<p>Oxfam and our partners are now assisting more than 330,000 people in Darfur who have been affected by the conflict that began in 2003.</p>
<h3>Responding to new emergencies</h3>
<p>Armed clashes in Sudan continue to drive people from their homes. In January, more than 100,000 people fled the gold-mining area of Jebel Amir in North Darfur. Oxfam and a local partner have been assisting thousands of families with clean water, sanitation facilities, and relief materials like plastic sheeting and blankets.</p>
<h3>Protecting health</h3>
<p>Oxfam America is working with local Sudanese partners and community members to provide clean water, sanitation, and hygiene programs to more than 260,000 people in camps and villages in Darfur. Our water engineers are helping maintain the wells, pumps, tanks, pipes, and taps that deliver treated water to the settlements, and our sanitation and public health staff are ensuring that camp residents have latrines, bathing areas, soap, water cans, and access to the information they need to stay healthy under challenging camp conditions.</p>
<h3>Restoring incomes</h3>
<p>Many people affected by the conflict no longer have the means to make a dignified living. Farmers who have been displaced from their land, herders who have lost their animals, and widows who are trying to raise children alone have a range of needs as they try to restore their incomes. Oxfam partners have offered small business grants and loans, as well as vocational training and assets like donkey carts to many of the most vulnerable residents of the camps. In rural areas affected by the conflict, we are providing seeds, plows, and horse carts for farmers, as well as small business loans.</p>
<h3>Supporting women</h3>
<p>High-efficiency stoves can address an array of problems in Darfur. In a joint program with two partners, Oxfam America has supported local camp residents to assemble and distribute more than 15,000 stoves that are more than twice as efficient as traditional three-stone fireplaces. For the women who purchase their firewood in the market, the stoves reduce the cost of fuel and ease the heavy economic pressure on their families. <h3>Protecting the environment</h3>
<p>Oxfam America's fuel-efficient stove program is helping protect Darfur’s fragile environment by reducing the need for firewood and charcoal.</p>
<p>Other environmental initiatives include planting and protecting tens of thousands of tree seedlings around school and camps for displaced people.</p>

After dehusking the rice, it lasted her family (two daughters, her husband and mother-in-law) just a few months.</p>
<p>She planted a maize field and hoped to grow a ton, but only got one 50-kg bag. She says the poor result was due to “lack of rain, lack of good equipment for cultivation, and lack of money to pay for labor.”</p>
<p>Her situation is rather typical in the small village of Bandafassy, about 15 kilometers from the town of Kedougou in eastern Senegal, <span class="external-link"><a href="http://www.oxfamamerica.org/articles/emergencies/west-africa-food-crisis" class="external-link">where erratic rain last year hit farmers hard</a></span>. The resulting high demand for food grown in other parts of the country is pushing up prices, and forcing farmers who were already struggling to feed their families to find creative ways of coping.</p>
<h3><b>Erratic rain prevented any decent harvest</b></h3>
<p>Camara is the one in the family responsible for agriculture, but her husband Nicolas Keita helps prepare fields for planting and the harvest – when he is not away mining for gold to earn cash.</p>
<p>Keita says they planted in early June, but by the end of the month it had stopped raining, and what they were growing dried out in July. They replanted in August, and invested in some fertilizer. The rains were intermittent in September and stopped altogether in the beginning of October. "The rain gap in June and July prevented any decent harvest," he says.</p>
<p>"Things are going to go badly," Camara says she realized after the harvest. "But we will make every effort." She turned to gathering wild fruits in the forest, such as the seed pods of the baobab tree and jujube berries to feed her family.</p>
<p>To earn money, her mother-in-law began making clay pots for storing water; Camara walks 15 kilometers to Kedougou (carrying a 10-pound pot on her head) where she sells the pots for about $5 each. If she can make a sale, she buys food and returns. In a good week, she can sell two or three pots.</p>
<p>Camara reports that after a good harvest she can feed her family for about six months, but this past year the food only lasted about four. She says she is down to her last two bags of rice, one of which she wants to save for seed. “We will always find a way to get by,” she says with a certain resignation. The threat to farmers like Camara is that of another year of diminished harvests: Successive bad years can lead to a downward spiral that even the most resourceful farmer can’t avoid.</p>
<p>Oxfam is designing programs to help farmers like Camara get the resources they need to plant crops this year, so that when the rains come people will have an opportunity to grow what they need for food. Cherif Sow, who works for the Kedougou Association for Action and Development, an Oxfam partner, says the need for support in the area is crucial. “We have to help the communities as quickly as possible to help them survive the lean time, otherwise it will have an impact on their agricultural production.”</p>

Well, we generally think about our field programs as approximately 15-year investments. In other words, a development program requires almost as much time and commitment as it takes to raise a child.</p>
<p>A shorter commitment won't get the job done. It takes time to help people build skills and infrastructure, to get policies changed, and to ensure that governments spend their money more effectively.</p>
