<p>If you haven't checked out "Black Gold," the acclaimed documentary that takes a look at the multi-billion dollar coffee industry and the poor farmers who cultivate the beans, you still have a few more opportunities.</p>
<p>"Black Gold" will go to DVD, and air on the <a href="http://www.pbs.org/independentlens/blackgold/index.html">PBS</a> show <em>Independent Lens,</em> this April. It's also still playing in theaters and at special free community screenings organized by <a href="http://www.itvs.org/outreach/blackgold/">Independent Television Service</a>.</p>
<p>"Black Gold" follows Tadesse Meskela, manager of Oromia Coffee Farmers Cooperative Union, as he travels the world looking for a better price for his farmers' coffee. Oromia Coffee Farmers Cooperative Union, an Oxfam America partner organization since 2002, represents more than 100,000 farmers, who despite back-breaking work, watch their profits rise and fall depending on the fluctuating price on the world market.</p>
<p>"There is no coffee which is as quality as this coffee, but we are getting a low price," Meskela says in the film. "Our main aim is to bring more money into the coffee growers' pocket."</p>
<p>Throughout the fall and winter, Oxfam co-sponsored the promotion of "<a href="http://www.blackgoldmovie.com/">Black Gold</a>" in more than 75 cities and towns across the country. Hundreds of volunteers turned out to support coffee farmers by handing out information at screenings and gathering thousands of signatures for the Big Noise, Oxfam's petition to Make Trade Fair.</p>
<h3>Telling the coffee farmer's story</h3>
<p>With great candor, Meskela uses "Black Gold" as a platform to describe the situation Ethiopian coffee farmers face. When the price of coffee hit a 30-year low in 2001, farmers struggled to feed their children and send them to school. Some quit farming. Others began growing the more profitable chat, a local narcotic banned in the US and Europe. Malnourished and forced to travel long distances to accept foreign aid, some farmers saw no alternative but to bring their families to government feeding centers.</p>
<p>The price of coffee has risen over the last few years, but little has changed in these communities. In Ethiopia, country that depends on coffee for about 40 percent of its export revenue, farmers make as little as three cents for every cup of coffee sold in the United States or Europe. Meanwhile, multinational coffee corporations collectively rake in as much as $80 billion each year, according to the film.</p>
<p>British film makers Nick and Marc Frances use Meskela and the Oromia Coffee Farmers Cooperative Union tell a larger story about poor countries that struggle to benefit from global trade. The film highlights the many corners of the coffee industry, from the Ethiopian growers who cultivate the best coffee in the world, to the NY traders who set the price, to the Seattle baristas at Starbucks who try to meet the high demand.</p>
<h3>Oxfam America's coffee work</h3>
<p>By working with producers in Ethiopia and Central America, and by engaging in consumer education, political advocacy, and corporate engagement, Oxfam seeks to create a world where small farmers are fairly rewarded for their hard work.</p>
<p>"Oxfam seeks to correct the imbalances of power at the root of unfair trade. This film highlights the vulnerability of coffee farmers and the disconnect that exists between poor farmers and huge profits," said Seth Petchers, Oxfam America's coffee program manager.</p>
<p>"'Black Gold' illustrates the gravity of the challenges facing coffee farmers—but those challenges are not insurmountable if people get involved. We're hoping people watch the film and get inspired to take action."</p>

<p>On the island of Mindanao in the southern Philippines, the climate is changing rapidly. "When I was just a child, I remember droughts happening every five years or so," says Lopiz Kamid, a farmer and local community leader on Mindanao. "But since the 1980s, there have been big changes in the weather cycle and seasons."</p>
<p>For villagers in Mindanao, once known as the food basket of the Philippines, extreme heat, droughts and flash flooding are now annual occurrences. They used to enjoy three planting seasons a year, generating bountiful crops from their fertile soil. Now, villagers are battling regular pest infestations and unpredictable weather, malnutrition is rising, and some villagers are forced to survive on bananas.</p>
<p>The worst crisis so far was the 1997 El Niño, which lasted for nine months. The temperature soared, plants dried, land cracked, and clean water sources were threatened. People left their villages.</p>
<p>In the village of Sepaka, last year's drought lasted for six months. All the crops failed and some farmers only managed to produce one sack of rice. In a good season, one hectare yields an average of 70 sacks of rice.</p>
<p>This year the farmers face an added crisis: many of the rice fields have turned black and dried up because of an infestation of black rice bugs. Nobody knows where the bugs come from, or why. All the villagers know is that they face food shortages again within the next six months. The people of Sepaka are desperate because they do not have staple foods.</p>
<p>One villager has decided to find a new way to survive in the face of a changing climate. He is Rasid Naim, 28 years old, from a family of farmers of rice and corn. In 2004, Rasid started to volunteer for Oxfam's operational project and received training in organic farming techniques. He applied these techniques to his father's hectare of land and soon found he was making huge savings by mixing his own pesticides and fertilizers instead of buying synthetic ones. He was able to pay his previous debts to traders and buy an additional 1.5 hectares of land, which is now an organic farm too.</p>
<p>At first, Rasid's fellow farmers teased him that his new approaches would not withstand the threats from insects and pests. But they did, and his success in organic farming has convinced 18 more farmers to shift from chemical-dependent to natural and organic practices. His experience proves that his own rice field withstood not only rice farm pests, but also intense flash floods and recurring droughts. Now Rasid is experimenting with an organic pesticide against the deadly black bugs.</p>
<p>It is still early days, but Rasid's work is just one of a myriad of grassroots adaptations to climate change that are already happening across the developing world. Rasid hopes for more support from the government for this kind of project.</p>
