyed vocal supporters in the streets as he proudly invoked his Zulu culture to explain why he'd had unprotected sex with the woman. By contrast, attempting to ensure her safety and preserve her privacy, the accuser crept into the court through the back door. The discrepancy in power and access to justice was remarkable, especially since the country was just celebrating the 10th anniversary of its progressive constitution, which has very clear provisions guaranteeing equality for men and women before the law.</p>
<p>But for every Zuma trial, there is progress too. The day I encountered Leona in Mozambique, she met with a legal advisor at a women's rights organization in Maputo to learn how to defend her right to stay in her house. Accustomed to claiming a dead relative's assets, her in-laws did not realize that <a href="http://www.oxfamamerica.org/articles/women-are-key-to-solving-aids-crisis-in-southern-africa/new-laws-and-new-found-respect-for-women-in-mozambique">Mozambique had a new Family Law</a> that protects the right of widows to inherit property. "He never had another wife," Leona said, "so no matter what his relatives say, I have the right to inherit the house and things."</p>
<p>In addition to changing laws, proponents of women's right also need to <a href="http://www.oxfamamerica.org/articles/women-are-key-to-solving-aids-crisis-in-southern-africa/balancing-culture-new-law-in-mozambique">work with cultural leaders to help encourage long-term changes in customs and traditions that discriminate against women</a>. Women themselves are taking this on, sometimes at great personal risk. Cecilia Reis, an elderly traditional healer and guardian of culture and tradition in her community, told me that she is committed to teaching women about their rights under Mozambique's new Family Law to counter the exploitative customs that put them in danger of poverty and abuse. "You have to stand up, face men eye to eye," she told me. "This is the only way for them to see the power of women."</p>
<p>In one of the most notable successes of legal reform in the region, a coalition of five women rights and development organizations in Mozambique, funded by Oxfam America, researched and advocated forthe new Family Law. They showed what strong organizations and committed women can do with the right kind of assistance.</p>
<p>Governments, the UN, international NGOs, and other donors need to expand their horizons in the fight against HIV and AIDS, and address the gender dimension of the crisis. We all have a responsibility to ensure that women like Cecilia have the support they need to create solutions to their own problems. For the most heavily infected and affected part of the world, it is an essential component in the fight against AIDS and the fight for our future.</p>

<p>Results from a public opinion poll about the perception of gender violence were presented on November 9th. The study was part of the campaign, "Between You and Me, a Different Life,"" a creative and innovate effort undertaken by Oxfam America and six Salvadoran civil society organizations who came together two years ago with the common commitment to prevent gender violence (<a href="http://www.unavidadiferente.org.sv">www.unavidadiferente.org.sv</a>).</p>
<p>Although 83.3 percent of the population considers rape to be a crime, 16.7 percent still denies it. This is an alarmingly high percentage which is then reflected in the high rate of rapes. In its 2005 report on crimes (through November), the Attorney General's office reported 2,296 registered cases of rape, sexual aggression and statutory rape. 40.2 percent of the people polled affirm that the place where these types of crimes most often take place is within the home—a place believed to be among the safest for women, boys and girls—and that the person who most often commits the crime is the step father (58.3 percent).</p>
<p>If the previous information sounds alarming, the panorama gets even worse. Seventy percent of those polled believe that the National Civilian Police (PNC) shows little interest in the rape cases that are presented to them, and 20 percent think the PNC could care less. At the same time, the PNC is one of the agencies where people most often go to denounce an act of violence. This was shown by another study done by the Human Rights Ombudswoman's office, which was also supported by Oxfam America.</p>
<p>This study, in addition to asking about the treatment that women receive in the different institutions of the State, also investigated the situation of gender violence within these very institutions. As well as a high rate of sexual harassment, there is a high degree of discrimination in the way women are treated and in opportunities that exist for them. Furthermore, the study reveals salary inequality between men and women. It highlights that although most of the women have a university degree, they usually don't denounce sexual harassment for fear of losing their job or other acts of revenge. Harassers operate with an alarming degree of impunity. In only 3 percent of the cases where harassment was denounced were the perpetrators fired or transferred.</p>
<p>The Human Rights Ombudswoman's Office convened many public functionaries from the aforementioned offices in order to share the results and said they would follow up.</p>

<p>Cold air whirls from the shaft of a deep and empty well. A mother limits her children to just three cupfuls of water each a day. Herders trek for hours with their emaciated animals in search of water.</p>
<p>Across Ethiopia, these are the images tied to cycles of drought that plague one of the poorest countries in the world. Most recently, a drought triggered a humanitarian crisis in early 2006 for more than 2.5 million people. Many of them were herders dependent on the rain to nourish pastureland for their animals—their central source of food and income.</p>
<p>Oxfam and the local organizations with which it works respond to these cycles of drought with both emergency assistance to ease the immediate suffering of people and their animals, and with programs aimed at longer-term solutions to address the region's severe water shortages and to improve the health of its livestock.</p>
<p>For example, in Afar, one of Ethiopia's northern regions, a water shortage in 2005 forced some people to walk up to four hours one way in search of the critical resource. Irregular and weak rainfall in the previous few years had caused pastureland to shrivel and water sources to disappear. About 90 percent of the people in Afar are herders, and many of their animals died as a consequence of the drought.</p>
