Publication Summary

The Middle East Quartet—the European Union, Russia, the United Nations, and the United States—identified 2008 as the year in which to realize agreements made at the Annapolis conference of 2007. But in five of the ten areas in which the Quartet has laid down clear recommendations, there has been either no progress or an actual deterioration in the situation. In this report, Oxfam joins with humanitarian, development, and human rights organizations in calling for immediate steps to be taken to relieve suffering and ensure that a peace agreement is eventually reached.
