Saving for Change Program Assessment in El Salvador, 2009

Oxfam America’s Saving for Change Program has operated in El Salvador since 2007 and this report is a report and summary of its first evaluation.

The Saving for Change Program in El Salvador brings savings-led financial services to rural communities that are not served by mainstream microfinance. This study’s methodology recognizes that the primary need of the poor is consumption-smoothing in the form of savings rather than the assumption of additional risk through external credit sources. Conclusions show strong results with regards to program performance and expansion in El Salvador.
