This paper explores the challenges of evaluating the effectiveness of advocacy work. The challenges of useful assessment stem from the elusive qualities of advocacy: impacts are gradual and happen over a long time; complexity in issues and institutions; number and diversity of interests in the outcome; a tendency of interested scholars wanting to demonstrate influence by civil society actors; and NGO tendency not to evaluate their advocacy work systematically.