<p>Smart development demands monitoring and evaluation. Organizations should be accountable to report not only what they do, but also how they measure it. Don't believe stories that guarantee long-term impact after one or two years' investment; that's barely time to lay some groundwork.</p>
<p>We all crave the easy answer, the quick solution, but if eradicating poverty were simple, people living in poverty would have sorted it out long ago. They may lack resources like land, but they certainly don't lack intelligence or insight. Poverty is a global challenge—one that we can overcome together, but listening and learning from people living in poverty, and developing solutions with them, takes time and sustained effort.</p>
<p>This issue of <i>OXFAMExchange</i> includes inspiring stories, but they are just snapshots from a family album: moments in a long journey together. Each story is ultimately about perseverance and the need for long-term commitment.</p>

<p>Teklehaimanot  is part of an Oxfam America program called HARITA, or Horn of Africa Risk Transfer for Adaptation, that has designed a way for the country’s poorest farmers to get weather insurance for their crops, allowing more than 13,000 this year to buy themselves and their families a rare bit of security. For 1,810 farmers in seven villages hit hardest by the drought, each will now get a share of the total $17,392 in payouts.</p>
<p>“Last season the rain was bad and we didn’t produce what we had hoped for,” said Teklehaimanot. “So the payment is good for us. We know it won’t cover all our losses, but for me, at least, I can cover the loan I took to buy fertilizers.”</p>
<p>Launched in 2008 with a host of partners including the Relief Society of Tigray, the program aims to build the resilience of farmers by offering not only insurance, but increasing access to credit, encouraging savings, and reducing the risk of climate change through improved land-management practices.</p>
<p>“The project is beyond giving emergency aid. It increases the confidence of farmers and encourages them to take risk to improve their productivity,” said Gezachew Gebru, a representative from Ethiopia’s Ministry of Agriculture. “We need to do more to encourage others to join this effort and make insurance available to all farmers.”</p>
<h3>Celebrating a milestone</h3>
<p>The payout announced on Saturday, Nov. 12, represents an important milestone for the initiative which, in partnership with the World Food Programme, is set to expand into Senegal and two other countries. Triggered when rainfall dropped below a pre-determined threshold, the payout is the first participating farmers have received since the program began, proving the value of investing in the future.</p>
<p>For Haile Selasse Negash, a 48-year-old farmer from the village of Getskymilesily, the payout has meant he can look ahead and plan—something that might not have been possible had he lost all his assets to drought, as so many have in recent months. Across East Africa, more than 13 million people are ensnared by the drought and food crisis.</p>
<p>“Last season it started raining and it stopped all of a sudden. We didn’t get rain for a full month and that damaged our crops,” said Negash. “With the money I get I am planning to buy seed for the next season.”</p>
<h3>Work for insurance</h3>
<p>And it’s not just the payout Negash is happy about; it’s what the program is doing for his community.</p>
<p>“For me, the major benefit is not the money we receive but the work we are doing to recover and protect our environment through those paying for the insurance with labor,” he said.</p>
<p>A key innovation of the initiative is making it possible for the poorest farmers—those without cash—to trade their labor for their premiums. Of the 13,195 farmers now insured, 91 percent of them, or 12,064, are working on projects that can strengthen their communities in the face of climate change, such as planting trees and improving irrigation.</p>
<p>“What we really like to see is farmers increase productivity through climate adaption and improved production technologies,” said Mandefro Nigussie,  deputy regional director  of Oxfam America’s Horn of Africa office. “The biggest actors in this are the farmers and the insurance companies. The two have to work together to determine the best working conditions that will benefit both. We all know that insurance by itself is not the answer, but it plays a big role on contributing towards the growth of the country’s economy.”</p>

More than 13 million people are now at risk, 1.8 million Somalis alone have been displaced, and 750,000 people are facing starvation. The chronic cycle of drought and suffering prompts us to ask: What would it take to make this Africa's last famine?</p>
<p>Oxfam's work—whether helping Guatemalan women organize to fight gender violence, funding irrigation projects in Ethiopia, or standing with people in Darfur—is about building the resilience of local communities over the long haul. We cannot prevent shocks, but we can help our sisters and brothers access some of the same resources we have to cushion us when times are lean.</p>
<p>We cannot rush from crisis to crisis with short-term fixes. What more evidence do we need than what is happening in East Africa now? This is not the region's first famine, but imagine the headline: Africa's last famine.</p>

It’s helping farmers reduce their costs and earn more, while adding about $23.5 million to the value of Vietnamese rice in just one crop season.</p>
<p>The agriculture ministry reported that there are now 1,070,384 farmers—about 70 percent of whom are women—applying the <a href="http://www.oxfamamerica.org/articles/publications/more-rice-for-people-more-water-for-the-planet" class="external-link">System of Rice Intensification, or SRI</a>, on 185,065 hectares (457,110 acres) of their rice fields. The number of farmers using SRI practices in Vietnam has tripled since 2009.</p>
