Presented to the Latin America Studies Association, this is an analysis of the challenges that face NGOs that work in Cuba. NGO interactions with the Cuban and U.S. governments are presented with a view toward the unique relationships and tactics that are necessary for an NGO to make positive impacts. Also included is an analysis of how international organizations can contribute to Cuban NGOs and the broader Cuban society. Central to the presentation is the question, "If social transformation is the goal of NGOs in Cuba, how does that play out in a context where the state provides (or wants to provide) public services?"