<p>To help families survive, Oxfam and one of the local groups with which it works, the Afar Pastoralist Development Association (APDA), launched a project to truck water to three sites in Afar's Dubti district. The agencies set up 12 large tanks that could each hold 1,321 gallons of water. The trucks made daily deliveries to the tanks—the furthest of which was 70 miles from the well that provided the water.</p>
<p>Though only a temporary solution—and a costly one—the water trucking substantially relieved stress on the herders. Women who had been walking for eight to 10 hours to fetch water from a neighboring district had their trek cut to just a few kilometers.</p>
<p>In another area of Afar, Oxfam provided APDA with an $83,000 grant to offer veterinary care to 410,000 animals. The goal was to prevent the spread of common diseases such as Anthrax, Blackleg, and Pastereulosis.</p>
<p>More recently, in southern Ethiopia, Oxfam and another local partner, the Gayo Pastoral Development Initiative, worked on the restoration of a local pond so it could hold enough water to last between the sporadic rainy seasons. The pond is a central source of drinking water for the community's animals. As in Afar, many people in this part of the Oromiya region are herders.</p>
<p>The 2006 pond project did two things. It provided temporary work for local people hired to deepen the pond, thereby giving them a source of income to help tide them through the drought that was killing their animals. And secondly, the improvements will last into the future, ensuring that when the next drought comes the pond will be able to retain whatever limited amount of rain does fall.</p>
<p>Shortages of critical resources, such as water and pasture, can often spark conflict among different ethnic groups. A key part of Oxfam's work in parts of Ethiopia is peace-building—helping people find ways to resolve disputes without resorting to violence. Around the border town of Moyale in southern Ethiopia, for instance, Oxfam and the Research Center for Civic and Human Rights Education have established a series of peace councils whose job it is to intervene among sparring groups when tension begins to run high.</p>
<p>Elsewhere in Oromiya, Oxfam has been working with the Oromo Self-Reliance Association on a series of water supply projects that have improved the lives of 1,800 people in three communities about 50 miles southwest of Addis Ababa, Ethiopia's capital. Oxfam contributed $42,000 to underwrite the cost of wells, pumps, bathing sheds, and laundry stations.</p>
<p>Before these improvements, women in one of the communities, Gura, were walking up to three hours a day to fetch water—and often it was dirty. The parasites that occasionally contaminated the water sickened the children who drank it. Now, for families in Gura, clean, cool water is just minutes away. A nearby pump taps into an aquifer 200 feet deep.</p>
<p>The water supply projects have made such a marked difference in people's lives that neighboring communities are now asking officials to make similar improvements in their villages.</p>
<p>Easy access to clean water, through projects like these, is critical in stemming the poverty that affects so much of Ethiopia. And they are part of the global drive to meet the Millennium Development Goals—a series of international targets aimed at cutting by half by 2015 the number of people around the world who do not have access to clean drinking water.</p>

<p>Half of the children in Afghanistan still do not go to school despite a 500 per cent increase in enrolments in the last six years. With the establishment of democracy, the main symbol of national regeneration lay in the dream of educating every child—boy and girl. However, there remain many obstacles to achieving this dream.</p>
<p>Household contributions to education are steep and deter new entrants. Those in schools are faced with inadequate educational materials, textbooks, and teachers. Budget allocation and spending in the education sector by various stakeholders remain largely uncoordinated and opaque.</p>
<p>This briefing paper outlines some of the key concerns, and proposes a plan for not only increased funding, but also reforming budget allocation and planning within the Ministry of Education and amongst other actors in the education sector.</p>

<p>The spirit world is prominent in Africa. Many believe their ancestors have a strong influence on their day-to-day life. So when people encounter problems—a sick child, conflicts between family members, or even just bad luck—there may be a rift with the spirits of their ancestors.</p>
<p>"Our ancestors can become angry because we don't respect them," said Hilario Muthembe, a local activist working with Oxfam America's partner MULEIDE in the bustling suburb of Jorge Dimitrov outside Maputo, Mozambique. The solution? Consult a traditional healer, who can help. "A small ceremony can show we respect them," Muthembe said, "and can cure the problem."</p>
<p>"Traditional healers play a number of very important roles in traditional society," said anthropoligist Gordon Chavanduka, president of the Zimbabwe Traditional Healer Association. "Firstly, they are the medical experts. Secondly, they are the cultural experts, and regard themselves as the guardians of their culture.</p>
<p>"They are also counselors, in all issues. Even the chiefs and headmen, who are the political leaders, almost all of them have a traditional healer as an advisor, to assist them in their governing."</p>
<p>Susan LeClerb Madlala, an anthropologist at the University of KwaZulu Natal, says that people find a certain satisfaction in consulting a traditional healer, who can not only treat the immediate illness or problem, but provide an explanation of the ultimate source of the problem itself, something a medical doctor can't do.</p>
<p>"Let's say you are hanging your wash on the line behind your house, and a snake bites you. Well, a medical doctor will treat the snake bite, but he can't answer a lot of important questions: Why did the snake bite you? Why was it at your house? Who <em>sent</em> that snake?"</p>
<p>Given the prominence of the spirit world in many areas, it is essential for rights organizations like MULEIDE to acknowledge the role of traditional healers in communities where they seek to intervene. Showing them respect and working with them, instead of dismissing them as "witch doctors," will help make the gradual changes in society that can lead to better respect for women, and recognition of their rights as full citizens, protected in Mozambique's Family Law.</p>