<p>SRI is a package of good agricultural techniques for hand-planted rice that helps farmers reduce their costs. And the innovative techniques are helping the poorest rice producers on the smallest rice paddy areas boost their rice yields: When compared to traditional rice growing techniques, SRI producers can increase rice production by as much as 500 kilos (more than 1,000 pounds) per hectare. (A hectare is about 2.5 acres.) This typically increases income by about $130 per hectare, enough money to cover food costs for a month for a family of four, or invest in five piglets to raise and sell.</p>
<p>“There is significant evidence that lives are changing at the village level,” said Le Minh, Oxfam Associate Country Director in Vietnam. “I give most of the credit to the collaboration amongst our farmers. When they are successful, they want to share their success with families and friends.”</p>
<h3><b>Less expense, more rice</b></h3>
<p>SRI farmers generally use less seed, sometimes as much as 70 percent less. They do this by transplanting fewer rice seedlings, and spacing them farther apart. This reduces competition for nutrients and allows the rice plants to have more room to grow stronger roots, which makes them more resistant to pests and diseases.</p>
<p>Inspired by their own success, farmers like <a href="http://www.oxfamamerica.org/articles/more-than-a-million-growers-are-now-embracing-innovative-approaches-to-producing-more-rice/bold-commitment-to-innovation/" class="external-link">Le Ngoc Thach </a>are committed to help others. Thach attended an SRI training and visited a few demonstration fields. He gave SRI a try in 2006 and was convinced that these growing techniques would improve the lives of farmers in his cooperative. He started to spread the word. Now 2,000 families, his entire grower cooperative in northern Vietnam, are part of a network of over a million farmers who employ SRI and earn extra income.</p>
<p><a href="http://www.oxfamamerica.org/articles/publications/oxfamexchange-winter-2011" class="external-link">Vuong Hoang Kim</a>, a cooperative member in Yen Bai province, has volunteered to teach other women farmers about using SRI. “We all are very happy to see our rice plants grow very quickly and we gain a lot of benefits from these simple techniques,” she said.</p>
<p>Oxfam has been working with several partner organizations to promote SRI to small-scale farmers as a means to help poor farmers in Vietnam. One partner is the Plant Protection Department in the Ministry of Rural Development, which has been training farmers in SRI techniques in northern provinces of Vietnam with support from Oxfam since 2007. SRI training is part of a larger effort to help build the ability and confidence of smallholder farmers to develop agricultural innovations as a way to earn more money. The program is especially important for women in rural areas, who normally depend on agriculture for income and food.</p>
<p>“It’s a great achievement for small farmers because they are the ones leading the SRI innovation,” said Ngo Tien Dung of the Agriculture Ministry’s Plant Protection Department. “We need to build momentum for SRI extension over the coming years. It’s a smart investment needed to lift people out of poverty and to boost the national economy.”</p>
<p>Vietnam is the second largest rice exporter and accounts for one fifth of global rice supply. In 2010 the country exported 6.6 million tons, worth about $2.8 billion. Oxfam’s collaboration with the Plant Protection Department is helping small-scale farmers, who are usually the poorest, to increase their share of this business. But things change drastically as you approach Yabello. About 300 miles south of Addis, the vibrant green vegetation is replaced by bare red soil, dried corn field,s and emaciated cattle roaming listlessly in search of grass and water. The effects of the recent drought are visible everywhere.</p>
<p>It did not have to be this way.</p>
<p>About 190 miles east of Yabello in the Liben District of the Guji Zone, a group of people have managed to escape this horrible fate through a project that helped them create a new means of earning a living while maintaining their pastoralist way of life. A small-scale irrigation initiative, supported by Oxfam America and its partners, has allowed the dream of some of the people of Melka Guba and to become a reality: They are now growing enough food to ensure their families can eat.</p>
<p>Here, in late August, things look much different from the surrounding areas. Smiles brighten the faces of men, women and children, and healthy cattle graze on the dried corn stalks and leaves strewn across the fields from the recent harvest.</p>
<p>In response to a 2008 drought that hit this region hard, Oxfam America worked with a local partner and the regional government on an emergency and recovery project that helped link disaster relief to longer-term development. The first phase focused on saving lives and livelihoods. This was followed by steps that helped villagers analyze their situation and reorganize themselves with a goal of building their assets and strengthening their means of making a living. That is when the people of Melka Guba decided to diversify their livelihoods: In the face of a changing climate they determined to try farming with the help of the new small-scale irrigation network along the nearby Dawa River.</p>
<p>In spite of the fact that this herding community had little prior experience with irrigation, the 64 hectares of irrigated land have now become a life line for more than 201 households in the area.</p>
<p>Mero Abdo, a 30-year-old mother of three, said, “I thank the day I joined this irrigation project. We see how others are suffering everywhere, but my children go to sleep full. I feel really happy I can even help others who are not part of the irrigation community and are having a problem feeding their children.”</p>
<h3>More than just food</h3>
<p>Revered by her community, Abdo is a strong woman and one of the first 101 women selected to participate in the irrigation project.</p>
<p>“I was excited from the beginning since I used to hear about irrigation on the radio and I knew it would change our lives,” she said. Abdo not only serves as a member of the irrigation management committee as well as its treasurer, but she is one of the few women to take on all farming activity on her own.</p>
