The writer asserts that past NGO strategies for influencing the World Bank are in need of review and renewal in light of the World Bank's new agenda focusing on "global financial architecture." Included is an analysis of the impact of social movement organizations (non-professionalized NGOs) that are less interested in detailed, nuanced negotiations with the World Bank and IMF. A key focus of the paper is an assessment of standard NGO political action processes, which use international conventions and the influence of the World Bank to constrain the behavior of governments in the areas of human rights, environment or social policy. The paper also discusses various strategies for advocating within the new agenda.
