<p>Hundreds of Salvadoran women were out on the streets of San Salvador, capital of the small Central American country of El Salvador, in late November, celebrating International Day for the Elimination of Violence against Women. But, for many of these women, a life of respect and equity in this country, considered one of the most violent in Latin America, is still an unfulfilled dream.</p>
<p>

"El Salvador is a country with one of the highest rates of femicide (the killing of women) in the world, according to the United Nation’s Population Fund,” said Carolina Castrillo, director of Oxfam America’s Central America, Mexico, and Caribbean regional office. In fact, over the past three years, the number of femicides in El Salvador has increased from 28 to 46 a month.</p>
<p>That is one reason why, on Nov. 25, legislators voted to approve (by a 75-9 margin) the Special Integral Law for a Life Free of Violence for Women. "The penalty for femicide will be between 30 and 50 years of imprisonment," said Mariela Pinto, chair of the Committee for Family, Women and Children’s Affairs in the legislative assembly. The new law also provides penalties—such as fines and jail sentences—for other crimes, such as pornography, psychological abuse, and negative or hateful messages.</p>
<h2>Beyond penalization: prevention <br /></h2>
<p>An important and innovative aspect of this new law is that it addresses gender-based violence from a prevention perspective and broadens the definition beyond domestic violence. (Gender-based violence also can occur in public spaces, workplaces, etc.) Effective January 1, 2012, the law will be binding in the public sphere, such as ministries and the media. This means government institutions, such as the Ministry of Education and the Ministry of Public Health, as well the Public Attorney’s office and the National Prosecutor’s office will be bound by law to do their part in the prevention of violence against women and children.</p>
<p>
"Some institutions already are taking steps in this direction," says Mélida Guevara, program coordinator for Oxfam America’s gender program in the region. "For our Campaign for the Prevention of Gender Violence [an initiative of Oxfam America in collaboration with nine Salvadoran organizations], the Ministry of Education is a very important ally, in incorporating gender-based violence and its prevention within school curricula.”</p>
<p>“We also signed an agreement with the Sub-Ministry of Local Development,” she continues. “This coming year, we will bring theater and performance art, as well as training in basic gender concepts and the prevention of gender-based violence, to communities within which the ministry already works. But it takes much more coordination effort and work to change habits, roles, and beliefs. If we talk about a culture of prevention, we talk about changing the way we have been doing things for decades, even centuries. And that entails a long process, in which we all have to do our share.”</p>
<h2>
Two points of view included in one law <br /></h2>
<p>The new law is a product of two different proposals, one of which the female assembly members authored. These members participated in an intensive certificate course on gender-based violence, another initiative of the Campaign for the Prevention of Gender Violence. The Feminist Alliance, an alliance of several Salvadoran feminist organizations in El Salvador, authored the other proposal. The   assemblywomen’s proposal stressed prevention; the proposal from the Feminist Alliance stressed penalization. The proposals complemented each other and came to make one multi-faceted law—a major victory for Salvadorans.</p>
<p>“This is a remarkable achievement,” said Guevara. “The Campaign’s certificate course for the assemblywomen, which resulted in the proposal, dates from 2008. It required constant work with the assemblywomen and their advisors from all the different parties. First, the women themselves had to be sensitized and find each other in a cause that goes beyond ideology. Then, as the course went on, we could see them become more and more committed, and start to advocate for gender equity as part of all the government bodies in which they take part.”</p>
<p>Over, the coming year, Oxfam America and its local partners will be among many civil society organizations working on a widespread education effort to teach Salvadorans, civil society, and government players about the law’s contents and the sort of conditions that need to be created to make effective implementation possible.</p>

