<p>The pool above the Gonnoruwa anicut is peaceful, cool, and long-awaited. Here, at a bend in the Malarara River, water that pauses above the dam nudges up against the sluice gate of a hand-dug channel.</p>
<p>"In my grandparents' time, my parents' time, and even my time, we had this idea to take water from the river for our crops," says D. A. Ekanayaka, who lives in the village. "All of these people for generations knew they could take water, but they didn't know how."</p>
<p>This is the dry region of Sri Lanka, where irrigation is the lifeblood of agriculture. Although the Malarara River is only a few kilometers from the village of Gonnoruwa, Ekanayaka's parents and grandparents had no way to transport enough water for crops from A to B. The result: crop failures, sometimes four seasons out of five. The villagers were nearly destitute, forced to depend on moneylenders to make up the endless shortfalls.</p>
<p>Then came the tsunami, which took the lives of 60 people in Gonnoruwa and a neighboring community. If the wave had struck on another day of the week, the village would have been spared: Gonnoruwa is 25 kilometers (about 15 miles) inland. But Dec. 26 was market day in the coastal town of Hambantota, and many of those who went to buy and sell never returned.</p>
<p>But when, in the immediate aftermath of the disaster, the villagers were offered food handouts by aid agencies, they took the long view: what they needed wasn't food; it was the means to grow it. If you really want to assist us, villagers told aid agencies, help us get water to our crops. Oxfam took them up on it.</p>
<p>A small group of village women took charge of the anicut project. It was they who negotiated with Oxfam, government irrigation authorities, masons, and vendors. And they organized the community to provide labor for jobs like transporting materials and mixing concrete.</p>
<p>But as women stepping into a leadership role normally occupied by men, they were put to the test from day one.</p>
<p>"At the start, the men tried to do some things just to see whether the women would give up. To see whether we had the courage to continue the work," says Mallika Abayakoon.</p>
<p>At home, there were complaints from husbands that the cooking, cleaning, and child care were being neglected; at the construction site, there were refusals to carry out the tasks assigned. But the women were a force to be reckoned with. When men balked at the labor asked of them or the wages offered, the women simply stepped in and did the work themselves—even when it involved heavy jobs like mixing cement.</p>
<p>But they always had the support of a handful of village men, Ekanayaka among them. "They didn't care about food, time, or anything," says Abayakoon. "They were like our fathers, our brothers, our very good friends. They treated us really well."</p>
<p>The anicut was completed in March of 2007, and the village that once struggled to produce a single crop can now grow two a year. What does this mean to the women of Gonnoruwa and their community? They are eating three meals a day; they have pulled themselves out of debt; they can grow rice and home gardens, too; they are building better houses for themselves; they are sending their children for extra classes and helping them continue with higher education.</p>
<p>But the gains don't stop there. The women's husbands—now proud of their wives' huge contribution to the community—support them in new ways.</p>
<p>"Most of the men changed their behavior because of the anicut project," says one of the women. "Now half of the household work is done by my husband, even if I'm at home."</p>
<p>And instead of a handful of men supporting women's leadership in Gonnoruwa, there are now scores.</p>
<p>K. Somawathi is a member of the women's group. She is shy and has a serious look about her, but when asked how it feels to be a respected community leader, she smiled and says, after a pause, "It's unbearable happiness."</p>

<p>Rort Kea rolls up his pants and steps down into the rice paddy. Walking backward through the mud, he takes the biggest seedlings from his nursery and plants them in a row. Trained in the System of Rice Intensification (SRI), Kea knows that by dividing the clump of seedlings and planting them farther apart, he can give the healthiest plants their best chance to thrive. But accustomed to using speed to carry out the task, he moves too quickly and winds up planting the seedlings too close together.</p>
<p>Standing on the dirt road above the paddy, Luy Pisey Rith watches the farmer as he works. A program officer in Oxfam America's East Asia office, he is skilled at observing a situation and determining the appropriate response. Rather than lecture Kea on the drawbacks of how Cambodian farmers have planted for generations, Rith simply walks around the perimeter, gathering scraps of wood. Crouching near the ground, he lashes the wood together, creating a grid. Then he demonstrates how to use the grid to mark off parallel lines for planting. Kea laughs as he watches him. But soon he's accepted the homemade tool, carrying it with him as he moves.</p>
<p>This is the reality of changing minds, not just practices, in Cambodia. Eight years after Oxfam's partner brought SRI to the region, some farmers are following many but not all of its 12 practices. They immediately accept the easier steps, which save them money on the front end—such as weeding, selecting fewer but higher-quality seeds, and collecting household manure to use as compost instead of buying chemical fertilizer. But when it comes to providing proper spacing for the seedlings or managing the irrigation of the paddies, they sometimes trip up.</p>
<p>This is where the proper balance of patience and persistence comes in.</p>
<p>"We try to bring them to the method slowly," Rith says. "If we asked them to follow it 100 percent from the beginning, not everyone would. They need time to change."</p>
<p>Time to change, and the proper motivation to do so. After just one harvest using some of SRI's methods, Cambodian farmers experience immediate benefits, producing more than they did the year before. It's the job of Oxfam and our partner, the Cambodian Center for Study and Development in Agriculture, or CEDAC, to educate farmers about how much more they could make. To respond to this kind of need, CEDAC started the SRI Secretariat, a permanent working group of local organizations providing training in SRI; the Secretariat is now a totally independent body housed in Cambodia's Ministry of Agriculture, Forestry, and Fisheries.</p>
<p>Farmers who follow all of SRI's 12 steps can produce 50-150 percent more rice compared with conventional farming. They grow enough to feed their families and sell the surplus at the local market. They save money buying fewer seeds and time collecting less water. The plants are bigger, hardier, and better able to withstand some pests, droughts, and floods. At a time when the poorest 40 percent of Cambodian people struggle to deal with rising food prices, spending as much as 70 percent of their income on food, it's these promises of more stability and security that move them.</p>
<p>"The increased yields and decreased inputs convince the farmers," Rith says.</p>
<h3>Mey Som's legacy</h3>
<p>Created in the 1980s by a Jesuit priest in Madagascar, SRI is flourishing in places—like China and Bangladesh—where rice is the staple of every meal and farming is the main occupation. Having learned of its success, CEDAC brought the method to Cambodia in 2000, choosing a farmer named Mey Som as the first trainee.</p>
