<p>In many of the humanitarian emergencies Oxfam responds to around the world, food is often one of people's most urgent needs, but they can't wait months for it to be shipped from abroad. Through years of experience, Oxfam has developed an array of solutions that allow it to respond to food crises quickly using tools that can also help strengthen local markets.</p>
<p>It's these experiences that have helped convince us that our current system of international food aid needs to be reformed. It needs to be faster, more flexible and cheaper. Instead of dumping surplus domestic production as "in kind" food aid, donors should provide cash for governments and aid agencies to buy food locally. This is usually more efficient and better for local agriculture.</p>
<p>Here are some examples of how this kind of aid can work during humanitarian crises.</p>
<h3>Cereal banks</h3>
<p>In the North Bank Division of Gambia food shortages are a constant threat as people struggle to manage the delicate balance between their needs and what the environment can provide. Will there be enough rain to allow crops to grow? Will locusts devour whatever villagers manage to coax from their fields?</p>
<p>A simple solution promoted by Oxfam's local partner, Agency for the Development of Women and Children, or ADWAC, takes the edge off those questions: If villagers had a way to save some of their food and seeds at the end of each harvest, they could have a reserve to fall back on during times of shortage. The trick was to get started.</p>
<p>ADWAC's plan called for building and stocking four cereal "banks"—tidy white structures the size of small houses which can hold up to 30 metric tons of cereals—located at strategic points around the communities. Villagers then formed committees to manage the stored supplies. Those who borrow from the storehouse during a food shortage are obliged to repay the loan and tack on a little extra, too, so that the project can grow.</p>
<p>Now, if drought should shrivel their crops or pests consume them, villagers can turn to that bank of grain, avoiding the need to eke what they can from an overstrained environment. The bank will help them weather tough times.</p>
<p>Inside the Dasilami storehouse one day last year, the sweetness of harvested grains filled the hot dry air. Heavy sacks—they weigh just under 200 pounds—stuffed with corn and millet were stacked nearly to the ceiling. Outside, in the shade of a tree laden with mangoes, Nyima Filly Fofana, a mother of nine children and an organizer for one of the cereal bank management committees, talked about what it was like one year recently when both locusts and drought hit the area.</p>
<p>"We experienced a very bitter time," she said. "The family was hungry." In times of food shortages, Fofana's family manages by selling the salt she harvests from mud flats near her home and by eating whatever vegetables they can grow in their garden. But if such trouble should strike again, this time Dasilami has the seeds of a solution—one that can now spread to other villages, too.</p>
<p>"Our worries will be temporarily solved," said Fofana, clapping her hands at the thought of the white building gleaming there in the sun, stocked with grain. "We'll have food. Therefore our families will not cry. Our stomachs will no longer go empty."</p>
<h3>Vouchers revitalize markets</h3>
<p>When a catastrophic earthquake hit northern Pakistan in the fall of 2005, it left three million people homeless and more than two million people needing food aid to survive the winter.</p>
<p>Around the devastated town of Balakot in the Northwest Frontier province, Oxfam organized a program that provided families with vouchers to use among a selected group of merchants. Not only did the vouchers offer earthquake survivors the chance to make their own choices about which goods would best meet their needs, they helped to revitalize local markets by boosting commerce and allowing traders to rebuild their businesses.</p>
<p>For one young boy, the program helped restore a sliver of normalcy to his life by allowing him to buy familiar goods.</p>
<p>"My father was killed," he told an Oxfam staffer at a general store in Balakot. "My mother is very ill. She has asked me to buy flour, black tea, and sugar."</p>
<p>The program, which also included the distribution of some cash and building materials, reached more than 48,000 people, giving them a real say in the kind of help they received.</p>
<h3>Culling herds, helping traders</h3>
<p>Before a lack of rain shriveled the pastureland in Niger and swarms of migratory grasshoppers stripped it clean, Koumba Yacouba's family owned a magnificent herd of cows that was 200 head strong. But drought and pest infestation wiped them out in 2005—a story repeated across Niger where untold numbers of herders all depend on their animals for food. The shortage of fodder was the worst in Niger's history.</p>
<p>High cereal prices and decimated herds combined to create a food crisis for 3.6 million people—nearly one-third of Niger's population.</p>
<p>In response, Oxfam and one of its local partners, the Association de Revigoration d'Élevage au Niger, or AREN, set up a $2 million program in southeastern Niger to help nearly 131,000 people. Their weakened herds figured prominently in the effort. The goal was to help reinvigorate the local economy by stimulating area markets.</p>
<p>For a fair price, Oxfam bought cattle that were too emaciated for herders to sell. Cattle prices had plummeted, falling to 90 percent lower than they had been before the crisis. Even healthy animals were fetching only a fraction of their former value: Strong bulls that once went for $500 were being sold off for as little as $18.</p>
<p>Oxfam began purchasing cows from local breeders for $53 a head. That money allowed people to buy food from local traders to feed both their families and their remaining animals.</p>
<p>In addition, Oxfam had the cows it purchased slaughtered in the villages and the meat inspected by vets to make sure it was fit for consumption. In exchange for some of the meat, village women worked to dry or fry the beef which was then made available to hungry families who traded their vouchers for it. People earned the vouchers by working on community improvement projects such as the construction of small reservoirs to catch and store rainfall.</p>
<p>"Oxfam's response is stimulating the economy by trying to use local markets," said Mike Delaney, Oxfam America's director of humanitarian response.</p>
<p>"We cannot believe that we are now able to eat meat," said Khadydiatou Labarang, whose daily diet had been a single meal of millet before Oxfam initiated the program.</p>

<p>"I am a mother with four children. In my community there are neighborhoods that are still at risk. We need medicine, food, clothing, and material to help the evacuees. We don't have the resources to survive in this situation. There are more than 300 families, children, pregnant women, and others," said Milagro Orellana to a young woman from an Oxfam partner organization. "Can you help us?"</p>
<p>Only hours before, news of a double disaster had reached Oxfam America's office in San Salvador. A volcanic eruption, followed by an earthquake of magnitude 6.0 had launched an exodus from the capital city. Hundreds of thousands of people were on the move, rushing from collapsed homes to ill-equipped shelters on the outskirts of town. Oxfam staff scrambled to respond, contacting local partner organizations, government offices, and the UN to begin coordinating aid delivery.</p>
<p>It was a scene from a major disaster. Or perhaps not.</p>