<p>For most of the participants, this third harvest was their best yet. Abdo managed to produce 14 quintals of corn on a quarter hectare of land (about .6 acres), more than from either of the previous two harvests.</p>
<p>“I used the line-sowing technique this year and produced more,” she said. “I plan to use seven quintals to feed my family and sell the rest to pay for my children’s school, buy cattle, or start a small trading business.”</p>
<p>Abdub Bora, a 40-year-old farmer and father of eight, proudly showed us his traditional storage silo filled to the brim with corn from his last harvest.</p>
<p>“This time I produced 15 quintals of corn on my quarter hectare of land,” said Bora. He told us he is planning to use eight quintals and sell the remaining seven quintals to meet the other needs of his family. “I have eight children and four are still in school. I will use the money to buy books and use some of it in case my family gets sick,” added Bora.</p>
<p>Bora’s wife lives in Melka Guba, about 10.5 miles from the irrigation site, where their children can attend school.</p>
<p>“We don’t mind the separation. The main thing is to have enough to eat and allow our children to finish school,” said Bora. “My wife brings me food I can easily cook here and she even comes and works with me during the busiest farming season.”</p>
<p>The reach of this irrigation project spans further than the community itself. Thanks to the river-fed harvest, the households participating in this project are one of the few sources of corn seed in the Liben District.</p>
<h3>Double blessings</h3>
<p>When the project started, each of the 201 households were allotted a quarter hectare of irrigable land in accordance with government regulations. But not everyone was convinced the irrigation would work and some abandoned their plots. To avoid wasting water, the irrigation management committee offered those plots to neighboring farmers who would be capable of using them.</p>
<p>Hussein Gufar, a 44-year-old father of six, was one of the lucky ones who received one of the adjacent parcels. During the most recent harvest, he produced 25 quintals of corn on a half hectare of land (about 1.2 acres).</p>
<p>“We said this could change our fate,” said Gufar, who is a member of a task force that ensures the daily operation of the irrigation system. “We were not sure at first but now we have more confidence and plan to work even harder.” A pile of corn sacks in the middle of his field is proof of his commitment and hard work.</p>
<p>Beyond the families the project has helped, it has also blessed the community’s most valuable asset—the cattle, which now feed on the stalks and leaves left after the harvest.</p>
<p>“We are not only able to feed our animals but we sell the rest of the maize residue to the surrounding community for additional income,” added Gufar. The price of that fodder has increased four times in one year which reflects the desperate situation most of the surrounding community is in.</p>
<h3>Ensuring sustainability and ownership</h3>
<p>The irrigation effort is not without challenges and does not address all of the community’s needs. Community members are aware they will have to work together to reap the maximum benefit of this investment. Some of the concerns they have expressed include the high cost of transportation, which limits farmers to growing only longer-lasting produce, such as onions; the rising cost of generator fuel; and minimal support from the government in terms of providing training and helping connect farmers with markets.</p>
<p>“We are now only producing onions and tomatoes for home consumption. If we could reach the right market and access reasonable transportation, we could earn more money and increase our income,” said Gufar.</p>
<p>During the last harvest, the irrigation participants contributed 10,700 birr ($629) of which 10,000 ($588) was used for generator fuel and to pay for the seeds some had borrowed.</p>
<p>Many efforts are underway to improve the quality of life in the area. Among other things, this project fostered the construction of a three-room school that is managed by the pastoralist commission. In addition, a health post is also being planned for the site.</p>
<h3>Food insecure no more</h3>
<p>Melka Guba farmers are eager to start the next planting season. To use the irrigation system efficiently, all their plots need to be ready for sowing at the same time—so water isn’t wasted. Farmers are now working on that coordination.</p>
<p>And along with the irrigation has come something else: peace of mind. Project participants can now have access to food all year round. <p>Thousands of the world’s poorest people are losing their homes and livelihoods as a result of a new wave of land deals.</p>
<p>In one case, at least 22,500 people in Uganda lost their homes and land to make way for a British timber company, the New Forests Company (NFC). <a href="http://www.oxfamamerica.org/publications/the-new-forests-company-and-its-uganda-plantations/?searchterm=new%20forests" class="external-link">Villagers told Oxfam that some evictions resulted in physical violence, and destruction of property, crops and livestock.</a> Many have been left destitute, without enough food or money to send their children to school. They have received no compensation or alternative land. NFC denies that it was responsible for any evictions.</p>
<p>What’s more, NFC is supported by investment from international institutions which claim to uphold high social and environmental standards, including the World Bank and the European Investment Bank. In addition, HSBC, which prides itself as a responsible bank, owns 20 percent of NFC and has one of six seats on the NFC Board.</p>
<h3>Modern day land rush</h3>