<p>I first met Som almost two years ago at his home in Tro Paing Raing village. We'd come during the dry season, when all the fields were yellow, the rice plants dry and stalky. Back then, Som told me that he had seen big changes with SRI just halfway through the first season; he'd noticed that his seedlings were growing bigger and stronger. The same plants that had once grown up to his knees were now growing past his head. Som was so encouraged by the results that he began traveling around the country with CEDAC, talking to other farmers about his experiences, explaining how a technique that requires less water and fewer seeds could actually produce more rice. It's all about the roots getting the right amount of water, sunlight, and nutrients, he told the farmers, a refrain I've heard from so many other farmers since then.</p>
<p>When Som, 68, farmed using conventional methods, he barely grew enough to feed his family. He still depended on his daughters' incomes; they were working at a garment factory in Phnom Penh, a two-hour drive from their village in Kandal province. Now, Som's farm is so productive that his daughters quit the factory to run the day-to-day operations. Their father no longer depends on their incomes; instead, he's teaching them to carry out SRI.</p>
<p>Earlier this morning, we watched as the sisters used strands of wire to mark off straight lines in their paddy, planting each seedling in a neat, shallow row. One of Som's daughters, So Sophal, who is 37, said that following SRI meant putting more thought into the process. But that translated into less energy in the fields. When she plants fewer seedlings, she can cover the same area in half as much time.</p>
<p>"We used to carry the seedlings by ox cart. Now we carry them by hand," she says. And "before, I used to hire labor from the village. Now just my relatives help."</p>
<p>Other farmers from Som's village admit that they struggled to convert from their traditional farming methods to all of SRI's practices in the beginning. It wasn't that they weren't interested in following the rules, Rith explains. Some steps are just harder to follow in Cambodia. For example, more developed countries like Vietnam have better infrastructure in place for irrigation and drainage. So it's easier for farmers to manage the water levels in their paddies. But the Cambodian farmers I spoke to say that they typically depend on rain for irrigation, and because of that, they keep whatever standing water that accumulates in their fields during the rainy season. It was only through their SRI training that they've learned how it's better for their rice to have shallow water soaking the roots.</p>
<p>This is one reason proper SRI training is so crucial; it takes these sorts of problems into account. For example, CEDAC trained Som's family and other farmers like them to build fish ponds near their rice paddies. During the wet season, farmers can use pumps to remove the excess water from the fields and use it to fill their ponds. During dry spells, they can use the water in the ponds as a backup supply to irrigate the fields.</p>
<p>In addition to the ponds, CEDAC teaches SRI farmers to cultivate vegetable gardens and fruit trees. By diversifying their livelihoods, farmers can eat and sell other crops when changing weather patterns or insects (like brown plant hoppers) damage their rice. But they can also use the new crops to support SRI itself. For example, Som uses the pumpkins, papayas, and mangos he grows to make natural compost. The new activities mean more to keep track of on the farm. But that can be a good problem to have, Som says.</p>
<p>"I'm busier, but I have more food to eat. I can sleep better because I don't worry."</p>
<h3>Rice and microfinance</h3>
<p>Perhaps the greatest attraction of SRI, particularly in poor countries like Cambodia, is that with just a bit of training and virtually no technology, farmers can earn big returns. This approach makes it the perfect partner for another Oxfam initiative, this one a microfinance program called Saving for Change. In August 2005, Oxfam began providing funding and technical assistance to CEDAC, the same organization that trains farmers in SRI, to form savings groups in 14 provinces throughout Cambodia.</p>
<p>Together, the savings group members focus primarily on their financial well-being, pooling their money (a few dollars from each farmer each month) to provide loans to their neighbors. The groups set their own interest rates, with the understanding that all the interest earned goes back into the community fund. They use their monthly meetings to review the bookkeeping for financial transactions in their group and to handle any outstanding payments or collections. But when that work is done, many farmers use the meetings as an outlet to exchange information about their experiences with SRI or any other issues in the community that they want to discuss.</p>
<p>"We have a monthly meeting, and we talk about our experiences in agriculture and other things," says Kea, the 37-year-old farmer who, thanks to Rith, is now using the homemade wooden grid to plant in Kompong Speu province's Prey Kdai village.</p>
<p>In a country where 75 percent of families lack access to financial services, particularly the more than 10.5 million people who live on less than $2 a day, pairing SRI with community savings groups helps individual farmers. But because the money stays in the villages instead of going to outside lenders, the communities prosper as well.</p>
<p>In fact, some farmers say they don't even ask for loans for their own use. They make enough money selling rice to provide for their families, pay off their farming expenses, and leave what they've contributed within the savings group. These farmers allow their neighbors, who might not be as fortunate, to take out what they need to support their small businesses or pay for farm equipment, seeds, school fees, and medicine for their family members.</p>
<p>Roeun Youn, 47, a rice farmer from Som's village in Kandal province, says that, thanks to SRI, she now produces 1,600, or 50 percent, more pounds of rice per acre. She earns enough to put away 2,000 riel (50 cents) per month in her community fund.</p>
<p>"But I haven't borrowed any yet. I want the other villagers to be able to use the money," she says.</p>
<p>Oxfam is working to grow both our SRI work and our savings group work. Our partner, CEDAC, and others hope to teach the innovative agriculture method to farmers in 12,000 villages in Cambodia over the next  five years. And thanks to a new, nearly $12 million grant from the Bill and Melinda Gates Foundation—the largest single purpose grant ever received by Oxfam America—our microfinance program is slated to grow to over half a million members worldwide over the next three years, or over 180,000 new members in Cambodia alone.</p>
<h3>Building stronger communities</h3>
<p>Having worked together to improve their understanding of farming techniques, manage each other's finances, and respond to family emergencies, Cambodian farmers who participate in SRI and the savings groups now say they feel a greater sense of solidarity and closeness with their neighbors. This is no small feat in a country still recovering from the ravages of the Khmer Rouge.</p>