<p>"Organic farming frees us from poisonous substance from the chemicals found in the synthetic fertilisers and pesticides," says Rasid. "Our land is more fertile, our bodies are healthier, and we are happier that even the next generation, our children and grandchildren, can benefit from it."</p>
<p>Women's groups have also been created to generate income. One of their activities is making organic soap. They sell it to their neighbors and use their income to buy ingredients needed to make organic fertilizers.</p>
<p>"We need to save mother Earth," says Nor-aisa Iskak, one of the women fundraising to make organic fertilizers and pesticides.</p>

<p>The dry season has been a tough one for 60-year-old Lorenzo Charupá, a slim man wearing a frayed Adidas baseball cap. Standing next to his cattle cooperative's barn, on a hill deep in the forest, he can still smell the burnt vegetation from a recent forest fire as strong winds whip through the trees. The fire burned some of the brown, dry grasses and sugar cane stalks that were intended as food for the co-op's 54 cows. "Normally we feed the cows all the sugar cane in the dry season, so now we're not sure what we are going to do," Charupá says. He and his compañeros are clearing a new pasture, crossing their fingers that there will be enough grass to get their cows through the southern hemisphere winter and into September and October when the rains come.</p>
<p>Charupá does not seem particularly worried, as he is used to the uncertainties of raising cattle. Moreover, he is confident about the long-term prospects of his community: in June of 2007, the president of Bolivia announced that the Chiquitano people had successfully completed all legal requirements to attain title to a vast area of Santa Cruz's eastern forest known as Monte Verde.</p>
<h3>Claiming the original community</h3>
<p>The indigenous people took advantage of an agrarian reform law passed in 1996 that allowed them to claim "original community territories" known by their Spanish initials as TCOs.  The Monte Verde TCO has immense significance for the Chiquitano people. Their ancestors were moved out of Monte Verde in the 1700s by the Spanish and relocated to communities run by Jesuit priests. Chiquitanos were enslaved on haciendas and eventually forced to tap rubber trees in the early 20th century. The area near Charupá's village is part of San Antonio de Lomerío, a place of refuge for escaped slaves. Their descendents organized groups to work on the legal claim for their territory, while illegal logging decimated their forests.</p>
<p>It took more than a decade of hard work and sustained Oxfam support for the Chiquitano people to achieve their goal. Oxfam helped three local organizations, in Lomerío, San Javier, and the village of Monte Verde to coordinate their work and collaborate with the Center for Legal Studies and Social Research (known by its Spanish initials CEJIS) to get the technical training to gather satellite positioning data on the TCO borders and investigate 158 land claims by ranchers and other nonindigenous people trying to grab a piece of the territory. Only a small number of these claims were legitimate, and it was only through the legal support, technical data, and satellite photos gathered by the community members and CEJIS that the Chiquitanos could defend their claim from these interlopers, some of whom were using forged documents.</p>
<h3>Change can be dangerous</h3>
<p>Violence has been a continuous threat to the Chiquitano people for the last 200 years. Individuals forced into slavery were murdered if they tried to escape, and later when the ancestors of escaped slaves in Lomerío organized to win back their territory, their leaders were intimidated and attacked. "We heard of incidents in other communities where entire families had been pulled out of their houses and hung by their wrists under trees," Juan Soqueré, leader of the indigenous Chiquitano community in San Lorenzo said.</p>
<p>Opposition to the land investigations and the legal process from civic committees, representing nonindigenous business and ranching interests opposed to the indigenous people, became violent. When the land investigations exposed fraudulent claims, there was a strong reaction. One of the worst incidents involved Leonardo Tamburini, now 41 and the director of CEJIS. In 2001 while investigating one fraudulent claim, he was kidnapped.</p>
<p>"They beat me so badly they almost killed me," Tamburini said. "They put me in a pick-up truck, and took me to the Cattlemen's Association headquarters in San Javier—which is next door to the church.  They had me there for about an hour. There was a cattlemen's congress going on, and they paraded me around the patio of the restaurant, all beat up and bloody, saying 'This is what we do to the people who want to take our land away from us.'"</p>
<p>Tamburini refused to sign a document recognizing the cattlemen's claim to half the territory of Monte Verde, and after the mayor of San Javier intervened he was released. "They didn't accomplish what they wanted," he said.</p>
<p>Juan Soqueré said that gaining the legal title to Monte Verde has brought peace for the Chiquitano. "There are no more threats. And those that threatened us before have left the territory, and now we are all calm, living in peace."</p>
<h3>The future is now</h3>
<p>There are 33 communities, comprising roughly 5,000 people living in or near the Monte Verde TCO. They are now looking to the future and envisioning the best ways to manage and enjoy the roughly 3,830 square-mile territory.</p>
<p>Lorenzo Charupá says such planning will be essential for the future. "We are deciding together what areas are for crops," he says. "We are setting aside areas for grazing, hunting, and to preserve trees. We have a map showing all the different areas and what we will do there. Everything has its place."</p>
<p>José Luis Rivera, president of the indigenous organization of San Javier, says they have several ways of making more money:</p>
<ul>
<li>Grow more beans, rice, corn, yucca, and other crops for their own use and for sale in local markets.</li>
<li>Expand cattle raising improving their pastures, and produce more milk and cheese for sale.</li>
<li>Handicrafts produced by local women: hats, hammocks, leather belts, and ceramics.</li></ul>