<p>Outside Oxfam's San Salvador office, it was a peaceful day. The loudest sound was the whistling of a flock of <em>clarineros</em> in the trees, not the blaring horns of desperate drivers, and there was no sign that the ground beneath the neighboring buildings had slipped and shuddered.</p>
<h3>A fictional emergency</h3>
<p>In fact, this was a scene from a disaster simulation—an elaborate fabrication designed to ensure that the Oxfam staff are poised to respond quickly and effectively in a major emergency. The staff had gathered in the office that morning knowing a "disaster" was coming their way but with no idea what it would turn out to be, until "news flashes" began revealing an emergency that appeared to threaten both the city and the office itself.</p>
<p>First things first: in the simulation as she would in real life, Regional Director Susan Bird made sure all the Oxfam staff and their families were safe. Then she and her staff launched an all-out effort to get aid to the affected communities.</p>
<p>Yet, for hours—just as in real-life emergencies—there were 20 important questions for every answer available. How many people have been affected? Where are they moving to? Who's been left behind? What are the most urgent needs? What are the government and other NGOs planning to do? What support do our partner organizations need to begin delivering aid? Are the displaced people safe? Who needs our help the most? What's our plan of action?</p>
<p>"It's crazy. The numbers are changing every five minutes. It's difficult to get a grasp of what's really going on," said communications officer Tjarda Muller.</p>

<p>Soon, Vanessa Lanza from Oxfam's Boston office was stretched to the limit in her role as staff member of a partner organization, trying to learn about the most urgent needs on the ground as she pulled together a sketch of how many families her group could assist with what kind of aid, along with a budget to submit to aid agencies she hoped would support her. "This is hard. I have so much to do. It's chaos for a partner to respond to the community and at the same time to coordinate all the sources of funding."</p>
<h3>48-hour action plan</h3>
<p>In another office, key emergencies staff met with the director to hammer out Oxfam's plan of action.</p>
<p>"We need to look at the risks people are facing," said Susan Bird. The plan would have to consider the potential for looting, aftershocks, crowding, lack of water, disease outbreaks, and violence.</p>
<p>"We're talking about 300,000 displaced people," Enrique Garcia, Oxfam's Regional Humanitarian Coordinator, reminded the group. He described the chaos that can ensue when even relatively small numbers of people gather at emergency shelters like gyms and schools.</p>
<p>The initial action plan began to emerge: the government had announced it would supply aid to the large shelters for displaced people, so Oxfam decided to focus its resources on the under-served groups gathering in informal shelters. But delivering aid after disasters is never simple. Latrines would be crucial for sanitation, but digging pits or trenches would be impossible where people were gathering in paved, urban settings. And the displaced groups would need plenty of clean water for drinking, cooking, and washing, but the staff had learned from past experience that there aren't enough tanker trucks in El Salvador to transport the water that would be needed.</p>
<p>"We'll have to bring trucks in from Guatemala," said Garcia.</p>
<h3>Fiction collides with reality</h3>
<p>Every now and then laughter rippled through the offices as staff members circulated offbeat messages and photos to ease the tension.</p>
<p>But for some, it was hard to keep in mind that this wasn't a real emergency. At age 52, Oxfam staffer Milagro Orellana (or Niña Mila, as she is respectfully called) has experienced many disasters, and the simulation roused painful memories. She recalled the day in 2001 when a powerful earthquake struck El Salvador.</p>
<p>"It was a Saturday, and I had gone to Santa Tecla to buy supplies. When I returned, I heard this sound like a bomb had exploded. I was still on the bus, which was shaking. I saw walls falling down from houses. People started running all over the place. Since it hadn't been that long since the war ended, I thought maybe someone had bombed a building. I was very afraid for the lives of my children." She trembled as she spoke of it. "When I got home I found my family out in the street, screaming."</p>
<p>Oxfam helped her get back onto her feet after the real earthquake, and on this January day she was pleased to help the office hone its skills for future emergencies.</p>
<h3>A good look at what we need to do</h3>
<p>At 4:30 in the afternoon, the organizers brought the simulation to a close. The action plan was complete, the partners had been activated, and the Oxfam response was up and running. The first two days of a disaster response had been squeezed into seven hours, but from the look of the tired faces, some of the staff might as well have lived through 48 hours of a real-time emergency.</p>
<p>Next on their agenda: the crucial final day of the exercise, where the office would map out a plan to improve its disaster readiness.</p>
<p>"It really put us in the mindset of a major emergency and allowed us to have a good look at what we're doing right, and what things we need to do better," said Susan Bird. "In this case, when the stress got too intense, we could remember that it was just an exercise. In a real emergency, we know there are people out there who need our help, and we need to be as prepared as possible to deliver it quickly and effectively."</p>
<p>Niña Mila looked relieved at the end of the day. "I feel good. It was a big experience for me. It made me feel like how I would actually act in a real emergency. I had no idea I could do this. So thank you."</p>

<p>To families who depend on their camels for the basics—milk, meat, and a good price at the market when they need cash—the creep of this disease across Ethiopia and into Moyale is troubling. It's not a crisis yet, but the red flags have gone up.</p>
<p>And they're exactly what Oxfam America and its local partner, the Gayo Pastoralist Development Initiative, hoped to spot when, together with the Harvard Humanitarian Initiative, they piloted an innovative early warning system for the region. Now just beyond its first six-month trial period, the system is designed to track changes in local conditions that could signal the advent of hardship for people—and get them help before the problems spiral out of control. The program is targeting 21,346 people scattered in the villages of Tuka, Arganne, Danbii, and Mudhi Ambo.</p>
<p>Oxfam and its partners started this initiative following a devastating drought in 2006 that left more than 60 percent of the livestock dead in some pastoral areas. The drought was accompanied by conflict that forced the displacement of many people.</p>
<h3>How it works</h3>
<p>How does a disease with no name in a remote and dusty part of Ethiopia find its way onto the radar screen of an international aid group a third of the way around the world? Through a lot of hard work.</p>
<p>It starts with data collectors—four of them, hired by Gayo—with strong legs and the commitment to make a monthly trek to five far flung households in each of the four villages. Sometimes, the data gatherers, who are all women, will walk a full day to reach the households that are participating in the program. Selected by Gayo, the households represent a range of prosperity, with some better off than others.</p>
<p>And it's the women in those households that the data collectors have come to see—because they are the ones with the hard facts about the well-being of their families. The women are available most of the time while the men are away, traveling with livestock in search of pasture and water. Out and about in their villages, the women have been keeping mental tabs on what's been happening with others, too.</p>