<p>Preliminary research indicates that as many as 227 million hectares have been sold, leased or licensed in large-scale land deals since 2001, mostly by international investors. This modern-day land rush follows a drive to produce food for people overseas, meet damaging biofuels targets or speculate on land to make an easy profit.</p>
<p>However, many of the deals are in fact ‘land grabs’ where the rights and needs of the people living on the land are ignored. Global safeguards exist to protect poor people, but they are being flouted in the scramble for more land. And it’s women—who produce up to 80 per cent of food in some poor countries—who are most vulnerable.</p>
<h3>What Oxfam is calling for</h3>
<p>Oxfam is calling for remedies to the Ugandan mass eviction and the other large scale land grabs included in the report. Investors, governments and international organizations must also put a stop to land grabbing by fixing the current policies, regulations and business practices, which frequently fail to ensure that local people are consulted and treated fairly during negotiations. They should also ensure that all relevant international standards are respected including the World Bank's International Finance Corporation Performance Standards and the Forest Stewardship Council's standards.</p>
<p>The US government should take a leadership role in curbing this growing phenomenon working closely with like-minded governments at the UN's Committee on Food Security in Rome next month to push forward strong and broadly supported Voluntary Guidelines on land tenure. Finally businesses and policy-makers should start to explore measures that the US government and industry can take to curb the worst abuses by US investors and US listed companies in affected countries, including measures to increase transparency around land deals.</p>

Plastic sacks, doubling as raincoats and folded like origami crowns, sit at the ready on the heads of young herders.</p>
<p>Puddles swallow trucks to their underbellies. And everywhere, green sweeps the hillsides: delicate shoots of teff, so vibrant it looks lit from within, mix with fields of corn, the stalks thickening by the day and inching skywards.</p>
<p>But here in this village of about 1,100 households in Ethiopia’s northern region of Tigray, they’re holding their breath. Will the rain stay steady? Will it fall in enough abundance to fatten the grains and produce a bountiful harvest on which so many here depend?</p>
<p>At night, in my hotel room in Abi Adi, I listen as the rain pelts the metal roofs and pours into the courtyards and muddy streets below. I think about all the uncertainties farmers in Adi Ha face, and then I think about the south and what happens when those uncertainties become life-threatening. There, where southern Ethiopia, northern Kenya, and south-central Somalia meet, a <a href="http://www.oxfamamerica.org/articles/east-africa-drought-and-food-crisis-q-and-a" class="internal-link" title="East Africa drought and food crisis Q and A">severe drought and food crisis</a> has snared almost 12 million people, farmers and herders both. The UN has already declared <a href="http://www.oxfamamerica.org/articles/famine-in-somalia-causes-and-solutions" class="internal-link" title="Famine in Somalia: Causes and solutions">famine in two parts of Somalia</a>. And some areas of the region are the driest they have been in six decades.</p>
<p>Though the rain in Tigray brings hope, nothing is certain. Not when the weather has become increasingly erratic. And not when the vast majority of farmers rely on rain to feed their fields. Countless families here—like those now struggling in the south—have known the ravages of drought.</p>
<p>But in Adi Ha, and a growing number of communities in Tigray, farmers now have a means of managing some of that unpredictability: weather insurance for their crops.</p>
<p>Initiated in 2007 by Oxfam America and a host of partners, including the Relief Society of Tigray and Swiss Re, a new program has found a way for even the poorest farmers to afford insurance. Instead of cash, these farmers can pay for their premiums with labor, a resource they have in abundance. If insufficient rain falls during a critical period of the growing cycle, and their teff, wheat, or barley suffers, farmers will receive a payout—an infusion of cash that can help them cover their losses and weather the rough times.</p>
<p>“This insurance is very good,” said Selas Samson Biru, who paid 200 birr ($11.75) this year to cover half a hectare of teff—a tiny grain that is a staple of the Ethiopian diet. “The insurance is good because it’s saving our assets in a bad year.”</p>
<p>As she spoke, a heavy sky pressed down on the fields of Adi Ha. Nearby, farmers coaxed their oxen through rocky fields, hurrying to plow and plant. It felt like rain. But Biru was worried still. She expected her corn would be OK, but the teff?</p>
<p>“We have some doubt,” she said.</p>
<p>Readings at a small rain gauge across the river from one of Biru’s fields showed that, on the Ethiopian calendar for July, rain had fallen on only seven days until a thorough dousing on July 24, when 50 millimeters (2 inches) soaked the fields. Before then, the heaviest rain measured just 30 millimeters (1.2 inches).</p>
<p>With the green that rain has brought to Adi Ha, it’s hard to fathom just how dry the south is. And in fact Biru, far from any access to the Internet or TV, said she had not heard about the drought and suffering there.</p>
<p>“We are sorry about that news,” she said, worry creasing her brow. “We feel that type of drought might come to us.” And then she brightened.</p>
<p>“Have they bought insurance?” Biru asked. “This is one of the most important things that needs to be scaled up.”</p>
<p>That’s in the works. Through a new partnership, Oxfam America and the World Food Programme, together with Swiss Re, are helping to bring this insurance model—and a package of other resource-management techniques including savings, credit, and disaster risk reduction strategies—deeper into Ethiopia and across three new countries.</p>