<p>As neighbors learn to trust neighbors, these farmers build loyalties and relationships within their communities. Last year, Sophal took out a loan for 50,000 riel (about $12) to buy fingerlings, or young fish, for her family's pond. Knowing that her neighbors depended on her to pay back the loan as soon as possible so that the savings group fund could keep gaining interest, Sophal says, "I paid back the loan within six months—including the 3 percent interest."</p>
<p>As one of the Cambodian farmers participating in both the SRI and the savings group, Sophal's work is totally integrated and the benefits, ever expanding. She uses the water from the pond to irrigate her rice. She uses the fruits and vegetables to create compost to nurture the rice. The fish, vegetables, fruit, and rice feed her family. And the extra profi ts from selling those crops go into the savings group.</p>
<p>Her father, Som, summarizes it simply: "When I did conventional farming, we didn't have enough rice all year. We didn't have vegetables to eat. We didn't have enough water to bathe. Now we have a surplus."</p>

<p>It is almost 6 a.m. in Phnom Penh, Cambodia, as the light of day seeps through the windows of Yan Savan's house. She has already been up for an hour cleaning and making her kids' breakfast. She says she will skip breakfast and save her portion for  herkids so they will have enough to eat before school. Her commute to O'Russey Market in the city center where she owns a fish stall takes nearly 45 minutes so she needs to get moving soon if she wants to greet the morning fish delivery.</p>
<p>"There is not as much fish coming from the lake like there used to be," she says as she wraps her head with a kroma, a traditional Cambodian scarf. "Buyers are the same. Not as many."</p>
<p>At the same time, 88 miles away on a small fishing boat at the southern tip of Tonle Sap Lake—Cambodia's largest lake—Hem Von is taking a break from his work to eat some rice that his wife prepared for him. Even though it is only 6 a.m., he has been fishing non-stop for the past two hours. His next break will come at 11 a.m. when he goes to sell his fish. After that, he will continue to fish until 8 p.m.</p>
<p>"It is one way or another," Von says with an exasperated sigh. "Sure my fish have gone up in price, but so has everything like the fuel for my boat. I can't catch enough fish to buy food for my family, and so we don't eat as much. It is a miserable way to live."</p>
<h3>Earnings spent on food</h3>
<p>Like the rest of the world, Cambodia has seen the cost of living increase in the last few months. In the past year, the country's staple food, rice, has increased in price 100 percent. A recent survey conducted by an Oxfam partner shows that for the poorest people in both rural and urban areas, getting adequate food is a daily struggle, with 20 percent of the population living hand-to-mouth on about $2 a day. The survey also showed that fisherman like Von will have a tough time coping with the rise in prices, since fish prices have only gone up 20 percent, while the stocks in the lakes and rivers continues to dwindle.</p>
<p>The hardest hit by this imbalance will be people like Savan and Von. Like most Cambodians, they spend about 70 percent of their income on food. By comparison people in the US spend about 10 percent. To cope with the soaring food prices, people are buying and eating less food—adding to existing malnutrition rates and the poor economic outlook of Cambodia.</p>
<h3>Fishing and frustration</h3>
<p>Back at the southern tip of Tonle Sap Lake, in the village of Chnock Tru it is 11 a.m. and fish buyer Lor Bun, 40, is setting out scales and money on a straw mat under a make-shift shelter. In front of him several young men spill out of the back of la arge truck, preparing crates and baskets with ice to transport fish to Phnom Penh. Bun, the main fish buyer in the village for the past seven years, says he has seen prices continue to rise as buyers in the market decrease. He says that the price of rice is the highest he has ever seen it.</p>
<p>"We are increasingly concerned about the prices of fuel, food and there are fewer fish, but I have not seen a big drop in profits yet," he says.</p>
<p>Von, the fisherman, who is standing nearby waiting for his baskets of fish to be weighed, says that Bun has coached the local fisherman on how to raise their prices.But even with that he isn't making enough from selling his fish to cover the extra costs.</p>
<p>"We want to cry. We want to shout. But we don't know at who," he says.</p>
<h3>Solutions for small-scale producers</h3>
<p>Brian Lund, Oxfam America's East Asia regional director, says there are a number of people that need to get involved.</p>
<p>"To solve this issue we can not look to the Cambodian government alone," Lund says. "Donor countries should support the country's effort to support small scale food producers in their agricultural input, resource management, and sustainable production techniques."</p>
<p>In addition, Lund says that providing people living in poverty with the knowledge, skills, and confidence to effectively manage their resources and assisting them to effectively engage and interact with the markets, can ensure they will benefit from selling their products in the market.  Nearly 80 percent of people in Cambodia make a living from agriculture, so higher prices offer the possibility of a better livelihood.  However, with the agriculture sector accounting for a quarter of the gross national product, strong efforts must be made to ensure that benefits reach small-scale producers in remote markets, not just large-scale commercial operations and agribusinesses.</p>
<p>"And it is important that as investments and aid is given to Cambodia to help with rising costs, that it be a transparent and accountable process," Lund says.</p>
<p>At the same time agriculture investments need to better incorporate poverty reduction elements to create a better environment for small farmers to produce and sell their agricultural products so that they can invest in their family's future.</p>
<h3>Working harder for less</h3>
<p>Von Siphou, 42, dices pineapples in the mid-day heat in Kandal, a Phnom Penh neighborhood. 3 p.m. is the hottest time of day in the city, where the heat comes off streets and buildings in waves. And it is the best time for selling juicy, ready-cut pineapples.  For about eight cents more per pineapple, Siphou takes off the rind, cuts it into bite-sized pieces and provides customers with a plastic carrying bag and toothpicks to make the fruit easier to eat—fast food, Cambodian style. Several months ago Siphou saw profits of $7 on a good day. Now she says she is lucky if she breaks even. If she raises her prices—even by a few cents—no one will be able to afford the service, she says.</p>
<p>"I am working as hard as I can and it is not good enough," she says, chopping up a mango. "The only thing left to do is to not eat."</p>
<p>Across the street, Phi Thoeng, 27, is also at his peak time for selling spicy papaya salad out of his street-vendor cart. In the mornings he sells fried noodles while his wife cuts up and prepares the papaya for him to sell starting at noon.</p>
<p>"This is a new business for us, and it is hard work," he says. "My wife and I are doing OK, but we are eating less.You have to manage somehow."</p>
<h3>One good day</h3>