<p>With the legal title in hand, the community has the confidence to make proposals to development organizations that might have otherwise been reluctant to support agricultural projects on lands the community did not legally own. "These institutions will have no doubt we can do these projects on our own land," Rivera says. "We have the right to our land and can respect our culture."</p>
<p>Outside Rivera's temporary office, his compañeros are building a new office to replace the one burned down by thugs last December. The walls are up, and the smell of sawdust mixes with the wood smoke and cooking scents from a nearby restaurant. Pablo Solis Chuviru, 57, is looking at the new building and reflecting on the struggle to gain the legal title to Monte Verde and what it means for the future for his small village, Turuxnapez, which means "Heaven's Door" in the local Bésiro language. "I hope we can hunt and fish, and use our trees in an orderly way," he says, resting in a chair in the winter sun. "Now we are using a forest management plan so that our children will benefit from the forest. This is the future for them; they can see the fight we won. For them it is a treasure."</p>

<p>Dina Huarcaya and thousands of people like her in Pisco, Peru, have been struggling to find enough clean water for their families since August's major earthquake damaged local water supply systems.</p>
<p>"We get water from this ditch, which is a very dirty and murky channel, where garbage is dumped and even dead animals have been found," says Huarcaya, who lives in the town of Huaya Chica. But now, with the help of Oxfam, many families in Huarcaya's town have clean water to drink—thanks to the distribution of water filters and the training in how to use them. So far, the organization has provided 870 water filters in the districts of Humay and Independencia.  The goal is to improve significantly the quality of the local drinking water, which often comes from unsafe sources.</p>
<p>Not only did the quake obstruct canals and collapse water treatment and distribution facilities, it also revealed how poor the water quality was in some areas of the countryside. Before the quake, many families had to buy water from tanker trucks or draw it from wells and irrigation ditches. In all these cases the water was unhealthy.  The earthquake worsened this situation by increasing the risk of disease.</p>
<p>With the filters Oxfam has been distributing, people are able to remove impurities and sediments. Water that was initially murky, contaminated, and unfit for human consumption becomes clean and free from harmful micro-organisms.</p>
<p>"We get home tired after doing agricultural work (cotton cultivation) and now we have clean water without having to boil it first," observes Delia Mendoza Suárez, a 50-year-old mother of seven children in the village of Palto. Paltoand six other villages now have clean water for drinking and cooking.</p>
<p>Oxfam has been distributing water from tanker trucks in districts where the population does not have sources from which to draw water.  The agency is working in coordination with other institutions, such as United Firemen Without Borders (Spain), Pompiers Sans Frontières (France), and Action Against Hunger (Spain). Oxfam has successfully put into service three water treatment plants and has installed 45 water distribution points, including tanks (of 600 and 1,100 liters) and water storage bladders (of 1,500, 3,500, and 6,000 liters), making available an average of 20 liters of water per person per day in each village within the districts of Humay and Independencia.</p>
<h3>Health education</h3>
<p>"Children and adults get stomach illnesses because the water is not clean.  After the earthquake, the situation had worsened since there was no water. Now we have it again but it continues to be dirty," said Amalia Valdiviezo Meza, whose family now drinks filtered water.</p>
<p>To help address the ongoing problems, Oxfam is also coordinating a public health campaign through the local press. It's helping to spread information on the proper use of water, latrines, and hygiene to avoid the spread of disease.</p>
<p>"A month after the earthquake, the health risks keep increasing and we must not lower our guard.  On the contrary, we will double our efforts to promote hygiene and good health," says Mónica Ramos, Oxfam's public health promoter in Pisco.</p>
<p>As part of that effort, Oxfam has distributed 1,650 hygiene kits, which include soap, shampoo, brushes, and towels, among other items. To achieve a more complete response, latrines and accompanying sinks for washing are also being installed.</p>
<p>Helping Oxfam to achieve its goals have been members of "Jovos," or Young Volunteers for Disaster Prevention, who came from Moquegua, in southern Peru. Assistance has also come from members of the "Grufides" group who have been helping with the installation of tents and temporary shelters as well as with the promotion of public health through talks on hygiene and the proper use and maintenance of water filters.</p>

<p>From the start, the proposed Río Blanco mining project in the Piura highlands has raised concerns about environmental impacts in the communities of Ayabaca and Carmen de la Frontera. Such concerns are a principal reason the "no" vote won the non-binding referendum on September 16.</p>
<p>Although Minera Majaz has not yet submitted its Environmental Impact Assessment (EIA), there is reason to be concerned about the area's environmental future, especially if Río Blanco proves to be just one part of a mining "district," or group of mining operations.</p>
<h3>Considering the risks</h3>
<p>First, mining is an activity with high environmental risks, as <a href="http://www.minem.gob.pe/archivos/dgm/publicaciones/pasivosmineros/DATA/ANEXO%20D%20RESUMEN.pdf">a list of hundreds of environmental liabilities compiled by the Ministry of Energy and Mines</a> reveals. While it is true that a given mining operation usually affects a local area in a concentrated and relatively small manner—according to the company, the total area to be directly affected by the Río Blanco project will be around 4,450 acres (1,800 hectares)—it is also true that aquifers can be severely affected many miles downstream.</p>