<p>In a gritty suburb of Maputo, Mozambique, called Jorge Dimitrov a group of 25 activists is dedicated to promoting women's rights. They gather in a café in the Bario Hulene district, a maze of narrow dirt roads, high walls, and flowering trees, to discuss their work.</p>
<p>But first, they sing and dance, accompanied by whistles and drums. The entire neighborhood arrives to see what is happening. They sing songs of solidarity, and the power of women to overcome poverty and illiteracy, and about a new law in Mozambique they are using to redefine their entire society, one family at a time.</p>
<p>The Mozambique Family Law, promulgated in 2004 is designed to bring women's rights under law in line with international standards. Thanks to this new law, women now have a chance to inherit and own financial assets such as cash and property, and have a job that earns wages—without the permission of a husband or male family member.</p>
<p>And the Family Law recognizes customary marriages registered with local government—an important distinction in places like Jorge Dimitrov where couples can't always afford formal marriage ceremonies. Now, women living with a husband for more than a year have the right to a share of family assets if the marriage breaks up.</p>
<p>However, some people in Hulene and the greater Jorge Dimitrov area are basically unaware of the new law, and live by customs and traditions that are at odds with it. The problems this creates are most obvious in cases of domestic violence and other family conflicts.</p>
<p>"We see a lot of problems with couples," said Hilario Muthembe, an activist in Hulene. "Maybe the husband has an illness, and says his wife is a witch and wishes him to be dead."</p>
<p>And when families consult local traditional leaders or healers, the matter can be resolved based on traditions and local customs that favor those with the most power: men. The activists in Hulene said this opens up the possibility of domestic violence, and an abrupt "divorce" leaving a woman and her children on the street with no means of support.</p>
<h3>Working with local culture</h3>
<p>Encouraging local leaders to respect women's rights under the Family Law is the mission of MULEIDE, Oxfam America's partner in Mozambique. The organization has trained more than 400 legal advisors in three provinces who work with traditional healers, the main custodians of local culture in neighborhoods like Bario Hulene.</p>
<p>Their mission is to make sure that women understand their new rights, and that traditional healers help protect them. "We want the illiterate grassroots women of Mozambique to know that there is a legal instrument that can help overcome decades of suffering," said Rafa Machava, executive director of MULEIDE. "So we need to engage everyone to balance their customs with the new law."</p>
<p>Traditional healers are the key to the strategy, as they advise local elites and families, and can be the ones to help create the long-term shift in culture that will promote respect for women's rights. Noemia Fernando, one of MULEIDE's trained legal advisors in Bario Hulene, said it is essential for her and the other activists in the community to enlist traditional healers to help women. "Traditional healers have the power to treat them, get the problem resolved, and unify the family," she said. "That is why we need them with us, they can help us do our work." Fernando and her MULEIDE colleagues explained the new law to the traditional healers in Hulene, and some healers are now helping them explain the new law to their clients, and develop non-violent solutions to conflicts.</p>
<p>Fatima Coelho, a traditional healer for three years, got her training on the new Family Law in 2005. And she is using her training to help ensure that women's rights are respected in her work. Coelho said it is a real challenge to help couples avoid violence. "I'm trying to teach that it is better to sit down and talk instead of beating each other—this is not the way to build up a family. This is the strongest value I gained from my training with MULEIDE in 2005, it is the best way to address these family issues."</p>
<p>Cecilia Reis, an elderly woman active as a healer since 1962, has been an ardent promoter of women's rights and has been working with MULEIDE since 1994. She is at the leading edge of creating a new culture of respect for women in Mozambique. Her comments show her commitment, her realistic outlook, and her aspirations. And at the root of her dedication are her own personal commitment and the training she got from MULEIDE, which is critical to her work as a spiritual advisor.</p>
<p>"Women and men should be equal. Women have to open their eyes and claim their rights. These issues will not change overnight—we have to fight, and get our men to [understand], because they are very difficult and don't want to change. But we still have to stand up, look them in the eye and say to them, "we have to share, because the Family Law says we have equal rights."</p>
<p>"There is no one who will chase me away from my house, not even my husband, he knows that I have my own rights. This is what we are trying to teach our women. But some are not open minded, and they are dependent on their husbands, sometimes they accept being beaten all the time, and sometimes they die of domestic violence, because they have nowhere to go.</p>
<p>"And they don't even know that there are lawyers at MULEIDE, and at the courts, who can defend them. We have lost many members of our community to domestic violence.</p>
<p>"But what can we do? We are a poor country, so we have to work hard. The few of us who are able to do this work, we have to stand up and work strongly."</p>

<p>Sharon Hanshaw lost just about everything she owned when Hurricane Katrina sent a storm surge plowing through her neighborhood in East Biloxi, Mississippi. Her home, her business, and her car are all gone.</p>
<p>But now Hanshaw, and a growing number of other women in the Gulf Coast community, have a new foundation from which to begin rebuilding part of their lives: Coastal Women for Change, or CWC, a fledgling group of newborn activists determined have a say in the recovery of their neighborhoods.</p>
<p>Whatever the 2006 hurricane season brings, CWC may serve as a buffer to additional hardship. It has taught many of the women that each of them has a voice, and those voices count—individually and collectively.</p>
<p>"Our mission is to empower these women with knowledge of what they can do," said Hanshaw, the group's new director. "It's unlimited. You can build. You can go back to school. You can call your local officials. You can talk to them. They're there for us."</p>