<p>It is now 7 p.m.. Darkness is falling and the heat of the day is receding. As she cleans bits of left-over fish from her counter, Savan, the mother who rose early to fix her children breakfast ,says her family also is coping by consuming less food.. The traffic outside of O'Russey Market is still at a regular hum. Savan won't get home for another hour, but today she doesn't mind.</p>

In this issue of <em>OXFAMExchange</em>, we've included some information at the end of each article to help you think about how the lives of people around the world are affected by our political choices here. Oxfam is nonpartisan: we ask all the candidates to take concrete steps toward finding lasting solutions to poverty and social injustice. The incoming administration will assume responsibility for a country in crisis—fighting two wars and an economic recession. These are undeniably difficult times. It is all too easy to feel that real change is nothing more than a pipe dream. When cynicism or doubt gets the better of us, we must all remember: Oxfam has always and will always invest most heavily in people's efforts to transform their own communities. The people featured in this issue leave no doubt that determination and innovation can create change—with or without strong federal leadership. And these successes are what keep us all going—these and your shared commitment to the possibility of a world without poverty and injustice.</p>

<p>The Macrademia Botanical Garden in Palmira, in the province of Cienfuegos, Cuba, has 1,300 different plant species and is the one of the largest botanical garden in the country. In this garden, beneath the shade of fruit trees and palms, we meet with a group of 20 women, all leaders. With the sound of roosters crowing and birdsong in the background, we talk about the changes in the role of women in the National Association of Women Farmers (ANAP), which has been made possible, in part, by an Oxfam International project.</p>
<p>"The project has been very favorable for us, because we have seen ourselves embark on a really positive path within ANAP," Ydalmez Gonzalez says. "And for my personal experience, it has been very fruitful. We learned about gender, organizing, communication, computers, and organic agriculture. We learned a lot and it is very satisfying."</p>
<h3>Creating jobs and new leaders</h3>
<p>Many women in the rural areas of Cuba are looking for work, but there aren't many opportunities. Oxfam is helping to solve this problem by including in its projects the construction of greenhouses and nurseries where women can work. In addition, ANAP has organized workshops on gender in order to lift women's self esteem and create new leaders. Today, in the municipalities of Roda and Palmiras, there are 60 new women leaders.</p>
<p>"This project has been a base for us to continue working on what we have dreamed about for years. Women have the same rights as men, the law says so. But in the real world, from a social point of view, it isn't so," says Alberto Curbelo, president of ANAP in Cienfuegos. "Today, because of this project, 53 percent of the leaders in this province are women. So, when we saw these excellent results, we decided to develop a gender strategy for ANAP nationally. This strategy allows us to identify the problems that limit women's participation in each cooperative and find a way to resolve it. What's more, the project helps women and men identify their own strengths and potential."</p>
<h3>Personal growth</h3>
<p>For Carmen Padron, president of a credit and services cooperative, ANAP's gender work has been the key to her development. "I started out in ANAP in an administrative position in a livestock cooperative," she says. "Because of this women's leadership project, I began to feel more confident. I started to take on other responsibilities within the same cooperative. I worked a little in sugar cane production, taking on a little more of the role of a director among my workmates. And my workmates, apart from respecting me as a woman, saw me as a leader."</p>
<p>"Later, I went on to manage a 125-member sugar cane cooperative," she says. "It wasn't difficult. I learned a lot in the women's workshops. I felt confident. I learned to direct, to communicate, how to talk to my workmates, how to get them to do things without offending them, without mistreating them, or imposing myself upon them.  I used the power of persuasion. But when I went on, a few months ago, to lead an entire cooperative I thought they might reject me. But they didn't; they accepted me. And since I had experience, it wasn't difficult.  The farmer today is not the same as before. He accepts the fact that women lead, that they have opinions, and he takes them into consideration. So it wasn't difficult to be a woman leader. But if I hadn't have had all these training sessions, all this instruction, all this knowledge I had acquired, I wouldn't have been able to do it. I would have stayed behind a desk, scribbling numbers. No one would have been able to get me out of there."</p>
<p>It isn't just older women who are discovering these new abilities and possibilities. Only in her twenties, Yamelis Ferron was a speaker at an official ceremony. She spoke to thousands of farmers.</p>
<p>"It was really exciting, because after I spoke people said, 'I didn't know you were capable of that,' and 'I didn't think you had the courage to stand up and speak in front of so many people,'" she says, remembering her experience. "In school I would panic whenever I had to speak to large groups. But when I got involved in this movement of women leaders, little by little I lost that fear. I feel very proud to have started from the rank and file. I am now deputy in the municipality of Roda and I continue to work. They are small steps, but steps you notice."</p>

<p>Since 1996, <a href="http://www.oxfam.org">Oxfam International</a> has been working in Cuba to improve food security through organic <a href="/issues/agriculture">agriculture</a> projects, and projects aimed at diversifying agricultural production. One of Oxfam's partners in this area is the National Association of Small Farmers (ANAP), which brings together more than 4,200 cooperatives with 330,000 members nationally. ANAP's has taken some Oxfam-funded local projects and, using its own resources, replicated them on a national level.</p>
<p>Members of Oxfam International have also provided grant support for neighborhood social programs, such as the world-renowned Martin Luther King Center, a leader in popular education.</p>
<p>Cuba's civil evacuation and protection system is widely renowned for its excellence. Oxfam works with Cuba's Civil Defense to help communities prepare for <a href="/issues/disasters-conflicts">disasters</a> and has helped Cuba significantly reduce its vulnerability to hurricanes. In 2004 Oxfam America, as part of Oxfam International, documented these experiences and lessons in the publication "Weathering the Storm: Lessons in Risk Reduction in Cuba."</p>
<p><a href="/issues/equality-for-women">Gender equality</a> is a priority in all the projects Oxfam supports. While Cuban women enjoy a wide array of rights, there continue to be gaps, particularly at home. Supporting research and sensitivity training, particularly in regards to violence against women, is a priority for Oxfam in Cuba.</p>
<p>As part of Oxfam International, Oxfam America has contributed roughly $1.1 million to Oxfam International's work in Cuba since 1995. All of Oxfam America's grants were approved by the US Department of State, and mostly supported agricultural transformation projects designed to improve <a href="/issues/hunger-food-security">food security</a>.</p>