<p>The potential contamination of the Río Blanco has become one of the main causes of unease for the people in the area, given that the proposed mining project is located in the river's headwaters. The Río Blanco is a tributary of the Chinchipe River, which forms the most important valley in the neighboring province of San Ignacio, in the department of Cajamarca. According to the study <a href="http://www.perusupportgroup.org.uk/pdfs/Mining%20and%20Development%20in%20Peru.pdf">"Mining and Development in Peru, with Special Reference to the Río Blanco Project, Piura,"</a> written by a multi-disciplinary team led by Anthony Bebbington, professor of the School of Environment and Development of the University of Manchester, the most serious environmental problems that the mine could generate are "the leaching of acidic mine waters (AMW) from the mining site, the heaps of tailings, and the piles of excavated material." According to the study, the high precipitation in the area (2,000 millimeters (6.5 feet) or more per year) "raises the possibility that rainwater could filter through the piles of tailings and excavated material, transporting contaminated metals to both surface and underground waters." The study indicates that another worrisome potential problem is AMW contamination of the water table, because the open-pit mine would probably be deeper than the groundwater in the area.</p>
<p>After analyzing the environmental variables and reviewing the technical proposal by Majaz, Bebbington and his team concluded that "it would be possible to handle the environmental impacts of the project as designed," provided that this is an isolated mining project. If Río Blanco became part of a large mining district, the situation would be different and the risks to the environment, and water resources in particular, would increase considerably.</p>
<p>At the same time, the team had reservations, given that the proposed mining technology "has never been used in an area with as much precipitation or a history of seismic activity" and hence "the possible combination of tailings/wet excavation material and seismic activity is a reason for serious concern."</p>
<h3>Weak regulations</h3>
<p>Minera Majaz states in many of its official notices that using of state-of-the-art technology will protect the environment. However, simply complying with Peruvian laws, which are regrettably weak, is no guarantee of true protection from environmental contamination. Vito Verna, Director of the Indigenous Communities and Environment Program in the office of the Peruvian Ombudsman observes that "the Peruvian state apparatus lacks an integrated environmental policy. For example, each industrial sector has (or should have) its own maximum allowable pollution limits, and there should be national quality standard for water, soil and air. The system does not work because the ministries have not yet put these standards forward, and consequently the National Environmental Council (CONAM) cannot approve them."</p>
<p>As a result, Peru has approved standards only for air and non-ionizing radiation [such as emitted by radio waves, or microwaves], but not for water (the existing standard is obsolete) or soil. Although a mining operation is required by law to treat its waters before discharging them into a body of water, the maximum allowable limits are so lax that they could even be Class III—waters suitable for irrigation or livestock, but not to sustain aquatic life. Thus, in Peru, a mining operation could exterminate fish, amphibians, and other river wildlife without breaking the law.</p>
<p>But the potential environmental impact of the Río Blanco project does not end there. The project site, in addition to being at the headwaters of a river basin, is located in the heart of a vast area of high-altitude cloud forests—the last sizeable area of tropical rain forests remaining in the department of Piura. These forests have great value in themselves, owing to their diversity and the fact that they form an extension of the forests of Ecuador and Colombia, and thus contain flora and fauna rare in Peru. Yet their greatest value is the connection they provide between the Tabaconas Namballe National Sanctuary (SNTN) in neighboring San Ignacio, and protected areas extending to the Ecuador border. The Río Blanco forest creates a "biological corridor," serving populations of animals that require large areas to be viable, such as the spectacled bear and Andean tapir—two endangered species protected by law.</p>
<p>A large open-pit mining operation in the midst of these forests, and the resulting human activity, represent a threat to the very survival of this corridor. Without it, the spectacled bears and tapirs of the sanctuary, which would lack the space necessary to survive, would be condemned to extinction. A World Wide Fund for Nature (WWF) study of the biodiversity of the sanctuary and its neighboring zones concluded that "the protection of a biological corridor between the SNTN in Peru and the Podocarpus National Park in Ecuador is critical for the preservation of the species that inhabit those areas."</p>
<h3>The future role of mining in Piura</h3>
<p>A final consideration: Minera Majaz is not the only company interested in conducting mining operations in the area. A glance through the government's <a href="http://www.inacc.gob.pe/download/boletin/BOLETIN_2005/ATLASCATASTRAL/VISUALIZADOR.HTM">Cadastral Mining Atlas</a> reveals, in addition to the Río Blanco project, concessions of several thousand acres in Carmen de la Frontera. Many of these are adjacent to the Río Blanco project—forming, on the maps produced by the National Institute of Concessions and Mining Surveys (INACC), a solid block of mining concessions in the forests of the Yanta and Segunda y Cajas communities. In context, then, the Río Blanco project is just the first of many future mining operations, which, as a group, constitute a potential new mining district in Peru—and whose environmental impact would be considerably more serious and significant than any single project such as Río Blanco.</p>
<p>It is imperative that the Peruvian government consider all the environmental issues at play in the Río Blanco case, both as part of the dialog process following the referendum and when it evaluates the EIA that the company must soon deliver.</p>

<p>Oxfam's advocacy work to support the agenda of small-scale farmers and workers in the new International Coffee Agreement (ICA) came to successful conclusion last week as members of the International Coffee Organization (ICO) concluded a year and a half of negotiations.</p>
<p>The ICA serves as the operating charter of the ICO, the only forum that brings the majority of coffee producing and consuming countries together to address critical issues facing the coffee sector. When Oxfam launched its coffee campaign in 2002 with the Mugged: Poverty in Your Coffee Cup report, the ICO was identified as an important venue for Oxfam's message to Make Trade Fair.</p>