<p>It won’t come in time to help families in the south, but the disaster there may finally spur some serious international interest in finding long-term solutions—like weather insurance—to the devastation drought brings.</p>

<p>A new interactive map published by Oxfam today shows how poor communities across the world are being hurt by high and volatile food prices. The <a href="http://www.oxfamamerica.org/press/articles/food-price-spikes" class="external-link">food price pressure points map</a> provides a global snapshot of the impacts of the global food price crisis.</p>
<p>High and volatile food prices are one of the biggest political issues of 2011. The pressure points map can be embedded directly into any website to give audiences an easy way to raise their voice and take action on the food price crisis. The tool is part of Oxfam’s global GROW campaign to fix the broken food system.</p>
<p>“The poorest people from Kansas to Yemen are suffering the impacts of high and volatile food prices,” said Raymond C. Offenheiser, President of Oxfam America. “Food price volatility has pushed tens of millions of people into poverty and contributed to violence and instability that is dangerous for global security and costly to American taxpayers. Meanwhile Congress has its head in the sand hoping for it all to go away.”</p>
<p>Food prices have hovered near an all time peak since late 2010 sending tens of millions of people into poverty. After decades of steady progress in the fight against hunger, the number of people without enough to eat is again rising and could soon again top one billion. Leaders from the US and other G-20 nations have delivered little more than band-aid solutions giving little hope to struggling communities.</p>
<p>The map displays countries that are highly vulnerable to price spikes, have seen price spikes contribute to violence or unrest, or have suffered extreme weather events that have contributed to price hikes. Some examples of the impacts the map reveals include:</p>
<ul>
<li><strong>Yemen:</strong> One-third of the population—7.2 million people—suffers from acute hunger. In the capital city, imported wheat flour prices were 117% higher in May of 2011 than the previous year contributing to unrest in the country.</li>
<li><strong>Tanzania:</strong> Despite a strong economic performance, more than half the population lives in extreme poverty and is vulnerable to increasing food prices.</li>
<li><strong>Mozambique:</strong> In 2010, after record harvests, Mozambique was still slated to import almost a quarter of its food. Food prices are volatile because of both domestic production and import dependence.</li>
<li><strong>Russia</strong>: In most of Russia’s regions, the price of the average food basket went up by 20-30 percent between July 2010 and March 2011. Russian food prices remained high even after the Russian government introduced a grain export ban that led to a surge in prices on the international markets.</li>
<li><strong>Guatemala:</strong> Nearly half of children under 5 in Guatemala are chronically undernourished, and the proportion of the population suffering from malnutrition has been rising. In rural areas, up to 70 percent of children are malnourished.</li></ul>

<p>Oxfam America’s partners in El Salvador celebrated International Women’s Day in early March with a week-long series of activities in the northern province of Chalatenango. More than 750 women members of Saving for Change groups in the region participated in the events, which included the screening of a documentary film produced by Oxfam on problems related to food security in poor countries at a special “Cine Forum” on March 9th.</p>
<p>The film screening was part of an effort led by Oxfam and its partners in Chalatenango to help the women participants in Saving for Change groups to improve their entrepreneurial skills and ability to manage small businesses, as well as small-scale agricultural activities and ability to advocate for better policies to address major economic issues related to agriculture and food.</p>
<p>Other activities during the week included cultural acts, such as theater and folklore dances, organized by the women themselves. This is a remarkable accomplishment. For the first time, women felt empowered enough to organize community activities by themselves and for themselves. It’s an example of how teaching women to save and manage their own funds in a Saving for Change group also builds self-esteem.</p>
<h2>High food prices globally, high impact on poor families</h2>
<p>The documentary, titled Vamos al Grano, described the food price crisis in 2009. The women in the audience noted that the prices in Latin America have not dropped much since then. “The price of a 20 pound sack of beans has gone up to $30, $35; before, it was $10,” says Juana Morales, one of the participants. “This year [2010-2011] the prices have gone up more than ever.” She explains that the high prices are caused by heavy rainfall, which ruined the crops.</p>
<p>All the women who came to view the film are experiencing similar challenges in providing adequate nutrition to their families. The Saving for Change program is helping women to go beyond saving and small investments to improve their small-scale agricultural production through water management, improving soil through organic fertilizer and other means, and better seed selection. Oxfam’s partners in Chalatenango are training women leaders who are then passing on their knowledge to a wider group of Saving for Change members. Discussing the larger economic issues related to food production and supply will help the women to push for better policies at the local and national level that will help small-scale food producers like them to get the help they need to adequately feed their families, and improve their incomes.</p>
<h2>Saving for Change ‘PLUS’</h2>
<p>Oxfam is currently funding partner organizations CORDES, CCR, and ADEPROCCA to work with  575 women from Saving for Change groups in Chalatengango to improve their food production capacity, start small businesses, and learn to project their concerns and needs on to local and regional government.</p>