<p>"I lost 90 pounds. Our diet dropped from 3,000 to 1,800 calories per day. There was no gas and I had to bike to work—nearly 35 miles a day," says Jose Aguilar, a researcher at the Institute of Economic Research. His experience was typical for Cubans during the crisis of the 90s.</p>
<p>In the 1980s, 80 percent of Cuba's trade was with the Socialist Block. With the fall of the Berlin Wall, this market disappeared and the economy practically collapsed. From 1990 to 1991 Cuba's imports declined by 73 percent. The agricultural sector, centered on intensive sugar production for export, depended on imported supplies. It hit rock bottom.</p>
<p>Then came the Cuban Democracy Act of 1992 (also known as the Torricelli Law) and the Helms-Burton Act, prohibiting companies that receive US subsidies to trade with Cuba, and excluding ships that dock in Cuba to visit the US for six months. This resulted in Cuba paying more for shipping because ships had to come from very far away and often solely to go to Cuba.</p>
<p>There were shortages of everything: medicine, gas, food, soap, toilet paper, and matches. "My bones were protruding here," says Jose Diaz, a 66-year-old architect, pointing to his ribs. "I had to sell my car because there was no gas. I lost 80 pounds, since there wasn't enough food and I was biking to work. But now I have a pot belly. I eat everything put in front of me."</p>
<h3>Overcoming the crisis</h3>
<p>To confront this crisis, Cuba's doors were opened to tourism and certain economic activities were liberalized, like small restaurants and fruit and vegetable markets. Later on, foreign currencies were allowed to circulate. Today, in addition to the Cuban peso, a convertible peso is circulating and can be used to make purchases in many stores and restaurants. Cuba also started to diversify its exports, focusing on medical services and biotechnology, distance learning, and commodities like nickel and tobacco.</p>
<p>What little foreign currency entered the country was used to maintain basic social services. In meetings with the Ministry of Education and National Institute of Economic Research, representatives were proud of the fact that no educational or health facilities were closed, and the weight of the crisis was distributed in an even manner.</p>
<p>The agricultural sector had to adapt to new conditions, and change from a monoculture, export-oriented model to the organic production of food for local consumption. Cuba is now considered the biggest laboratory for organic agriculture, in part because there are no chemical products available in Cuba for many of its crops.</p>
<h3>Cuba today</h3>
<p>In recent years, Cuba is slowly emerging from the crisis. In 2005, economic growth was at 11.8 percent; the next year 12.5 percent. During 2007 it grew 7.5 percent, thanks partly to a relaxation of some aspects of the US embargo. The United States is now Cuba's fifth largest trading partner.</p>
<p>The GDP of the country is higher than it was in 1989 when the crisis began. But this doesn't mean that Cuba has fully recovered. There are still great challenges ahead, like transportation, housing, and food security, to name the most pressing. Even though the average diet has increased to more than 3,200 calories per day, there is still much to be desired in terms of variety. There are shortages of milk and beef, and crop yields are lower than they were in the 1980s. The country spends a lot of money importing subsidized food to distribute to the population. But that food only covers half the population's nutritional needs. The buying power of salaries and pensions are insufficient to cover basic needs. Despite substantial increases, an average family still needs the equivalent of three median salaries to cover their basic needs.</p>

<p>Down a narrow path, past a stand of teak trees, and deep inside a dense cocoa plantation lays a large pile of recently harvested cocoa pods. The bright yellow and orange spheres belong to Gladys Amankwaa, who is showing them to visitors and explaining that she should get about 10 bags (65 kilos, or 143 pounds each) of beans from this pile, about 20 percent of her annual harvest.</p>
<p>Amankwaa, 48, is a serious, no-nonsense business woman who rarely cracks a smile, but is patiently answering questions about her farm. She is gracious to visitors because she wants them to know she will not willingly sell her six small farms to an American mining company intent on exploiting the gold under the land in her Ghanaian village, Mehame, which means "don't bother me" in the local Twi dialect.</p>
<p>Amankwaa looks around the cocoa pods and all the trees. "This land was given to me by my grandmother; it had old cocoa trees on it and I cut them down and planted new ones," she says. "Now they are growing very well. This is what I depend on for everything, to keep my children in school and all the money we use for food we eat, the house we built, everything is from the cocoa farms."</p>
<p>"This farm is my life," she says finally, "My life is this farm."</p>
<p>The farmers here are industrious. One stood up in an informal meeting back in town to say "If you grow cocoa and don't make money, then you are not working hard." And the farmers in Mehame do make money: Amankwaa earns about $3,200 per year, which is roughly six times the national average income in Ghana. She and her husband have three children. The oldest is finished with school and growing cocoa himself, and the other two are in high school, a boy and a girl. They have a large concrete house with a proper roof, electricity, and clean water from a well.</p>
<p>Given everything they have achieved in Mehame, some of the farmers are skeptical about the proposal to expand the nearby Ahafo mine into their village, swallowing up their cocoa farms and homes. In exchange they would get compensation for their land and be given new homes somewhere else, but this is not an attractive option to Amankwaa and some others. "We don't want to be resettled somewhere, to be sent to another place, to another person's land," Amankwaa says. "We just want to be at peace with our farms and our children."</p>
<h3>"People here have courage"</h3>
<p>The American company looking to expand its mine into the area near Mehame seems to have the support of the government, and there is little opportunity for the local farmers to express their opposition to the mine expansion.</p>
<p>At first there were just rumors, then the villagers heard chainsaws in the forest, and found crews exploring for minerals without their permission. The company, Newmont Mining of Denver, arrived for formal visits with the chief, along with representatives from the Brong-Ahafo regional government, and a member of parliament. "Later on we heard the company found people and pushed them to say they wanted mining here, and used them to prove the community approved," Amankwaa says. She says this compelled opponents of mining to call on Oxfam America's partner WACAM to teach them how to defend their rights.</p>
<p>Working with WACAM, the farmers attended workshops in communities already affected by mining to learn about the potential social and environmental costs like pollution to the many streams that feed their farms. And they are learning to organize themselves, Amankwaa says. "With their advice, we have been able to unite and advocate for our position."</p>