<p>Following the tragic events in <a href="http://www.oxfamamerica.org/articles/press/pressreleases/oxfam-calls-for-an-end-to-violence-in-the-peruvian-amazon/" class="external-link">Bagua</a> last year—in which clashes between the police and indigenous communities resulted in deadly violence—people in Peru are exploring how to resolve conflicts between the government and communities living in rich but environmentally fragile areas of the country.</p>
<p>One key topic of discussion has been the right of communities to what is termed <a href="http://www.oxfamamerica.org/articles/files/oxfams-oilgasmining-program.pdf" class="external-link">“free, prior, and informed consent.”</a> Peru’s congress passed a bill in May 2010 requiring consultation with indigenous communities about development priorities. Five indigenous organizations worked in coalition to promote the bill, assisted by a number of allies, including Oxfam. In June, Peru’s executive branch returned the bill to congress with suggested revisions. The coalition cautions the legislature to preserve the original intent of the bill: <a href="http://www.oxfamamerica.org/articles/publications/mining-conflicts-in-peru-condition-critical/" class="external-link">to reduce conflicts over access to resources and indigenous lands.</a></p>
<p>Free, prior, and informed consent requires the government to allow indigenous people to participate in decisions about the type of economic development that is carried out on their lands. This right is protected by the International Labour Organisation’s Convention (known as ILO Convention 169) that Peru signed and ratified in 1993. Article 7 of ILO Convention 169 states that people have the right</p>
<p><em>to decide their own priorities for the process of development as it affects their lives, beliefs, institutions and spiritual well-being and the lands they occupy and otherwise use, and to exercise control…over their own economic, social and cultural development.</em></p>
<h3>Widespread conflict</h3>
<p>There is a pressing need to reduce the number of conflicts over access to resources in Peru. The country’s Ombudsman Office issued a report in July 2010 that cited 248 conflicts—125 of which were characterized as “socio-environmental.”</p>
<p>Indigenous groups in Peru are concerned about the future of the consultation bill. "If there is no consultation mechanism,” explains Mario Palacios, representative of CONACAMI, a national organization of communities affected by mining, conflicts will increase.</p>
<p>“Many conflicts originate in indigenous peoples’ territories and the consultation [law] would help to resolve them." He says that if Peru’s congress were to adopt the revisions suggested by the executive branch, the consultation law would be ineffective.</p>
<h3>A step backward</h3>
<p>Human rights activist and attorney Hernán Coronado points out that this potential impasse is a threat to <a href="http://www.oxfamamerica.org/articles/waiting-for-justice/peru-overturns-decrees-starts-dialogue/" class="external-link">the dialogue that had developed over the last year between the Peruvian government and indigenous people</a>. For Coronado, the executive branch’s suggested modifications would produce a law that falls short of international standards. In addition, the suggested revision to the bill would diminish the efficiency of the original standard. "It proposes consultation only when communities have legal titles for their lands; this causes problems since there is no such land register in many peasant and indigenous communities," he explains.</p>
<p>The members of the coalition working on the consultation bill are the Interethnic Association for Development of the Peruvian Amazon (AIEDESEP), Confederation of Amazonian Nationalities of Peru (CONAP), National Confederation of Communities Affected by Mining (CONACAMI), Peasant Confederation of Peru (CCP), and National Agrarian Confederation (CNA). The coalition awaits further discussion eagerly. Peru’s congress is expected to take up discussion of the consultation bill in the coming weeks.</p>

<p>Since the attacks of September 11, 2001, and the subsequent declaration of the “Global War on Terror,” US international security assistance has increased substantially, with billions of dollars going to support security forces in Afghanistan, Iraq, and other “frontline” states. The United States has also adopted a new approach to security assistance in fragile states, called security sector reform (SSR). In principle, SSR moves security assistance well beyond the traditional “train and equip” approach and takes the physical security of the state’s population and protection of human rights from the sidelines to mid-field.</p>
<p>In practice, however, US-supported SSR efforts often continue to focus primarily on training and equipping military and police forces, especially in connection with counter-insurgency and counter-terrorism operations. This paper looks at the implementation of US-supported SSR programs, and particularly at how they have integrated protection of civilians. The paper identifies current gaps between global standards of good practice—with which US doctrine and principles increasingly conform—on the one hand, and actual US practice in the field on the other. Oxfam believes that protection of civilians must be a cornerstone of US foreign policy, so effective links between SSR and protection must be present in practice as well as in principle. The paper concludes by offering legislative and policy recommendations that can help ensure that US-supported SSR serves as an instrument of protection.</p>