<p>The new ICA reflects Oxfam's advocacy work and puts many important issues on the ICO's agenda for the coming years. Most importantly, Oxfam's advocacy agenda came directly from a collaborative process with 12 other organizations—mostly small-scale farmer organizations—and was reflected in the paper Grounds for Change which launched Oxfam's efforts at the ICO in May, 2006.</p>
<p>The following points, included in the new version of the ICA, are victories for small-scale farmers and work across the world:</p>
<ul>
<li>Recognition of the relationship between a sustainable coffee market and achievement of the Millennium Development Goals;</li>
<li>Objectives to develop a sustainable coffee sector in economic, social and environmental terms and enhance the capacity of local communities and small-scale farmers to benefit from coffee production;</li>
<li>Acknowledgement of the importance of establishing and strengthening cooperation with NGOs;</li>
<li>A new article on the ICA's project work, which has included efforts to improve farmers' productivity and sustainability;</li>
<li>Creation of a new 'Consultative Forum on Coffee Sector Finance' which will bring together experts to discuss finance and risk management with a emphasis on the needs of small and medium scale producers and local communities; and</li>
<li>Expansion of the ICO's role in disseminating information about the coffee supply chain with emphasis on facilitating access to information by small coffee producers to assist them in improving their financial performance.</li></ul>
<p>While the new ICA adds important elements to the ICO's mandate, the Agreement itself expresses intention. The true value of the new Agreement will be as good as the implementation, which means that while Oxfam welcomes this development it will continue to push ICO member countries to follow through on the promises made to small farmers and farmworkers.  In particular, Oxfam continues to call on ICO members to create forums for small-scale farmer organizations to have direct channels to voice the challenges they face as farmers struggle to earn a decent living from their coffee crop.</p>
<p>At a meeting in Belo Horizonte, Brazil last week, Oxfam's coffee sector allies from several countries—including coffee cooperatives and think tanks—cautiously welcomed the new elements of the ICA. With high level attendees from the Brazilian government coffee companies in attendance, they noted the importance of continuing to work in their countries to ensure a seat at the table alongside big business interests, as well as the need to ensure fair prices for family farmers and commitment to International Labor Organization's labor standards for farm workers. With the ICA completed, the hard work of implementing reforms must now begin.</p>
<p>In response to the developments at the ICO, Oxfam's partners and allies committed to push for representation in their national dialogue on coffee and their delegations to the ICO in order to build on the gains we have worked with them to achieve.</p>

<p>It took quite a bit of convincing before Mey Som agreed to be the first Cambodian to try the System of Rice Intensification (SRI) in 2000. But in the end, Som relented and, on a small plot of land, planted rice in a way that went against all his experience and instincts.</p>
<p>Following the advice of the Cambodian Center for Study and Development in Agriculture, or CEDAC, Som abandoned his use of chemicals in favor of organic fertilizer. He planted fewer seeds and spaced them widely apart. He kept the soil moist—without flooding it. He transplanted the rice seedlings while they were young and took the time to weed. Halfway through that first season, Som noticed his rice plants were growing bigger and stronger.</p>
<p>"The same seeds used to produce plants that came up to my knees," he said. "Now they reach above my head."</p>
<p>Since Som's experiment, CEDAC has trained more than 60,000 Cambodian farmers to modify their farming techniques to correspond with SRI. Like farmers in Madagascar, China, and Bangladesh, they have increased their yields by 50 to 100 percent, and sometimes more.</p>
<p>Yang Saing Koma, the president of CEDAC, better known as "Dr. Koma," calls it the "Root Revolution," and eventually he wants the majority of Cambodia's rice farmers to have joined in.</p>
<p>"It's just a question of changing your attitude and thinking," he said. "Conventional agriculture just looks at the plant above ground. With SRI, you look at the roots—big, strong roots."</p>
<h3>A new method takes off</h3>
<p>Using grants from Oxfam America totaling about $222,000 since 2003, CEDAC has used SRI to build financial and food security in one of Southeast Asia's poorest countries. More than 70 percent of the workforce depends on agriculture to make a living—most of them, rice farmers.</p>
<p>Dr. Koma says it's like a metaphor for human development. If you give people enough room to grow, they flourish. If you plant seedlings far enough apart, the seedlings sprout several stalks and the stalks produce hundreds of grains of rice.</p>
<p>He first learned about SRI after reading a magazine article chronicling the experiences of farmers in Madagascar. Jesuit priest Father Henri de Laulanié spent 20 years working with Malagasy farmers, refining a set of practices that required less land, seed, water, and money.</p>
<p>At first, the Cambodian farmers who are approached by CEDAC about trying SRI had trouble believing what they were hearing. Some even ridiculed the farmers who tried the new method.</p>
<p>When So Tith began planting through SRI three years ago, his neighbors saw him pressing fewer seeds into the soil and pitied him, thinking he couldn't afford to buy more. "They offered to give me some of their seed," he said.</p>
<p>Even after Tith's new stalks began to grow, his neighbors wouldn't attribute their sturdiness to SRI. They attributed it to "trickery" instead. But Tith didn't mind, for in a couple years these same doubters would end up changing their practices, and more important, their minds.</p>
<p>Accustomed to using oxen and carts to take water to their fields, they now fill jugs and carry them on their shoulders to small plots of land near their homes. They plant during the wet and dry seasons, doubling their production and incomes.</p>