<p>How much water seems to be in the ponds and streams this season compared to last? Are there more cases of diarrhea in the village this month—or less? How many meals a day are children getting? And how about the adults?</p>
<p>"Women know it all," said Miriam Aschkenasy, Oxfam's public health specialist who helped to develop the program, including those questions. They are designed to reveal critical information that can paint a comprehensive picture of a community's health. And they give the women a way to voice the knowledge they have of their community and local environment.</p>
<p>"The women make sure they're informed about what is happening in their villages. They talk to other women in anticipation of the data collectors' arrival," said Aschkenasy.</p>
<p>"The community saw this program as having a lot of value," added Emily Farr, Oxfam America's deployable humanitarian officer who, with Aschkenasy, recently made a field visit to Ethiopia. "Never before has someone come to their houses to collect information on them. It makes them understand people are concerned about what's affecting them. It makes them feel valued."</p>
<p>The data collectors spend 20 to 30 minutes at each of the five houses on their list, and plot the answers to 24 questions on a visual analog scale—a tool that gauges attitudes and perceptions that cannot be easily measured. And in this case, it's particularly useful in gathering data from people who may not be able to read. It's also easily convertible for charting on a graph—from which the trends then become visible.</p>
<p>"We are using scientific methodology to convert feelings into comparable data," said Aschkenasy. "That's what makes this cutting edge."</p>
<h3>Good evidence</h3>
<p>Once the collectors return home with their data—about malaria and milk production, plantings and harvests, livestock deaths and births—Gayo compiles it, along with anecdotal comments gleaned from the villagers as well as statistics gathered from district markets and health posts, and from the Oxfam office in Addis Ababa the material gets emailed to Boston.</p>
<p>"One of the things important to me is that this early warning system is based on evidence," said Aschkenasy. "That increases your ability to do monitoring. It also lets you know that the programs that follow are based on real information, rather than conjecture, and can be sharply focused."</p>
<p>For instance, said Farr, if there is a problem with food availability, this kind of tracking system will help aid groups, local partners, and the communities themselves develop solutions that address that problem very specifically.</p>
<p>In meetings with community elders about the early warning system, they told Oxfam staffers that changes in local conditions occur seasonally—or every three months. They agreed that it would be useful to analyze those changes on a quarterly basis. Regular analysis would allow them to pool their resources and develop timely solutions to their problems.</p>
<p>Community elders also said that they could use the data to address ongoing issues, too, such as with the quantity and quality of water available for villages.</p>
<p>"One solution is to reduce the distance to water by digging more ponds and building cisterns," said one of the elders. "We can contribute the manpower and may ask for small inputs like cement."</p>
<h3>Next steps</h3>
<p>But for now, what about those camels?</p>
<p>Nazareth Fikru, Oxfam America's regional humanitarian coordinator based in Addis Ababa, said that data gathered from the communities around Moyale show that about 189 of these highly prized animals have died in the last six months.</p>
<p>"The disease was initially reported in May, 2005 in Afar—eastern Ethiopia—some two years ago and gradually expanded to other pastoral areas like the Somali region and the Borena area of Oromia," said Fikru. "Some research is going on by the ministry of agriculture and rural development together with the Food and Agriculture Organization, but so far, no information about the causes or controls has been shared."</p>
<p>Oxfam is not planning to address the camel illness itself, but the fact that it has showed up in the data-gathering will help the organization and Gayo stay alert to the problem and the effect it could have on the overall health of the communities they are working with.</p>

<p>Hurling out of the Bay of Bengal, the storms tear into low-lying coastal communities where homes made of bamboo, thatch, and light metal sheets stand little chance against tidal surges and winds that can rage at more than 160 miles per hour.</p>
<p>"When a cyclone hits, it means you can lose everything," said Khan, Oxfam America's humanitarian response officer in East Asia. "Rich and poor alike."</p>
<p>The entire coastal zone is prone to violent storms and tropical cyclones between April and May—before the monsoon season starts—and again in October and November, when the monsoon has ended. Khan estimates that cyclones have killed nearly one million Bangladeshis since 1820. In 1970, one event alone took about half those lives. With a storm surge topping 30 feet, that November 12th cyclone killed 500,000 people and more than one million heads of cattle.</p>
<p>The disaster pushed the United Nations to ask the International Federation of Red Cross and Red Crescent Societies to develop an early warning system for the country, said Khan. The result was the establishment of the Cyclone Preparedness Program, a community-based volunteer organization that provides early warning to people, and then helps with relief work and first aid after the storms hit.</p>
<p>But 21 years after the deadliest storm in Bangladesh's history, another devastating cyclone struck the country in late April, 1991, killing 138,000 people. It was at that point, said Khan, that Bangladesh began to look seriously at the steps it could take to help people prepare for the inevitable.</p>
<p>At the urging of aid groups and the donor community, the government of Bangladesh began to shift its emergency response programs to focus more heavily on preparedness. When Cyclone Sidr struck a few weeks ago in mid-November, evacuation planning, early warning systems, and the establishment of cyclone shelters helped  to save about 100,000 lives.</p>
<p>Nevertheless, the physical devastation left in the storm's wake was stunning: Sidr damaged or destroyed 1.4 million homes, hurt more than two million acres of crops, and wiped out more than four million trees. What all of that means is that people have nowhere to live, many of them have lost their means for making a living, and food reserves have been wiped out.</p>
<p>While aid groups like Oxfam are responding with programs to provide clean water and sanitation to prevent the spread of waterborne disease and to supplement food in the months ahead, there is a great deal more that can be done to help people stay safe—and recover quickly—from storms like these.</p>
<p>Khan points to the need for more research on how to build low-cost but cyclone-tolerant housing in coastal areas. And then work needs to be done on developing programs with commercial banks to finance the construction of those homes. Additionally, aid groups need to help communities explore alternative ways for people to earn their livings, so that storms like Sidr don't wipe out all their options.</p>
<p>For these disaster risk reduction programs to be successful, added Khan, they need to be based at the community level—where local people will know best what the particular dangers are and what steps are needed to grapple with them. But there is an international component to this too: Donors need to support the preparedness work that local governments and aid groups are undertaking. It's a smart investment. Typically, each dollar spent on reducing a community's risk to disaster is worth about $8 in emergency relief.</p>