<p>NEW ORLEANS — A new report released today reveals stark disparities in the life expectancy, educational attainment and incomes of African Americans and whites in Louisiana as well as between the richest and poorest citizens of the state. <a href="/publications/a-portrait-of-louisiana">"A Portrait of Louisiana: the Louisiana Human Development Report 2009,"</a> provides a state-wide, parish-by-parish assessment, broken down by race, of such indicators as lifespan, earnings, incidence of diabetes, high school completion, crime, birth weight and more.</p>
<p>"This study will be an especially useful tool to Louisiana legislators, activists and philanthropists because it provides an evidence-based portrait of living conditions in the state.  It looks at our health, our education and our economic status, leading to important conclusions about how we must proceed to create a better Louisiana that is characterized by communities of opportunity," said Flozell Daniels Jr., President and CEO of the Louisiana Disaster Recovery Foundation.  "The report makes it clear that we cannot forge ahead while leaving so many people behind. It is not only unjust; it is also ineffective."</p>
<p>"A Portrait of Louisiana" is the second state-specific report produced by the authors of The Measure of America: American Human Development Report 2008-2009 since its release last summer.  It applies the American Human Development Index—a single measure of well-being for all Americans based on indicators in three key areas: health, education and income—to life in Louisiana. Using U.S. government statistics on longevity, educational attainment and enrollment, and earnings, the American Human Development Report revealed where America is today and set a benchmark against which we will be able to assess where we are tomorrow. In countries around the world where similar studies have been done, Human Development Index findings have proven that strategic investments in health, education and employment boost people's well-being as well as national prosperity.</p>
<p>Some surprising findings of "A Portrait of Louisiana" include the following:</p>
<ul>
<li>Women in Louisiana live longer than men and have higher educational levels, yet earn an average of $16,000 less per year.</li>
<li>The average life span for African Americans in Louisiana today (72.2 years) is shorter than that of Colombia, Vietnam and Venezuela. The average life span of an African American in New Orleans is 69.3 years, nearly as low as North Korea.</li>
<li>Whites in Louisiana have wages and salaries on par with those African Americans earning the most. The median earnings for whites ranges from $25,000 to $37,000. For African Americans the same range is from $13,000 to $25,000.</li>
<li>The 6.6% unemployment rate in Louisiana is well below the national average of 9.4%.</li></ul>
<p>"This report explores actions needed to build an infrastructure of opportunity so that all in Louisiana can be productive citizens and reach their full potential," said Sarah Burd-Sharps, co-author of both this report and the American Human Development Report. "Doing so is critical to the economic growth and future competitiveness of Louisiana in the knowledge-based global marketplace of tomorrow," added co-author Kristen Lewis.</p>
<p>"In Louisiana, where we work with 16 state and local organizations such as the Louisiana Disaster Recovery Foundation, this report clearly illustrates the conditions residents were struggling with even prior to the hurricanes of 2005—limited access to education, lower incomes, and shorter lives—and argues for a comprehensive solution for recovery," said Raymond C. Offenheiser, president of Oxfam America, which helped to fund the report with the Louisiana Disaster Recovery Foundation and the Foundation for the Mid-South. "And it comes at a crucial time, given the financial challenges facing the state and nation, to help policymakers prioritize how to use scarce funds."</p>

<p>Louisiana has great success stories to tell—from its maturing status as the most prepared region in the country, to the burgeoning class of solution-minded innovators and social entrepreneurs, to the renaissance of civic participation that promises to stoke long-term improvements. The state has below-average unemployment rates, in part due to significant stimulus and recovery dollars winding their way through the state, and has been recognized as Co-State of the Year by a business development group for its "vibrant economy." We must build on these successes.</p>
<p>However, we must also soberly assess the challenges yet before Louisiana. This report paints an often troubling picture of long-standing human disparities, some of which have been exacerbated by natural/man-allowed disaster and the global economic crisis. The report's Human Development (HD) Index is a user-friendly method of comparing the condition of communities. This analysis has great potential to guide policy-making processes and to support data-driven thinking that moves beyond the assumptions of historical parochialism.</p>
<p>This report was developed by the Louisiana Disaster Recovery Foundation (LDRF) in partnership with Oxfam America and other organizations committed to fully recovering the lives of Gulf Coast citizens.</p>

<p>CIFCA—the Copenhagen Initiative for Central America and Mexico—coordinated the mission, which was composed of 17 members from different professional sectors and countries. The delegation visited Honduras at the end of July.</p>
<p>The mission recommended that the international community condemn the coup and demand Zelaya's return.</p>
<p>The mission calls on the international community not to accept elections organized by the de facto Micheletti government and to continue to suspend international budget aid. It also calls on the international community to maintain the suspension of diplomatic relations with the Micheletti administration, including suspending diplomatic visas and freezing foreign bank accounts.</p>
<p>All these measures are intended to force the de facto government to accept the negotiations coordinated by Costa Rican President Oscar Arias. Arias seeks a peaceful return to democracy that will begin with Zelaya's return to the country.</p>
<p>The members of the mission were able to confirm that human rights have been violated, as people were arrested without formal legal accusations. The people who have been detained include not only Hondurans, but also foreigners, especially Nicaraguans.</p>
<p>The mission also confirmed several cases of violations of freedom of speech and expression and has had conversations with journalists that were forced to stop their activities.</p>
<p>In order to continue monitoring the situation in Honduras, the mission has decided to create a Human Rights Observatory.</p>