<p>"Daily life is better than before," said Sorn Ton, another rice farmer who adopted SRI. "When we used to farm, there wasn't enough rice to support the family for the whole year. We had to borrow money to buy rice from others in the village. Now my family has enough to eat."</p>
<p>The farmers use the extra profits to invest in more rice seed, send their children to school, and participate in the simple joys of everyday life—the religious and family ceremonies, the weddings and festivals.</p>
<p>All this from a little bit of creative thinking informed by the people who work the land themselves.</p>
<p>"Throughout Cambodia, the farmers who adopted SRI—they have more self confidence. They see what they can get from what they do," Dr. Koma said.</p>

<p>Two years ago Alberto Malico was just one of some 300,000 cotton farmers in Mozambique struggling to make a living against the overwhelming odds of the forces of nature, the unfair contracts binding him to the cotton concession companies, and the inequitable international cotton markets.</p>
<p>Today he is an independent cotton producer and the President of FONPA, the National Cotton Producers Forum, which has organized small cotton farmers to become an equal partner with government and industry in improving the lives of small scale cotton farmers of Mozambique.</p>
<p>"The formation of a national forum is important because for the first time cotton farmers are represented at a national level and taken seriously by government and the cotton companies. We are now able to put pressure on government, raise the concerns of the small cotton farmers, and begin to address the imbalance of power relations between the concessions and the cotton growers," said Malico. "By joining together in associations we have found it easier to negotiate a better price for our cotton and to help each other by working together to improve our production and harvesting."</p>
<p>On a warm winter July afternoon in his home area of Naicole, in the largest cotton producing province of Nampula, Mr. Malico is meeting with local farmers to discuss the latest harvest and their concerns and needs. Two representatives of Oxfam America's partner, ABIODES (the Organic Agriculture, Biodiversity and Sustainable Development Association) which steered the formation of FONPA, are attending to discuss a local pilot project introduced during the last season.</p>
<p>The pilot project provided seed, spraying equipment, training, and draft animals for plowing to 50 members of three local farmers associations. The aim was to increase the area of production and productivity, boost cotton quality and yield per hectare, and introduce sustainable agriculture.</p>
<p>ABIODES Field Coordinator, Isabel Mazive says the project has had a significant impact, "Fifty smallholder farmers were selected by their associations to cultivate one hectare (2.45 acres) for each producer, with a total area of 50 hectares. We estimate that the average yield per hectare will be 900 to 1200 kilos, in contrast to previous average yields of 300 to 600 kilos per hectare. Other farmers not directly participating in the initiative have also been able to hire the animal traction services at a reasonable cost determined by the associations. This income has been used to support the growth of the local associations."</p>
<p>Isora Jamal is one of the cotton farmers to have benefited from the pilot project. Standing in the family field surrounded by head-high cotton plants she is satisfied with this year's crop. "The animal traction has been a big help in preparing the land in time for planting and allowed me increase my area of cultivation. The training and services have definitely improved the amount and quality of my cotton. It also saved us women a lot of time and manual labor in the fields, which means we have been able to spend more time on the other food crops. The animals have also assisted with transportation and water collection," says Jamal.</p>
<h3>Breaking the cycle of debt</h3>
<p>The success of the project has also attracted the attention of the National Cotton Institute which now intends to extend the use of animal traction nationally. The Director of the Institute, Norberto Mahalambe, notes that the organization of the small-scale cotton farmers is vital for growth and stability in the industry. "Cotton has been one of the most stable cash crops in Mozambique for the last 100 years," he said. "There are over 350,000 cotton farmers supporting some 1.5 million dependents on this crop. Income from cotton pays school fees, medical bills and many other essential expenses."</p>
<p>Most of the small-scale cotton farmers in Mozambique are tied to contracts with the privatized cotton concession companies. Under this arrangement the companies provide seed in return for the cotton crop. However, the farmers complain that the inputs and services are of poor quality and many farmers end up owing the companies more than they receive in payment for their crops. This cycle of debt deepens every year. In response, FONPA is lobbying government for an agrarian policy that protects and improves the lives of cotton producers. They also want agriculture banks to finance cotton production and processing in order to improve the quality of cotton and the small farmers' income.</p>
<p>Oxfam America helped establish FONPA in 2005. Mahalambe, the director of the National Cotton Institute, said that Oxfam's support for FONPA "has been fundamental in assisting farmers to get organized into a national forum, able to negotiate with companies and the government. The farmers no longer stand alone and they are much more informed and capable."</p>
<p>Davie Malungisa, Oxfam America's trade and livelihoods expert said that FONPA is helping the farmers gain more power in determining how cotton is produced in Mozambique, but that they are looking to other activities as well. "In the coming months FONPA will focus on offering services such as access to finance, improved inputs, value addition and crop diversification," he said. The overall goal of this work: "To increased the income and food security of small cotton farmers."</p>