<p>NEW YORK &#x2014; International relief and development agency Oxfam America announced a new $50 million fundraising initiative, the Campaign for Oxfam America, at last night&#x2019;s Esquire House celebrity event in New York City.  To date, the Campaign has raised $43.8 million.</p>
<p>"This is not a typical campaign,&#x201D; said Janet McKinley, chair of Oxfam America&#x2019;s board of directors and of the Campaign for Oxfam America.  &#x201C;We're not raising money for new buildings or for a perpetual endowment.  The highest return a donor can get is to put money to work now.&#x201D;</p>
<p>&#x201C;Oxfam is seeking investors who want to expand our programs over a five-year period, building the capacity of poor communities, particularly women, to earn more, save more, invest in their families, and better manage their risks,&#x201D; McKinley continued.  &#x201C;And given the increasing frequency and severity of natural disasters, those risks are rising.&#x201D;  McKinley and her husband, George Miller, have already committed $5 million to the Campaign for Oxfam America.</p>
<p>&#x201C;The show of support we have seen for the Campaign is especially significant since Oxfam, in order to preserve its independence and voice, does not accept funding from the US government.  The organization depends entirely on gifts and grants from individual donors, foundations, and corporations to carry out its mission of poverty alleviation and social justice,&#x201D; McKinley concluded.</p>
<p>To date, individuals have contributed 57 percent of the donations for the Campaign for Oxfam America.  Foundations and corporations have donated 43 percent.  The Campaign has received commitments for 10 seven-figure and 50 six-figure gifts.</p>
<p>Among the leading institutional donors, the New York City-based Ford Foundation has already committed $9 million to the Campaign.</p>
<p>&#x201C;The foundation shares Oxfam America&#x2019;s commitment to reducing poverty, creating economic opportunities, investing in women and families,&#x201D; said Susan V. Berresford, president of the Ford Foundation. &#x201C;We welcome these efforts to create lasting, equitable solutions to the most pressing global issues.&#x201D;</p>
<p>Another major donor to Oxfam, The William and Flora Hewlett Foundation in Menlo Park, CA, has contributed $4.5 million in current grants.</p>
<p>&#x201C;Oxfam makes canny use of its financial support,&#x201D; said Paul Brest, president of the Hewlett Foundation. &#x201C;We share its goals of reforming aid and making global trade practices fairer as an effective way to lift the world&#x2019;s population out of poverty.&#x201D;</p>
<p>Funds raised through the Campaign for Oxfam America will support longer-term investment in four distinct areas of work:</p>
<h3>Saving Lives</h3>
<ul>
<li>Oxfam will strengthen its work with communities on reducing the risk of disaster and responding with greater urgency. By gauging the risks communities face, Oxfam can help them map their resources and devise plans that will allow everyone to reach safety in the early hours of an emergency.</li>
<li>In addition, the Campaign has already supported the launch of Oxfam&#x2019;s new public health initiative that has helped the organization respond to emergencies in a new way.  When an outbreak of acute diarrhea rippled across Ethiopia last fall, sickening 59,000 people and leaving 684 dead, Oxfam was able to track down the likely source of the outbreak, help start an education campaign, and assist in establishing treatment centers.</li></ul>
<h3>Empowering Woman and Families</h3>
<ul>
<li>By the end of 2007, Oxfam expects more than 100,000 women in Mali, Cambodia, and Senegal to have joined an Oxfam Saving for Change group &#x2013; a savings-led microfinance program that empowers poor women to run their own savings and lending circles while gaining leadership and management skills.  The Campaign will support the program&#x2019;s longer-term goal of involving one million women.</li>
<li>The organization is also developing new ways to help governments and civil society improve conditions for women who bear the brunt of the HIV/AIDS pandemic in southern Africa and suffer from violence in Central America. In El Salvador, a 2004 public opinion poll showed how pervasive the problem of violence against women is.  More than half of those surveyed thought it was normal for a man to beat a woman.  Oxfam has joined with six other groups to launch a public education and advocacy campaign calling on the local government and its employees to prevent that violence.  The organization plans to build on the momentum started by the participation of more than 500 public officials in discussions on gender violence, women&#x2019;s rights, and public safety.</li></ul>
<h3>Creating Economic Opportunity</h3>
<ul>
<li>Large-scale oil, gas and mining projects often enrich a few while displacing whole communities and polluting the land and water on which they depend.  Oxfam will build on its work to ensure extractive industries design their projects in ways that preserve those vital resources, response the rights of poor people, and contribute to the long-term reduction of poverty.</li>
<li>Oxfam will continue to strengthen its capacity to campaign for change by tackling unfair trade practices so that poor farmers stand a chance of earning a fair price for their efforts.  The organization has a track record on campaigning that has put it at the forefront of the movement to ensure both corporate and government social accountability.  Oxfam&#x2019;s recent work on behalf of Ethiopian coffee farmers is a prime example.  Through its public awareness campaign, the organization helped to bring attention to Ethiopia&#x2019;s efforts to trademark its fine coffee names.  The effort led to a historic agreement between Starbucks and Ethiopia on distribution, marketing, and licensing that will help the country&#x2019;s farmers.</li></ul>
<h3>Ensuring Impact and Effectiveness</h3>
<ul>
<li>To ensure that each of our initiatives has the greatest impact, the Campaign will enable Oxfam to expand its learning and evaluation department. The department&#x2019;s mission is to help the organization design all of its programs so that their effect on people&#x2019;s social and economic rights can be clearly measured.</li></ul>

<p>Along the banks of two of western Ethiopia's large rivers, the lure of fish for their pots and water for their animals puts people in harm's way almost every year when the Baro Akobo and Gilo flood—as they usually do during the rainy season.</p>
<p>But this year, when these rivers spilled their banks, the consequences were severe. A team of local officials who visited 10 districts in the Gambella region in the end of September reported that the floods had displaced 135,721 people. The flooding killed two people and left 970 heads of livestock dead. High water still surrounded more than 19,000 people at the time of the assessment. Some districts were accessible only by boat.</p>
<p>Now, many people are in need of help. Food, shelter, and blankets are top on the list.</p>
<p>Together with its local partner, Envision Beyond Basic Needs Association, or EBBA, Oxfam America has launched a $39,000 emergency relief project to help about 8,500 people, almost half of whom are women. Plans called for the distribution of blankets for warmth and plastic sheets for shelter to 1,693 families in five localities.</p>