<p>WASHINGTON, DC — International development and relief agency Oxfam America today welcomed a new bipartisan bill introduced by Senators Kerry (D-MA), Lugar (R-IN), Menendez (D-NJ), Corker (R-TN), Cardin (D-MD), and Risch (R-ID). The legislation, the Foreign Assistance Revitalization and Accountability Act of 2009 (S.1524), would enact key reforms to US programs that fight global poverty. These include greater transparency in how US development aid is used and rebuilding the United States Agency for International Development (USAID), both critical components of the aid reform agenda Oxfam America hopes will pass Congress this year.</p>
<p>"Rebuilding USAID is critical to effective delivery of US foreign assistance to fight poverty—which is recognized as key to America's strategic and security interests. We are working hard to build momentum to get reform passed this year." said Raymond C. Offenheiser, president of Oxfam America.</p>
<p>"Over the last two decades, USAID has had its legs cut out from under it—its resources and staff have been slashed while more development capacity has been shifted to the Department of Defense. Along with rebuilding USAID, the US must shift its focus from development projects that meet short-term political and security goals back to long term development goals that not only help more people escape poverty, but in the long run, create greater stability and good will for the US. Rebuilding USAID gives the US and its development policy a start down the right path."</p>
<p>Currently, USAID has little capacity to strategize and create comprehensive development plans for the countries in which it operates says Oxfam. The bill addresses this issue by establishing USAID mission directors as responsible for coordinating all development and humanitarian assistance efforts in the field, under guidance of the Chief of Mission.</p>
<p>"This bill is a welcome move by Senator Kerry to help reinvigorate US foreign assistance," said Offenheiser. "Kerry is creating a scenario that will allow USAID development professionals to do what they do best—work closely with local communities and governments to deliver long-term programs that help to alleviate poverty and build prosperous communities."</p>
<p>"Transparency is also key to getting the most out of US development aid. Without good information, recipient governments can't plan, poor people can't hold their governments accountable, and the US taxpayers can't see results.  Development professionals, aid recipients and US taxpayers need to see exactly where money is going and what the expectations are, so that there is greater accountability and success. Success means more positive change in the lives of poor people."</p>
<p>Key themes addressed by the new legislation include rebuilding USAID's capacity to think and implement strategically; giving the agency new tools to measure, evaluate and innovate to achieve smart development; promoting transparency and flexibility; and investing in human capital.</p>
<p>The aid reform debate in Washington has gained momentum in the last few months. Secretary of State Clinton recently announced that the State Department and USAID will be undertaking America's first-ever Quadrennial Diplomacy and Development Review (QDDR), in order to streamline the aid system and to put development on par with national security and diplomacy in foreign policy debates and decisions. In Congress, House Foreign Affairs Committee Chairman Howard Berman (D-CA) has introduced the Initiating Foreign Assistance Reform Act of 2009 (HR 2139), which has more than 90 bipartisan co-sponsors.</p>

<p>WASHINGTON, DC — In the aftermath of President Obama's trip to Ghana, where he urged Africans to fight corruption and take control of their own destiny, leaders from the continent called on the Obama Administration to do its part by making U.S. foreign assistance more focused and effective.</p>
<p>In a panel co-hosted by Oxfam America and Foreign Policy, journalist Andrew Mwenda of Uganda, Reconstruction Minister O. Natty B. Davis, II of Liberia, and environmental activist Wore Gana Seck of Senegal urged U.S. leaders to make U.S. foreign assistance more supportive of effective states and active citizens. In particular, the panelists called for a U.S. aid approach that is more transparent, more consistent with the needs of citizens and local governments, and more focused on giving recipient states the power to manage their own development.</p>
<p>"Getting to better development assistance will require that donors such as the U.S. keep a close eye on the critical task of building government capacity and institutions directly," said O. Natty B. Davis, II, Reconstruction Minister of Liberia. "This will ensure the efficacy of aid and its ability to deliver results that can have a real impact on the lives of the people in these countries in as short a time as possible."</p>
<p>The panel reflected growing momentum in the foreign aid reform debate in the U.S. Before leaving for Ghana, President Obama was quoted in an AllAfrica.com interview saying, "Our aid policies have been splintered among a variety of agencies... Trying to create something steady [and] basing our policies on what works and not on some ideological previous position—is going to be very important."</p>