<p>Now numbering about 25 regular members, with a core group of 10, CWC was launched with the help of Safiya Daniels, a community development specialist for Oxfam America, who has been working chiefly in Biloxi and Gulfport.</p>
<p>"One big difference that I saw between these two cities was the existence of organized community groups," said Daniels. "I realized that outside of the churches, Biloxi had none. I also noticed there was very little institutionalized female leadership in Biloxi."</p>
<p>Daniels also worried that there seemed to be few community gatherings in Biloxi to discuss what direction the city was taking as it began recovering from Katrina. Long-range community planning was not on anyone's neighborhood radar screen.</p>
<p>"This was a dangerous situation," said Daniels. "Everyone else was making a plan: casino developers, condo developers, and the city, but there was very little evidence of broad community participation."</p>
<p>She knew the concern was there—"in every community there are lots of concerned women who want a vibrant, healthy, and safe community for their families to live in"—but how to turn that interest into action was the missing piece. So, Daniels called a meeting.</p>
<h3>One meeting followed by many more</h3>
<p>"I brought a group of women together to talk about what was happening in their community, what issues and problems they faced, and how these could be addressed," said Daniels.</p>
<p>That first meeting grew into a series of sessions which blossomed into action, spawned weekly gatherings, attracted new members, and finally gave birth to an official group with a name and stated mission. Its goal is this: "to make a difference in our communities through securing and revitalizing our neighborhoods." Information sharing is the critical tool in achieving that end.</p>
<p>"I don't want people to be left out," said Hanshaw. "I want to give them knowledge. Knowledge is power."</p>
<p>Knowledge starts with asking questions, and one of the first events CWC sponsored was a Biloxi community forum to which it invited the mayor, city councilors, and members of the city planning department. Questions abounded—about flood elevations mapped out by the Federal Emergency Management Agency (FEMA), about affordable housing, about displaced people. Nearly 200 residents showed up for the forum.</p>
<p>Attendees not only got some answers, some of them learned a deeper lesson as well.</p>
<p>"Democracy works only if people make it work," said Daniels. "And we do that by holding people accountable. There possibly has never been a time during the mayor's 13-year tenure that he found himself in such a position, being watched and held accountable by this particular community, and in such a public way."</p>
<h3>Signing up for city business</h3>
<p>Asking questions is the first step. Having a say in the answers is the next step. Right away, CWC members sought seats on a planning commission formed by Biloxi Mayor A.J. Holloway. Called Reviving the Renaissance Committee, it was given 90 days to come up with a plan for the city's recovery.</p>
<p>Five CWC members have been weighing in on matters of finance, education, land use, and affordable housing—the subcommittees for which they signed up. And people are beginning to listen to CWC's opinions.</p>
<p>"We are in the paper every week," said Hanshaw, adding that she gets the sense she is even making some of the powerbrokers nervous.</p>
<p>"They try to turn their heads when I come up," she said. "Especially the developers. They don't want to talk to me. They know where I stand."</p>
<p>For Cass Woods, working with CWC has given her a direct link to her community, and that link is allowing her to make things better all around.</p>
<p>"It makes me feel good to help someone," said Woods, who has been living in a government issue trailer—the size of a matchbox, she said—parked in her back yard for months. "That's what has helped me get through my loss."</p>
<h3>Looking ahead</h3>
<p>With a $30,000 seed grant from the 21st Century Foundation, CWC will be able to pay Hanshaw a salary, purchase office supplies, and begin to look ahead at how to fund itself into the future.</p>
<p>Meanwhile, the organization is undertaking a new task: a survey of East Biloxi to find out the childcare needs of the community's residents. To renew its license, a local day care organization is being required to assess the need for its services in the area.</p>
<p>"This is our first project," said Hanshaw. "Another accomplishment under our belts."</p>
<p>And it's just the kind of project Daniels had a hunch a group like CWC could offer the community.</p>
<p>"The needs of the community will drive what CWC takes on," said Daniels. With those needs being constant—as they are in every community—Daniels expects the new organization to have a long and productive life.</p>
<p>"It's going to stand on its own. I am confident of that," she said. "I could see it truly growing into a coastwide organization."</p>

<p>An adage in Ethiopia's Oromiya region warns people to be careful around an uncircumcised woman because "she will break everything."</p>
<p>But proverbs can evolve over time and no longer be accepted as true. As communities become more educated, they may update their perspective. In one village in Oromiya, future proverbs may reflect the wisdom of educating women and the changes in communities when this occurs.</p>
<p>Like many places, Southwest Shewa in Oromiya has a history of practices that harm women.  Traditional culture here often oppresses women, whether involving female circumcision (genital mutilation), early marriage, abduction, battery, or the inheritance of a wife upon the death of her husband.</p>
<p>What is called "culture" often reflects matters of convenience. The abduction of women for marriage has increased as the economy has declined, since husbands no longer want to pay for weddings and dowries. Inheriting a wife from a dead relative is another way of keeping land in the family. An economy of subjugation serves to control women who do most of the work in a household. And female circumcision is thought to dampen a woman's sexual desires, making her calmer, less willful and uncontrollable, less likely to "break everything." Some of these practices, especially female circumcision, are perpetuated by women themselves, concerned that their daughters will be unmarriageable unless they follow established tradition.</p>