<p>“Saving for Change goes beyond just saving and lending money,” says Milagro Maravilla, Oxfam’s Program Coordinator for Saving for Change in Central America. “It’s a perfect way to start organizing women, and that’s what we’ve been doing alongside the savings activity for three years now. It was inspiring to see how they took the lead in organizing these activities, instead of just participating in events organized by national or local organizations. And now that there is such a force of empowered women, Oxfam is helping them with the necessary skills to take themselves a step ahead economically, and to advocate for their rights.”</p>

<p>When Sorn Ken weeds her rice fields, she likes to have company. Her sister So Van helps her in her field, and Sorn will help So in hers. “We chitchat, and when we get tired we take a rest and keep chitchatting,” she says at the edge of her sister’s field. “It’s kind of fun to weed the field with others.”</p>
<p>Sorn says she spends less time weeding her fields than she used to since she started using a mechanical weeding device she helped create with assistance from Oxfam’s partner in Cambodia, RACHANA, an organization based in the southern Takeo province. When farmers use this new tool, they can accomplish in a few hours what used to take them many days.</p>
<p>Oxfam supported RACHANA in designing and testing the mechanical weeders that help farmers grow more rice. Switching to innovative rice-growing systems and using a mechanical weeder can create more than 100 percent gains in production—a huge improvement for small-scale rice growers like Sorn and her sister.</p>
<h2>Supporting innovation</h2>
<p>Sorn is among 100 families in the area growing rice using an array of special methods called the System of Rice Intensification, or SRI. SRI represents an accessible form of innovation for small-scale farmers like Sorn: it boosts yields through different ways of plowing fields and improving soil fertility, and of planting and transplanting rice. SRI helps the plants grow stronger and more resistant to pests and diseases. It doesn't require special seed varieties. And because the plants are healthier, the farmers need less fertilizer and pesticides, which saves them money and preserves the environment.</p>
<p>One of SRI’s techniques involves transplanting single seedlings farther apart, instead of transplanting them in bunches. The distance helps seedlings grow stronger roots. SRI farmers plant their seedlings in rows, so they can weed around the plants more easily. A mechanical weeder helps them speed up the process.</p>
<p>In Sorn’s village of Prey Pa’e, RACHANA found a metalworker named Ben Pen who was willing to work with the local farmers to develop the weeders. With RACHANA’s help, in 2009 he began to adapt designs from India and other countries; he optimized them based on feedback from women farmers. Sorn and about 20 others tested five prototypes. With Pen, they developed one- and two-wheel weeders, which farmers use for different soil and weed conditions. The weeders weigh between 4 and 12 pounds. Each of them has a long handle with which the farmers push narrow wheels with steel spikes, churning the earth and tearing up the weeds.</p>
<p>Most of the farmers responsible for testing the weeders were women. Though men help prepare the soil and assist with the harvest, women do most of the work in the fields. Pen and RACHANA wanted to make sure that the weeder designs are suitable for them. “These weeders are helping women avoid back pain, and neck pain,” Pen says. “They can stand up, and it’s a lot faster.”</p>
<h2>‘Quite a difference’</h2>
<p>Sorn moves down the rows between the rice plants pushing the weeder in front of her like a lawn mower. The tool splashes through a thin layer of water, cutting up clumps of grass and mud.</p>
<p>“There’s quite a difference when you use the weeding tools,” Sorn says. “If you weed by hand you only get the top of the weed, you don’t get the root, and it grows again. When you use the weeding tool, it destroys the root and churns the weed into the soil—it’s better for the soil.”</p>
<p>Sorn farms a little less than two acres. Having the weeder helps Sorn and her sister get their weeding done faster. She says saving this time and labor is particularly important for her now: her husband passed away and her six children are all grown and have left the village to work and study. She’s 55, alone, and needs the help.</p>
<p>RACHANA’s research showed that by combining weeders with SRI, farmers could increase their production to average 5.6 tons per hectare, up from an average of 2.2 tons using traditional techniques. (A hectare is about 2.45 acres.) The organization ordered 900 of the three most popular weeders from Pen; it is selling them to farmers across the country. The tools cost about $20—a significant investment, prompting groups of two or three neighbors to buy the tools together and share them.</p>
<p>The investment is worth the time saved: the women in Prey Pa’e say it takes three people two weeks to weed a hectare, and by the time they finish, the weeds are already growing again. “With the weeder, three people can finish in one morning,” says Pen Rat, who was part of the prototype testing team.</p>
<p>Sorn says she helped test the one-wheel weeder, and suggested that Pen lower the angle of the handle, so women would be pushing at waist level. “I thought women would have more strength to push and pull,” she says.</p>
<p>Simple forms of innovation, like these mechanical weeders, encourage farmers to come together, share their ideas, and play a role in developing technological improvements for their farming. This type of endeavor is just a small part of Oxfam’s work to transform agriculture for the poorest farmers in Cambodia.</p>
<p>Farmers like Sorn Ken confirm this: “Having this weeder is like having another person,” she says.</p>