The best signal the U.S. can send to show it is serious about development is to nominate a USAID Administrator who will help rebuild the agency and bring back its capacity to be a true partner in development."</p>

<p>WASHINGTON, DC — Despite last week's commitment by the G8 to finalize the stagnant Doha trade talks by 2010, international aid organization Oxfam America warned that much more is needed to reform world rules to capitalize the power of trade to lift people out of poverty, and called on WTO members to re-think the course of the negotiations.</p>
<p>"Resuscitating Doha is essential to right the rigged rules of trade, but what's been simmering on the WTO stove will simply not deliver for poor countries, said Oxfam America president Raymond C. Offenheiser. "The financial crisis, which started in developed countries but is taking its worst toll on developing countries, should be the impetus for a change in course."</p>
<p>In <a href="/publications/empty-promises">a new report released today</a> called "Empty Promises," Oxfam details how the Doha Round has become an exercise in prying open developing country markets rather than an effort to rebalance decades of unfair agricultural and industrial trade rules. In the midst of a global economic crisis, a food crisis, and a climate crisis, nations with the least blame and with the least capacity to cope with the consequent effects must not have to pay even more to enable their economies to develop, according to the report.</p>
<p>Over 50 million people stand to lose their jobs, remittances are collapsing, and growth in sub-Saharan Africa is predicted to fall by 70 percent this year trapping 90 million more people in poverty, because of the crisis. Food prices meanwhile remain high for poor consumers: by the end of 2008 a further 109 million people had been added to the ranks of hungry, topping 1 billion people worldwide. As the world experiences the sharpest drop in trade in 80 years, a "development" trade deal—as originally promised—remains crucial, according to Oxfam.</p>
<p>"Now is the time for WTO members to come back to the negotiating table, recognize that the current crisis provides an opportunity to address urgent development needs, and change the course of negotiations, much as they did nearly eight years ago in Doha," said Offenheiser. "At this time of desperate need for a change of course, the Doha Round has to step up to deliver on its development promise. There is little credit left for another failure."</p>
<p>The welcome political commitment from the G8 could lead to a fresh start to negotiations, but it cannot be business as usual. In the past eight years, developed countries have used the talks to continue to push to open up new export markets. Developing countries have resisted, saying they were promised a deal that would give them space to protect their farmers and new industries, an end to rich country trade-distorting agricultural subsidies, and more access to rich markets for their farmers and industries.</p>
<p>The widespread food price crisis has shown that food and livelihood security cannot depend solely on market forces. Development, rather than liberalization, has to be the central objective of negotiations and trade rules must respond to the needs of the most vulnerable people first and foremost, according to Oxfam. It is the responsibility of WTO member states to analyze the role of trade in the recent global crises so that the Doha negotiations take into account the new global context and contribute to a solution, rather than exacerbate the problem.</p>
<p>"What's on the table is no silver bullet since it continues to favor the richest and biggest farmers and industrialists in the US and Europe and sidelines the needs of the poor," said Offenheiser. "We have seen what can be done when countries find the resolve to avert problems at home, and this resolve must be translated to the multilateral trade agenda so that the much-needed conclusion of the Doha Round can be achieved in a manner that addresses developing country needs first and foremost."</p>