<p>Yet one village in Southwest Shewa is starting to change such practices. Oxfam America, through a partner organization, the Oromo Self-Reliance Association (OSRA), began the reeducation process in Adaa Berga district eight months ago. Women and men in the communities are learning about women’s rights and initiating their own changes to harmful practices. This training is coupled with a livelihoods project, the establishment of a cereal bank run by women. The cereal bank, where grain is stored to be sold when prices are high, empowers women by providing them with some economic security and supplementary income. Women must take the civic education course as a condition of joining the women's cooperative. That powerful combination makes both the education and the cooperative more effective.</p>
<p>The Oxfam-supported women-run cooperative has named itself Qubse, which means "hope for the future."  The women on the committee have all attended OSRA trainings, enabling them to become advocates in their own communities.  But "hope for the future" is not limited to economic growth through the cereal bank.  It means realizing the dream of a better life for each woman and her neighbor, a life of rights and respect for themselves and future generations.</p>
<p>The education has been an eye-opening experience for many people in the community.  For some, the lessons have come late in life, but the whole community stands to benefit—especially the girls.</p>
<p>Mulu Gofta, a 45-year-old mother of four, is clear about what she hopes for the future.  "One thing the good life means to me is educating your children. You support your daughters in education. First they will help me, then they will help the community, and in a few years they will help our people."</p>
<p>It is a sentiment that is echoed by others, most notably by 46-year-old Abebu Kebebe.  For nearly a decade, Abebu has struggled as head of her household, a single mother widowed and left with nine children. Like many others in the community, she speaks of educating her daughter, saying, "That is the good life. That is the good hope for me. Also, this will be helping my neighbors and being an example."</p>
<p>Several years ago, Abebu forced one daughter into marriage at age 11. Her daughter left school, where she was in 4th grade. Now, after attending the OSRA training funded by Oxfam, Abebu has changed her outlook on early marriage and other traditional practices.</p>
<p>She says: "Now that I've had training on harmful practices—early marriage, female circumcision, abduction—I really regret doing what I did to my children. I married [them] off before I learned. Had I the chance again, I would not do it."  Within months, Abebu has changed her opinions on the treatment of women, becoming an advocate for change.  "I don't only stop at regretting what I have done," she says. "I share what I have learned with my neighbors, with relatives.  I'm doing my best."</p>
<p>Abebu’s voice rings out proudly. She has met more than her share of hardships and is not afraid of change that will ease life for future generations of women.  Her face framed in a black headscarf, she sits regally among the women, respected and liked by the community.  Her shoes are unlaced and made of plastic, her skin is prematurely aged by the sun, and a life of labor stretches behind her. Ahead of her is a future that she can watch taking shape in other women in her own village. She is fearless, sharing her knowledge and teaching from her own experience—her own regrets.</p>
<p>It is through such discussion and sharing of information that what once was an oddity can become accepted. Twenty-five-year-old Meseret Nugussie, herself circumcised, speaks passionately about what she has learned and how she will apply her knowledge: "I know the problems now of circumcision. I have two girls and I will make sure it does not happen to them."</p>
<p>For Meseret's daughters, it is not too late. Major change in this village happens one daughter at a time.</p>
<p>Abebu now views her 8-year-old daughter Tiya differently than her previous children. With Tiya there is another chance, a hope for the future—Qubse.  Abebu is now a different woman than a year ago, as she vows, "I will educate her until my last breath leaves."  Perhaps one day that will be the village’s new proverb.</p>

<p>The warehouse is made of corrugated metal and the executive office is still under construction.  A barbed-wire fence rings the property, separating it from a dirt road. It is an unremarkable sight in rural Ethiopia, and it’s easy to miss the unobtrusive sign labeling it as a microfinance project, funded by Oxfam America and supported by the Oromo Self-Reliance Association (OSRA). Yet the bags of grain inside the warehouse are unique. Unlike the grain in most warehouses, this grain is owned by women.</p>
<p>Shito Massele, a 30-year-old mother of four, sits outside, her back against the warehouse wall.  She is one of 96 members of the Qubse cooperative, a cereal bank run by women and funded by Oxfam. In a community where women previously were not consulted on business decisions, today they are ensuring economic and food security for themselves and their families. In fact, their work will turn a profit, generating additional income for their village.</p>
<p>"Before, the women were not even supposed to come near the scale," Shito says. "Now we can weigh things ourselves, our own grain." On this property, the women are not just weighing the grain; they are also fixing the price and deciding when and where to sell it. The land is theirs as well, donated by the village administration.</p>
<p>The cereal bank began nine months ago, with help from Oxfam America and OSRA and the encouragement of the village administration. Given a warehouse and seed money, the cooperative now controls the purchase, storage, and sale of grain.</p>
<p>In Oromiya region, where the project is based, having control of these basic factors has a huge impact. Before the cooperative was established, farmers were forced to sell most of their crops immediately after harvest to settle loans and taxes.  During the rainy season, grain was scarce and prices rose. To feed their families, farmers were forced to take out more loans at high interest rates—sometimes simply to buy back their own crops, continuing the cycle of poverty.</p>
<p>The new cereal bank has enabled the community to store some of its harvest, setting grain aside for sale during the rainy season when the market price is high. The women thereby make a profit and ensure food stability for the next planting season.</p>
<p>The cereal bank's organizers stipulated that each prospective member had to attend civic education classes focusing on women's rights. The combined impact of both the classes and the cereal bank has been enormous.</p>