<p>"We are prepared to do more if the request comes through," said Dawit Beyene, Oxfam America's deputy director of humanitarian response. "The flooding continues and subsequent information we got revealed much more damage than we initially received." Five health posts, 20 schools, two farmer training centers, and nine clinics were also damaged by the floods.</p>
<p>Most of the people in Gambella, which is a low-lying region along the border with Sudan, make their living by fishing from the rivers, working small farms, or herding animals. Despite the regular flooding, villagers settle on the banks of region's rivers to pursue their livelihoods. Now, Oxfam is exploring more permanent ways of helping people cope with the challenges of their environment.</p>
<p>"We're discussing targeting Gambella for more preparedness work—such as establishing a permanent warehouse for emergency supplies as well as helping to increase the capacity of the local organizations with which we work in the region," said Beyene.</p>

<p>Lasting solutions take time, and part of our challenge is to help find answers that anticipate future hardships—a broken pump, a refugee crisis—and allow people to prepare for them. Showing up with water or food addresses immediate problems but does nothing to improve things long-term. A water pump that can easily be repaired or a cereal bank that holds grain against future shortages is a different approach to meeting needs. It's an Oxfam approach—one that empowers local people by giving them control. In this issue of Exchange, we present two such success stories alongside two recent major campaign victories: the groundbreaking Starbucks case and a landmark win for indigenous Bolivians. All of these stories fulfill our desire for change and, in reality, all were or were part of long-term efforts.</p>

<p>On the night of May 29th, in the municipality of Berlin, in the province Usulutan, a mudslide, carrying with it trees and rocks, buried the Brisas del Sol community. Ninety percent of the homes were severely damaged, four of them completely destroyed.</p>
<p>Three people died (including a four-year-old boy, his 14-year-old brother, and their father) and 80 people have taken shelter in the church in the city of Berlin. At the temporary shelter there is a pressing need for drinking water, dry and clean clothes, blankets, personal hygiene kits, mattresses, and medicine. As a first response to this local emergency, Oxfam directed a $12,000 to its partner organizations to provide clothing and hygiene kits, as well as water and sanitations equipment such as 20-liter water tanks for each family to store clean water.</p>
<p>Forecasts call for more heavy rains in the coming days. Oxfam’s partner organizations continue to evacuate communities at risk.</p>
<p>Each year people who live in conditions of poverty confront emergency situations. Because they lack resources, they are forced to construct their homes of weak materials in precarious places, where lands are cheap or abandoned. This makes them more vulnerable to heavy rains.</p>
<p>Oxfam works with organizations to prepare these communities to confront disasters and mitigate the damage they cause. In group training sessions they draw risk maps, form early warning, emergency, and first aid committees, and identify buildings in safer areas that can function as shelters. Once organized and trained, the communities can confront an eventual emergency in a coordinated fashion. Additionally, when organized and trained, these communities are more empowered to demand their rights and do advocacy work with national organizations to achieve changes in the current civil defense law, which gives communities a limited role.</p>

<p>
There’s a saying in Peru that describes the remotest of destinations: “the place where the devil lost his poncho,” a place where disaster could strike and the outside world would never know until it was too late to help.</p>
<p>
It’s the kind of place Oxfam America and its partner, Asociación Proyección, are working in now—at nearly 16,000 feet above sea level in air so thin that newcomers lose their breath and no other aid agencies have the fortitude to venture.</p>
<p>
The place is the district of Caylloma, and the people who live here are alpaca herders. Oxfam’s mission is to make sure that when trouble does come—as it has in the past and surely will again because of the changing weather patterns families in these Andean hamlets are already grappling with—they will be prepared to cope.</p>
<p>
Three years ago, after a severe cold snap wiped out tens of thousands of llamas and alpacas across Peru’s southern highlands, Oxfam and Proyección joined forces to find a way to prevent a repeat of the suffering people experienced then. Their proposal—a form of disaster risk reduction—included a range of self-help ideas, a smattering of technology, and the most important tool of all: planning.</p>
<p>
Today, acres of barley now grow on the slopes—a buffer against food shortages for livestock. New adobe sheds with metal roofs stand in some of the coldest mountain pockets, offering critical shelter for alpacas that had none before. Gravity-fed sprinklers irrigate enclosed pastures of rye grass, guaranteeing a steady source of nourishment for animals. And a handful of radio towers dot the district, connecting far-flung hamlets with the world at large.</p>
<p>
Simon Ccalachua, who lives in the little village of Jachaña, put it this way. Without this project, nothing would have changed for him and his family. They had no choice but to accept what nature brought, good or bad. If the cold came, their animals died. But now, armed with new ways of growing the grasses their alpacas need and a way to shelter them, families like Ccalachua’s can overcome the troubles nature brings—on their own.</p>
<h3>Hard lessons</h3>
<p>
For Arturo Rivera Vigil, a field coordinator for Proyección, the importance of equipping people with tools to solve their own problems was a lesson he learned the hard way, and one he vowed to share with Caylloma.</p>
<p>
Working in another region of Peru during a different emergency, Proyección decided that the best approach would be to provide direct aid to the families in need. So the agency purchased vast quantities of dried alfalfa to help feed the livestock on which those families depended. But that commodity was in short supply because of the emergency, and instantly, its price nearly tripled. Nevertheless, Proyección moved ahead with its plan, delivering tons of alfalfa to the troubled communities. But when the supplies arrived, Proyección learned there was no place in which to store it all.</p>
<p>
“We realized we weren’t teaching anything to the communities,” Rivera said. When the cold snap paralyzed Caylloma, Proyección and Oxfam decided to take a longer-term approach—and find sustainable solutions to the problems rather than offer a temporary fix.</p>
<p>
But that decision required a new way of looking at the situation: Could there possibly be things communities could do to prepare for disasters at such high altitudes?</p>
<p>
“The typical thinking was people living up so high were so remote and had their own culture and own system of raising animals,” said Rivera. “No one thought they could help them, and no one thought anything could grow up that high.”</p>
<p>
Proyección and Oxfam proved them wrong.</p>
<p>
“We came here because the local government asked us to come, and when we suggested planting barley, everyone said we were crazy,” Rivera told a crowd during a recent ceremony at the Caylloma town hall honoring the project’s high-altitude accomplishments for 355 families. “Three years later, here we are.”</p>
<h3>Far away and poor</h3>
<p>