<p>When a group of farmers convene to discuss their concerns about mining, the talk inevitably turns to ways they can defend their farms. Hannah Owusu-Koranteng of WACAM cautions the group against violence: "Protect your property, but don't sacrifice your life," she tells them. "Not all struggles should be violent. You can struggle by jaw-jaw, [talking], use your wisdom and language to win your struggle."</p>
<p>Abdullah Selifa, a 28-year-old employee of WACAM in Brong-Ahafo, says their first task it to ensure farmers like the ones in Mehame understand their rights in Ghana's constitution.</p>
<p>"We are fortunate to live in a democratic country," he says, and goes on to describe the articles in Ghana's constitution that protect the right to private property.</p>
<p>Nevertheless, the farmers are sure to have concerns about confronting powerful forces. "The people here have courage, but they are concerned about intimidation," Selifa says. "So we try to show them that they do not have to be afraid of struggling for their rights in the constitution—and that the government is there to protect their rights."</p>
<p>The community's latest move is to write their political representatives to ask for help. If they get a negative response, Selifa says they will take legal action to protect their farms.</p>

<p>Berhanu Beyene, a soft spoken 45-year old coffee grower in Werka, Yirgacheffe, says what is good for the environment is also good for business. He calls the giant sycamore trees and the many other indigenous trees that so gracefully loom over his coffee field the guardians of his family's livelihood.</p>
<p>Ethiopia's finest coffee is grown in the shade of native trees, which allows the coffee cherries to retain their moisture until they are ready to be picked. Without the shade of these generations-old trees, the coffee bushes would produce bitter tasting, inferior quality beans.</p>
<p>Berhanu says he knows it pays dividends to protect the environment. "One of our family plots had its natural shade deforested and so the coffee beans that particular plot yields are not of the expected high quality," says Berhanu. "Our cooperative union will not accept lower-grade coffee to be sold in the international specialty market, so we sell it for local consumption and make less money from it."</p>
<p>To remedy this problem, Berhanu is getting technical support from experts at the local agricultural bureau to reforest the plot with indigenous trees. The agricultural bureau is providing Berhanu and others in the area with tree seedlings.</p>
<p>With the mid-day sun peeking through the canopy of trees and the birds calling in the distance, Berhanu says he is at his best when he is hard at work on his family's coffee plots. "You see, it is not just the coffee bushes that enjoy the shades," he chuckles as he makes himself comfortable under a giant sycamore tree. "After a long day's work, a little rest under the shade of these old trees rejuvenates my soul."</p>
<p>Parents to 12 children, Berhanu and his wife Aster have been growing coffee for the past 10 years. They depend on the income they get from growing world renowned Yirgacheffe coffee to support eight of their children that are still living with them and are attending school.</p>
<p>Berhanu and Aster were new to the coffee business when, in 2001, the price of coffee sank to a 30-year low and the global coffee crisis hit Ethiopia—the birthplace of coffee. Rather than giving up in despair, Berhanu and his family were determined to ride out the storm and come out stronger than when they started. Oxfam America was by their side as it led a global campaign to bring the plight of Ethiopian coffee growers to the attention of national and international policy makers, consumer governments, international coffee roasters and consumers.</p>
<p>The couple says they have come a long way since the coffee crisis, which threatened their livelihoods and caused a shock to the country's coffee economy. Gone are the days when they had to sell whatever meager assets they had to put food on the table. "Our living conditions have improved significantly," says Aster. "As a mother, I dream of even better things for my family, but right now, I am secure knowing that my family is well fed, healthy, and that my children go to school".</p>
<h3>New Partnership</h3>
<p>It was just a little over a year ago that 238 coffee growers in Werka came together to form a primary cooperative under the Yirgacheffe Coffee Farmers Cooperative Union. Soon after Werka joined the Union, membership shot up to 300 when word got out that Oxfam America was launching a project to support coffee quality improvement by funding the purchase of an eco-friendly coffee washing station.</p>
<p>As a natural extension of its global campaign and advocacy work to help Ethiopian coffee growers earn better prices, Oxfam America is increasingly investing in coffee quality improvement, focusing on eco-friendly coffee processing. This is one component of Oxfam America's effort to help cooperatives produce quality coffee and generate additional premium by selling their beans on the international specialty coffee market. The Werka project is one of three such projects that Oxfam America has funded in three different coffee growing regions of Ethiopia.</p>
<p>The funding for Werka and the other two cooperatives was made available as an interest free revolving loan of about US$ 150,000 each to be paid back in five years to be re-invested in another cooperative, yielding much higher returns on initial donor investment. Financing the equipment with a loan makes cooperative members accountable for the loan repayment and solidifies the fact that they are the real owners of the investment.</p>
<p>By utilizing eco-friendly coffee processing, the cooperatives will not only increase their income as a result of selling washed coffee but also address environmental pollution related to the conventional coffee processing method. In the conventional method the coffee pulp and mucilage are removed from the beans and get discharged into nearby streams and ponds where they decompose and deteriorate the water quality of ponds and streams that the local community uses for household consumption. The eco-friendly method of processing reduces the amount of organic waste from the washing process and cuts water usage by 98.5 percent.</p>
<h3>Two Birds, One Stone</h3>
<p>Members of Werka cooperative are eagerly awaiting the next coffee harvesting season to begin using their newly installed eco-friendly washing machine. They say having such a facility on site will allow them to kill two birds with one stone—increase their income by selling washed coffee and also in the process conserve the environment that is so crucial for their ability to continue producing high quality coffee. With minimum additional investment, the accumulated pulp and mucilage, which are organic by-products of washed coffee, can be converted into bio-fuel, fertilizer, and animal feed to boost the income of coffee growers; Oxfam America has plans to invest in such a pilot project in 2008.</p>
<p>"Producing high-quality coffee will give us the legitimacy to demand better price in the international market," says Berhanu, his fingers moving nimbly as he carefully picks the ripened coffee cherries and places them in a basket. "So, the way I see it, the Werka project represents the best combination of solutions—earn more for our hard work, while at the same time preserving the environment that we depend on for our livelihoods."</p>