<p>Following the training, attitudes toward traditional practices harmful to women have changed noticeably. Furthermore, the women have proved themselves just as capable of earning an income as men are, thereby gaining the respect of the entire community. Indeed, many farmers prefer to sell their grain to the cooperative because of its reputation for honesty; the women will not try to cheat the farmer.</p>
<p>Being valued in the community is new to the women, but hard work is not.  Before the cereal bank, women had little power, according to 46-year-old Abebu Kebebe. She recites her daily activities in a monotone, as if it is a chant she is used to repeating:</p>
<p>"For us it is clear that men are not stronger than us. Early in the morning, I clean the house and take care of the animals, travel two hours to collect murky water, return, cook, take care of the children. It is the oldest burden. Nothing is as simple as it seems. We do a lot of work the whole day, but [the men] move oxen and plow for an afternoon and come home. They move the animals and consider they moved a mountain."</p>
<p>Now, however, the women make all decisions involving the cereal bank, and are able to control their finances and ensure their own economic security.</p>
<p>The success of the Qubse cooperative has not gone unnoticed in neighboring villages. Three kilometers away, another group of women approached OSRA and their village administration, asking if they too could start a similar project. Dirre Dame, 67, chairwoman of the new cooperative, says it began because "we were encouraged by the group, so we organized ourselves, inspired."</p>
<p>The new cooperative, Association Gura, has only been around for a month, but the impact on the women is already noticeable as they plan what to do with the eventual profits. This is the first time these women have had any economic power. In a village where the nearest school is a three-hour walk away, women see this is the beginning of change and a better life for their children.</p>
<p>Some of the changes may seem basic: food, clothes, education for their children. Other women have bigger dreams, hoping to invest in land or animals some day. Right now, however, they focus on meeting the basic necessities, including a secure source of food. They plan eventually to build a small health clinic with the profits, noting that many women die in childbirth because there is no clinic nearby.</p>
<p>Regatto Bedhasa, a 57-year-old mother of six, explains what empowering women to take control of their lives has meant to her community:</p>
<p>"This becomes a hope for us," she says. "We can change our life without having been educated, without knowledge, without experience. We can change our situation."</p>

<p>Across southern Africa, HIV infection rates are climbing, and women face the greatest risk. One cause for this vulnerability: violence against women leads to a higher rate of infection, according to numerous reports by the UN and national governments.</p>
<p>Women who are beaten by a husband or partner, or are emotionally or financially dominated, are much more likely to be infected than those living in a non-violent household. Abused women have limited abilities to negotiate their sexual activity or safe sex practices, and are vulnerable to even more abuse if they are the first to learn of their infection status and have to tell their partners.</p>
<p>Any effort to bring down HIV infection rates also needs to reduce violence against women—and women need to take the lead in pushing governments to deal with the problem. However there is little pressure to provide better protection for women. Social norms in southern Africa (and many other parts of the world), discourage women from speaking out about such "private matters."</p>
<p>In southern Africa, this silence is proving deadly. "Organizations of people affected by AIDS are weak," said Mark Heywood, head of the AIDS Law Project at the University of Witwatersrand in South Africa. "Women are centrally affected, but the response is limited to services to orphans and other areas," he said.</p>
<h3>A double burden</h3>
<p>The gender violence situation is particularly serious in South Africa, a country of 47 million people where more than 5 million are living with HIV and AIDS. A woman is raped every 26 minutes, and a woman is killed every six hours. More than three quarters of young South Africans living with HIV are females, and more than one quarter say their first sexual experience was unwanted, says a report by the Medical Research Council in South Africa.</p>
<p>Since the end of apartheid, some new and progressive laws have been passed to reduce violence against women, such as the 1998 Domestic Violence Act. But that law is not being enforced, and there is no strong effort to force society to address the problem and to empower women to speak out about gender violence. This would help move the problem out from the shadows of their private lives and into the public realm, where the government must acknowledge violence against women for what it is: a serious human rights issue with significant social and economic implications for fighting poverty.</p>
<h3>Building the movement to defeat violence</h3>
<p>As a first step in helping organize the critical mass needed to oppose gender violence in South Africa and across the region, Oxfam America is funding the Johannesburg-based People Opposed to Women's Abuse (POWA) organization's work to document all the groups providing services to abused women, as well as those engaged in advocacy and public information campaigns on women's rights.</p>
<p>All across South Africa, small, community-based organizations help women victims of domestic violence. They provide safe housing, counseling, legal and medical assistance, and other services. But there is no strong, political effort to deal with violence against women. Women's organizations are not linked to speak with one voice about the problems of domestic violence and push for legal reforms and changes in policies and traditions that will protect women. This means they are treating the symptoms, but not the root causes of the problem.</p>
<p>"We need to maintain the service delivery, but we feel we need to stop reacting and help these community-based organizations speak out as well," explained Delphine Serumaga, Director of POWA. "We need to push from underneath."</p>
<h3>Global campaign against violence</h3>