    <item rdf:about="http://www.oxfamamerica.org/press/pressreleases/lebanese-farmers-in-crisis-after-month-of-war">        <title>Lebanese Farmers in Crisis After Month of War</title>        <link>http://www.oxfamamerica.org/press/pressreleases/lebanese-farmers-in-crisis-after-month-of-war</link>        <description>Donors meeting in Stockholm should respond to humanitarian need but not at the expense of other crises.</description>        <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Recent bombing in Lebanon has resulted in up to 85 percent of the country's 195,000 farmers losing all or some of their harvest at a cost of between $135 million and $185 million, according to initial estimates from the Lebanon government and the Lebanese Farmers Association, international aid agency Oxfam revealed today. </p><p>July and early August are harvest time in Lebanon, but the bombing made it too dangerous for many farmers to tend their fields. Crops including potatoes, tobacco, melons, and citrus fruits had to be left to wither or rot. The government&#x2019;s initial estimates put livestock loss at one million poultry birds, 25,000 goats and sheep, and 4,000 cattle. </p><p>The announcement comes at the start of the international donor conference in Stockholm to discuss aid for Lebanon's rehabilitation. </p><p>"The destruction of Lebanon's roads, bridges, and buildings is evident, but beyond the piles of bricks and mortar lies the less visible tragedy of acres of ruined farmland and rotting crops. The donors meeting in Stockholm must respond with new money to help this battered nation get back on its feet. However, international support must not be at the expense of other largely forgotten emergencies, especially in Africa," said Jeremy Hobbs, Oxfam International's Executive Director. </p><p>Poor people are hit particularly hard by these farm losses. The three main farming areas of southern Lebanon--the eastern Bekaa Valley and the northern El Hermel--have high levels of poverty. Of the 195,000 farmers, 75 percent are small-scale farmers owning one hectare or less. Thirty-five percent of people in Lebanon are either directly or indirectly dependent on farming. </p><p>Falling debris and scrub fires caused by the bombs ruined tobacco, olive, and banana plantations. In southern Lebanon tobacco farming supports 14,000 families (approximately 100,000 people), according to the state tobacco authority. The area was extensively bombed, and in some villages 85 percent of homes were reduced to rubble. In many areas, farmers still cannot go back to their fields due to unexploded ordnance. </p><p>In the Bekaa region farmers were left short of laborers, as the mostly Syrian farm hands fled Lebanon when hostilities began. Damage to water pipes and pumps, and electricity failure also caused major water shortages for irrigation. Thirty-three farm workers in the northern Bekaa valley were killed in an air strike as they were loading a truck with fruit in fields near the Lebanese town of El Qaa. </p><p>Ali Abd El Sater a farmer from Laat, in the Bekaa region, puts the losses of his smallholding of potatoes, melons, and cucumbers at $35,000. Ali said: "There are shortages of fuel, insecticides and fertilizers--all the things I need to rebuild my farm. Even if there weren't these shortages, I don't have the money now to buy anything. I fear for my children's future because I won't have the money to pay for their education." </p>

<p>A year ago, a tall, intensely focused man found his way to the Oxfam America office in Addis Ababa. His name was Kote Ibrahim and he came with two others: Kararsa Guracha and Wariyo Dullo. They had a plan. Would Oxfam listen?</p>
<p>In a conference room far from their native Liben in southern Ethiopia, the men painted a picture of that place—its herders, their hardships—that was so alive those listening to the stories could almost hear the cattle's hooves on the hard, dry earth and sense the struggles of the families who depended on them.</p>
<p>"These marginalized people living in the bush, in the dark, I see some light (for them)," said Kararsa. "I want to expand the light. I can't do it alone. I need people like you."</p>
<p>Their plan was simple: To help local herders by improving the health of their cattle and finding a way to educate their children.</p>
<p>They weren't looking for a handout: They were looking for a partnership. And they had come as community activists armed with local ideas for solving local problems. They even had a small reserve of cash—and livestock—donated by the Boren people to launch their initiative: the Liben Pastoral Development Association.</p>
<h3>Tackling the ticks</h3>
<p>Less than a year later, this newly formed group now has a two-room office in the town of Negelle—funded completely by the community. It has refurbished a youth hostel so that children will have a place to stay when they attend school in Negelle while their families move off in search of fresh pasture for their animals. And the association has inaugurated its first project with Oxfam's help: a tick bath designed to rid cattle of the troublesome insects that have caused herders extensive hardship.</p>
<p>The ticks have been taking a toll. They cause mastitis in the teats of the cows, blocking the flow of their milk, and depriving herders of an important source of food for their families.</p>
<p>That day in the Addis office, Kote had come prepared with the facts. His fledging development group had surveyed 100 families in the Liben area and found that out of the 700 milking cows among them, 502 of them had mastitis.</p>
<p>"You can imagine the impact of this problem at the household level," said Kote. "This has great impact on food security for Boren families."</p>
<p>But the problem, back then, was that there was nowhere for the herders to take their cows for treatment, and some of the traditional methods of tick control were no longer effective. In the past, before there were permanent settlements scattered around Liben, herders had kept the ticks at bay by burning the rangeland. The government now bans that practice.</p>
<p>Using a long nail, herders collect as many of the ticks as they can off their animals. They rely on chickens and a local bird called a "chiri" to help by feasting on the engorged insects. And in some places, herders also use a mixture of salt and tobacco which they rub on their animals to discourage the bugs from attaching themselves. But more needed to be done. Lots more.</p>
<p>And that's why the Liben Pastoral Development Association's first construction project was the cattle dipping bath located about an hour's drive from Negelle. It's a long concrete canal filled with water and a combination of chemicals. From a steep entrance at one end, the cows wade in and swim to the other side where they walk out into a draining area. Within 30 minutes, the ticks begin to drop off. A committee elected by the local community is in charge of running the bath.</p>