Oxfam and Proyección have helped Caylloma take solid first steps towards addressing a problem that is all too familiar to poor people living in precarious places around the world: When something goes wrong in their environment, they suffer the most.</p>
<p>
Cataclysmic events—deep freezes, drought, floods, earthquakes, volcanic eruptions—only turn into disasters when people get caught in them and have few means for managing the consequences. That has been the case in the Caylloma district.</p>
<p>
From the hamlet of Chinosiri, for instance, it’s an all-day walk down to the town of Caylloma for help. When the storm hit, assistance didn’t arrive for a week. In sturdy, four-wheel trucks, it’s a three-hour drive from Caylloma to Chinosiri along a rutted track that snakes in hairpin turns up the sides of ridges and back down through streams.</p>
<p>
Even at the end of the summer the weather at this height is harsh. Thunder rolls over the mountain plains as hail ricochets off the stony ground. At higher elevations, snow blankets the thin pastures.</p>
<p>
Far from one another stand tiny dwellings, made of stone or adobe with thatched roofs. Inside, small fires burn. There is not a tree or bush in sight for fuel, so families make do with dung and Ichu, a spiky grass that livestock will only eat when it’s young and tender.</p>
<p>
Widespread poverty across the region means that beyond elementary school, there are few opportunities for learning. Students determined enough to attend one of only two high schools in the province wrestle with a good deal of hardship in pursuit of that dream. The son of Jose Gonzalez Condo, now in his second year of high school, walks four hours to get there in the morning, and another four to return home at the end of the day.</p>
<p>
For Gonzalez, the effort his son is making is worth every step: An education will give the boy the tools he needs to live a better life—not necessarily far away in a city, but right here in Chinosiri, perhaps.</p>
<h3>Uncertainty ahead</h3>
<p>
With the uncertainty that lies ahead for herding families in Caylloma, education is an important asset and it has been a component of Oxfam’s and Proyección’s disaster risk reduction program. For example, the agencies have produced a series of colorful guides on storm alert systems, the construction of livestock sheds, and improving the use of water resources.</p>
<p>
Lately, families have begun to worry about shifting patterns of rain that are affecting the growth rate of the grasses on which their animals feed. The rains are supposed to fall in November, but for the past two or three years, they haven’t come until January, stunting the progress of the grasses. That in turn prevents them from dropping their seeds to start a new round of growth before the May ice season arrives.</p>
<p>
Having the means to cope with the consequences of those changes—stores of barley, irrigated pastures—will go a long way toward easing the hardships people would otherwise face. And that explains the enthusiasm with which the mayor of Caylloma has embraced this disaster risk reduction project.</p>
<p>
“A project like this can be applied to the whole province,” said Simón Quispe Chipa, the mayor. “This project has been a real motivation for the whole town.”</p>

<p>In a small mountain hut high above the town of Caylloma, Peru, Simón Quispe Chipa, the mayor, picks up a microphone and within seconds makes contact with the outside world—a link that just a few months ago would have taken a whole day of walking to establish.</p>
<p>"Caylloma. Caylloma. Caylloma," he says into the mic, and over the airwaves, not slowed for a moment by mud or steep ridges or gushing streams, comes the scratchy answer—accompanied by a big mayoral smile.</p>
<p>This is Chinosiri's new radio, one of four Oxfam America and its partner, Asociación Proyección, have installed in remote mountain hamlets around Caylloma following a devastating cold snap and heavy snow three years ago. The storm lasted five days, dumping nearly three feet of snow in the highlands, paralyzing families of alpaca herders who make their living there, and killing the grasses on which their precious animals feed. In some of the remotest communities, help didn't arrive for 10 days.</p>
<p>Now, for the 70 families living close to 16,000 feet above sea level in Chinosiri, calls for emergency aid can be broadcast instantly. And on the receiving end, storm alerts, picked up via the new radio, may soon give residents of the hamlet and their far-flung neighbors a chance to get ready.</p>
<p>"We can keep communications with authorities both ways," says Jaime Condori Inca, Chinosiri's 27-year-old radio operator whose job it is to establish contact twice a day—at 7 a.m. and again at 7 p.m.—with the world far below his hamlet.</p>
<h3>Early warning system</h3>
<p>The radio network is part of an early warning system that is helping 355 families scattered throughout the Caylloma district prepare for future emergencies.</p>
<p>Training has included the compilation of a list of natural signs—much like a farmer's almanac—that could indicate a pending change in weather. What can you expect when the sky is pink in the afternoon? Frost. If you should hear a sheep bleating at night, snow is surely on its way. And about that black lizard: its color announces plentiful rain. But if the lizard is white, the rain may be in short supply.</p>
<p>Gleaned from generations of herders' experiences with the harsh conditions in the Andes, the list now appears in a colorful training guide published by Oxfam and Proyección and distributed widely among Caylloma residents. But as weather patterns begin to shift—during the last three years, for instance, November rains didn't come until January—mountain families need new ways of understanding their environment. And that's where the radio comes in.</p>
<p>With it, Condori can send details about daily changes in the local weather to a national repository that collects meteorological data as part of a long-term tracking initiative. Caylloma is working with the Meteorologist National Services and the ministry of Agriculture on the project. Environmental details are gathered with the help of a small weather station—a sturdy white box with a thermometer mounted inside—that stands just behind the radio hut. It's checked daily and the temperature, along with noticeable precipitation, is carefully recorded on a chart next to the radio.</p>
<p>Across the highland plains, in the hamlet of Jachaña, sits a second radio, which in turn connects with another in Chinosiri and with a fourth one in the Caylloma town hall. It's here that Proyección has a small emergency operations center equipped with a computer, a printer, first-aid supplies, and a list of all the relevant radio frequencies.</p>
<p>Small though the radio network may be, it represents a major step forward for Caylloma—and is testament to the commitment of the entire district. Families arranged, for instance, to carry parts of the Chinosiri weather station up the mountainsides on the backs of llamas.</p>
<p>"The people from every community got involved," said Danny Gibbons, Oxfam America's communications officer in Lima. "They shared the burden."</p>
<p>Additionally, the radio network has helped people communicate about other emergencies such as health crises and alpaca rustling as well as improved coordination among different levels of government.</p>

<p>It has been a year and a half since Hurricane Stan destroyed the town of Panabaj in Guatemala, and left hundreds of families without the means to earn a living. The pain that the storm caused is still palpable. Land and coffee plants lost in landslides will reduce the earnings of small coffee producers for at least three or four years. That's how long it takes for new coffee plants to grow, flower, and bear fruit for the first time. 