<p>Oxfam partners in southern Africa are also participating in the global <a href="http://www.cwgl.rutgers.edu/16days/home.html">"16 Days of Activism Against Gender Violence."</a> The Center for Global Women's Leadership at Rutgers University in New Jersey is organizing the campaign, which starts on November 25th, the International Day Against Violence Against Women, and ends on December 10th, International Human Rights Day. The campaign also coincides with International AIDS Day in December 1st. This year's theme for the 16 Days campaign is "For the Health of Women, for the Health of the World." It is designed to highlight the connections between violence against women and the HIV/AIDS pandemic, as well as the unmet commitments made by governments to deal with the HIV/AIDS crisis.</p>
<p><strong>South Africa:</strong> POWA is working with Amnesty International South Africa to host an international "cyber-dialogue" on the subject of trafficking of women and violence against refugee women in southern Africa. This public information campaign is building on a Listserv set up by the 16 Days campaign to promote dialogue and organizing around violence against women. POWA hopes the electronic discussion will help activists in all the Southern Africa Development Community (SADC) countries build joint efforts to combat violence against women, another goal of Oxfam America's HIV/AIDS program in the region.</p>

<p><strong>Zimbabwe:</strong> The Women's Action Group (WAG), an Oxfam America partner since 2000 and a member of a coalition promoting new domestic violence legislation in Zimbabwe, is leading a campaign to educate women about their rights and HIV/AIDS. WAG is participating in a number of events marking the 16 Days campaign around the country. First will be the national launch of the campaign by the Zimbabwe Ministry of Women's Affairs, followed by events to raise awareness of child abuse, HIV and AIDS, and domestic violence in Macheke, where there have been recent reports of abuse at a primary school. WAG will also be working with the National AIDS Council to commemorate International AIDS Day on December 1st in Chiramanzu, and will then host a series of discussions on cultural practices that increase women's vulnerability to HIV/AIDS from December 2nd through the 9th in Marondera.</p>

<p>In the shadow of South Africa's abandoned prison No. 4, which held such eminent inmates as Nelson Mandela and Mahatma Gandhi, Justice Johann Van Westhuizen called upon representatives of non-governmental organizations engaged in the fight for women's rights to take their inspiration from the site and continue their struggle. "Many of the heroes of South Africa's liberation struggle were imprisoned here, so it reminds us of injustice and suffering, and the power of the human spirit to overcome."</p>
<p>His words were spoken at a gathering to mark the beginning of a new collaboration to expand efforts to improve the situation of women's rights as a precondition to overcome the deadly HIV/AIDS epidemic ravaging the sub-region. Oxfam America's Southern Africa program kicked off the new program area with a convening of key organizations in the region culminating in the press event on Constitution Hill.</p>
<p>The HIV/AIDS crisis is the most significant obstacle to development in southern Africa. Recent studies by UNAIDS and a special task force appointed by the UN Secretary General studying women, girls, and HIV/AIDS in southern Africa show some staggering statistics: 30 percent of the world's people living with HIV/AIDS (about 11.4 million) are in nine countries that contain only two percent of the entire earth's population. Women and girls are sharing a disproportionate burden of infection and death from the insidious disease. The task force study estimates that three quarters of the young people 15 to 24 years old in Zimbabwe, South Africa, and Zambia that are currently living with HIV/AIDS are young girls and women.</p>
<p>These reports acknowledge one key reason women and girls are so vulnerable: their legal rights are not respected. Unequal laws on divorce and inheritance, as well as weak domestic violence legislation are leaving women vulnerable to abuse and poverty in an insecure environment. In some cases, women are considered legal minors, and are not allowed to make important decisions about their own lives, even if their husbands die.</p>
<p>Infected women, and those simply affected by the crisis, are missing out on employment and education opportunities as they fall ill or have to care for sick family members. Societal tolerance of sexual violence and harmful traditions frequently prevent women from controlling their sexual activity and discourage legal recourse in abuse cases.</p>
<p>Beyond wasting the potential of women in southern Africa, the resulting social dislocation, heavy health care and burial costs, and shortened life spans from the HIV/AIDS epidemic threaten the future for an entire generation. "We have crossed the threshold between the potential impact on women's development," said Mark Heywood, Director of the Aids Law Project of South Africa, speaking at a two-day conference sponsored by Oxfam America. "We are clearly experiencing the epidemic's impact on women's rights, which is a crucial aspect of what HIV/AIDS is doing to society."</p>
<p>Oxfam America has concentrated resources in the area of legal reform in Zimbabwe and Mozambique over the last eight years. Grant funds have supported research, advocacy, and popular campaigns designed to improve the legal framework to support women's rights in family laws, land ownership, domestic violence, and other key areas that directly affect women's welfare and livelihoods.</p>
<p>The new program area titled "HIV/AIDS Policy, Law and Women's Rights Partnership Program" builds off of the legal reform work in ways designed to help reduce the vulnerability of women to the disease, and eventually eradicate it. "Oxfam America must have a strong HIV/AIDS program in southern Africa,"" explained Regional Director Julio de Sousa. "In concentrating on these essential human rights issues, we will further women's rights and contribute to the fight against the epidemic."</p>
<p>Staff in Oxfam America's office in southern Africa consulted with a wide range of organizations with expertise in the areas of women's rights and the HIV/AIDS crisis. Together they developed a program that will include grants to organizations working on strengthening laws and policies designed to promote respect for women's rights, and challenging the social norms and values that condone violence against women and girls and contribute to their lower social status. Of equal importance will be looking at ways to improve the social support services essential for assisting women, including law enforcement, access to health care, and counseling.</p>
<p>The expanded program focus is building on fruitful collaborations with women's rights coalitions in Zimbabwe, Mozambique, and constructing similar partnerships in South Africa and Namibia.</p>
