Established in 1991, Adhoc was the first human rights association in Cambodia. Oxfam America's long-term support has enabled the organization to reach maturity as a leading, authoritative voice in all strata of human rights debates in Cambodia. The Oxfams in the Mekong look to tap Adhoc's experience in launghing appeals to the Japanese government and NGOs towards influencing the policy agendas of Cambodia's ruling government.