<p>A penny's worth of justice: That's all Florida tomato pickers were asking Burger King for. Last week, they finally got it.</p>
<p>Almost a year after the Coalition of Immokalee Workers, or CIW, launched its campaign to get the fast food giant to join McDonald's and Yum! Brands in paying field hands in their supply chain a penny more for every pound of tomatoes they picked, Burger King relented.</p>
<p>On Friday—along with an apology for negative statements its employees made about CIW—the restaurant chain announced its plan to work with the coalition to improve wages and working conditions for Florida tomato harvesters.</p>
<p>For Burger King, a multi-billion-dollar corporation, the deal reportedly costs it just $300,000 a year. But for farm workers, who earn an average of 45 cents for every 32-pound bucket of tomatoes they pick, that penny represents a near doubling of their wages.</p>
<p>"Today we are one step closer to building a world where we, as farm workers, can enjoy a fair wage and humane working conditions in exchange for the hard and essential work we do every day," said CIW's Lucas Benitez in a press statement. "We are not there yet but we are getting there and this agreement should send a strong message to the rest of the restaurant and supermarket industry: Now is the time to join Yum! Brands, McDonald's, and Burger King in righting the wrongs that have been allowed to linger in Florida's fields for far too long."</p>
<h3>37,000 petitioners</h3>
<p>For Oxfam America, which has long partnered with CIW and launched an on-line petition on its behalf, the agreement is proof that consumer pressure can bring about positive change. More than 37,000 people signed the petition calling on Burger King to work with CIW to improve the wages of farm laborers and enforce a code of conduct for human rights in the field.</p>
<p>"It once again proves these seemingly almighty corporations have to respond to consumer pressure," said Guadalupe Gamboa, and Oxfam program officer working with CIW. "Consumers want farm workers treated fairly and getting a just wage. And they want global corporations held responsible for acts of injustice in the supply chain."</p>
<p>Burger King got that message loud and clear—not only from fast food fans, but from an array of global activists concerned about the conditions in the hot Florida fields.</p>
<p>"We engaged Burger King at the highest levels," said Gamboa. "Oxfam America's president, Ray Offenheiser, sent a series of letters to the CEO of Burger King. The company also started to get letters from Oxfam affiliates in other countries. And Oxfam partner organizations in Mexico started to get active around the issue, too."</p>
<h3>Role of growers' group?</h3>
<p>The agreement Burger King has endorsed goes beyond the penny-per-pound increase CIW and consumer activists around the country sought. It also aims to encourage the broad participation of growers by paying them a half cent extra per pound of tomatoes. That money will help them cover the additional payroll taxes and administrative costs associated with the wage hike.</p>
<p>"Today, we turn a new page in our relationship and begin a new chapter of real progress for Florida farm workers," said John Chidsey, Burger King's chief executive officer, in a prepared statement. "We also encourage other purchases and growers of Florida tomatoes to engage in a dialogue."</p>
<p>Whether that will happen is still unclear. In November, the Florida Growers Exchange, which represents producers who grow about 90 percent of the state's tomatoes, announced that its members had chosen not to participate in any pact in which a third party set wages for their employees. Reggie Brown, the executive vice president of the exchange, said he was concerned about the legality of the arrangement and its potential for violating anti-trust and racketeering laws. According to CIW, the exchange even threatened to fine members $100,000 if they participated in the penny-per-pound plan.</p>
<p>Brown was out of the country and not available for comment following Burger King's announcement. But maintaining its earlier position on the wage hike will likely be difficult for the exchange.</p>
<p>"We're sure the Florida tomato growers are decent, hardworking people who want to see the industry prosper," said Gamboa. "I think it's going to be harder for the exchange to hold the growers in line because the extra money they will get—the half cent which averages out to 16 cents for each buck of tomatoes—will allow them to participate in the wage hike without incurring extra costs."</p>
<p>And it's not just the growers—exchange that might find it hard to hold back the rising tide of justice. It could start to improve the conditions for workers at the bottom of every food supply chain.</p>
<p>"We are exuberant about this," said Gamboa. "We're probably at the tipping point. When you get three major fast food companies agreeing to accept responsibility for improving wages and working conditions, it sets a very important precedent that other food buyers and retailers will have to follow. It says that getting decent pay and respect on the job is a basic human right."</p>

<p>Community meetings in La Paz begin with a prayer. After the villagers assemble in a thatch-roofed shelter, open on the ends with benches along the walls, the indigenous farmers stand up, make the sign of the cross, and start praying aloud&amp;mdsah;each individual in his or her own prayer. There is a chaos of murmured invocations: Middle-aged women in bright skirts and blouses clasp their hands in front of them, shaking them up and down, eyes closed. Men in T-shirts, jeans, and rubber boots look toward the sky, their arms outstretched, palms up, talking to God. Speaking in their Q'eq'chi language, they frequently use the word <em>mattiox</em>—thanks—in their prayers. They look peaceful. Suddenly their prayers end at exactly the same moment.</p>
<p>La Paz is a small collection of rustic shelters, on the side of the road 20 minutes from Lake Izabal in eastern Guatemala. It blends into the intense green hills, dotted with small corn fields and criss-crossed by footpaths. It is the scene of a struggle between indigenous farmers and an international corporation intent on exploring for minerals on the land the Q'eq'chi use for growing corn and beans.</p>
<p>Freddie Mo Qub, a young leader of the community, explains the situation: A mining company called Skye Resources has a license from the government of Guatemala to explore for minerals in the area. Property rights are not clear, and the company insists it has the right to charge them rent to farm on the 3,300 acres where they have lived and worked for many of years. Eventually, they are told, they will have to leave.</p>
<p>The people of La Paz have designated Mo Qub, 30, to learn about the plans for the mine, determine what dangers they face, and help them develop a strategy for the way forward. He has been participating in workshops run by the Association of Friends of Lake Izabal, or ASALI as it is known in Spanish. ASALI has also taken him to visit mine sites in the western highlands of Guatemala, as well as in Honduras.</p>