<p>At the press event in Johannesburg, Justice Van Westhuizen challenged Oxfam America and its partners in this new program area to think big, to even dream. "We must be able to dream—because without dreams we will not exist." As one of the framers of South Africa's constitution, considered one of the world's most progressive, he was well aware of the power of a dream, as South Africa enters its 10th year under majority rule.</p>
<p>Equality for women and a stronger southern African society free of HIV/AIDS is still in the future, but the ideas are coming into place to make it a reality. As South Africa has shown, a dream is just the start of big things.</p>

<p>In the misty mountains of Manica, Justina Nicolão, a 41-year-old mother of six, coordinates a tree-planting program that helps families grow fruit on the steep hillsides of her village, Mukudo, near the Mozambique-Zimbabwe border. In addition to the agricultural training she gets from local development organizations funded by Oxfam America, Justina is learning about a new Family Law that protects the rights of women to own and inherit property.</p>
<p>The new Family Law that took effect in 2005 addresses a common injustice: when a husband dies, tradition says his house and fields go to his brother or parents, which can leave his wife and children without a home or an income.</p>
<p>But passing a law in a distant capital won?t change traditional practices like this--Mozambique is a vast country of 19.5 million in 10 provinces, speaking six languages. Teaching all citizens about the new law, and building respect for it in places governed primarily by local cultures and traditions, is a serious challenge.</p>
<p>After funding a coalition of five organizations to get the law passed, Oxfam is now supporting a grassroots campaign to make the Family Law a reality. The coalition is using workshops, radio programs, and outreach to local leaders to get the message about the law out to all sectors of society. Last year their training sessions included 50 judges, 180 grassroots activists, and 45 radio journalists from every province.</p>
<p>Traditions don't change overnight, but the effort is making progress. As one local activist in Mukudo put it, "People now know that women have rights to their land. It is one of the ways new laws are changing the community," said Jonah Dzanza, a 26-year-old farmer.</p>

<p>The UN Development Fund for Women (<a href="http://www.unifem.undp.org/" target="_self">UNIFEM</a>) committee in Germany has awarded Oxfam America's partner CECAMO a second-place award in its Women's Bank program.</p>
<p>The award, issued in November, 2005, recognized CECAMO, the Women's Training Center of Oaxaca, as an innovative leader in women's micro-credit projects. Nearly 800 organizations around the world were nominated for the prize. CECAMO received $2,396 as part of the award, which will be invested in their bank program in Mexico.</p>
<p>CECAMO has been working with women for 15 years in the promotion of women's economic rights. One area in which CECAMO is active is in training women in micro enterprise. Women learn to manage small businesses as carpenters, bakers, furniture manufacturers, and even run a fair trade store in the City of Oaxaca.</p>
<p>Part of this project is the Women's Bank, which since 1999 has been making loans to women to begin their own businesses. Two thousand women have received financing to date, for a total of more than $500,000.</p>
<p>Oxfam America has been working with CECAMO since 2004, supporting the strengthening of women's economic initiatives, as well as micro-enterprise workshops and training for women. Oxfam's grants total close to $45,000.</p>
<p>During her speech at the Award Reception, Martha Lilia Calleros Coloni, coordinator of CECAMO, said: "Women are trained to manage their own money. The Women's Bank plays the role of regulator in order to maintain the principles of solidarity among the women and the general population. Some women loan their money to other women and the Women's Bank promoters ensure these loans have a fair interest rate and promote women's participation at every level of decision-making and management."</p>

<p>How do families in rural Ethiopia get water? Women and children spend several hours each day hauling water for drinking and cooking back to their families over dusty, often rugged, tracks. Sometimes a donkey carries the load, but in many cases there are no donkeys. The women strap a full water jug to their backs and carry it for miles across a semi-arid landscape under a hot sun.</p>
<p>Dhara Botara, a mother of eight in the remote community of Gura in Ethiopia’s Oromiya region, used to spend more than three hours each day walking to fetch water, sometimes accompanied by some of her children. The surface water she collected was often dirty and sometimes contaminated with parasites, which sickened her children.</p>
<p>Today, Dhara gets clean water twice a day from a new pump located just minutes from her home. In the morning and again in the afternoon, she visits the pump to haul back one or two five-gallon water containers. The water, from an aquifer 200 feet deep, comes out pure and cool.</p>
<p>In addition, she and her family now have access to a private bathing shed and a concrete washstand where they can wash their clothes and dishes.</p>
<p>The water project is one of three developed in the past year by the Oromo Self-Reliance Association with support from Oxfam America. Oxfam’s $42,000 contribution also underwrote the cost of the wells, pumps, bathing sheds, and laundry stations in two other communities besides Gura—Qamaxo and Alanqa—some 50 miles southwest of Addis Ababa. Altogether, some 1,800 people are benefiting from the water projects, which were inaugurated recently in separate ceremonies in the three communities.</p>
<p>"Clean water is just part of the equation," says Abera Tola, Oxfam America's regional director for the Horn of Africa. "Women now have more time to spend with their families, children can spend more time in school—the whole community benefits from these projects."</p>
<p>So popular are the water projects that neighboring communities have sent delegations to local authorities asking for the installation of similar facilities for their use.</p>
<p>Dhara and other beneficiaries in Gura pay 1 birr (about 12 cents) a month toward the upkeep of the washstand and pump, which is surrounded by a fence and open for six hours a day. But it’s clear from the smile on her face that the change it has brought to women in the community has been priceless.</p>