<p>It's an investment the community takes seriously: local families raised more than half the cost of the bath. Oxfam's contribution was $25,794. The project is benefiting about 25,000 people and has been in constant use since it opened.</p>
<p>At a recent inauguration ceremony, Liben residents thanked Oxfam in a way that befits a herding community: They honored the organization by roasting a sheep and placing a piece of sheep skin on the wrists of visiting staffers.</p>
<h3>Just the beginning</h3>
<p>For the people of Liben, this is just the beginning. The same day as the inauguration ceremony, the Liben Pastoral Development Association held a fund-raiser for its next project. Kicking off the event was a well-known elder who donated a camel—which could fetch up to $290 at market. His gift set the tone. By the end of the event, the community had raised about $10,000.</p>
<p>"The self-mobilization of this impoverished herding community was inspiring to see," said Tim Delaney, an Oxfam staffer who documented the day's events and tallied the donations: 55 cows, 73 goats and sheep, seven camels, and almost $2,000 in cash. "These are people whose only assets are their animals. Yet they were willing to give not because they had excess, but because they realize the importance of these projects. And they know they can't sit back and wait for donors to come along and offer money."</p>
<p>What's next on the agenda for the Liben Pastoral Development Association? With support from Oxfam, the group has plans to improve the water supply for about 5,000 people in the village of Hadhesse Korati. The association plans to install a generator, a reservoir, and two-and-a-half miles of pipeline so that the village and its school, health post, and veterinary clinic can all have a clean, reliable source of water.</p>
<p>A year ago, Kote spoke about his dreams for establishing night schools so students could attend classes after they had finished their herding chores. And he stressed the need for more health clinics in the area. For women having difficult labors, the nearest functioning clinic is more than 60 miles away. Carried on stretchers, they often die before they reach it, he said.</p>
<p>"As a Boren man, I feel ashamed," said Kote last year. "I can't do anything for my people. People are suffering from illness. They're thirsty. They're signing (their names) by fingerprint."</p>
<p>But now, Kote—and the herders of Liben—have plenty to be proud of, and a way to keep moving forward.</p>
<p>"Social change could not have been more clearly seen than at the inauguration of the cattle bath that day in Liben," said Delaney. "Everyone in our group was amazed at how motivated this community was and what they are capable of doing."</p>

<p>
Chinosiri, a tiny hamlet of stone huts perched about 16,000 feet above sea level in the Peruvian Andes, is the only home alpaca herder Jose Gonzalez Condo has ever known.</p>
<p>
At 39, he’s content there—even if he doesn’t have enough money to build his animals a shed to protect them from the cold and snow. That will come in due time, he says. For now, he’s focused on another project that has helped to make his life in these remote mountains a little more secure: the field of barley growing on a steep slope near his hut.</p>
<p>
That barley, soon to be harvested and carefully stored in a giant pit not far from the field, represents a lifeline for the 100 head of alpaca from which Gonzalez and his family make their living. The nutrient-rich grass will help tide his herd over should severe cold and snow damage their pasturelands again, as it did—with devastating consequences—in the winter of 2004.</p>
<p>
With the help of Oxfam America and its local partner, Asociación Proyección, herders in this rugged region of southern Peru have learned how to seed and harvest small plots of barley and oats at an altitude some people thought was just too high to yield a productive crop. They were wrong.</p>
<p>
“Two-and-a-half years ago we came here because the local government asked us to come, and when we suggested planting barley, everyone said we were crazy,” said Arturo Rivera Vigil, the field coordinator for Proyección. Today, small patches of deep green barley and oats dot the mountain plains, a buffer against future disasters.</p>
<p>
“It has changed all of their lives,” said a translator, speaking for Gonzalez.</p>
<p>
“The most important thing now is they can harvest and save the grasses for when the wind and snow hit,” said Simon Quispe Chipa, the mayor of nearby Caylloma, who has been supportive of the program. “Before the project, they couldn’t do anything to save the grasses.”</p>
<p>
With the help of the two agencies, villagers planted a total of 110 hectares—about 272 acres—with barley. Family plots are more than half an acre in size—large enough to produce sufficient fodder to help sustain their animals through the roughest weather between May and September. The yield was about 23 tons per family. And since the first successful season, the families and the wider Caylloma community have been buying the seeds themselves, without the assistance of the two agencies.</p>
<p>
The mayor has stepped in to help. Shoving open the door to a storage room in the Caylloma town hall—about a three-hour drive from Chiosiri—he showed off a huge stack of sacks. They bulged with barley seeds, filling the air with a sweet, earthy smell. The local government has been buying the seeds in bulk at a low price and selling them at cost to community members.</p>
<p>
But it’s not just the barley that is helping to keep the region’s alpaca herds strong. Oxfam and Proyección have also been working with the community on restoring and expanding 272 acres of swampy natural pastures on which the livestock grazes.</p>
<p>
By digging a series of narrow channels at a slight slope, villagers have fed water down into the pastures, allowing them to thrive and expand--with the help of clover they also planted.</p>
<p>
Speaking through an interpretor, the mayor, Quispe, emphasized the importance of these simple, but vital projects.</p>
<p>
“He knew how important it was to have shelter and improve the planting and seeding,” said the interpretor. “He knew that people living here didn’t have a chance to get a better quality of life, and felt strongly the people should improve their lives where they live.”</p>
