CEPA was founded in 1995 by four students of history, two students of geography, and a student of archeology following their participation in a six-month Natural Resources Management (NRM) Training sponsored by the Japan International Volunteer Center (JVC). CEPA was created to involve students in activities that support the preservation of the environment and indigenous cultures in Cambodia.