Oxfam America released $100,000 from its emergency fund to help 10 coffee cooperatives rebuild. With the end of this project nearing, Oxfam America staff traveled to Guatemala to visit some of the cooperatives, and talk to the people who participated in the projects.</p>
<p>Recovering the coffee crop is not a quick endeavor.  In the majority of cases it will be three or four years until the harvest is at its normal level. And cleaning up the destroyed plots of land also takes time. It is an additional task that the coffee growers had to undertake in the moments when they weren't tending to the crops spared by the storm.</p>
<p>The first cooperative we visited was ASUVIM, in the province of Quetzaltenango, where we spoke with the president of the cooperative, Daniel Balux. The principle problem this cooperative faced was that nearly 30 percent of its harvest was affected by black bean, a deformation of the coffee bean that cannot be seen when the coffee is harvested, but only once it is dried. It changes the color and the taste of the coffee, disqualifying it from the gourmet and fair trade markets.</p>
<p><strong>Can you tell us about the black bean problem?</strong></p>
<p>Actually, we detected it here at the mill.  We saw that we had black beans, but we didn't think it was so extensive, we thought it was just the first beans. But as we continued with the harvest it was the same. It was the whole harvest. The coffee looked good as parchment coffee but if we look at them all—the ones with a different color, they are black beans. We can't say that our members brought in bad coffee, because the cherries looked good, they didn't even look a little rotten or anything like that. The coffee was good. You can't say to the people, look, bring us better coffee or chose it better—[but] of course when they  cup this coffee the cuppers will say it is green coffee, coffee that didn't reach its full maturity. So the aid for the black bean was something necessary [to compensate for the low price]. So, what did we do after all this? Well, thanks to the help that came from you, at least the members got their normal price.  At least we could say to them, 'Look, the coffee was shipped at this price, but we are going to help you a little bit and we are going to pay you this much.' The people saw that at least there was an effort behind all this."</p>
<p><strong>In addition to this monetary compensation that was given to the members, what other actions did ASUVIM take to overcome the crisis?</strong></p>
<p>Here 60 percent of what people earn comes from coffee. If there are problems with the coffee, there are problems in the families. Either there is little schooling, or people are unable to complete projects they had planned or there isn't much food. Here in ASUVIM we also helped out with corn. We gave each member 800 pounds of corn. Part of it we donated, the other part the members had to buy.  Each family of six consumes about 1,600 pounds of corn per year. [They lost 80 percent of the harvest.] What happened with the 20 percent that they were left with? They ate it in January, maybe into February, but by March they had to buy corn. Then the problem is that when there is high demand for corn, the price rises. So we helped them with this, with 800 pounds. We think it's 50 percent of the corn they eat, we could now say that at least they had corn to eat.</p>
<p>The other damage we suffered as an organization is related to the landslide here next to the patio where we sun dry the coffee. With the rain, little by little, we were losing more of it.  So we were faced with an emergency. Either we did something or our patio would collapse. And the more time that passed, the worse it was. So we received aid from Oxfam America because the construction is big. But it was necessary because if we lose the patio, it'd be an additional expense.. We are still constructing, but we are making the wall. We aren't doing something that is simply going to fall apart next year and then we would have to invest in it all over again. We want to invest, to spend and if that means chipping in ourselves, we do it.</p>

<p>Field coordinators do everything, says Danny Gibbons, a communications officer for Oxfam America in Lima, Peru. And he’s right about Arturo Rivera Vigil, the energetic and cheerful field coordinator for Asociación Proyección who took us to the top of the world—or so it felt—on a recent field visit to the tiny hamlets high in the Andes around Caylloma, Peru.</p>
<p>We were there, together with Angel Chavez, one of Oxfam America’s humanitarian officers, to gather stories about Oxfam’s work with alpaca herders. They had suffered serious losses in 2004 when a severe winter storm killed many of the wooly creatures that are the backbone of the local economy. So vital are these camel cousins to the well-being of the families scattered across the mountains that many of the shelters they have built for the animals are superior to their own mud-brick and stone homes.</p>
<p>The income from alpaca wool—softer than cashmere when it’s cleaned, spun, and woven—feeds and clothes families, buys them medicine, and helps cover the occasional extraordinary expense. Without the few hundred dollars herders earn each year from the sale of the wool, life in these barren, thin-aired mountains would not be possible for them. And for many, it’s the only life they have ever known, helping to account for Peru’s position as the world’s top producer—by far—of alpaca wool.</p>
<p>About 80 percent of the wool now on the market comes from this South American country; Bolivia produces another 15 percent; and the rest comes from a smattering of countries including Australia, Switzerland, and England. So you would think, given Peru’s dominance in the industry, that the work of these Caylloma herders would guarantee their families a measure of security. Not so.</p>
<p>There, at nearly 16,000 feet above sea level, nothing is certain: The cold kills, and changing weather patterns are robbing the region of the rain it needs for mountain pastures to grow. Life is hard, and people are very poor.</p>
<h3>Sky high—and breathless</h3>
<p>Oxfam’s work with Proyección has been to help Caylloma herders find ways to buffer themselves against future disasters by improving pastureland; planting barley to serve as an emergency reserve for their animals; and developing an early alert system, including the installation of a simple radio network—all at an altitude that has scared off just about every other aid group.</p>
<p>“Nobody has worked at this height,” said Rivera. “No one wants to come up here. Only us.”</p>
<p>There’s a reason: To reach Caylloma’s remote communities requires a degree of energy that would exhaust a lesser field coordinator and his team. But for Rivera, that challenge—and the need that is so evident among the families of this rugged terrain—is the inspiration that repeatedly draws him up the steep slopes to Chinosiri, Jachaña, and a handful of other hamlets.</p>
<p>From Arequipa, a city in southern Peru where Proyección has its offices, the drive in a pair of heavy-duty pickup trucks to the town of Caylloma took us about seven hours through rain, hail, and snow on a rutted mountain road—and that was just the first half of the journey. Following a night’s rest, we left at 6 a.m. for the three-hour climb to Chinosiri, the belly of our truck scraping the ruts as we inched around hairpin turns and splashed through streams carving gullies in the dirt track.</p>
<p>The snow was falling in fat, wet flakes, blanketing the mountains in white, when Rivera, in the truck ahead, pulled over and jumped out, signaling that this—of all high and remote spots—was just the place for a group picture.</p>
<p>“Beautiful!” he said, surveying the vast emptiness around us: no trees, no bushes, no dwellings—only mountains and more mountains with sharp rocks underfoot.</p>
<p>It wasn’t until I scrambled up the slippery bank to where Rivera and Chavez were already standing in the snow that I realized just how hard the work in Caylloma could be: Without the sea-level amounts of oxygen I was used to, a few quick steps at 15,748 feet high left me breathless and exhausted. Puffing hard, I slipped back down the embankment and into the truck, grateful to be sitting once again, and marveling at the stamina of my colleagues. Could I do this, like them, on a regular basis? Could anybody?</p>