<p><a href="http://www.oxfamamerica.org/articles/we-are-united/defending-the-people-and-lake-izabal">ASALI's director Eloyda Mejía</a> is at the meeting. She says the workshops, which are done with help from Oxfam America, are designed to help the indigenous people in the area learn about their rights, and the ways that modern mines operate. When Mejía addresses the meeting, she says, "we want you to learn, see for yourselves, and make your own decisions about mining."</p>
<p>Mo Qub says the ASALI workshops are an invaluable source of information. La Paz is now connected to different areas of the country where indigenous people are experiencing similar problems. "If it weren't for these workshops, we would not have any clear information about the effects of mining in our communities," he says.</p>
<p>He has seen that mining communities in Guatemala <a href="/issues/oil_gas_mining">do not benefit much from the revenues from the minerals taken from their lands</a>. While they may be relocated and lose their fields and water sources, they may or may not get a decent job at a mine site, which usually hires skilled workers.</p>
<p>Mo Qub says after seeing the effects of mining on other indigenous people in Guatemala, Las Paz is not in favor of the Skye Resources project. "Everyone wants the mine to leave," he says about La Paz. "The same way it came is the way it can go. Mines use a lot of water, they pollute the water, and will damage the agricultural potential here."</p>
<h3>100 percent Guatemalan</h3>
<p>For the Q'eq'chi people, the situation is curious, and a bit infuriating. They pay to work land that has been theirs for many generations, and are being pushed to leave it altogether. "We are 100 percent Guatemalans," Mo Qub says. "How is it possible that a foreign company can accuse us of illegally occupying this land? The words they say to us are offensive, and deeply anger us."</p>
<p>The meeting ends with a prayer, just as it started. The farmers may pray individually, but afterwards a woman says they are working together to defend their small part of the world, where they have lived for centuries. "We are united," she says. "We know our children will have no place to go if we don't fight for our land now." Like many others, she is not eager to share her name with strangers.</p>
<p>As if to show they will remain here, several of the men sharpen their machetes, and start clearing the grass and weeds away from the entrance of the meeting place. They slice the grass with long graceful slashes. The machetes make a metallic ringing sound as the grass jumps away from the blades, which blur as they arc off to the side and back again.</p>

<p>El Salvador is at a crossroads in its path to economic development. High prices for commodities like gold have mining companies aggressively exploring and staking their claims for large-scale, industrial mining projects in this small country of six million, but many farmers, civil society organizations, and even the Catholic Church and government ministers are questioning this route to development.</p>
<p>Mining has never been a significant part of El Salvador's economy, but modern techniques make it attractive in some areas. The Canadian mining company Pacific Rim is currently exploring for minerals in three areas, and has requested a concession to restart mining at the El Dorado mine in the department of Cabañas where it says it has invested $28 million and can produce 1.2 million ounces of gold and 7.4 million ounces of silver. Pacific Rim is also in the early stages of exploration on its Zamora project, near Texistepeque, Santa Ana.</p>
<h3>Community response</h3>
<p>Farmers near the town of Texistepeque are skeptical about mining, and some have even visited large-scale mines in Honduras and come back opposed to any mining in El Salvador.  Salvador Antonio Seseña Rodruígez, 62, is one of the farmers who made the trip to the San Andres mine in Honduras. "I was really impressed by the destruction," he said about the mine. "We saw the main river there was almost dry, and there was no life in the river."</p>
<p>Rodruígez is a father of 10, and makes a living raising cows and growing corn and beans. So he was particularly concerned about the water problems he saw. "We already have a water crisis here," he says. "We can't drink contaminated water. How will we end up if we allow mining here?"</p>
<p>It was through his church and a meeting with the Centro de Investigación Sobre Inversión y Comercio (know as CEICOM) that he participated in the exchange visit. He came back ready to mobilize others in his community.</p>
<h3>Oxfam involvement</h3>
<p>Oxfam America is working with CEICOM and a coalition of social, environmental, and other civil society organizations pushing for a voice in a real debate about whether mining is suitable for El Salvador, where some estimates say 90 percent of surface water is already polluted. The country has also been largely deforested, leaving many communities at risk of landslides during heavy rains, so many are already concerned about the environment. The Salvadorian Bishop's Conference released a statement saying mining causes damage to the environment and communities in May of 2007.</p>
<p>Civil society organization in El Salvador have proposed a law that would prohibit all hard-rock mineral mining, arguing the country is too densely populated and water is too scarce to support the industry.</p>
<p>Oxfam America's program in Central America, which is based in El Salvador, is working to enrich the debate on this issue, help civil society project its voice and hold the government accountable to the people, and provide information about mining and its effects on communities and the environment that citizens can use to make informed decisions.</p>
<h3>Government and company response</h3>
<p>The government of El Salvador has said it will not grant any new licenses to explore or operate mines until it does a strategic environmental study to assess the likely impact of open-pit mining in the country. "We feel this study should be done with the participation of civil society," says David Pereira of CEICOM. He said that in 2006 the minister of natural resources came out publicly against mining, saying the government did not have the capacity to regulate the industry. The minister then challenged civil society to change the laws and cautioned land owners not to sell their land to mining companies.</p>
<p>Some members of the senate have written a public letter to government leaders saying that they believe allowing industrial mining into the northern areas of the country will jeopardize development projects supported by the Millennium Challenge Corporation (MCC), a $460-million, US government-funded foreign aid program, to bring sustained economic development in that region.</p>
<p>Pacific Rim continues to explore at El Dorado, which it says is its flagship property. The company is running an aggressive public relations campaign with radio ads introducing the slogan "minería verde" in an attempt to win hearts and minds of government and citizens.  It also sponsors municipal soccer teams, and holds community meetings to sway farmers to accept mining in their community.</p>
<p>In the meantime, the Environmental Committee of Cabañas is reporting that 10 natural springs have dried up in the past month in areas close to Pacific Rim exploratory drilling. These reports have been verified by the Ministry of Natural Resources. In one of the cases, cattle-raising communities lost their natural spring four days after Pacific Rim began drilling. The company is now trucking in daily rations of water.</p>