<p>President Obama's first speech in sub-Saharan Africa hit on many of the key themes Oxfam believes are essential for a prosperous and just future for the continent. Africa, where millions are already suffering in poverty, may lose as much as $245 billion in the current economic slump this year. This is almost seven times the amount the continent receives in development aid.</p>
<p>"President Obama's historic visit to Ghana, so early in his presidency and on the heels of important commitments at the G8 in Italy, signals the importance of African development to US interests," said Raymond Offenheiser, President of Oxfam America. "President Obama gets it. He understands that without a strong civil society, and capable, transparent governance, efforts to fight poverty and bring about social justice in Africa will at best be incremental. Good governance and sustainable use of resources will inspire more effective international assistance and increase trade."</p>
<p>President Obama had several recommendations that will help Africa on the road to prosperity. Here are a few of the highlights from the speech:</p>
<h3>Good governance</h3>
<p>"In the 21st century, capable, reliable, and transparent institutions are the key to success—strong parliaments; honest police forces; independent judges; an independent press; a vibrant private sector; a civil society. Those are the things that give life to democracy, because that is what matters in people's everyday lives." These are all important parts of a thriving democracy, and President Obama made clear in his speech that these should be a priority in Africa just as they should be on every other continent. Building strong institutions that protect the rights of citizens, and allow business and entrepreneurs to flourish, will encourage investment in Africa. Oxfam is focused on helping civil society organizations work to hold their governments accountable. Examples include our partnerships with groups promoting new laws that accord <a href="/articles/domestic-violence-bill-set-to-protect-women-in-mozambique">equal rights to women and girls in southern Africa</a>, and a region-wide proposal for <a href="/articles/west-africa-asks-where-is-my-gold">uniform laws governing the mining industry in West Africa</a>.</p>
<h3>Good use of resources</h3>
<p>"So in Ghana, for instance, oil brings great opportunities, and you have been very responsible in preparing for new revenue. But as so many Ghanaians know, oil cannot simply become the new cocoa... Dependence on commodities—or a single export—has a tendency to concentrate wealth in the hands of the few, and leaves people too vulnerable to downturns." Resources like gold, diamonds, and oil can bring enormous wealth and potential for development. The road to prosperity will require leaders to avoid the path of poor management, corruption, violence and war. Ghana is a promising example of what is possible: Since <a href="/articles/ghanas-president-promises-disclosure-of-oil-contracts">Ghana discovered oil</a> near its coast, the country's President John Atta Mills pledged earlier this year to disclose all petroleum agreements, so citizens can track what money comes to the government and how revenues are spent. This pledge has not yet been turned into reality. Real transparency needs to be built into a new legislative framework for how Ghana's new oil wealth will be managed, to ensure revenues are spent on social services and poverty reduction.  Oxfam is working with the US Congress on legislation to require all US and foreign companies subject to Securities and Exchange Commission rules to disclose payments to developing country governments. This will be a critically important tool for citizens working to avoid corruption and waste of natural resource revenues.</p>
<p>President Obama also highlighted steps that the US would take to help combat corruption, including addressing corruption in the annual State Department human rights report, a recommendation that was made by Oxfam America in its <a href="/issues/us-public-policy/Oxfam-America-Transition-Briefing-Memo.pdf">Presidential transition memos</a>.</p>
<h3>Better foreign aid</h3>
<p>"Aid is not an end in itself. The purpose of foreign assistance must be creating the conditions where it's no longer needed." The United States needs to make a number of key reforms to make our foreign aid system as effective as possible in reducing poverty and creating prosperous communities throughout the developing world. The US lacks a coherent strategy for global development. Oxfam is calling on the US to keep recipient country governments and their public informed on the nature and amount of American aid, and let each recipient country lead its own development agenda. President Obama's focus on using aid to defeat poverty is on the right track—one that we hope will lead to a new strategy for global development and a reinvigorated, effective aid system that will also rebuild US leadership in the world.</p>
<h3>Addressing climate change</h3>
<p>"A warming planet will spread disease, shrink water resources, and deplete crops, creating conditions that produce more famine and more conflict." Climate change is already affecting the lives and livelihoods of millions of poor people in Africa, as a <a href="/publications/suffering-the-science">recent Oxfam report</a> detailed. Tackling these impacts is essential to addressing food security and broader development objectives. President Obama must commit to help bring about a comprehensive global climate strategy that will help poor communities cope with failed crops, dwindling reserves of clean water, and displacement caused by extreme weather events. The US and other wealthier countries must curb their greenhouse gas emissions to prevent climate chaos and provide adequate financial assistance to help African countries adapt in greener and more sustainable ways.</p>
<h3>Making trade fair</h3>
<p>"Now, America can also do more to promote trade and investment." The economic welfare of Americans is inextricably linked with the well-being of people across the globe. While our foreign policy seeks to address the problems of poverty, disease and lack of economic opportunity, our trade policy has often exacerbated them, by demanding greater access to export markets in the poor countries, more favorable rules for US investors that can lead to greater poverty and inequality, and limiting access to affordable medicines. President Obama must develop a new trade policy with economic development as a core objective, spreading the benefits of trade as widely as possible, in the developing world as well as in the United States. This must include focusing efforts on the multilateral trading system to achieve a successful conclusion of the Doha Development Round, while working with Congress to pass legislation providing for duty-free and quota-free market access for all Least Developed Countries (LDCs).</p>