<p>Rivera had already answered that question: No.</p>
<h3>Mountain home</h3>
<p>The air at the end of this Andean summer was cold and damp, and all of us in the pair of trucks were bundled in just about every stitch of clothing we had brought. I had on two shirts, a sweater, a fleece vest, a fleece jacket, a down vest, a windbreaker, thick wool socks, and a wool cap—just enough to keep the chill at bay.</p>
<p>So I was surprised to see, beyond the steamed windows of the warm truck, two boys hiking hard and fast through the mud on a slope of pasture: They had only sandals on their feet—no shoes, no socks to keep the cold away. They’re boys, I thought, and that’s what boys do: tough things.</p>
<p>But as we bounced along, there were others—men, women, children—all wearing sandals in the frigid air. And as the clouds swept across the sky, occasionally unleashing a shower of cold rain, some of the mountain dwellers hardly seemed to notice, and simply wrapped themselves tight in their woolen blankets and ponchos.</p>
<p>Jose Gonzalez Condo, who has lived all of his 39 years in the tiny community of Chinosiri, explained that he and his fellow villagers are used to the mountain weather and its variable conditions. Chinosiri is home, he said, and he likes it.</p>
<p>But as weather patterns have begun to change—the rains are coming late, which in turn delays the growth of pasture grasses and threatens the health of herds—raising alpacas at this altitude has become increasingly difficult, said Gonzalez. And in the recent past, there was no way to get the word out about challenging weather conditions—be they drought or cold waves—unless someone made the 30-mile trek down to Caylloma to ask for help. The only way to get there is on foot, and the walk takes a day.</p>
<p>Chinosiri’s new two-way radio, installed by Proyección in February, has connected this remotest of villages to the outside world. And with that connection has come the sliver of hope that a way of life for the 70 families there—and for more than 3,400 rural residents scattered across the Caylloma district—is now more secure.</p>

<h3>An ounce of prevention, a pound of cure</h3>
<p>When Jacobo Ocharan, Oxfam America's new Disaster Risk Reduction Specialist, begins a training session on disaster preparedness, he sometimes asks people to close their eyes and point to the emergency exit.</p>
<p>"The usual results," he says, wrapping his arms into a pretzel shape and pointing in opposite directions, "are good for a laugh. But of course they also demonstrate one of the biggest challenges we face in this work: people's tendency not to focus their attention on an emergency until it's happening."</p>
<p>Anticipating emergencies can save lives and vast resources, but around the world, programs to prepare for and prevent emergencies are poorly funded compared to those aimed at responding to disasters once they've happened.</p>
<p>"It's like a medical system that pours resources into hospital emergency rooms but neglects routine care," says Jacobo. "Of course we need emergency rooms, but it's much better to solve problems before they become catastrophic."</p>
<p>How do you prevent an earthquake, flood, or hurricane from becoming catastrophic?</p>
<p>Preparing for evacuation is one way: helping communities set up communication systems, identify or create safe places to gather, learn first aid, and carry out drills to be sure everyone knows what to do can all reduce the human impact of an emergency. <p>Easing the effects of an emergency on an affected community—a process known as mitigation—is another way of reducing disaster risks. For example, an Oxfam partner in El Salvador has helped flood-prone communities grow a variety of cashew that can survive for weeks under water. And our work to help farmers in Ethiopia create storage buildings for food and seeds is reducing the threat of food shortages in areas where frequent droughts put communities at risk.</p>
<p>It's also sometimes possible to prevent a natural hazard from damaging communities in the first place. Oxfam partners have helped create protective walls between villages and nearby rivers, for example, to minimize the risk that floodwaters will reach into farms and communities.</p>
<h3>Poverty, rights, and the role of Oxfam</h3>
<p>Yet preparedness, mitigation, and prevention programs on their own may not get to the heart of the matter.</p>
<p>"When you look at the aftermath of disasters, you quickly understand how poverty puts communities at risk." says Jacobo. He recalls a visit to Gujarat, India, after a powerful earthquake in 2001. Everywhere he went, he found that the homes of the lowest caste were flattened, while those of the highest caste barely appeared to need repairs. "Every community was a case study in the relationship between vulnerability and poverty."</p>
<p>Oxfam is reaching out to vulnerable communities and helping them address not only the disaster risks they face but also the poverty and discrimination that underlie those risks. Oxfam staff and partners are working to improve incomes with programs that include offering grants and loans to start up small businesses, giving job training to people who want to pursue new employment, and developing water sources to improve agricultural livelihoods.</p>
<p>The primary responsibility for reducing the risk of disaster, however, lies with governments, because they make the key decisions about each country?s priorities and course of development. Advocacy is therefore a key part of Oxfam's work on disaster risk reduction.</p>
<p>As Jacobo puts it, "People deserve a chance to raise their families in homes that are safe. It's their right, and part of our job is to help them fight for that right."</p>
<h3>A lifelong search for solutions</h3>
<p>Jacobo Ocharan grew up in the midst of an armed struggle. He is Basque, and his native region has been embroiled in conflict since the Spanish Civil War. Years of watching the consequences of violent action and reaction caused Jacobo to look outward for answers. "Some of us got interested in other conflicts," he says, "to open a window on our own."</p>
<p>He began his professional career as a journalist but took a detour in the early 1990s to volunteer in a program in Guatemala aimed at protecting civilians who were being targeted for violence. It was there that he first learned about Oxfam, and after returning to Europe and spending several years as a reporter and radio producer, he joined the agency's staff in Kigali, Rwanda, where he worked in camps for people displaced by the 1994 genocide. Rwanda, he says, was a nation in mourning. "In a country of eight million people, one million were dead. Not by accident or bomb but by machete. So people were not just mourning but were also suspecting and blaming their neighbors."</p>
<p>From there he went to Nairobi, Kenya, to help coordinate Oxfam's humanitarian work related to the conflict in southern Sudan, and in 1998 he returned to Barcelona to take charge of the rapidly expanding humanitarian program of Intermón, Oxfam's Spanish affiliate. His work since then has taken him around the world, to the sites of hurricanes, floods, earthquakes, drought, and conflict.</p>
<p>Jacobo's experience with humanitarian response has led him to an important conclusion: "Armed conflicts and natural hazards like hurricanes have something in common: most of their disastrous impacts are avoidable." It also led him to a decision to give disaster prevention his full attention.</p>
<h3>A new direction for Jacobo Ocharan and Oxfam America</h3>
<p>In October of 2006, Oxfam America welcomed Jacobo to Boston. Here he will lead efforts to improve and greatly expand Oxfam's disaster risk reduction work in the field.</p>
<p>"Helping communities reduce their vulnerability to disasters has always been a component of Oxfam's programs, but now we're moving that work to center stage," says Jacobo.</p>
<p>"Our goal is to help impoverished communities avert catastrophic losses at times of emergency. And never to lose sight of the role of poverty and discrimination as root causes of disaster."</p>