<p>Moussa Ag Demba lifted a gourd wrapped in ropes, letting it swing through the tiny flecks of hay drifting in the late afternoon sunlight. “We have no rivers … so we use this to scoop up water from the irrigation channel,” explained the rice farmer from Douékiré, Mali. Next, he held up a thick metal hoe. “When it comes to tilling, there are no tractors—only this.”</p>
<p>As Ag Demba described coaxing crops from the drought-prone soil, dozens of Iowa farmers watched from hay bales scattered around the barn.</p>
<p>That October Saturday marked just one stop on a nationwide speaking tour by Ag Demba and three of his fellow small-holder farmers—<a href="http://www.oxfamamerica.org/articles/slideshows/bold-commitment-to-innovation" class="internal-link" title="Bold commitment to innovation">Le Ngoc Thach,</a> from Vietnam; <a class="external-link" href="http://blogs.oxfamamerica.org/index.php/2010/10/18/in-the-heartland-a-voice-from-haiti/">Jacqueline Morette</a>, from Haiti; and Duddeda Sugunavva, from India. Brought together by Oxfam America, Africare, and WWF-International, the farmers spoke at venues from the World Food Prize Symposium in Des Moines to the World Bank offices in Washington, DC. They told their stories to agricultural scientists, US Senators’ staffers, Florida churchgoers, Oxfam volunteers, and ordinary people all over the country. All four spoke about the obstacles they faced in their efforts to feed their families, and the gains they’d made when they used innovative methods to improve their harvests. &nbsp;</p>
<p>“The people who feed the world are facing enormous challenges—from climate change to economic hardship. And that leads to widespread hunger,” said Jim French, Oxfam America regional advocacy lead and a farmer from Kansas. “But the answers are simple: We need to invest in small-holder farmers, and give them the tools that can help them become more resilient.”</p>
<h3>Knowledge to bring home</h3>
<p>It was early that same morning—October 16, World Food Day—when the four international farmers arrived at Neher Acres, a family-owned 500-acre corn and soybean farm in Grundy Center, Iowa. Thach strode out into the cornfield first, his slight, dark-suited figure nearly vanishing among the tall stalks. Morette followed; plucking a ripe ear of corn, she skimmed it clean with her thumb, cupping her palm to catch the golden kernels.</p>
<p>Soon the farmers, their translators, and various staffers crowded around Lyle Neher as he explained the workings of his family’s farm.</p>
<p>“How do you plant the fields?” asked Sugunavva, her flame-bright sari ruffling in the wind.</p>
<p>“How many acres per bag of seed?” asked Thach. A few minutes later, Neher’s son went into the farmhouse and returned with a printout he’d made for the visitors that converted the farm’s measurements into the metric system.</p>
<p>Though harvest time was over, the Nehers had left a patch of corn still standing for their guests. One by one, the four farmers clambered up into the cab of a red combine harvester, taking turns driving the bulky, roaring machine through the rows.</p>
<p>“It’s exciting for me to see these methods, but sad, too,” said Morette, leader of the Oxfam partner organization the United Women’s Association of Pouille. “I wish we had access to this kind of equipment.” She demonstrated corn harvesting methods at home: one person walking through the rows to pluck the ripe ears while another strips the kernels by hand. She said it would be hard to imagine a field this size in Haiti, where the average farmer’s plot measures about 3.7 acres.</p>
<p>The scale felt more familiar at the farmers’ next stop. At Marshalltown, Iowa, Community College, an agricultural extension program teaches new and immigrant farmers to cultivate small plots of land using sustainable methods. As students demonstrated a composting worm box and a moveable pen called a “chicken tractor,” Morette sketched careful diagrams on a yellow notepad. “These are techniques I can adapt to use at home,” she said.</p>
<h3>In a small town, with an open mind</h3>
<p>At High Hopes Gardens, an organic farm in Logan Township, Iowa, the visitors sat down for a lunch of locally-grown food, from crisp vegetables to a sweet raspberry cobbler. Bees hummed in the air as about 70 Iowa farmers and their families joined them at picnic tables in the shadow of the red barn.</p>
<p>Later, everyone crowded inside to hear the visiting farmers’ stories. Morette spoke first, describing how she helps women farmers convert crops into more long-lasting and profitable products, like jams and peanut butter. Ag Demba, Thach, and Suganavva talked about their successes using <a class="external-link" href="http://www.treehugger.com/files/2010/11/a-surprisingly-simple-solution-to-a-big-climate-changeproblem.php">the System of Rice Intensification (SRI)</a>, an innovative technique that yields more rice using less water and fertilizer. “Now, thanks to SRI, we can eat three meals a day instead of two,” said Ag Demba, who explained that his village used the surplus funds from the rice harvest to build its first school.</p>
<p>Many of the Iowa farmers asked questions, comparing the guests’ farming techniques to their own methods here in the US.</p>
<p>“I grew up on a farm, in a small town, with an open mind,” said Ellen Walsh-Rosmann, who runs a 200-acre Iowa organic farm with her husband and his family. “A lot of Iowa farmers claim that we feed the world. If we truly do, then we should think about poverty and hunger, and our relationships with farmers worldwide.”</p>
<p>It was just one day in what French described as a successful effort to bring the farmers’ stories to life for Americans. “Our role at Oxfam is not to speak for these farmers, but to bring them together with those who can support their efforts,” he said.</p>
<p>And in Iowa, he added, their audience may have understood the message best of all.</p>
<p>“No matter where we farm, we all share a common bond with the land,” said French. “We all want the same things: clean water, a decent living, food on the table. If we can understand that, we can come to solutions together.”</p>
